Sleuths scoff at claim on Kishanji

Calcutta, Jan. 21: Intelligence officers in West Midnapore today refuted police's claim yesterday that they missed catching Maoist leader Kishanji by a whisker.

According to the sleuths, a three-tier security ring of 50 Maoists guards Kishanji. They are armed with 9mm pistols, Insas and AK-47 rifles. They generally alert Kishanji on what is happening within a 2km radius from his hiding spot. "They are heavily armed and never drop their guard. At the slightest hint of danger, they move several kilometres with Kishanji," one officer said.

When security forces come closer, Kishanji, with his three-tier circle, moves seven to 10km away, he added.

Outside the ring, there are around 300 armed men constantly co-ordinating with Kishanji's guards. "There are men hidden near the camps of the forces who monitor their every move," the officer said.

The police yesterday also seized a laptop and a hearing aid, both of which they claimed were Kishanji's. Today, they said they were not fully sure if the laptop was the only one used by Kishanji.

State chief secretary Asok Mohan Chakrabarti said the device was being examined.

When told that West Midnapore superintendent of police Manoj Verma had claimed that the laptop belonged to the Maoist leader, he said: "Maybe, Verma has additional information in this regard. But I don't know."

The police have not cracked the password of the laptop. "It is locked with voice password. It seems, that the experts of the forensic laboratory will face difficulty in decoding the password," said an officer.

Inspector general of police (law and order) Surajit Kar Purakayastha said in Calcutta today that the recovery of a shirt and the hearing aid had made the police think that Kishanji may have been using the laptop. "We have got hold of documents, a hearing aid and a blue shirt of Kishanji. That's why we think he was there. We will consult cyber experts and the forensic laboratory."

Nandan Nilekani wants researchers' help to solve problems in UIAI

Bangalore: Chairman of the Unique Identification Authority of India (UIAI) Nandan Nilekani today sought the help of researchers in solving the "massive computational challenges and problems" in the implementation of the UIAI project.

"There is no way we can do this alone. We are going to need help from all of you (researchers)", he said launching a computer science community portal ResearchAndYou.com of Microsoft Research India at its annual research symposium "TechVista 2010" and fifth year celebrations here.

Nilekani said the project's idea is to give a unique identification to over a billion Indians. There will be a thousand challenges to the research community as it will be the biggest biometric data base that has ever been made, he said.

Listing out the project's advantages, he said it would help in bridging the digital divide and also help ensure that public spending is really delivered to the right people.

Nilekani said there are quite a few tasks ahead which include creation of a big data depository and adoption of Unique Identification.

The project, he said, aims to provide online authentication of identity.

UIAI's technology group is in Bangalore, he said adding "we intend to float a request for proposal by next week". A 'proof of concept' will be shown in two to three states in the coming months.

The first set of UID's will be rolled out between August 2010 and February 2011,he said.

Agriculture ministry has nothing to do with price rise: Pawar

Under attack for his recent observations on price rise, Union agriculture minister Sharad Pawar today wondered as to how his Ministry could be linked with the issue.

"I do not understand how Ministry of Agriculture is concerned with price level. It is supposed to concentrate on agriculture produce," he said talking to media persons on the sidelines of a function here.

Pawar, reacting to the criticism over his statements in respect of sugar and milk prices, said for the first time in last 40 years he had come across such linking of price level with the agriculture ministry.

He said the ministry had taken care of the role assigned to it and made provisions of necessary food stock of wheat and rice despite drought-like situation in 312 districts in the country.

Three more commit suicide over Telangana

Hyderabad: Depressed at the delay in the formation of a separate Telangana state, three more people committed suicide, taking the number of deaths to six in three days.

Despite appeals by all political parties not to resort to suicides, three staunch supporters of Telangana belonging to Nizamabad and Medak districts ended their lives.

Fearing that a Telangana state may not become a reality, a youth committed suicide in Kamareddy town of Nizamabad district early on Thursday.

Police said Suresh hanged himself in his house. In a suicidenote, the youth said he was saddened at the delay in carving out a Telangana state. Suresh's family said he was actively participating in the Telangana movement.

In Medak district, A Dasarath committed suicide. His relatives said the youth hanged himself.

Earlier, an agricultural labourer in Medak district committed suicide by consuming pesticide. N Kishen (45) resorted to the extreme step on Wednesday after attending a cultural programme on Telangana where artists narrated how K Venugopal Reddy, a student, ended his life.

Venugopal Reddy, a student of the MCA (master of computer applications) programme in a college here, had burnt himself. His body was found on the campus of Osmania University early on Tuesday, triggering a new wave of protests across the region.

The same day a BSc girl student in Mahbubnagar district setherself ablaze. In Nalgonda district, B Anil Kumar hanged himself. The ITI diploma holder in his suicide note wrote that he was sacrificing his life for Telangana.

According to Telangana Rashtra Samiti (TRS) leaders, 36 people, the majority of them students, have committed suicide for the cause in the past two months.

Orissa CM assures bauxite for Vedanta's refinery

Bhubaneswar: Unable to extract bauxite from Niyamgiri hills for Vedanta's refinery due to stiff opposition from tribals, the Orissa government has assured the company not to worry over the raw material."He (Naveen) has promised and said we are sitting on world's fourth largest bauxite reserve. Bauxite should not be a problem," Vedanta Chairman Anil Agarwal said after meeting the Orissa chief minister last night.

Agarwal told Patnaik that Vedanta's refinery at Lanjigarh in Kalahandi had started production and the company had been importing bauxite from other places to run the plant.

"We are waiting for bauxite from the mother state and importing it from outisde," he said seeking state government's support to start exploration of bauxite at Niyamgiri hills.

Quoting the chief minister, Agarwal said: "We will provide all bauxite for your refinery. And the process is on".

During his discussion with Patnaik, the company chief also pointed out that Vedanta had already invested Rs39,000 crore in the state and provided employment to about two lakh people, both direct and indirect.

Though the Supreme Court had already cleared hurdles before mining activities at Niyamgiri, the joint venture company, comprising the state owned Orissa Mining Corporation (OMC) and Vedanta's subsidiary Sterlite, failed to start exploration due to opposition from the tribal community.

The offensive specifically targets top Maoist leaders, a senior interior ministry official told the BBC.

"The offensive has started. The federal government is trying to co-ordinate it but not take command of it," he said.

The government says the five states where the offensive is taking place are the worst affected by Maoist violence.

Home Minister P Chidambaram is personally co-ordinating the operation in West Bengal, Jharkhand, Orissa, Chhattisgarh and Maharashtra.

"The purpose of this operation is not to engage in gun-battles but to re-assert the authority of civil-administration in areas dominated by the Maoists," Mr Chidambaram said on Friday.

Home Minister P. Chidambaram said Friday that Jharkhand Chief Minister Shibu Soren was coming to New Delhi Jan 28 for a meeting on Maoist insurgency.

\"There is a new government in Jharkhand. The chief minister and other senior officials are coming to Delhi on Jan 28 to meet me on the Naxalite issue,\" Chidambaram told reporters, referring to the Maoists.

He was reacting to questions from journalists who wanted to know if it was true that the Soren government had decided to go slow on the anti-Maoist drive.

I knew the Shibu Soren who had been known as Robin Hood in aboriginal India. during my Coal Field days in Dhanbad and Ranchi, I was well awre of his Grass Root bases. I was fortunate to visit his underground bases. I was also FORTUNATE to be eye witness to intense interactions amongst the Jharkhandi leaders including Ak Roy, Binod Bihari Mandal and so on. I was Unfortunate to witness the Event of Decouplation of Marxist Co Ordination and jharkhand Mukti Morch. I was present in the Historic JMM Convention held in Koyla nagar, Dhanbad.I was witness how our Shibu was changing since he entered New delhi as a member of Parliament. I was also an Eye Witness how the Naxals and Maoists replaced the Jharkhandi leaers and their grass root bases. With pain I had to see a leader like AK Roy being sidelined and the Jharkhandi Masses Undermined.

Now,Jharkhand Chief Minister Shibu Soren said on Friday he was not against the special anti-Maoist operation Green Hunt, but has also asked the rebels to come forward for a dialogue.Meanwhile, in Raipur Home Minister P Chidambaram said that states had agreed to coordinate action against Maoist guerrillas and that the central government's goal was to reassert authority in rebel bastions.

"We have no information that Operation Greenhunt (against Naxals active in Jharkhand) has been stopped. Whatever measures need to be taken to fight naxalism will be taken. But before any peace talks, naxals will have to shed violence ... our stand is very clear on this," BJP spokesperson Ravi Shankar Prasad said.


The Rajya Sabha MP maintained that BJP would have no truck with naxals as "they believe in capturing government through the barrel of the gun".


"They don't believe in the identity of India," he added.


However, the BJP feels that there is a need for social development in the naxal affected regions to uplift the poor and suppression through force is not a long lasting solution.


Prasad denied that deputy chief minister Raghuvar Das was also opposed to anti-naxal operations.


Sources said BJP has taken up the issue with Soren and is treating this as a teething problem. "Soren has just become the chief minister and did not realise the gravity of what he was saying. We will convince him," said a senior leader.


BJP has emphasised that its firm stand against naxalism is still undiluted and it will continue to take on the Union government on internal security issues.

"(Our aim is) to reassert the civil administration, to be followed immediately by development in areas dominated by Naxalites (Maoists) for quite some years," Chidambaram said after a meeting with top officials of Orissa, Maharashtra and Chhattisgarhin Raipur.
"The joint operation against the Naxalites is few weeks old, and the progress has been satisfactory," Chidambaram told reporters after a high-level meeting convened here to review the operation.

Besides Chhattisgarh chief minister Dr Raman Singh, chief minister of Orissa, Naveen Patnaik, and home minister of Maharashtra, RR Patil, attended the meeting that lasted for about two hours.

Senior police officials of the Naxal-infested states and para-military forces engaged in the operation were also present.

"The goal of the operation is not to engage in gun battles," Chidambaram said, adding that the operation would re-assert the establishment of civil administration in the affected pockets. The administration would be allowed to exercise the coordination of taking up development works in the areas," he said.

The Union home minister clarified that the government intended to avoid unnecessary violence and collateral damages through the operation.

"All that the operation will do is to move the security forces inside (the disturbed areas) and regain control from the Naxalites," he added.

The three states (Chhattisgarh, Orissa and Maharashtra) have agreed to cooperate and coordinate in the joint operation. "As the operation continues, the progress is going to be more satisfactory," Chidambaram said.

The Union minister said there was no such operation 'Green Hunt' going on in the country.

"For the convenience, a senior officer of a state had coined the name," he said. The joint operation is nothing but troop and technology that the Centre is providing to the states to deal with the Naxal menace, he added.

Asked to comment on reports that the Shibu Soren government has decided to go slow on anti-Maoist drives, he said: "There is a new government in Jharkhand, the chief minister and other senior officials are coming to Delhi Jan 28 to meet me on the issue."

"I am not against Green Hunt operation. The operations are going on in Jharkhand," Soren told reporters.

He said: "I have asked the Maoists to stop killing people and urged them to come forward for dialogue. We want to know what they actually want from us. Why they are against us."

Asked by reporters why he had not been invited for a meeting of chief ministers with union Home Minister P Chidamabram in Raipur, Soren said the meeting was of three states.

His assertion came even as the state police said they were readying to launch special operations against the rebels.

"Seventy to 75% of preparations are completed for the special operations against Maoists. The preparations are going on at different levels," Jharkhand Director General of Police (DGP) Neyaz Ahmad said in a joint conference with Home Secretary J B Tubid.

Asked about the delay in launching the special operations, Ahmed said, "Because of the assembly elections the preparations got delayed. We are now well on the job."

The Jharkhand police chief and home secretary called a joint press conference to clear the confusion over the central government's proposed special anti-Maoist operation, called Green Hunt.

Tubid said that Chief Minister Shibu Soren has "opened a channel of dialogue (with Maoists) by offering the rebels to come forward for dialogue. The chief minister's move does not mean the state government is lenient or soft while dealing with the Maoist issue."

"We categorically say there is no change in the state government's policies or operations against Maoists. The state government's policies are the same as it was a year ago about the Maoists," said Tubid.

He addd: "We are not aware of any terminology Green Hunt. The operations are going on as usual in Jharkhand."

The Jharkhand home secretary clarified that the deployment of forces for the anti-Maoist operation was done as in the past.

After Shibu Soren took charge of the state in December last year there was confusion regarding the special operations against Maoist guerrillas in the state.

"The BJP has consistently taken a very strong anti-Naxalite stand both at the national level and in states where they are in government such as Chhattisgarh. In such a situation, this report has embarrassed the party," said a source.

The BJP formed the government with Jharkhand Mukti Morcha in the state as a post electoral tie up. The party had consistently attacked Soren for various criminal cases registered against him.

The eagerness of the party to form a government in the state had led them to dismiss its earlier inhibitions. The latest move by Soren, however, will be difficult to live down.

"BJP was the first party to attack then home minister Shivraj Patil when he had agreed to lift the ban on certain Naxalite outfits in Andhra Pradesh. They had always maintained that this had given the Naxalites enough time to regroup. In Chhattisgarh, the party had supported the Salwa Judum and had incarcerated Dr Binayak Sen for sympathising with the Naxalites. In such a situation, Soren's views are untenable," said the source.

Soren's alleged soft approach towards the Naxalites has been attributed to the fact that he had their support in the recent state assembly elections. What has embarrassed the party more is that Soren's move allegedly has the support of deputy chief minister and BJP leader Raghuvar Das as well.

"We will be speaking to Soren on the matter, this is serious, we take this seriously," said the source.

Government to reassert authority in Maoist areas: Chidambaram

Following a meeting with top officials of Orissa, Maharashtra and Chhattisgarh, Home Minister P. Chidambaram said the central government was offering troops and technology to States to take on the outlawed Communist Party of India-Maoist.

Home Minister P. Chidambaram declared on Friday that states had agreed to coordinate actions against Maoist guerrillas and that the government's goal was to reassert authority in rebel bastions.

"(Our aim is) to reassert the civil administration to be followed immediately by development in areas dominated by Naxalites for quite some years," Mr. Chidambaram said after a meeting with top officials of Orissa, Maharashtra and Chhattisgarh here.

"The meeting was successful", the minister told reporters. "We identified progress we made. We identified steps to be taken. The operations will continue. Our goal is not to kill anyone but to reassert the civil administration to be followed immediately by development in areas dominated by Naxalites for quite some years."

Mr. Chidambaram chaired a two-hour meeting at the State secretariat with Chief Ministers Raman Singh of Chhattisgarh and Navin Patnaik of Orissa, Maharashtra Home Minister R.R. Patil and officials of paramilitary forces.

He said that the central government was offering troops and technology to states to take on the outlawed Communist Party of India-Maoist (CPI-Maoist).

"My approach to the CPI-Maoist and other such banned organisations is that you will suspend violence and we will talk. But they are killing people. Even yesterday they killed two boys in Chhattisgarh who belonged to primitive tribes as they wanted to get recruited in (the Indian) army," he said.

"The coordinated operation (against Maoists) is just a few weeks old. The progress is satisfactory and in future it will be more satisfactory. In many places Naxalites are retreating and we welcome it. But in some areas they are engaged in battle," Mr. Chidambaram said.

Jyoti Babu, a champion of toiling masses: Shibu Soren

The death of Jyoti Basu has come as a jolt to the poor and the downtrodden for whom he fought for decades, Jharkhand chief minister Shibu Soren said.

"He has been a champion for the rights of the poor and the downtrodden. During his chief ministership between 1977 and 1999, he tried to change the fate of these sections of people," Soren said, condoling the 95-year-old Communist leader's death.

"His contribution in land reforms has no other example in northern India. The land reforms took him to the pinnacle of political career," Soren said.

"His death has left me shocked and grief-stricken. I pray to god to give courage to the relatives and the admirers of Jyoti Babu at this hour," the tribal veteran said.

In his condolence message, Jharkhand governor K Sankaranarayanan said the nation had lost a leader who had worked for the weaker sections of people and he was an able administrator and a great political leader.

"His death is a great loss to the nation. It is very difficult to fill the void. He gave a new political direction to the country," he said.

The CPI-M's Central Committee Member, JS Majumdar also condoled Basu's death and expressed shock and pain at his loss.

Anti-Maoist operation depends on force availaibility: Orissa

Orissa government today said the fate of any special anti-Maoist operation in the state would be clear only after five more battalions of the central para-military force (CPMF) arrive.

This was stated by chief minister Naveen Patnaik on his return here after attending a meeting convened by Union home minister P Chidambaram at Raipur.

"Let the five extra battalions of force arrive. Then I think, picture will be clear," Patnaik told reporters when asked about the fate of the special anti-Maoist operation.

Stating that the union home minister had assured five more battalions of CPMF and two choppers for anti-Maoist operations in the state, Patnaik said the meeting attended by him, Chhatishgarh chief minister and home minister of Maharashtra dealt upon a coordinated effort to fight the red rebels.

"The union home minister called upon the three states to coordinate amongst us," Patnaik said.

When asked about the absence of Jharkhand at the Raipur meeting, the chief minister said: "There will be another meeting involving chief ministers and home ministers of West Bengal and Jharkhand".

On the state's demand at the meeting, Patnaik said he had put forth demands for more roads and bridges, mainly in the border areas where Naxalite activities continued. "And of course, I demanded for more funds for the Vijwada-Ranchi road," he said.

Orissa government which had been provided with five battalions of CPMF for anti-Maoist operation, had indicated that another batch of 5 battalions of central jawans would be helpful in carrying out combing operations effectively.

The state has been demanding additional force since a long time, a home department official said adding that Orissa could take a decision regarding launch of special operation only after getting additional manpower support.

As 18 of the 30 districts of the state had been experiencing Maoist violence, a special operation was needed particularly in border districts of Malkangiri, Koraput in southern region and Sambalpur and Sundargarh in western sides, he said.

While the red rebels almost rule the roost in the undivided Koraput district comprising Koraput, Malkangiri, Ryagada and Nawrangpur, the government has failed to take any effective steps due to the lack of trained police personnel, the official said.


Maoists burn 3 mobile phone towers in Palamu

Suspected Maoists have set three mobile towers on fire in Konwai Village in the Naxal-hit Palamu district, police said today.

Around 50 activities of CPI (Maoists) allegedly poured petroleum products on the generator and machines rooms and set it ablaze last night, district SP Arup T Mathew said.

All the valuable equipments including the towers, belonging to three different operators, BSNL, Airtel and Idea, were badly damaged, he said.

Stating that the ultras were targeting the mobile towers only to disrupt telecommunication system in the district, he said about 15 mobile towers have been set on fire by the Naxalities so far.

India on high alert as LeT buys para-gliding equipment

Pakistan-based Lashkar-e-Toiba has acquired more than 50 para-gliding equipment from Europe, setting off alarm bells in the government that these could be used to carry out air-borne suicide attacks in the country.

The intelligence input which came barely days ahead of Republic Day celebrations has prompted authorities to ensure a tight air security around all vital installations, official sources said here on Friday.

The input about movement of overground workers, owing allegiance to LeT, in Europe led the sleuths to find out that they were on a shopping spree for para-gliding equipment, the sources said.

Security agencies have carried out mock drills in different areas in the country as part of the exercise to prevent any air-borne suicide attack by LeT terrorists.

The input bears significance in view of the fact that government has already put all Air India planes operating in the country's neighbourhood on high security alert following intelligence reports from Western agencies that the LeT and other terror groups were planning to hijack a flight.

Soren going soft on Maoists?

RANCHI/NEW DELHI: For the past 10 days, there has been a ban on interception of mobile phones of Maoists in Jharkhand after verbal instructions from police headquarters. A senior police officer said these instructions would stand till further directions.

Four BSF battalions (nearly 4,000 personnel), meant for anti-naxal operations, were sent off to Chhattisgarh after they did not get the green signal from the state government to launch an offensive against Maoists.

These developments clearly indicate that chief minister Shibu Soren is going soft on Maoists. Reports had said that soon after Soren took over, a missive was sent to Maoist leader Kishenji in a bid to start peace talks with the ultras, asking them to spell out their conditions for smooth running of the government.

Though Soren later denied the reports, indications are that there would be no major offensive against the Maoists in the state — a development which has raised serious concerns in the Union home ministry. Referring to the lacklustre response of Jharkhand over anti-Maoist operations even since Soren came to power, an official said this was a disturbing development as it would jeopardise the anti-naxal operation across the seven affected states.

He pointed out that the slow pace of anti-naxal operation in Jharkhand in the last fortnight raised concerns as any soft approach towards the ultras in one state would defeat the very purpose of operations in other bordering states. If Jharkhand continued with its soft policy, the state would become a safe heaven for Maoists. The ultras would take refuge there after any major attack in neighbouring states, defeating the very purpose of joint and coordinated anti-naxal operations, the official said.

These issues, meanwhile, will also come up for discussion in a special meeting in Raipur on Friday. Home minister P Chidambaram will preside over the meeting of three naxal-affected states — Chhattisgarh, Orissa and Maharashtra. Sources in the ministry said the meeting will finetune the strategy of ongoing anti-naxal operations in these three contiguous states.

How Jharkhand is moving slow on anti-naxal operation was indicated by none other than the state police chief.

Chidambaram wants Jharkhand to take naxals head-on

NEW DELHI: A day after Jharkhand chief minister Shibu Soren aired his `soft' approach towards Maoists saying there is no need for a "confrontation" with them, Union home minister P Chidambaram said he hoped the state government would give "clear directions" to the police and local administration to "resolutely face the challenge of naxalism" -- indicating some differences in the approach of the state and the Centre towards the menace.

The differences have come up ever since the Soren-led government came to power, leaving the police and paramilitary forces in Jharkhand in a state of flux in the absence of clear directions from the top.

During his first visit to Delhi after taking over as CM of Jharkhand, Soren had told reporters on Monday that his government was "formulating a strategy" to deal with naxals -- a hint of the approach which may be different from the one where the security forces were for an all-out armed action against the ultras.

He had said: "If there is a need, then force can be used. But if the situation can be resolved without confrontation (`takkar'), why not solve it...the question is whether they are naxals or not? The media has created a hype by claiming that naxals are active in the state."

Soren's remarks clearly showed that the state government under him and the Centre -- which wants Maoists to shun violence completely before coming for talks -- were not on the same boat.

Condemning Friday's incident in Gumla district, Chidambaram said on Tuesday: "In a loud and clear signal to the new government in Jharkhand, the CPI (Maoist) have committed their first major act of depredation by triggering a landmine blast in which seven personnel of security forces and one civilian were killed."

Referring to the "true nature" of the Maoists' violence, the home minister also pointed out that the incident took place despite there being no provocation (from the security forces).

He also brought into focus the `economics' behind such violence, triggered by Red ultras. In a statement issued by his ministry, he said: "It is a well known fact that illegal bauxite mining takes place in that area. The naxalites collect levies from illegal miners. The naxals resorted to this attack only to scare the police away from the area in which they operate and collect illegal levies."

Although there has been a virtual halt in the anti-naxal operations in Jharkhand, the counter-measures are continuing unabated in other states -- mainly Chhattisgarh, Maharashtra, Orissa and West Bengal -- where the security forces are concentrating on `precision attacks' against ultras on the basis of specific intelligence.

Meanwhile, Chidambaram may visit Chhattisgarh on January 22 to review the overall situation in the state. Officers from Orissa and Maharashtra may also join their Chhattisgarh counterparts in the meeting, called to further finetune joint operations at junctions and tri-junctions of bordering states.

Soren govt calls off anti-Naxal ops, has cops livid

At a time when states are teaming up to crack down on Naxalites, the Shibu Soren-led government in Jharkhand, one of the states worst affected by Naxal violence, has quietly halted operations, including long range patrols and raids directed at the extremists. And in one of the first fallouts, eight policemen were killed in a landmine blast triggered by Naxals in Gumla last Friday.

Central paramilitary forces, including 28 CRPF companies, are being made to wait by the state government while the Special Task Force, comprising personnel of the Jharkhand Armed Police who have been trained in jungle warfare and anti-landmine techniques, are back in the barracks. The securitymen were deployed in the districts of Ranchi, Palamau, Lohardaga and Gumla.

Long range patrols and search operations, routine until President's Rule was lifted in Jharkhand, have been stopped. Officials fear this will allow the Naxalites to rest and recoup. There have even been reports that the Naxal leadership in West Bengal, including its spokesperson Kishenji, had left their hideouts in Lalgarh for the forests of Jharkhand.

The Soren government's move to put the brakes on anti-Naxal operations, within days of taking charge of the state, has set off alarm bells in the security establishment. An Intelligence official told The Indian Express that "Jharkhand is set to become a safe haven" for Naxalites who are beginning to feel the heat in the other states that make up the Red Corridor.

On January 12, cadres of the People's Liberation Front of India, a breakaway faction of the CPI (Maoist), looted people in 12 buses near Piparwar. On January 14, five trucks, engaged in transportation of bauxite ores from the Bagru mines in Lohardaga district, were set ablaze by cadres of the Tritiya Prastuti Committee, another breakaway faction of the CPI (Maoist). On January 15, eight policemen, including ASI Shyam Kishore Singh, were killed when Naxalites targeted them with a landmine in Gumla district.

India launches Maoist offensive in five states

Thousands of Indian paramilitary troops and state policemen have launched a large offensive against Maoist rebels across five states this week.

The offensive specifically targets top Maoist leaders, a senior interior ministry official told the BBC.

"The offensive has started. The federal government is trying to co-ordinate it but not take command of it," he said.

The government says the five states where the offensive is taking place are the worst affected by Maoist violence.

Home Minister P Chidambaram is personally co-ordinating the operation in West Bengal, Jharkhand, Orissa, Chhattisgarh and Maharashtra.

"The purpose of this operation is not to engage in gun-battles but to re-assert the authority of civil-administration in areas dominated by the Maoists," Mr Chidambaram said on Friday.

He said that the progress of the offensive was "satisfactory" so far.

The Maoists have a presence in more than 200 districts across 20 states, officials say. They say that they are fighting for communist rule and the rights of poor peasants and the landless.

More than 6,000 people have died during their 20-year fight.

'Headless condition'

"Law and order is a state subject under the Indian constitution, so we have requested the states affected by Maoist violence to do their bit," the home ministry official said.

Troops haunting for Maoist rebels
Earlier offensives against the rebels have not been successful

"We want to drive them into a headless condition, so we will go after the leadership," he said, "but we don't want a Sri Lanka-type operation that could cause much collateral damage to innocent civilians.

"So we are specifically targeting the Maoist leadership and you will see a lot of special operations based on specific intelligence."

The official said that "almost all the states are doing their bit", and that a special operation in West Bengal earlier this week - in which Maoist military wing chief Koteswara Rao narrowly escaped arrest - was a good example of that.

Railway minister Mamata Banerji - who has been accused by West Bengal's government of having links with the Maoists - visited the Junglemahal region at the weekend, and asked the rebels to stop the violence and join negotiations with Delhi.

However the Maoists rejected her appeal, immediately prompting Delhi to give the go-ahead for the latest offensive.

Officials say that 42 battalions of the paramilitary Central Reserve Police Force (CRPF) and Indo-Tibetan Border Police (ITBP) are taking part.

Mr Chidambaram has promised more forces to any state if that was required.

He said that the government was left with no option but to act because the Maoists have not responded to peace overtures.

The untold walkout

Washington, Jan. 21: M.K. Narayanan's fate as national security adviser (NSA) was sealed two days before Christmas last year when he walked out of a meeting addressed by Union home minister P. Chidambaram.

Chidambaram, by temperament, is not one to take slights in his stride. But for him, Narayanan's intemperate walkout from the December 23 meeting represented more than just a slight.

It meant an undisguised revolt by the NSA against the home minister, the culmination of months-long sparring between two of the most powerful men on Raisina Hill, the nerve centre of the central government.

Chidambaram had just outlined his ambitious agenda for restructuring India's national security architecture, an agenda which has been in the making since his visit to the US last September, and which would have made Narayanan redundant in his incumbent role as NSA.

Narayanan is a man who is courteous to the core in the best traditions of Malayali tharavaditham, or the urbane habits of families with a long lineage.

Those who have known him during his long years in Chennai and New Delhi know that it is his habit never to leave an event without having a word with the host.

If he had another engagement to go to before the conclusion of a meeting — as was often the case — he would tell his hosts and the chief guest in advance.

On December 23, he did not tell either Chidambaram or the director of the Intelligence Bureau (IB), Rajiv Mathur, that he had to leave early, according to people who would have known if Narayanan had done so.

Narayanan's walkout was, therefore, intended to send a message.

A small reception was to follow the December 23 event, the IB's Centenary Endowment Lecture, an annual high point for the bureau, which is a second home to Narayanan.

If Narayanan's decision not to stay for the reception and pointedly walk out of the meeting was meant to be a message, Chidambaram promptly got it.

The supreme irony was that Chidambaram had just finished talking about resistance to his agenda by people like Narayanan, without mentioning names, of course.

"There are two enemies of change," Chidambaram said in his IB Centenary Endowment Lecture, according to its official transcript. "The first is 'routine'. Routine is the enemy of innovation. Because we are immersed in routine tasks, we neglect the need for change and innovation."

Those from India's intelligence community who were present at the meeting knew only too well that the barb was directed at the national security adviser.

Narayanan has been a life-long intelligence officer, but one schooled in the old ways, precisely the old ways that Chidambaram wants to eliminate, impressed by his recent exposure to the New York Police Department's preparedness and briefings by US agencies such as America's Counter-Terrorism Center.

Besides, it has been many years since the task of reforming India's intelligence agencies had been entrusted to Narayanan with a clear mandate.

He had not only fallen short, but morale and operational efficiency at the Research and Analysis Wing (RAW), India's external spy agency, had touched their nadir during Narayanan's tenure as NSA.

It also did not help Narayanan during his turf wars with Chidambaram in recent months that it was well known that RAW had reached its lowest point ever through acts of commission rather than omission.

Although Narayanan was present when Chidambaram was criticising his ways by implication, he was in no position to respond verbally: the only thing he could do was to walk out in a show of displeasure.

Chidambaram continued: "The second enemy is 'complacency'. In a few days from today, 2009 will come to a close and I sincerely hope that we may be able to claim that the year was free from terror attacks. However, there is the danger of a terror-free year inducing complacency, signs of which can be seen everywhere.

"A strange passivity seems to have descended upon the people: they are content to leave matters relating to security to a few people in the government and not ask questions or make demands. I wish to raise my voice of caution and appeal to all of you assembled here and to the people at large that there is no time to be lost in making a thorough and radical departure from the present structure."

For most of those present, Narayanan embodied what Chidambaram euphemistically referred to as "the present structure".

The home minister concluded: "If as a nation we must defend ourselves in the present day and prepare for the future, it is imperative that we put in place a new architecture for India's security."

It was like Mao Zedong's call to bypass the structure of the Chinese state and its Communist Party apparatus and launch the Great Proletarian Cultural Revolution in 1966.

Narayanan, as one of the key men in India's national security architecture under three Prime Ministers, had to express his displeasure.

He could not sheepishly remain at the reception after this and calmly sip tea while everyone present knew — but would say nothing — that he had been openly targeted by Chidambaram. He simply walked out.

For Chidambaram, the NSA's response to his agenda was confirmation of what he had surmised and suspected for many months as the home minister slowly and steadily encroached on Narayanan's turf.

So far, Chidambaram had won all the battles, but he was yet to win the war. An openly hostile Narayanan would be a formidable enemy: the war could yet be won, but the spoils may elude Chidambaram.

Narayanan's exile to Calcutta was imperative to winning the war.

Besides, Chidambaram had only recently emerged badly bruised from a little-known but significant turf war with one of his two ministers of state, Mullappally Ramachandran.

Chidambaram, who prefers to entrust work in the ministries he presides over to bureaucrats rather than politicians, had given Ramachandran little to do in the home ministry.

After smarting for quite some time, Ramachandran approached Congress president Sonia Gandhi. But he did not complain about Chidambaram. Nor did he ask for the situation to be remedied. Ramachandran simply asked to be relieved from the cabinet and allowed to remain an ordinary MP.

With elections due in Kerala next year and the Congress certain to retake power, Sonia did not want to upset the apple cart in the state. Unlike Chidambaram, Ramachandran has his roots among the people and is a formidable leader in the state.

Sonia got to the bottom of the junior home minister's grievance, summoned Chidambaram and instructed that not only should Ramachandran be given work commensurate with his political standing, but that his work should also not be interfered with, according to Congress sources in Kerala.

This was all the more reason why Narayanan's revolt had to be nipped in the bud. Besides, owing to shared ethnicity, there was always a possibility that Narayanan could strike up an alliance with the junior home minister.

There was also G.K. Pillai, the Union home secretary, an upright officer, but one who has deep roots in Kerala and has worked with senior Kerala politicians who would be a factor in the battles if Narayanan remained in the PMO. His exit, therefore, became inevitable for the health of the cabinet system of governance.

State talks tough on rebels
- No question of stalling operations, says home secy

Ranchi, Jan. 21: Under pressure from the Centre, the state government today made it abundantly clear that there was no question of stopping ongoing police operations against Naxalites.

"The operation is going on as usual," said home secretary J.B. Tubid, adding he was unaware that the new offensive against rebels had been christened Greenhunt. "But preparations are on for a fresh offensive," he added.

The home secretary said air force pilots and other support staff would be arriving here on Saturday. "Two choppers from the Union home ministry are stationed in the state and two more from the Indian Air Force will be coming soon," he pointed out, seeking to end speculation that Jharkhand had stalled anti-Naxalite operations in tune with chief minister Shibu Soren's advocacy for initiating dialogue with the rebels.

Significantly, CRPF DIG Alok Raj also said that the operations hadn't been stopped. "The operation against Naxalites is very much on. In fact, nine companies of CRPF are running an operation on the border of Lohardaga, Latehar and Gumla where seven policemen had been killed a few days ago," he told The Telegraph from Gumla.

In fact, he said, a new post of CRPF DIG had been created in Chaibasa to supervise the offensive in Singhbhum. "As many as 66 companies of the CRPF are deployed in the state. And, there has been no word from the state government on stopping the operation," he maintained.

Commenting on the January 15 rebel attack in Gumla that killed seven policeman, Union home minister P. Chidambaram said earlier this week that the Soren government had to face the Maoist threat.

Soren, he said, would need to send clear instructions to the state police to brace for the challenge. Having come to terms with the Centre's resolve in tackling the Maoists in a definitive way, the state went out of its way today to insist it was on the same page as Delhi.

Indicating there was no difference of stand with the Centre, Tubid said: "It had been made amply clear by the state chief secretary at a meeting held recently in New Delhi. So, the Centre isn't worried about the chief minister's stand on the Naxalite issue."

On Soren's view that talks should be held with Maoists, the home secretary sought to clarify that it happened to be "one of the approaches" to solving the problem.

The home secretary was put to test since the morning over speculation that Soren's exclusion from a chief ministers' meeting convened by Chidambaram today in Raipur was sign that Jharkhand would not be a party to his planned offensive.

Tubid explained the Raipur meet was on the border dispute among Chhattisgarh, Orissa and Maharashtra and had nothing to do with internal security. "There are 13 Naxalite affected states. Others like Bihar, Bengal and Andhra Pradesh, too, weren't invited," he maintained.

Soren also seemed unaware of the Raipur meet. "I will see if it was so," he told reporters when asked if he had been kept out at the airport where he had gone to received the new governor, M..H. Farook.

On Operation Greenhunt, he said it was for the Centre to take steps and not the state.

Shibu Soren (born 11 January 1944) is an Indian politician who is the current Chief Minister of Jharkhand state in India[1] . He was sworn in as the 7th Chief Minister of Jharkhand on December 30th, 2009 after winning the Jharkhand Assembly elections.[2] He previously represented the Dumka constituency of Jharkhand in the 14th Lok Sabha, and is the President of the Jharkhand Mukti Morcha (JMM) political party, a constituent of the UPA.

On January 9, 2009, Soren was defeated in the by-election to the Tamar assembly constituency to political novice Gopal Krishan Patar alias Raja Peter of the Jharkhand Party by a margin of over 9,000 votes. Soren was earlier reappointed as Chief Minister of Jharkhand on August 27, 2008 after his life term in the Shashinath Jha murder case was set aside by the Delhi High Court in August, 2007 citing the CBI as "miserably failing" in proving Soren's involvement in the crime. After the Assembly elections Soren once again formed the Government along with the BJP, and was sworn in as cheif minister of Jharkhand on 30th December 2009.

He was the Minister for Coal in the Union Cabinet in November 2006, when a Delhi district court found him guilty in the murder of his private secretary Shashi Nath Jha in 1994.[3] He has also been indicted in the past on other criminal charges.

Soren was born in Nemra village of Hazaribagh district, Jharkhand state, India. He completed his schooling from the same district. After schooling, he got married and decided to work with his father who was a farmer. He has three sons—Durga, Hemant, and Basant—and a daughter, Anjali.

He started his political career in the early 1970s and rose to become a tribal leader. On 23 January 1975, he was allegedly part of a mob that attacked the Muslim-dominated Chirudih village in Jamtara district in a campaign to drive away "outsiders", a term used to describe non-tribals. Ten people including nine Muslims and six policemen were killed who were helping the moneylenders to exploit the poor and illiterate santals. Along with sixty eight others, he was charged with murder. The attack was carried out with bows and poison tipped arrows which has since gone on to become the JMM's party symbol.

He lost his first Lok Sabha election in 1977. He was first elected to the Lok Sabha in 1980. In 1986, an arrest warrant was issued against him. He was subsequently elected to the Lok Sabha in 1989, 1991 and 1996 as well. In 2002, he was elected to the Rajya Sabha with the help of the Bharatiya Janata Party. He won the Dumka Lok Sabha seat in a by-election the same year and resigned his Rajya Sabha seat. He was re-elected in 2004.

He became the Union Coal Minister in the Manmohan Singh government, but was asked to resign following an arrest warrant in his name in the thirty-year old Chirudih case. After the warrant was issued, he initially went underground. He resigned on 24 July 2004. He was able to secure bail after spending over a month in judicial custody; released on bail in September 8, he was re-inducted into the Union Cabinet and given back the coal ministry on 27 November 2004, as part of a deal for a Congress-JMM alliance before assembly elections in Jharkhand in February/March 2005 [2].

On 2 March 2005, after much political bargaining and quid pro quo he was invited to form the government in Jharkhand by the Governor of Jharkhand, Syed Sibtey Razi. He resigned as Chief Minister nine days later, on 11 March, following his failure to obtain a vote of confidence in the assembly.

There were reports of massive rigging in his constituency and the Congress leadership, unhappy with the hard bargaining sent 5 CRFP battalions to Dumka to ensure free and fair elections. Soren was trounced in ensuing elections by the relatively unknown Raja Peter.

[edit] Life imprisonment and acquittal

On 28 November 2006, Soren was found guilty of murder in the twelve year old case of the kidnapping and murder of his former personal secretary Shashinath Jha. Apparently Jha was abducted from the Dhaula Kuan area in Delhi on May 22, 1994 and taken to Piska Nagari village near Ranchi where he was killed. The CBI chargesheet stated that Jha's knowledge of the reported deal between the Congress and the JMM to save the then Narasimha Rao government during the July 1993 no-confidence motion and an act of sodomy was the motive behind the murder. The charge-sheet asserted that: "Jha was aware of the illegal transactions and also expected and demanded a substantial share out of this amount from Soren." [3]

Soren has resigned from his post of Union Minister for Coal after Prime Minister Manmohan Singh demanded that he do so in the wake of the verdict. This is the first case of a Union Minister of the Government of India being found guilty of involvement in a murder. On 5 December 2006, Shibu Soren was sentenced to life imprisonment; he still awaits trial in the Chirudih case.

Recently a Delhi court rejected his bail plea, stating: 'We cannot overlook the fact that the appellant (Soren) has been convicted after a detailed and elaborate trial only in November 2006 and sentenced in December 2006.

The bench also noted that he was also being tried in a number of other cases, including the case of mass murder in Jharkhand. '[4]

Subsequently however, the court pulled up the prosecuting attorney, R M Tiwari of the (Central Bureau of Investigation), for "not doing its homework" and presenting weak evidence[5].

On June 25, 2007, Shibu Soren was being escorted to his jail in Dumka, Jharkhand when his convoy was attacked by bombs[6], but no one was hurt.

The Delhi High Court on 23 Aug 2007 overruled the District Court and acquitted Soren, [4]. stating that "the prosecution has miserably failed in bringing home the charge against the accused persons. The trial court's analysis is far from convincing and not sustainable."

The five men convicted by the Tis Hazari court were held guilty of criminal conspiracy, abduction and murder primarily on the basis of forensic evidence provided by a post-mortem report of a body discovered in Jharkhand, namely a skull superimposition test and skull injury report. This was in addition to eyewitness accounts and some circumstantial evidence[7]. But the DNA that had been extracted from the skeleton did not match Jha's immediate family: in its judgement overruling the district court, the High Court bench wondered how the trial judge could have "ignored the well-established fact that a DNA test is considered conclusive evidence while skull superimposition tests only allude to a probability"[citation needed], concluding that the skeleton was not Jha and that the case reduced to merely circumstantial evidence.

Jharkhand Mukti Morcha (झारखंड मुक्ति मोर्चा) (English: Jharkhand Liberation Front) is a political party in India. It has a strength of 5 in the 14th Lok Sabha. 4 of its MPs are from Jharkhand. Shibu Soren is the president of JMM. JMM is also an influential political party in neighbouring states of Orissa, West Bengal.

The party was officially created on the birthday of Birsa Munda,[1] the 19th century Hindu spiritual and militant hero of Jharkhand that fought the British ruling in Jharkhand. The State of Jharkhand also came into existence on Birsa Munda's birthday in 2000.[2]

At the 2005 Jharkhand state assembly elections, the JMM took second place and received 17 of the 81 seats. It supports the government of Independent Chief Minister Madhu Koda which was formed in 2006. It continues to be an active part of the United Progressive Alliance. It has had its fair share of controvoersies when its MPs were involved in the bribery scam during the Rao Government and the fiasco in early 2005 about the Chief Minister of Jharkhand. Recently, one of its MPs was assassinated by Naxalites. After the loss to Bangladesh in 2007 Cricket World Cup, the house that Dhoni was constructing in his home-town Ranchi was vandalized and damaged by political activists of JMM [3]
