Lashkar-e-Tayiba purchases 50 paragliders.

Srinagar: Jammu and Kashmir based liberation fighter organisation Lashkar-e-Tayiba has acquired 50 paragliders from Europe, which it intends to use to launch air strikes in disputed state of Kashmir , an alert issued by the Intelligence Bureau on Friday has said.

The IB says that there is a growing concern over the Lashkar's ability to launch an attack from the skies. It appears that the MILITANT outfit is trying newer techniques to step on to Indian soil since they are finding it hard to infiltrate through land and sea owing to stepped up vigil.

The details of the purchase are still not available, but it appears that they have managed to acquire the paragliders through a benami transaction.

The IB feels that the Lashkar is desperate, as it has been feeling bogged down since the November 26, 2008, Mumbai attacks. Earlier in the day, the IB had issued an advisory stating that the same outfit is likely to carry out a hijacking of an Indian commercial aircraft.

The IB says that the country needs to be on guard for an aerial strike since these groups are always innovating. The Indian Home Ministry, which has been appraised of the matter, says it has asked all security agencies to be on alert and also carry out mock drills to counter such strikes. We don't want to take any chances, a Indian Home Ministry official said.

The Indian Air Force, on its part, claims it is fully prepared to counter such a strike. In fact, former Chief of the Air Force Fali S Major had told rediff.com in an interview, "An aerial attack is not really a threat since the IAF has the capability to tackle this threat with ease. Union Defence Minister A.K. Antony has warned of more terrorist attacks and infiltration attempts along the Line of Control.

He, however, said the armed forces were prepared to counter these threats.

Speaking on the sidelines of a function on Saturday, Antony said attempts to infiltrate into Kashmir valley have increased.

The trend, he said, will continue as those inimical to our country see that the situation in Kashmir is improving and they cannot tolerate it.

Antony said India should to be ready for more infiltration attempts.

Earlier, Indian intelligence agencies had warned that the Lashkar-e-Taiba (LeT) has purchased paragliders and its members are training to use them for suicide attacks on India.

According to intelligence inputs, fifty paragliders have reportedly been bought from Europe.

The intelligence input, comes just three days ahead of the Republic Day celebrations.

The security agencies are leaving no stone unturned to ensure tight air security around all vital installations.

Security agencies have also conducted mock drills in different areas to prevent any airborne suicide attack by terrorists.

 

 Terrorist organisation Lashkar-e-Toiba is preparing for suicide attacks from the air. The Indian governments on Friday issued that warning even as an alert had been sounded for a possible hijack attempt around Republic Day.

The threat of suicide attacks from the air are reminiscent of the 9//11 terror strikes, which were one of the deadliest terror attacks anywhere in the world.

Now nine years later intelligence information available with Union Home Ministry suggests that terror groups are now turning more lethal.

Specific intelligence reports say that the Lashkar-e-Toiba has bought 50 paragliders from Eastern Europe to carry out suicide attacks in India.

Now mock drills are being carried out to test the latest terror methodology.

Intelligence reports also point out about an elaborate plan to hijack a passenger plane around Republic Day celebrations.

Sources say terror groups are planning to hijack an airliner that flies abroad and the Bureau of Civil Aviation and Security has been advised to further enhance security at airports.

"The alert has been issued to our agencies who implement anti-hijacking measures. They are deputed both in India as well as outside India, wherever Indian Airlines offices are situated," said Internal Security Special Secretary UK Bansal.

 Doing away with diplomatic niceties, Pakistan has dubbed as 'immature' External Affairs Minister S M Krishna's reported remarks that any future terror attack on India could impact bilateral ties.

Pakistan Foreign Office spokesman Abdul Basit claimed that the Mumbai attacks would not have happened without local support and that Krishna should "understand the realities" and avoid such statements.

It is "an immature statement", Basit said while reacting to Krishna's remarks carried by a magazine that "any repeat of such (26/11 type of) attacks will have serious repercussions on bilateral ties."

Krishna's reported remarks came in response to Pakistan Prime Minister Yusuf Raza Gilani's statement that his country could not guarantee that there would be no further attacks in India.

Earlier, US Defence Secretary Robert Gates had said India's patience would be "limited" if a 26/11-type attack was repeated.

London: European and U.S. stock markets fell sharply for the second day running on Thursday amid ongoing fears about tighter monetary policy in China and uncertainty over President Barack Obama's plans to rein in risky bank activities. The euro, meanwhile, continued to slide after poor economic data and concerns about Greece's debt burden. In Europe, the FTSE 100 index of leading British shares closed down 85.70 points, or 1.6 percent, at 5,335.10 while Germany's DAX fell 104.56 points, or 1.8 percent, at 5,746.97. The CAC-40 in France ended 66.79 points, or 1.7 percent, lower at 3,862.16. On Wall Street, the Dow Jones industrial average tumbled 170.19 points, or 1.6 percent, to 10,432.96 while the broader Standard&Poor's 500 index slid 15.87 points, or 1.4 percent, at 1,122.17. The falls come on top of Wednesday's big declines when stocks around the world took a battering amid fears of further lending curbs in China and mixed U.S. corporate earnings. Those concerns have not gone away. In fact, investors now have a new thing to worry about — what is the U.S. President planning to do to rein in excessive risk-taking at big financial firms? New Delhi While former Prime Minister Jawaharlal Nehru coined the famous slogan 'Hindi Chini Bhai Bhai', China considered him 'discourteous' and India to be 'bottomless pit' for foreign aid.

It also held the view that it was a 'pity' that late prime minister Indira Gandhi "has also taken as her legacy the philosophy of her father embodied in the book Discovery of India," which China believes revealed his idea of a great Indian empire encompassing Malaysia, Ceylon among others.

The comments were made by former Chinese Prime Minister Chou En Lai to former American President Richard Nixon, who famously called Gandhi a 'bitch' and a 'witch' while his National Security Adviser Henry Kissinger called Indians 'bastards'.

Terror Strikes India Once again as Systematic Mind Control as Hate campaign against Indigenous, Aboriginal and Minority Communities!

Terrorists linked to the Al Qaeda plan to hijack an Indian plane and crash it into a British city, security sources here were on Sunday quoted as saying after a tip-off from the Indian Intelligence Bureau (IB).

 

An IB communication to the British spy agency MI5 last week warned of a suspected plot by Pakistan-based terrorist groups to hijack an Air India or Indian Airlines from Delhi or Mumbai, the Sunday Times reported. Meanwhile,As India gears up to celebrate its Republic Day on January 26,the security has been tightened across the country to avoid any untoward incident on the national occasion.The national capital New Delhi has been turned into a fortress ahead of Republic Day,with thousands of security personnel deployed to keep a tight vigil across the city.Anti-aircraft guns, quick reaction teams,and commandos of the National Security Guard will be deployed at various places.An elaborate air defence mechanism,including deployment of anti-aircraft guns,has also been made to check any intrusion in the air space.

 

Reports of the Indian warning came as a tape purported to be from Al Qaeda leader Osama Bin Laden Sunday claimed responsibility for the failed Christmas Day attempt to blow up a trans-Atlantic flight to Detroit.

 

Delhi will turn into a security fortress next Tuesday for the 61th Republic Day celebrations in the backdrop of intelligence inputs about LeT acquiring over 50 para-gliding equipment which could be used to launch an air-borne suicide attacks.

 

A ground-to-air security apparatus will be put in place for the celebrations here while over 15,000 security personnel will keep a tight watch between Vijay Chowk and Red Fort, the 8 km long route through which the parade showcasing the country's diversity and military prowess passes through.

Ahead of R-day, J-K police find huge arms cache

 

Elaborate traffic arrangements have also been made for Tuesday. Vehicles will not be allowed to enter the parade route while Metro services will be curtailed.

Mobile hit teams, anti-aircraft guns and sharpshooters of the National Security Guards will be deployed at various places while paramilitary and Delhi Police commandos will keep a close watch along the parade route.

 

Full security preparation for R-Day parade: Army

Snipers will be deployed at high-rise buildings while a total of 105 CCTVs have been installed to keep a vigil on people's movement between Rajpath and Red Fort.

A multi-layer security ring will be put in place at Rajpath, where President Pratibha Patil will unfurl the Tricolour and take the salute of marching contingents, a senior police official said. 

 

Britain raises terror attack level

 

The IB warning, made last week, appears to have been behind a decision by the British government on Friday to upgrade the threat of a terrorist strike to 'severe', which rates the possibility of such an attack as 'highly likely.'

 

The Indian tip-off came after the capture of Amjad Khwaja, a commander of the Harkat-ul Jihad Islami (HuJI), which is suspected to have been behind a number of terrorist attacks in India, including two bombings in Hyderabad August 2007, in which at least 42 people were killed.

 

The IB warning was contained in a detailed 'threat assessment' sent to the MI5 following the interrogation of Khwaja, who was arrested in India on January 18.

Although the IB does not specifically mention Britain as a target, British police sources told the paper it had 'raised fears in London that a British city might be attacked' following a similar scare in 2003.

Meanwhile, British Foreign Secretary David Miliband warned that the threat of a terrorist strike was 'very real' after an audio tape was released, in which Bin Laden appears to claim responsibility for the attempted bombing of an airliner over Detroit Dec 25, 2009.

"Let's wait to see what he actually says; we know that the Al Qaeda senior leadership are in the badlands of the Afghan-Pakistan border, probably on the Pakistan side," Miliband said.

He said the Detroit attack was the first by the "Al Qaeda of the Arabian peninsula, which is a sub-group of the Al Qaeda franchise" and represents "an attack on the west rather than an attack within the Middle East."

Nigerian Umar Farouk Abtulmutallab is being held by American authorities in Michigan over the abortive attempt to blow up Northwest Airlines flight 253.

 

Laden warns Obama of more attacks like 9/11

 

In a tape broadcast on Al-Jazeera television network on Sunday, a voice said to be Bin Laden's tells US President Barack Obama: "The message I want to convey to you through the plane of the hero Omar Farouk [Abdulmutallab], reaffirms a previous message that the heroes of 9/11 conveyed to you.

"America will never dream of living in peace unless we live it in Palestine. It is unfair that you enjoy a safe life while our brothers in Gaza suffer greatly."

It adds: "God willing, our raids on you will continue as long as your support to the Israelis will continue."

The British government's decision Friday to upgrade its security alert followed analysis by the Joint Terrorism Analysis Centre (JTAC), a unit of the MI5.

The level was raised after Prime Minister Gordon Brown was briefed by the heads of Britain's security services MI5, MI6 and GCHQ and a meeting of the government's Cobra emergency committee. 

Al-Qaeda trains woman suicide bombers: Report

 

London Al-Qaeda in Yemen has trained a group of woman suicide bombers with 'non-Arab' appearance to attack Western targets, including airliners and power stations, US officials have warned.

Details of the bombers emerged just hours after Britain raised the UK threat state to "severe" amid fears that al-Qaeda was planning a wave of attacks against western targets, 'The Sunday Telegraph' reported.

The woman suicide bombers, who may be travelling on Western passports, have been prepared for their missions by al-Qaeda's branch in Yemen responsible for the botched Christmas Day attempt to blow up a US airliner, it said.

US officials quoted by the paper as saying that airliners and all forms of transport could be targeted as well as sports stadia, ports and power stations.

The report came as Foreign Ministers from across the world, including External Affairs Minister S M Krishna, are preparing to meet in London this week for two conferences to discuss the threat of terrorism in both Yemen and Afghanistan.

But official sources insisted that there was no specific intelligence which suggested that either conference was a potential target.

Pachauri admits mistake but rules out resignation

 

New Delhi Intergovernmental Panel on Climate Change Chairman R K Pachauri on Saturday termed as a "human error" the findings in its report about melting of Himalayan glaciers, but ruled out his resignation on the issue. Pachauri, who is under attack from various quarters over the IPCC's 2007 report that said the glaciers in the Himalayas will disappear by 2035 due to global warming, said the mistaken was "unfortunate". "I have no intention to of resigning from my position. I have a task. I am going to complete the Fifth Assessment Report," he told reporters in New Delhi.

Pachauri said the IPCC is a body of hundreds of eminent scientists selected and nominated by different governments. "There are huge problems on climate change. Climate change is not limited to Himalayan glaciers. Rational people will continue to repose faith in IPCC," he said.

The IPCC chief said the Fourth Assessment Report of the Panel was a robust report but the error with regard to the conclusion on Himalayan glaciers was unfortunate. This was a human error. We will do everything to see that such mistakes are not repeated," he said.

Islamabad Pakistan government has no plans to roll back the country's atomic programme and is committed to maintaining a minimum nuclear deterrence, Parliamentary Affairs Minister Babar Awan said.

The Pakistan People's Party-led government will not compromise on the country's defence and sovereignty, he said in the National Assembly or lower house of Parliament.

"The PPP is the creator of our nuclear programme and there is no question of its rollback or capping," Awan said, commenting on the Sovereignty of Pakistan Bill that was moved by some lawmakers for the "preservation, protection and assertion of Pakistan."

"We shall maintain a minimum capable deterrence as a responsible Islamic nuclear state," he said.

The sovereignty of Pakistan is guaranteed in the preamble of the Constitution and the government is prepared to discuss the bill, he said.

Awan also assured Parliament that the government will protect the aerial and territorial sovereignty of Pakistan.

"We have been doing this in the past and shall continue doing it in future as well," he said.

Speaking on the objectives of the Sovereignty of Pakistan Bill, opposition PML-Q parliamentarian Sheikh Waqas Akram said it covers key issues regarding the sovereignty of the country in a situation when visiting foreign functionaries are apparently poised to interfere in Pakistan's internal affairs.

 

Home ministry sounds 'powder' alert at airports

The home ministry has sounded alert at all small and major airports to tighten security and seize any suspicious powder or liquid any passenger may try to smuggle in on any domestic or international flight.

The alert warns that the stuff may be a sophisticated explosive alike one used by a young Al Qaeda-linked Nigerian last week in a failed attempt to blow up a United States airliner flying from Amsterdam to Detroit.

At the instance of a US advice, the government does not want to take a chance as there may be other colleagues of the Nigerian ready with the mysterious powder that is 'smell neutral,' and hence cannot be sniffed out by even the trained dogs.

The alert quotes the US authorities pointing out that Abdul Farouk Abdulmutallab, 23, who was wounded in a blaze from the powder he had tied to his leg, had a new kind of explosive device that obviously made it through checks at Schiphol.

It specifically asks the Central Industrial Security Force and state police chiefs to direct their security personnel at the airports to look for colourless and odourless PETN (Pentaerythritol Trinitrate) powder that can be used to make very powerful bombs on the spot.

The alert warns that the stuff will be hard to detect if carried in a sealed container, and hence better seize any powder material with the passengers and rush it to the nearest laboratory for carrying out the necessary chemical checks.

Persons carrying the stuff may also be detained if they are not able to satisfy the material in their possession, at least until the laboratory clears it as non-explosive, the alert said.

The security authorities have been asked to intensify frisking to be thorough to prevent anybody getting the explosive powder in any aircraft. They have been asked to scan for powders in not only the hand baggage, but also in the checked-in luggage to ensure there is no fire or explosion in the luggage compartment.

Sources in the home ministry said the security men posted at the airports are not trained to detect the new kind of explosives that can be manufactured on the spot by mixing two or more materials. Hence the best course felt was to seize any power or liquid that they are not able to identify properly.

Mostly such explosives are prepared by mixing a powder substance with acid or some other liquid, but there are also certain substances that can blow up by just coming into contact with water or Oxygen in air, the sources said. The terrorist has to just tear a little a sealed packet and leave it to explode, the sources added.

The alert, therefore, says a complete 'No, no' if someone is carrying both powder and liquid that are not identifiable, but it says even the possession of unexplained powder should be questioned.

C-DAC signs technology transfer agreement for wireless apps for railways

23 Jan 2010 8ak/PR: Centre for Development of Advanced Computing (C-DAC) signed a Technology Transfer Agreement (MoA) with Bangalore- based E2E Wireless and Network Solutions Private Ltd (E2E) for the transfer of its indigenously developed TETRA technology on Wednesday. The agreement in this context was signed between Rajan T Joseph, Director General, C-DAC and G Sreenivasa Rao, Chief mentor of E2E.

Under the terms of the memorandum of understanding (MoA), C-DAC and E2E will jointly work towards adapting the TETRA technology for railway applications. E2E will develop railway signalling applications and other Professional Mobile Radio applications using the TETRA technology. They will also use the TETRA technology to provide Control and Communication services to railway and other potential customers. The scope of the agreement also includes the manufacture and sale of C-DAC's TETRA products.

Addressing the media, Joseph said, "TETRA combines Cellular Mobile Telephony, Packet Data and Digital Mobile Radio together on one open cellular platform to offer a broad range of services. C-DAC has been working in the TETRA technology for over a decade with more than 250 engineer years of effort, resulting in a total system solution. This is the only indigenous work carried out by any R&D Institution in India in the area of advanced Digital Mobile Radio communication. 

TETRA offers fast call set-up time, group communication support, direct mode operation between radios, packet data and circuit data transfer services, frequency economy and security features. TETRA uses time division multiple access (TDMA) technology with four user channels on one radio carrier and 25 kHz spacing between carriers. This makes it inherently efficient in the way that it uses the frequency spectrum.

India upbeat after successful flight trials of Laser-Guided bombs

23 Jan 2010 8ak: India is upbeat after carrying out two successful flight trials of laser-guided bombs at Integrated Test Range, Chandipur on Thursday. The tests were conducted to ascertain the performance of on-board systems. A government press release stated that On-board systems in both the trials worked satisfactorily and the mission objectives have been met.

Bangalore-based Aeronautics Development Establishment (ADE) has developed the guidance kit for 1000lb, laser guided bombs. These are designed to improve accuracy of air-to-ground bombing by Indian Air Force. A number of tests have been performed both through simulation and flight tests over the last few years to reach the required performance levels. Another Dehradoon-based DRDO lab - Instruments Research and Development Establishment has partnered ADE in the project.

The bomb, once released, by the mother aircraft at appropriate range, will seek the target and home on to it very accurately and with high reliability. All the necessary on-board components are sourced from Indian industry. India has been keen on developing laser-guided bombs indigenously after the Kargil conflict. It may be recalled that the laser-guided missiles were used very effectively by IAFs Mirage-2000 combat aircraft to blast fortified bunkers and trenches erected by intruding Pakistani troops who had occupied key Indian positions along the Line of Control, taking advantage of the climatic conditions.

Lt General V.K. Singh to will be the new Army Chief

23 Jan 2010 8ak: The government has formally announced that the present Eastern Army Commander - Lt General V.K. Singh will take over as the new Army chief from General Deepak Kapoor on 31 March. Commissioned into the Rajput Regiment on 14 June 1970, the third-generation Rajput officer Lt Gen Singh is an alumnus of prestigious National Defence Academy (NDA), Defence Services Staff College, Wellington and Rangers Course at Fort Benning, USA and the US Army War College, Carlisle.

In a career spanning 4 decades, the General officer has wide ranging experience of various high profile command, staff and instructional appointments. He commanded his unit in an active Line of Control environment and Brigade in an operationally sensitive area. He was awarded Ati Vashisht Seva Medal for his distinguished service while in command of a Counter Insurgency Force. On staff, he has served as General Staff Officer Grade 2 in Military Operations Directorate at Army Head Quarters, Colonel General Staff of an Infantry Division and Brigadier General Staff of a Corps during OP PARAKRAM. He was awarded COAS Commendation Card during his tenure in Military Operations Directorate. He has been an instructor at Infantry School twice and Chief Instructor Junior Leaders Wing (Commando Wing). He has also served a foreign tenure as Instructor at Head Quarters IMTRAT.

Prior to his appointment as the Eastern Army Commander, Singh was commanding the all important, Ambala-based 2 strike Corps in 2007- 2008. Lt Gen Singh will have tenure of just two years and two months as the chief since his date of birth has been virtually settled at 'May 10, 1950. The controversy had arisen since his date of birth was recorded differently in Adjutant General (AG) branch and Military Secretary (MS) branch.

Hijack alert for Indian airline companies, Lashkar planning paraglider attacks

Israeli and U.S. defence delegations in India

22 Jan 2010 8ak: India's ties with Israel and US got another boost with the arrival of American defence secretary Robert Gates and Israeli Navy chief Vice-Admiral Eliezer Marom. The main agenda is expected to be the various modernisation projects, including the howitzer deal, that have been undertaken by the armed forces and the security scenario in the Asian sub-continent, which continues to be volatile due to terrorism in India and continued violence in the Af-Pak region.

As a part of the three-day visit, Gates will be meeting Prime Minister Manmohan Singh, defence minister A K Antony and foreign minister S. M. Krishna. He is also expected to push India to sign the Communication Interoperability and Security Memorandum of Agreement (CISMOA) and a Logistics Support Agreement (LSA), which are required under US domestic laws to transfer sensitive defence technologies and would pave the way for greater defence trade and cooperation with New Delhi. The Gates visit is crucial as it is followed by his visit to Kabul and Islamabad.

On the other hand, the Israeli Naval chief will hold top level military talks with Defence minister A.K. Antony and the three service chiefs, apart from visiting the Jaipur-based South-Western Army Command and the Western Naval Command at Mumbai during his visit starting Tuesday.

The visit by Israeli navy chief is one among many which have taken place between senior officials of both the nations. Israel's Chief of Staff Lt Gen Gabi Ashkenazi visited India last year to review and strengthen military ties with the Asian nation. This was the first official visit ever by the Chief of Israel's defence forces to India. General Kapoor had also visited Israel on a four-day trip in November 2009, on the invitation of Lt Gen Ashkenazi.

Israel and America have been warming up to India due to a surge in India's economic status and a surging arms market. India has signed a US$2.1 billion deal for Boeing P-8I Long-Range Reconnaissance Aircraft for the Indian navy. Incidentally, India is the first foreign customer for the aircraft. A US$1 billion deal for six-C130J aircraft has also been signed between the two nations. Indian is also contemplating buying 145 Ultra Light Howitzer (ULH) artillery guns and 10 C-17 Globemaster military transport aircraft, expected to cost between US$1.7-US$2 billion, through the Foreign Military Sales (FMS) route.

India has bought military hardware and software from Israel worth about $9 billion since the 1999 Kargil conflict with Pakistan. India has purchased a wide variety of Israeli arms that includes Barak missiles, assault rifles, night fighting devices, hi-tech electronic systems etc. The IAF received the first of three AWACS radar system mounted atop the Russian manufactured IL-76 aircraft, from in May this year after an 18 month delay. The US$ 1.1 Billion deal was signed in 2004.

India has also signed a US$1.1 billion deal for buying the state- manufactured state-of-the-art Barak 8 missile system. India is also co-developing a new version of Barak8 missile system in a deal worth US$33O million signed in 2007 after intense negotiations. India issues fresh tender for six-mid air refuellers

22 Jan 2010 8ak: US-based Boeing has announced that it had received initial request for six-mid air refueller for IAF from the Indian government. This comes soon after India cancelled the US$1.5 billion contract with Airbus for its A-330 mid-air refuellers due to reservations over high cost. Interestingly, a similar request for six-mid air refuellers was not responded to by Boeing earlier. company had announced of its plans to deliver the first commercial 787 Dreamliner in 2011 to India's state-run carrier Air India and invest up to US$100 million in a MRO (maintenance, repair, and overhaul) unit to maintain it.

"We will do a detailed evaluation of the request for interest from the Indian government, study our inventory, and accordingly inform the government," Vivek Lall, VP and Country head of defence, space and security at Boeing India, told reporters. Lall didn't elaborate on the potential value of the contract and said, "We will have to study what we can supply and then only we can talk about the value of the order."

Boeing sees India as a big defence market. In an exclusive interview to 8ak, Vivek Lall predicted US$31 billion in sales of defence equipment to India in the next 10 years. India has signed a US$2.1 billion deal for eight P-8I long-range maritime reconnaissance (LRML) aircraft. Boeing has also received an official letter of request from India's defence ministry and the Indian Air Force on the potential acquisition of 10 C-17 Globemaster III heavy military transport aircraft in a deal expected to be between US$1.7-US$2 billion.

Terror alert: Two men on 'no-fly' list stopped at Heathrow

Two men were stopped boarding US-bound planes at Heathrow days before Britain's terror threat was raised to "severe".

News of the incidents came hours after Home Secretary Alan Johnson lifted the threat level amid fears that al-Qaeda is planning an attack.

The new level, which means an attack is reckoned "highly likely", is second only to "critical".

Security sources say an Egyptian was stopped last Saturday as he tried to board an American Airlines flight to Miami. A man from Saudi Arabia was banned from boarding a United Airlines flight to Chicago the next day and sent back to Saudi.

The incidents and the raised threat level follow the failed Christmas Day bombing on a plane over Detroit.

Anti-terror officials said the past week had seen an "unusually high" number of people on their no-fly list trying to board US-bound planes.

Security is being tightened in Britain ahead of high-level meetings which will see world leaders including Hillary Clinton heading to Britain this week. The US Secretary of State and other leading foreign ministers will be in London on Wednesday and Thursday for summits on Yemen - thought to be a terror haven - and Afghanistan.

Other potential terror targets at the meetings will be Afghan leader Hamid Karzai and United Nations Secretary General Ban-Ki Moon.

In a separate move, Immigration Minister Phil Woolas is to give border police more powers to crack down on bogus students trying to enter Britain. Officials will be able to carry out detailed checks on whether they have enough in their bank accounts to fund their courses.

Part of Manchester Airport's Terminal 3 was evacuated after an Asian man in his 20s tried to take a white powder on to a plane bound for Heathrow. He was not arrested.
