Sports Ministry liberalised and rationalised procedures for import of weapons and ammunition and resale of used weapons by renowned shooters

New Delhi: January 29, 2010

 

 

                The Ministry of Youth Affairs and Sports (MYAS) has liberalised and rationalised procedures for import of weapons and ammunition and resale of used weapons by renowned shooters.  A Committee under Joint Secretary (Sports) has examined the existing procedures and decided to liberalise the procedure.  The orders to this effect has been issued by the Ministry, yesterday.

                The revised procedure for (i) import of weapons and ammunition by renowned shooters; and (ii) guidelines for resale of used weapons by renowned shooters are as under:

NOC for import Licence and Custom Duty Exemption Certificate:

            The present practice of routing import license applications through MYAS may be dispensed with a renowned shooters may be allowed to approach the Regional Authority of DGFT directly after obtaining the recommendations of NRAI.

b)       Custom Duty Exemption:

            The present practice of MYAS issuing 'Custom Duty Exemption Certificate' may be dispensed with and a suitable provision may be made for automatic grant of custom duty exemption on the basis of self-certification by the renowned shooter along with the documentary evidence in respect of import of weapons/ammunition.

c)       Ceiling on quantity import of ammunition by renowned shooter:

            As some renowned shooters may participate in two or more events, higher quota for import of ammunition with custom duty exemption may be provided as under:-

15,000 cartridges per year

For renowned shooters participating in one event

20,000 cartridges per year

For renowned shooters participating in two events

25,000 cartridges per year

For renowned shooters participating in more than two events

d)       The number of weapons on which custom duty exemption can be availed:

            Renowned Shooters may be allowed to avail of Custom Duty exemption    for only five weapons, at any point of time.  In case, he holds more than five weapons, on which he has availed Custom Duty Exemption, the limit imposed thereafter of five weapons, will exclude the weapons that have completed the minimum usage time prescribed in the import licence.  As such, import of weapons beyond the limit of five weapons shall not be eligible for Custom Duty Exemption. Further the overall ceiling imposed by the Ministry of Home Affairs on holding of weapons will apply.

e)         Disposal of weapons by renowned shooter :

            The present practice of prior approval may be dispensed with, and the Renowned Shooter may be allowed, to sell the weapons once he/she meets the minimum duration of use condition i.e. 5 years in the case of Renowned Shooter, and 3 years in the case of a Shooter who qualifies as a Renowned Shooter, for three consecutive years.  The Renowned Shooter may be allowed to sell the weapons to any shooter, who is a valid license holder, an registered with District/State/National Rifle Association.

f)         Filing of Returns :

            Every 'Renowned Shooter' having weapons and ammunitions, shall submit an Annual Return, in the prescribed format, to Ministry of Youth Affairs and Sports through National Rifle Association of India (NRAI)

g)            NRAI shall submit a quarterly statement in the prescribed format, on the recommendations made during the quarter and cumulative recommendations made during the calendar year to Ministry of Youth Affairs and Sports.

                The Ministry has examined this issue after receipt of  representations from the  renowned Shooters  that the existing procedure for import of arms and ammunition is very time consuming and causes escalation of cost of import, as well as shortages of weapons/ammunition and thereby, adversely affect the training and practice regime. Furthermore, the guidelines for resale of weapons imported by Renowned Shooters is unduly restrictive and hampers the development of sports.

                At present, the Departments/Agencies involved in the process of granting permission for import of weapons and ammunition and resale of used weapons by renowned shooters are

 National Rifle Association of India (NRAI) , Ministry of Youth Affairs and Sports (MYA&S), Director General Foreign Trade, Ministry of Commerce, Ministry of Finance, Department of Revenue and Ministry of Home Affairs (MHA).

The Central Government has made available 17.91 lakh tonne of sugar for the month of February, 2010 as given below:

This quantity of 17.91 lakh tonne is adequate to meet the internal demand of sugar for the month of February, 2010.   

 

                The sugar mills were required to sell and dispatch the monthly non-levy quota for the month of December, 2009 on fortnightly basis in two equal installments failing which the unsold/ un-dispatched quantity was liable for conversion into levy sugar. The validity of the quota was extended by 10 days i.e. upto 25th December for the first fortnight and 10th January 2010 for the second fortnight. The quantity which remained unsold/ undispatched within the validity period for the month of December, 09 with sugar mills has been converted into levy sugar. Further, for those sugar mills which did not submit the prescribed return on sale and dispatch of sugar within the prescribed time limit, the entire non-levy quantity released for the month of December, 2009 has also been converted into levy sugar. Thus, a total quantity of  3.60 lakh tonnes ( 1.86 lakh tonnes for first fortnight and 1.74 lakh tonnes for second fortnight)  of unsold/ undispatched and unreported non-levy sugar has been converted into levy sugar in respect of 283 sugar mills and 22 groups of sugar mills.

Ministry of Human Resource Development  

Model rules for the Right to Education Act circulated to State Governments

New Delhi: January 29, 2010

 

The Model Rules for the Right to Education (RTE) Act have been approved by the Union Minister for Human Resource Development, Shri Kapil Sibal. They have been circulated to the State Governments in the meeting of the State Education Secretaries for SSA and School Education, here today. They will shortly be put up on the HRD Ministry Website.

 

The Model Rules consist of eight PARTS and an appendix. The first part is an introduction and contains relevant definitions. The second part is on Special Training for the purposes of the first proviso to section 4 of the RTE. Part III is on Duties of State government, local authority including Areas or limits for the purposes of section 6 of the RTE. Part IV is on responsibilities of schools and teachers. Part V contains Composition and functions of the School Management Committee for the purposes of section 21 of RTE. Part VI is on teachers, their duties, minimum qualifications, pay allowances, a grievance mechanism for them, maintaining pupil-teacher ratio etc. Part VII is on curriculum and completion of Elementary Education including the setting up of an Academic Authority for the purposes of section 29 and Award of certificate for the purposes of section 30 of the RTE. Part VIII deals with protection of right of children: Performance of functions by the State Commission for Protection of Child Rights, for the purposes of section 31, Manner of furnishing complaints before the State Commission for Protection of Child Rights and Constitution and Functions of the State Advisory Council for the purpose of section 34 of the RTE.

Ambika Soni inaugurates Broadcasting Engeneering Exhibition

 

URGES BROADCASTERS TO PASS BENEFITS OF TECHNOLOGY TO CONSUMERS

New Delhi: January 29, 2010

 

The Union Information and Broadcasting Minister Smt Ambika Soni inaugurated the 16th International BES EXPO 2010 in New Delhi today. Acknowledging that technology is clearly a growth driver for many an innovations in Broadcast sector, the Minister urged the Broadcasters to ensure that fruits of new technology actually reach the consumer. Smt Soni said that it is the endeavour of her Ministry to ensure that policy framework and business models are in sync to cater to the consumer interest. "We are guided by the thought that technology neutral approach to policies is the appropriate way. Convergence in technology has to fast become a reality" the Minister said. Broadcast engineers must play a crucial role in guiding the best possible options in the carriage of the content to the public, she added.

The Minister emphasized that the Government is committed to technological improvement/digitalization of the DD network to improve the viewing experience. As the official Broadcaster for telecast of the Commonwealth Games 2010, the High Definition Television is in place, the Minister said. She added that Digitalization of the Broadcasting Services of Doordarshan/All India Radio and Cable Services, is one of the key thrust areas identified by the Ministry because of the "advantages digital mode offers in terms of efficient utilization of available spectrum, better quality of picture and services, various interactive and niche services and transparency above all." Smt Soni noted that the trend worldwide has been to fix sunset dates for complete switch off of analog services. "While India as yet has not declared any sunset date for complete migration, it is now being increasingly felt that by 2017 we should also aim for complete switchover", the Minister stated.

The Minister also announced that serious thought is being given to devise suitable policies for Mobile television. "With a view to incentivize the introduction of FM radio services in the North Eastern States, Jammu and Kashmir and island territories and to further liberalize the regulatory framework to provide for greater diversity of content and bring down operational costs, the Government is in the process of finalizing the FM Phase-III policy soon", the Minister said. The Ministry also hopes to set up around 4000 Community Radio Stations in next three years the Minister announced.

Distributing the annual BES Awards for Best Technological innovations, Smt Soni called upon the broadcasting industry to contribute not just in statistical figures for the economy but also contribute to a healthy socio-cultural growth of the society as a whole.

The 3 day international Expo and Conference proposes to discuss topical issues such as 'innovative technologies for coverage of Commonwealth Games, HDTV and beyond; New technologies for Digital TV and Radio; Frequency Spectrum related issues under the theme of 'Broadcast regulatory Issues'.

Ministry of Consumer Affairs, Food & Public Distribution  

Rice procurement reaches 193.4 lakh tonne

New Delhi: January 29, 2010

 

Government agencies have procured 193.43 lakh tonne of rice in the current marketing season. As on 28th January 2010, the paddy procurement in terms of rice stood at 193.43 lakh tonne which is 5.4 lakh tonne less than last year.

 

Punjab has contributed 92.6 lakh tonne followed by Chhattisgarh 22.9 lakh tonne, Uttar Pradesh 19.94 lakh tonne, Andhra Pradesh 19.16 lakh tonne and Haryana 18.07 lakh tonne.

 

The other major contributing states are Orissa, West Bengal, Kerala, Uttarakhand, and Maharashtra.

The Ministry of Tribal Affairs provides grant-in-aid to institutions or a group of institutions for organisizing seminars/workshops under the sub-scheme, "Supporting Projects of All India or Inter-State Nature". These seminars/workshops focus upon problem areas and developmental issues in the broad field of tribal development, disseminate research findings and spread awareness about the Government polices/programmes amongst the tribals. However, there is no provision for giving incentives to the tribals who are participating in the Seminars/Workshops.

Shri Tariq Ahmed Karim, High Commissioner of Bangladesh handed over the invitation of Mr. Dilip Barua, Minister for Industries, Government of Bangladesh, inviting the Minister of MSME to Bangladesh for the signing ceremony as well as to discuss the various issues relating to MSME development in the two countries.
