Mamata upset with service tax on Railways, protests

Railway Minister Mamata Banerjee is among the MPs who are upset with Pranab Mukherjee's Union Budget. The reason for Mamata being upset is that the Railways will no longer be exempted from service tax for transportation of goods, which means her please all Budget may not go according to plan. So it seems that the Railway Budget and the Union Budget could that have now widened the differences between Mamata and Pranab - both leaders from West Bengal.

Ingredients:

250 gm condensed milk
1 ½ Litres milk
10 almonds (sans skin and soaked in water)
1tsp poppy seeds
2tsp fennel seeds
4 crushed cardamoms
6 peppercorns
Crushed ice cubes

Method of Preparation:

1. Crush and blend the cardamom, fennel seeds and almonds till they make a paste.
2. Blend the paste with the rest of the ingredients.
3. Strain the mixture.
4. Make sure the serving glasses are half filled with ice.
5. Pour in the mixture.
6. Garnish with rose petals (optional)

Notwithstanding the grand show put up by Railway Minister Mamta Banerjee in the Lok Sabha on Wednesday, perhaps it's time for Indian Railways to be deprived of its big day in Parliament. If the ability to deliver a separate budget continually causes in successive railway ministers delusions of grandeur, the belief that they run a little kingdom and must do in miniature all the things that the government believes it is responsible for, then the railway budget definitely does more harm than good.

New Delhi: A day after Trinamool Congress chief and Railway Minister Mamata Banerjee expressed her anguish over hike in fuel prices post Budget 2010, another UPA ally DMK on Saturday demanded an immediate roll back of increase in petroleum prices. The UPA ally said the move would have a 'cascading effect' on food prices at a time when the Centre and states were 'grappling with high food inflation'.

In identical letters to UPA chairperson Sonia Gandhi, Prime Minister Manmohan Singh and Finance Minister Pranab Mukherjee, DMK chief and Tamil Nadu Chief Minister M Karunanidhi sought their immediate intervention for a rollback, at least on the price of diesel to 'protect farmers and the common man'.

The move by DMK and TMC came even as Finance Minster Pranab Mukherjee clearly ruled out the reversal of hike in fuel prices.


PM Singh also backed the FM saying that the Finance Minister had rolled back duty when global crude prices had touched USD 112/barrel. But now that the international prices have fallen, "the economy could absorb the hike" and thus the proposal was on expected lines, he added.

Karunanidhi said he wanted to draw their attention to the 'far reaching implications' of the hike.

"You are fully aware that the Centre and states are grappling with the issue of high food inflation in recent months," the Chief Minister said.

"Any increase in the price of diesel will have a cascading effect on food prices as well as prices of other essential commodities. Therefore, I seek your immediate intervention for a rollback at least on the price of diesel so as to protect the farmers and the common man."

DMK on previous occasions had opposed fuel price hike, with party's senior leader and MP TR Baalu protesting against it in Parliament last year.

Mamata Banerjee has stormed off to Kolkata where her party will protest against the fuel hike today by way of a rally.

"We are not happy with the increase of price of petrol. If they roll back their decision it will be appreciated by us. It affects the poor people," TMC MLA Sudip Bandhopadhyay was quoted as saying.

Criticising the increase in petroleum product prices in the Union budget, the Bhartiya Kisan Union (BKU) on Saturday said that it would directly affect farmers.


"Farmers depend on diesel for irrigation and making it expensive will hit them hard," BKU President Mahendra Singh Tikait said.


Describing the budget as "anti-people", he said increase in fuel prices would have a cascading effect on the cost of all essential commodities.

Our honoured Friend Kapil Krishna Thakur called me last day while I was busy in analysing the Union Budget and discussing the Fiscal strategy and Revenue Resource management and Allocations with Economists, Social Activists, Journalists, Intellectuals, Trade Union Leaders and Ambedkarites countrywide online or On Telephone, Cell Phone and Noting the Political Reactions and browsing Media Coverage. He had Nothing to do with the Budget Economics.

Mr. Thakur is an eminent Bengali SC Writer famous for subaltern studies and his Novel UJANTALIR UPOKATHA. Mr. Thakur and Dr. Nistish Biswas, a CPIM card holder leads Leftist Dalit Movement in Bengal involving Brahamins and caste Hindus. Both are associated with Bengali Refugee Coordination committee. I have been working with them until CPIM and the Marxists Stabbed back passing the Citizenship amendment Act in Parliament in Consent and Collaboration. Since then I never visited the Nandan Bangla academy Premises nor the Left Brahmin Front Sponsored BOOK Fair Kolkata. They are also associated with Matua Movement.

 One of them, Mr. Sukriti Biswas, a writer, trade Union leader and President of Republican Party Athawale in Bengal, have been instrumental to launch Refugee Movement in Bengal led by Matua faction.

We have Nothing against the Refugee Coordination Front. In fact, the Coordination leader Nirmal Mandal in absence of the Convener Dr. Subodh Biswas, accompanied me in a few meetings in Garchiroli and Chandrapur refugee areas which I visited very recently. I am indebted that he cooperated me to convince our people for the Mass Mobilisation , we do try our best.

I had to write a report on my recent visit in the Maharashtra part of Dandakarany for Nikhil Bharat, edited by Mr. Thakur. He has some objections against the Historical fact of Brahaminical Vengeance involving Partition and in accordance to him, Election of Dr. Ambedkar was Nothing to do with Partition Holocausts as not only Bengal but Punjab is also involved in it. For him, Two nation Theory adopted by Muslim League and Mr. Md. Ali Jinnah are basically responsible for Partition. It is politically correct in accordance with the Partition History written by the Brahamins.

We discussed the point in detail and I tried to convince him that Mr. Jinnah appeared very late in Indian politics while the Caste Bias was the Prominent Alchemist in Bengali demography under Brahaminical hegemony which was upset by Harichand Thakur and Guruchand Thakur with their Chandal Movement leading to Real Mulnivasi Renaissance in India.

 Rather I tried my best that it is not Partition, but demographic readjustment in Bengal to ensure Brahaminical dominance breaking up Dalit Muslim unity and discussed the role of Shyama Prasad Mukherjee in Shayam Haq Ministry led by Praja Krishak Party while the Muslim League was in the margin and The Two nation Theory was yet to be adopted.

 I discussed the Hindu Mahasabha role and role of Bengali Brahmins in Partition and Refugee Policy adopted by the Ruling Hegemony , their Segergation and Persecution.

But Mr. Thakur and his friends believe to lead a Bengali Dalit Movement assisted by the Brahamins and seem quite Hostile to the Brahaminical Conspiracy theory. I suggested him that he may abort Dr. Ambedkar episode and Vengeance theory and rather may focus on Unique Identity Number and Citizenship Amendment act for the time being until I write up everything related to caste Bias and Chandal Movement and the following Turmoil in Bengal.

 Mr. Thakur is working on the topic for decades as I am a Fresher in Ambedkarite Movement.

 I have no objection if he gets his point but he must Co Operate in our Mass Mobilisation against the Economic Social  Ethnic Cleansing. I would rather write with more details and more facts on the topic some time later. he agreed.

 But the Question is Unanswered, provided Muslim League and Jinnah were the Only responsible factor for Indian Holocaust, how we do prove the relevance of Dr. Ambedkar, Jogendar Nath Mandal, Mukunda Bihari Mallick, Harichand Thakur, Guruchand Thakur , PR Tahkur, Jyoti Ba Phule and Shambahji Maharaj,Ananakali, Periyar, Sido Kanu, Birsa Munda and scores of Dalit Mulnivasi Icons!

UPA ally and Trinamool Congress chief Mamata Banerjee on Saturday appealed to Prime Minister Manmohan Singh and Congress president Sonia Gandhi to roll back the price hike in petro products but said she did not want any 'confrontation'.

"Common people face hardship in case of price rise. I am running the Railways with difficulty without increasing fares. I appeal to the Prime Minister and Soniaji to reconsider the hike," Banerjee, who is also the Railway Minister told reporters here.


"We are for the people. I have raised these concerns for the common man. It is not a question of going into any confrontation," she clarified.

Under the previous UPA government too there had been rise in prices of petroleum products, she pointed out.

Banerjee said West Bengal government should also reduce cess on petroleum products as it was high in the state.

Banerjee's reaction came on a day when DMK, another key constituent of the UPA government, demanded an immediate rollback of fuel price hike.

Earlier, Trinamool Chief Whip in the Lok Sabha Sudip Bandopadhyay said his party was unhappy over the hike and would express its annoyance on the floor of the House when the union budget is debated.

Asked whether the party would support the cut motions planned to be moved by BJP on petro price, he said "let us see the developments. We will act as the situation develops."

Trinamool Congress had earlier said the party was not consulted on the decision to increase the prices of petrol and diesel.

Sibal for private sector involvement to build rural schools

HRD Minister Kapil Sibal on saturday lamented that private sector is not showing much eagerness to be involved in the expansion of elementary education in the country, especially in the rural areas.

Holding that investment on human capital is the key to development of the country, he said the government wants the private sector to be involved in a big way as it wants to expand the education system.


"Very little private capital wishes to go to building schools in rural areas," he said at the Annual General Meeting function of industry association FICCI here.

About 93 per cent of primary schools in the country are in private sector. There are not enough people in rural areas having the capacity to pay, he said.

Sibal said the government will never allow private sector to make profit from education and share it among shareholders. But they can make profit and plough it back for the development of the institute, he said.

"No country in the world allows profiteering in education. If education has reached excellence without shareholders getting into the act, why cannot it happen in India," the minister said in reply to a question.

Sibal said the country will need another 800 universities and nearly 20,000 colleges in the next ten years to increase the enrolment rate in higher education from 12.4 per cent at present to 30 per cent.

Some UPA allies share opposition's view on price rise: BJP

BJP on Saturday said the magnitude of price rise issue was so big that even some UPA allies have joined the opposition in slamming the government on the spiralling cost of essential commodities.


"The Government of India of Prime Minister Manmohan Singh and Sonia Gandhi have caused so much havoc to the common man that leave aside the Opposition, even the allies who are in the Government are feeling constrained to oppose," BJP spokesperson Ravi Shankar Prasad told reporters here.

Taking a dig at the UPA, he said even Cabinet Minister Mamata Banerjee is on the "warpath" on the issue.

Accusing the government of being "cruelly indifferent" to the plight of common man, Prasad said the BJP and the NDA will use "all instruments of parliamentary procedures" to rake up the issue in both Lok Sabha and Rajya Sabha.

The BJP has already said that it would move cut motion and oppose the budget when it is put to vote.

"We are going to oppose the Budget. Cut-motion is a prerogative available in the Lok Sabha and we will definitely bring it to censure the government on its anti-people policies," senior BJP leader and former Finance Minister Yashwant Sinha had said reacting to the budget proposals.

New Delhi: The Indian Railway Minister, Mamata Banerjee is sensible. Responding to the present situation she has presented a realistic approach to the Railway Budget. Some may call it a "populist" Budget and corner her for presenting such a Budget with an eye on the forthcoming poll in her home state, West Bengal. But the country's poor who are reeling under the impact of soaring prices need a healing touch.

Railways with its vast network provide connectivity and cheaper mode of transportation for the common man. Keeping in view this aspect, the minister effected no change in passenger fares. Maxium service charge on e-tickets for sleeper class has been reduced to Rs 10 and that for AC class to Rs 20. The freight rates too witnessed no hikes. Rather she gave the right signal by reducing freight rates by Rs 100 per wagon for foodgrains and kersone for domestic consumption. The reduction is small gesture and signal to others in the government not to increase transportation cost, particularly when there is a move to increase the prices of petroleum products. The Delhi state government should have thought twice before it recently effected about 65% hike in city bus fares and should have done what Ms Banerjee did.

Ms Banerjee has also incorporated the objective of South Asian connectivity by proposing rail links to Bangladesh and Nepal. Rail connectivity to Kashmir and the remote northeastern part of the country will be undertaken. Humble efforts are proposed to address the carbon footprints. Plans are made for achieving social objectives and roping in the private sector in medium and long terms project without privatizing the railways.

The railways would not incur loss. As per the projections of the minister, the gross traffic receipts for the year 2010-11 is estimated at Rs 94,765 crore as against Rs 88,356 crore in the previous year. The net revenue for the railways would be Rs 9,782 crore after meeting the total expenses of Rs 87,100 crore.

In the year 2009-10 which is likely to end by March 31, 2010, the net revenue earning is likely to be Rs 6, 490 crore. After meeting the full dividend liability of Rs 5,539 crore, there will be a balance of Rs 951 crore with the railways.

Not just the opposition, but the Congress's own allies too seem to be upset with the hike of fuel prices. Even as Mamata Banerjee's Trinamool Congress has announced a protest opposing the increase in the rates of petro products, Tamilnadu Chief Minister and DMK president M Karunanidhi today shot off a letter to Prime Minister Manmohan Singh, UPA chairperson Sonia Gandhi and Finance Minister Pranab Mukherjee to roll back the fuel price hike.

In his letter, a copy of which was released to the media here, the Chief Minister said: 'I congratulate you and the Union government for presenting a very good budget for the year 2010-11 keeping in mind the objectives of the UPA to ensure inclusive growth and overall economic development.

At the same time, I would like to draw your kind attention to the far reaching implications of the announcement of increase in the prices of petrol and diesel yesterday.'

Karunanidhi added: 'You are fully aware that the Centre and the States are grappling with the issue high food inflation in the recent months. Any increase in the price of diesel will have a cascading effect on food prices as well as prices of other essential commodities.

Therefore, I seek your immediate intervention for a roll back at least on the price of diesel so as to protect the farmers and the common man.'

Elsewhere in Kolkata, Mamata has joined hands with the Opposition against the increase in petrol prices. The Railway Minister is also said to be miffed with Finance Minister Pranab Mukherjee for taking away the tax exemption for Railways on goods transportation.

This may cost the Railways as much as Rs 6000 cr. And also increase freight rates by six to seven percent, completely derailing Mamata's please-all budget.

'We are not happy with the increase of price of petrol. If they rollback their decision it will be appreciated by us. It affects the poor people,' said Trinamool Congress senior leader Sudip Bandhopadhyay.

Bandhopadhyay who expressed his party's unhappiness with the duty hike on petroleum products, said: 'Our party responds for the interest of the people. We are planning to take a procession out in Kolkata at 2 pm on Saturday.'

'This is the first time that there has been a service charge on the Railways, any type of the service charge affects the poor people. Mamata is trying her best to give transport to the poor people.'

Protests over Mamata's budget hit Orissa rail services

Bhubaneswar, Feb 26 : Train services were hit in several parts of Orissa as protesters squatted on tracks Friday alleging neglect of the state in the railway budget.

The activists of Biju Yuva Janata Dal (BJD) staged 'rail roko' (stop rail) for two hours at several stations in the state.

Hundreds of party activists squatted on rail tracks in the Bhubaneswar, Sambalpur, Cuttack, Bhadrak, Balasore, Rourkela and Bolangir districts.

Railway Minister Mamata Banerjee presented the railway budget in parliament Wednesday.

"Year after year the state is being neglected in the railway budget. We strongly protest this," said Sanjay Das Burma, a BJD legislator.

Rohit Pujari, a BJD leader from of Sambalpur, said: "Only few kilometers of rail tracks have been constructed in the last 16 years. It speaks volumes of the neglect of the state."

Orissa had demanded about Rs.1,805 crore worth allocations but got only Rs.836 crore in the budget.

People's MarchAll the Issues of a Maoist Publication Banned in India


      People's March is an interesting and informative publication about the Maoist revolutionary movement in India. It has (or has had) web sites at http://peoplesmarch.googlepages.com and http://peoples-march.blogspot.com.   During 2007 the Indian government banned the online version of the magazine and has tried to close down or sabotage these and other web sites associated with People's March as well as other web sites reporting on Maoist ideas or activities in India. Then, on December 19, 2007, this suppression campaign was carried a step further with the arrest of the editor and publisher of People's March, P. Govindan Kutty. See the statement demanding the release of Govindan Kutty by the Revolutionary Democratic Front in India for further information. Finally, after much outrage about this arrest both in India and internationally, Govindan Kutty was released on Feb. 24, 2008, and made a statement at that time. Unfortunately the charges were still pending against him and he was not able to resume publication of People's March for over a year and a half.

      We at BANNEDTHOUGHT.NET are completely opposed to these blatantly fascist measures which attempt to forcibly suppress progressive ideas and which are in gross violation of freedom of speech and freedom of the press. Consequently we are also making copies of People's March available here and urge others who value freedom of thought to do the same.

      We have been able to post all the earlier issues of People's March in this Complete Archive, which also contains much other information from the suppressed People's March web site. (Some of this information is still being organized for systematic presentation on BANNEDTHOUGHT.NET.)

      We also have a Subject Index available for the issues through 2005.

      In mid 2008 P. Govindan Kutty began issuing a bulletin with the name People's Truth, to be circulated privately. However, this bulletin had a lot of good information in it, including further information about the suppression of People's March and about the continuing government harrassment of Govindan Kutty. For this reason we took it on ourselves to make this bulletin available to a wider audience at http://www.bannedthought.net/India/PeoplesTruth/

The Return of People's March!

      In August 2009 we heard from Govindan Kutty that after a long appeal process the order suppressing People's March had been lifted. This was great news! Here, in MS Word format, is Kutty's letter with this announcement. There was, however, still a long period where Kutty was unable to find a printer willing to take a chance on printing the magazine. We believe the first issue of the resumed publication, dated October 2009, was only able to be distributed via the Internet. Finally, a printer was found starting with the November 2009 issue. See the news report from the Hindustan Times, Nov. 16, 2009.

      The new issues of the post-suppression magazine are now available below. There are still threats from the government to ban the magazine again and in fact Swapan Dasgupta, who published the Bengali version of the magazine in Kolkata, was arrested in early October 2009, a couple months after the ban on the magazine was lifted! Through the end of 2009 Dasgupta and two others still remained in jail. (See: PDF version or MS Word version.) Worse yet, Swapan Dasgupta was mistreated and refused adequate treatment for his medical conditions. This led to his death while still in police custody on Feb. 2, 2010.       There have also been press reports of people being arrested and charged with possessing copies of People's March, even in their own homes! It is still obviously risky for people to possess or distribute People's March in India, even if it is officially a legal publication again. For all these reasons the magazine will continue to be made available here on this web site.

This is a very significant (and politically astute) offer. Singh and Chidambaram will have a hard time rejectiing this peace initiative by the Maoists. The terms are very simple--both sides stop military operations in order to begin negotiations. The CPI (Maoist) has stated that stopping all mining operations and tearing up the MoUs in the adivasi areas, and releasing villagers accused of Maoist ties during Operation Green Hunt are at the top of their negotiating agenda.

The Maoists are also making an attempt to reach out to liberal intellectuals and human rights groups who have generally opposed military actions by both the government and the Maoists while exposing the government's human rights abuses. The Maoists have also timed the 72 day cease fire period to expire on May 7, around thee time of the arrival of the monsoons, which makes it very difficult to launch new military operations.

NEW DELHI --India responded cautiously Tuesday to an offer by a top Maoist guerrilla leader for a cease-fire and talks with the government, with the home minister saying he would wait for a formal proposal before considering the offer. Home Minister Palaniappan Chidambaram said he wanted a short, simple statement from the rebels without preconditions before responding to the offer by Kishenji, a senior Maoist leader in eastern India.

On Monday, Kishenji told television channel NDTV in the eastern state of Orissa that "Our revolutionary violence will stay on hold for as long as state terror is put on hold." If the government puts "violence on hold, not for 72 hours but for 72 days, then we will immediately stop our revolutionary violence," Kishenji said.

That would require the government to halt its Operation Green Hunt offensive - aimed at flushing the militants out of their forest hide-outs - from Thursday until May 7.

Kishenji also called for "liberal intellectuals and human rights groups" to mediate talks between the rebels and the government.

But the government ruled out any preconditions for talks with the rebels. "I would like no 'ifs,' no 'buts' and no conditions. Once I receive the statement, I shall consult the prime minister and other colleagues and respond promptly," Chidambaram said in a statement.

Inspired by Chinese revolutionary leader Mao Zedong, the rebels have fought for more than four decades demanding land and jobs for farmers and the poor. About 2,000 people - including police, militants and civilians - have been killed in the past few years.

The rebels, who have tapped into the rural poor's growing anger at being left out of the country's economic gains, are now present in 20 of the country's 28 states and have an estimated 10,000 to 20,000 fighters. Prime Minister Manmohan Singh has called them India's biggest internal security threat. Some local governments in central and eastern India are unable to function because of rebel attacks.

In response to the government offensive, the insurgents have blown up train tracks, attacked railway stations and assaulted railroad employees. Last week, they killed two dozen police at a security camp in the village of Shilda, about 105 miles (170 kilometers) southwest of West Bengal's capital, Calcutta.

Another group of suspected rebels later raided a village in eastern India and killed at least 12 people in an apparent act of revenge after several guerrillas were captured and turned over to police. On Monday, a guerrilla fighter was killed when rebels attacked a police camp in West Bengal, said Manoj Verma, a local superintendent of police.

The four-fold promise

Toy balloons apart, this Budget was full of pleasant surprises. The crisis had become a reason to argue that India had done right not to allow more private banks to operate. The FM's speech has brought a sense of balance back by indicating that India will make progress on providing financial services to its population.

Finance Minister Pranab Mukherjee delivered more in Budget 2010 than was expected. It was a chal lenging job to roll back the stimulus in a small and calibrated manner, as well as lower the fiscal deficit significantly. But, the FM delivered more than this tight- rope balancing act.

He laid out the big picture on fiscal consolidation by reducing government debt, as recommended by the Thirteenth Finance Commission. He promised that the Direct Tax Code and the Goods and Services Tax will be implemented from April 1, 2011.

These would be vital ingredients in allowing the government to meet its fiscal consolidation targets. However, some of these announcements were expected, and perhaps not fulfilling these expectations would have created negative sentiment. What came as a pleasant surprise were some new initiatives in the budget speech.

First, the FM announced the setting up of an apex-level Financial Stability and Development Council to strengthen, institutionalise and maintain financial stability. The need for such a body has been acutely felt after the global financial crisis.

In the nascent field of financial stability there is an understanding that taking steps to address issues of risks to the financial system as a whole can require giving directions to all regulators.

On his own a regulator, such as the equity markets regulator, or the banking regulator, may not be able to see risks building up and may not tighten norms when required. This means a body over and above the existing regulators is required.

Also, in the Indian context, this may involve taking decisions about unregulated entities, as it did in the case of the investment banks in the US. Today we may not know where trouble may arise but if it does, these trouble spots should not fall between the cracks in regulation.

Further, the public anger seen in the US and UK public on the use of taxpayer money to help out big banks has shown how politically sensitive this issue can become. Tomorrow, if in India, taxpayer money has to be used for bailing out a private financial institution that can create a risk to the system as a whole, the government could find itself facing all kinds of allegations.

Commercial rentals to jump 10% with service tax

New Delhi: Rentals of commercial properties are expected to rise by 10 per cent after the Budget today proposed to bring all lease agreement of shopping complexes, malls and vacant lands under the ambit of service tax.

Besides, development of real estate complexes will also attract service tax, unless the entire consideration for the property is paid after the completion of construction.

"This step will add to the cost and it will be a huge burden on owners. Rentals of commercial property will go up by 10 per cent and it will lead to inflationary pressure," apex realty body Credai resident director GP Savlani told PTI.

Global realty consultant Jones Lang LaSalle Meghraj (JLLM ) country head Anuj Puri also said rentals of office and retail space are likely to increase by 10 per cent.

The Finance Minister said all commercial agreements or contracts between lessor and lessee for rent and lease would come under the service tax net with retrospective effect from June 2007. It will also apply to all agreements for undertaking construction of building or structures on any vacant land for commercial use.

There is, however, no clarity on whether residential properties will be considered as ''complexes'' for inclusion under the ambit of service tax.

While Puri of JLLM said it should not be valid on housing properties, another global property consultant CBRE said service tax is likely to be charged on first time home buyers.

Baby diapers, sanitary napkins to cost more

New Delhi: Finance Minister Pranab Mukherjee has not been too kind to women, including young mothers, as he has proposed to levy an excise duty of 10 per cent on baby diapers and sanitary napkins in his Budget.

Besides, the budget has not even spared clinical diapers required for patients.

"Full exemption from excise on baby and clinical diapers and sanitary napkins is being withdrawn. These items will attract duty at the rate of 10 per cent," the memorandum to the Finance Bill 2010 said.

On top of it, mosquito nets will also cost more, as the same have been brought under the ambit of excise net to be levied at four per cent. However the exemption has only been withdrawn on mosquito impregnated with insecticides.

Expectedly, young mothers are not pleased about the prospect of paying more for maintaining their babies'' hygiene.

"The rates are already high. One packet of 10 pieces costs around Rs 100 and monthly Budget for a baby on this head works out to be not less than Rs 1,200-1,500", said Preeti Sonker, mother of a year-old baby girl.

Mamata Banerjee's Bengal comeback

Thousands of billboards and posters of West Bengal's opposition leader, Mamata Banerjee, line the streets of Calcutta.

The poster blitzkrieg by the Trinamool Congress (TMC) and its leader could represent the waning powers of West Bengal's leftist government - the longest serving democratically-elected communist government in the world.

Many Calcuttans feel that this flood of pro-Banerjee billboards in the "homeland" of the Indian communists is a sign of her increased popularity, particularly given that in India the volume of publicity during elections is a sign of a party's mass base.

"TMC's banners have made it evident that the left coalition has been challenged after a long time," said taxi driver Prashanto Patra.

However long-time member of the ruling Communist Party of India (CPI-M), Anindya Ghosh Dastidar, has another view: "Backed by imperialist forces, Banerjee could spend for billboards."

But few in the know would deny that Mamata Banerjee is the biggest electoral challenge to the leftist government led by the CPI-M.

Political comeback

Exactly three years ago, Mamata Banerjee and her party seemed to be a spent political force.

In 2006, the TMC won 10% of the seats in a local assembly election, while the left coalition won nearly 80% of the seats. In national elections in 2004, the TMC won only one of the 42 seats of West Bengal state.

At that point she was considered something of a "political oddball".

The left's successive electoral victories since 1977 can largely be attributed to its policy of partial distribution of farm land among small and marginal farmers. In urban Bengal, the left's inroads into workers', students', women's and intellectuals' collectives have made it virtually impossible for opposition parties to penetrate the CPI-M's vote base.

"The CPI-M's control over mass organisations and civil society groups were so well orchestrated that any dissent is always nipped in the bud," says political scientist, Sanjib Mukherjee.

But signs of the left's waning popularity began to surface in the 2006 local assembly elections.

"The opposition parties got 49.8% of the votes, but only 20% of the seats, whereas the left coalition got 50% of the votes and 80% of the seats," says Debabrata Bandopadhyay, one of the main architects of the land distributions policy and now a major ideologue for the TMC.

He explains Mr Banerjee's rise as a product of an alliance between the main opposition parties in Bengal - the Indian National Congress (INC) and the TMC. "The split in the anti-left vote helped the ruling left," he says.

The other reason for Mamata Banerjee's comeback has been attributed to the West Bengal government's initiative to acquire vast tracts of agricultural land in Singur and Nandigram in south Bengal for the car and chemicals industries respectively.

Both projects were withdrawn in the face of resistance from local farmers as well as from urban elites.

More than 30 people died in the protracted battle between farmers and state-led security forces, denting the image of the CPI-M-led coalition.

It was into this void that Ms Banerjee stepped.

Taking up the issues of small farmers, Ms Banerjee, who was earlier aligned with right-wing Bharatiya Janta Party (BJP), became a cheerleader of Bengal's rural poor.

"A fantastic political merry-go-round took place in Bengal," says Biplab Chakravarty, a political activist and publisher.

Ms Banerjee realised that revolutionary action works wonders with the poor.

"She resorted to Marxist rhetoric, whereas Marxist parties changed their class position and started acquiring farmers' land for private investors," says Mr Chakravarty.

The result is the TMC's election manifesto which states, among other things, that creating economic zones for industry violates labour laws and is "unacceptable".

This change in political philosophy has helped Mamata Banerjee to stage her comeback.

'Demagogue'

For a long time Mamata Banerjee's lower-class origins worked against her among urban middle class voters.

"She sounded politically naïve, could not speak in English and did not have an intellectual schooling - the Bengali hoi poloi rejected her," said Mr Chakravarty.

Added to that was Ms Banerjee's image as a demagogue.

Nevertheless, following the land movements, the TMC won the support of a section of the Bengali middle class alongside its rural poor. Some Bengali intellectuals feel that the pressure of leading a people's movement has "matured Banerjee".

Ms Banerjee then started talking coherently about her political plans, says writer-activist Joya Mitra,

"Her associates were singing those protest songs which the left used to sing 30 years ago to dislodge the landed gentry.

"Moreover, her guts to take her mighty opposition head-on, regardless of the fact that she was attacked several times, boosted Banerjee's image substantially," says Joya Mitra.

But her metamorphosis has not impressed all.

Shibaji Bandopadhyay, director of Calcutta's premier social science institute, points out, that Ms Banerjee was with a right-wing party "even recently".

"People are sick of the CPI-M's authoritarianism, so a vote for the TMC is an anti-CPI-M mandate, rather than a pro-Banerjee one," says Professor Bandopadhyay.

Communists unperturbed

West Bengal's communists, however, are not perturbed by Mamata Banerjee's growing popularity.

Sitting in the CPI-M party headquarters, politburo member Shyamal Chakravarty told the BBC that the party's strength would "neither increase nor decrease" in the election.

He also refused to accept that the alliance between Congress and the TMC would create any problems.

"They aligned in 2001 and we had a thumping victory," he says. Biplab Chakravarty also refused to accept the left coalition is on the defensive because of the setback in land movements.

But one thing is clear - the Banerjee-led opposition has seriously challenged the leftist hegemony in West Bengal for the first time in 32 years.

The government says the challenge is to return to 9% growth

Stimulus measures introduced to boost the Indian economy during the downturn will be reviewed, the government said as it unveiled its annual budget.

Indian federal finance minister Pranab Mukherjee said the measures had helped to maintain strong growth, but inflation must now be controlled.

The government also pledged to cut debt levels and review public spending.

The Indian economy is expected to grow by 8.7% in the current fiscal year, Mr Mukherjee added.

"The Indian economy now, is in a far better position than it was a year ago," he said.

"The first challenge before us is to quickly revert to the high GDP growth path of 9%."

India's economy is recovering faster than expected - it grew at an annual rate of 7.9% in the three months to the end of September 2009, after growing 6.7% in the year to the end of March 2009.

Strong growth in India's manufacturing sector is also helping to compensate for falling agricultural output.

The government stressed the need to cut India's fiscal deficit, as well as cut public debt and spending.

The budget deficit has grown to its highest level in more than 15 years, at 6.9% of GDP. The plan is to cut this to 5.5% next year.

Economists have backed the government's focus on the threat of inflation, however.

In December last year, prices rose by more than 15% compared with a year earlier - the highest rate of inflation for 11 years.
