A new foreign direct investment (FDI) policy will be unveiled on March 31, the Union Minister for Commerce and Industry, Mr Anand Sharma, told a press conference here on Friday. .
The Minister was here in connection with the inauguration of the 17 {+t} {+h} India International Seafood Show 2010, an expo showcasing the sea food industry.
The event was organised by the Marine Products Export Development Authority, in collaboration with the Seafood Exporters Association of India.
Mr Sharma said that the Government intends to rationalise and simplify the policy regarding FDI.
At present, FDI policies come out in the form of 'Press Notes.' The new policy would subsume as many as 177 Press Notes, he said.
FDI policy seeks to raise the cap for automatic approvals from Rs 600 crore to Rs 1,200 crore. More importantly, these cap figures are of 'net equity inflow,' as opposed to 'project cost,' which was the parameter earlier.
In response to a query, Mr Sharma also said that India had expressed its concerns over the growing trade imbalance with China, and had asked China for more market access for Indian goods and services, especially in the areas of pharmaceuticals, construction and IT services. (China exports to India $14 billion (Rs 64,791 crore) worth of goods and services more than it imports from India.)
Asked if the Chinese currency policy (of keeping the Renminbi devalued vis-à-vis the US dollar) was hurting India's exports, Mr Sharma it was up to China to design their currency policy. In response to another question, he said that India need not devalue the Rupee just because China did the same.
Stimulus package
Mr Sharma said that the Commerce Ministry had conveyed its concerns about the impact of the withdrawal of 'stimulus measures' on exports and added that the Finance Minister was "well informed" and "sensitive to the prevailing situation."
Support for fisheries
The Minister also said that the fisheries sector would have his full support in the Cabinet, if the Ministry of Agriculture mooted an initiative to treat 'fisheries' on par with 'agriculture.'

THREE years ago, the map of Indian politics looked very different from what it does now. The UPA was beginning to get into trouble with its allies over the nuclear deal and in the UP elections, Congress fared miserably. Rahul Gandhi's foray into electioneering did not work and the Congress polled a smaller percentage of votes and fewer seats. The BJP did not do very well either. It had dreams of winning UP with the Samajwadi Party and then challenging the UPA in the Lok Sabha. Rajnath Singh failed to charm the UP voters. Mayawati emerged triumphant and showed that her blend of Dalit/Brahmin politics may yet show the way out of Mandal. At the same time she devalued the mandir issue because no one seemed to care about it.

Three years on, we have a different situation. Mayawati failed to cash in on her UP success in the 2009 elections. Her dreams of being PM at the head of a Third Coalition bit the dust. Her grandiloquent bonanza of statues also met a check from the courts. Rahul Gandhi did not pay heed to the chamchas who praised his 2007 UP election efforts and got his head down and worked away, meeting the many Kalawatis in rural UP. It paid off and the Congress got 20-odd seats.
The combination of Mayawati's triumph in 2007 and the UPA's in 2009 put several markers down in Indian politics. The BJP realised that electoral success depends on following the trends set by the two elections which they lost. Their narrow sectarian emphasis on Hindutva and the temple issue, the Varun Gandhi issue, were counter-productive and the nation drifted away from them.

The Prime Minister's Economic Advisory Council's diagnosis of the ills plaguing the economy and its rosy prognosis of a high-growth path for the Indian economy in the next two fiscal years remain on predictable lines. Yet, the review of the Indian economy released by its Chairman, Dr C. Rangarajan, here on Friday did some plain-speaking, on the eve of the Union Budget 2010-11 that is slated for February 26.
Even as the chorus of retaining the stimulus measures from constituencies greatly benefitted by them remains on a high pitch, the Council minces little words by highlighting that more of the fiscal expansion has come from increase in expenditures than from tax cuts.
It said the reduction in the revenues due to cuts in excise duty and service tax is likely to have been around 0.5 per cent of GDP, while in total contrast Central expenditures as a ratio of GDP increased by more than 2.2 percentage points between 2007-08 and 2009-10.
India's growth story could be hampered by low agricultural productivity and inadequate physical infrastructure, especially power, in the medium- to long-term, says Prime Minister's Economic Advisory Council (PMEAC).
"The Council is of the view that the two principal constraints to growth that face India in the medium to long term are low productivity in agriculture on the one hand and inadequate physical infrastructure on the other, of which, the most important component is the power sector," it said.
The PMEAC indicated the major constraints to growth in its review of the economy released on Friday, wherein it said the country would return to 9 per cent growth by 2011-12.
"Technological and organisational factors have emerged as a major constraint to sustainable growth in agriculture," the PM's economic panel said, citing no major breakthrough in farm research since the Green Revolution years.
The research should focus more on crops and regions, it should target at resource-conserving and environment friendly technologies, it should also cover ignored areas and must pay attention to domestic and international demand, PMEAC said.
Further, soil-health cards must be provided to all cultivators on priority basis to help arrest the trend of declining response to inputs like fertilizers and irrigation.
Backing controversial Genetically Modified (GM) crops, the PM's panel said, "After the success of Bt-cotton and the benefits it has brought to the farmers in Gujarat and Maharashtra, it is imperative that the government must have a clear policy on GM crops."

Along with Census 2011, work on database for the ambitious Unique Identification Project will also begin to provide national identity number (NIN) to all residents above the age of 15, Gujarat census director Manish Bhardwaj said.
"We will first begin the house listing operation in April 2010, and all the houses will be assigned a number by 1.5 lakh teachers involved in the exercise," he said.
Normally, after house listing, population enumeration operation is undertaken and subsequently census is declared after the operation. But this time, national population register will be done before population enumeration.
"In national population register, each individual of above 15 years and a resident of the country irrespective of nationality, will be registered with his/her finger prints, bio-metric details and a photograph in a separate form," Mr. Bhardwaj said on Saturday.
"Once the database in the national population register is prepared, it will be handed over to the Unique Identification Authority which will undertake the exercise of de-duplication and verification of the database collected from across the country," he said.
Mr. Bhardwaj said the authority, headed by technocrat Nandan Nilekani, will assign a unique number to each individual above 15 years and a smart card will be issued which will have the person's unique number, photograph, finger prints and other details.
The smart card will be issued at the district magistrate level and will be made a routine official procedure which means, it will be issued on regular basis to new entrants. The unique number, Mr. Bhardwaj said, will be used for passport and other official purposes subsequently.
"However, the smart card will not give entitlement to citizenship of the country. It will be issued to all residents of the country irrespective of their nationality and it will be mentioned on the card that the card holder is not entitled to citizenship of the country," he said.
In its efforts to augment the strength of the Border Security Force (BSF), the Centre has approved raising of 29 battalions, comprising around 30,000 personnel, for the country's frontier guarding force.
Of the 29 battalions, 16 would be deployed in areas along Indo-Bangladesh border, while 13 would serve as additional reserve battalions to be deployed on a rotational basis to ensure sufficient training, rest and recuperation for the personnel.
Minister of State for Home Ajay Maken said the new battalions would go a long way in increasing the efficiency and service conditions of BSF personnel.
Attending the Passing out Parade of a fresh batch of 129 BSF officers at Takenpur in Madhya Pradesh on Saturday, Maken said the exercise had begun late last year. Two battalions have already been raised and seven are to be raised during 2010-2011.
With a view to enhance infrastructure to support the additional battalions, three Frontier Head Quarters and seven Sector Head Quarters will be created for control and command purposes, he said.
The Government, Maken said, had also formulated and finalised a new recruitment policy to ensure transparency and objectivity in the selection process. The new recruitment process entailed incorruptible technology based selection with least scope of human intervention and manipulation.
The recruitment process include subjective evaluation while marking had been done away with and replaced by multiple choice Objective questions on OMR sheets. PET (physical test) which carried marks earlier and could be manipulated had been made qualifying only and would not carry marks.
Interviews had been done away with, biometric identification of candidates was mandatory at all stages to prevent cases of impersonation and the entire recruitment process should now be videographed besides ensuring that no tainted officer was associated with the recruitment process.
Capital expenditure down
A disturbing fact is that the expenditure stimulus was directed at augmenting consumption and not investment. Illustrating this, it said that while revenue expenditure (mostly for current consumption) rose by 2.6 percentage points since 2007-08, capital expenditure actually declined by 0.4 percentage point.
Ironically, when the Government undertook an expansionary fiscal stance, the Centre's capital expenditure as a ratio of GDP actually fell to 1.8 per cent in 2008-09 from 2.5 per cent in 2007-08 — what with the implementation of Sixth Pay Commission recommendations and loan waiver to farmers and other spending spree. Even in the current fiscal, the report said, it is budgeted to increase only to 2.1 per cent which is lower than the capital expenditure to GDP ratio in 2007-08!
With inflation in the interregnum gaining traction, the fiscal expansion undertaken during the last couple of years at the height of the global financial crisis and domestic growth slowdown did, in no way, help in meeting the development deficit of infrastructure — both physical such as roads, railways, airports and ports or social infrastructure such as basic education, primary health and measures that contribute to the promotion of welfare of millions of poor people who eke out a dismal existence.
It is small wonder that the Council should urge the authorities to reverse "the large Government dissaving in order to increase the overall level of savings and investment in the economy."
The report graphically illustrates the deficiency in developmental programmes of the Government when it point-blank contends that "the analysis of plan outlay in many infrastructure sectors like coal, aviation, petroleum, power, roads and railways, shows that budgetary contribution in the outlay in 2009-10 is about 19 per cent and the remaining is expected to be mobilised from internal and extra-budgetary sources of public enterprises."
The Government savings were a positive 0.6 per cent of GDP in 2007-08 which changed to (-) 2.5 per cent in 2008-09 and the Council expects the Government dissaving to continue to be large in 2009-10.
Hence, it is a travesty of reality to expect the public sector undertakings (PSUs) to mobilise funds from internal and extra-budgetary sources unless as the Council itself counsels, in the case of the power sector, to lay as a pre-condition for more rational pricing to make the "power business financially viable and therefore capable of sustaining much-needed continued high levels of investment on the generation side."
Reform measures
Will the PSUs be conferred functional autonomy to price their products "more rationally" to enable the entities to stay afloat, if not sink under the burden of loss before their assets are stripped in the name of disinvestment to fill the budgetary black holes of ever-running fiscal deficit is a moot question, policy analysts say.
In fine, the Council's concern on food inflation and accent on modernising agriculture through ramping-up funding on research and extension services and capacity augmentation in power have all been parroted by a plethora of independent research bodies and individual experts in the field. What is needed now is action on the ground backed by resolute political will. Will the Budget lay out such a roadmap of reform in this regard?
The ideological struggle that Lenin in his lifetime carried out to strengthen proletarian internationalism in the international communist movement makes him an outstanding internationalist proletarian leader and the party led by him a torchbearer of proletarian internationalism. Along with this, the role that the Communist Party of Russia (Bolshevik) played, not only ideologically and politically but also materially, to help accomplish New Democratic Revolution in China and socialist revolution in the Eastern European countries is a brilliant manifestation of what Lenin meant by proletarian internationalism in the excerpts above.
In the situation, when communist revolutionaries the world over were short of internationally recognised leadership and a strong base area of the world communist movement the role that the revolutionary communist parties played to organise the Revolutionary Internationalist Movement (RIM) deserves special mention. In spite of their inability to bring together all the revolutionary parties in its fold this initiative was definitely an inspiring event and a great achievement for the communist revolutionaries the world over. Among others, mainly the document, Long Live Marxism-Leninism- Maoism that the RIM adopted has helped to deepen the ideological contribution of Chairman Mao and unite the communist revolutionaries under the banner of Maoism.
In fact it created a strong ideological base to help the initiation of and preparation for people\'s war where parties existed and build revolutionary parties where they did not. In total, RIM has played an important role as an international centre in defence of communism and the proletarian internationalism. Struggling against the limitations and weaknesses of sectarianism it has, to activate it further is the need of the day.
When the world communist movement was very much defensive and the entire reactionaries were, with the collapse of Soviet social imperialism in the 90s, propagating the failure of Marxism and socialism, people\'s war was initiated in our country. The initiation of people\'s war and its development in leaps has on the one hand proved once again the validity and inevitability of Marxism-Leninism- Maoism and on the other it has encouraged the proletariat class internationally.
Initiation of people\'s war was in fact a true example of proletarian internationalism on the part of Nepalese proletariat.
However, after our party has entered into peace process and signed the comprehensive peace agreement our fraternal parties are critical of our political line. Some of them have even placed criticism in open to the extent that the political line we are practicing now does not comply with Marxism-Leninism- Maoism and proletarian internationalism. Certainly, there are some elements of truth behind such criticism on the part of fraternal comrades and we must correct them. And on the other, a strong tendency in the ICM that makes ideological judgement from within the known concepts of past revolutionary class struggles has also played a role in it.
It is not that a debate has been launched from here on this question and nor is it possible in this short article. But, what we must admit is that a way of thinking that our party sought to find strength of revolution from within national tactic and diplomatic manoeuvring than from the ideological, political and organisational unity and valuable experience of the international proletariat was and is still trying to pull party back from our duty of strengthening proletarian internationalism.
Standing upon the foundation of proletarian internationalism that Marx and Lenin had established and developed, chairman Mao continued all through to his life with their legacy. Be it his ideological struggle in China against various wrong trends from the very beginning of the party formation to the last phase of the Cultural Revolution or be it in fighting alien ideologies in the international communist movement he never let it weaken till he was alive.
Lenin had sharply criticised this trend. In page 54 of his renowned work, Left Wing Communism an Infantile Disorder, he writes, To refuse to take this experience into account and at the same time to claim affiliation to the Communist International, which must work out its tactics internationally (not narrow or one-sided national tactics, but international tactics), is to commit the gravest blunder and actually to retreat from real internationalism while paying lip service to it.
Recently held Central Committee Meeting of our party has correctly assessed that the New Democratic revolution in Nepal is at a crossroads of great potentiality of victory and serious danger of defeat. In the present world situation, it is only our country Nepal where New Democratic revolution is possible. However, whether or not the Nepalese proletariat can seize this opportunity depends upon whether or not our party can develop a correct ideological and political line, consolidate party unity based on it and rally the world proletariat around it. If we succeed to achieve this, no one in the world will be able to stop us from establishing People\'s Federal Republic of Nepal.
We should keep in mind that sustenance of the proletarian power in a single country is in the present world situation equally difficult to or more challenging than the seizure of political power. Sustenance of people\'s power is inseparably related with the expansion and development of revolutionary class struggles in other countries. Right in this context, the international proletariat class has twofold duties. The Nepalese proletariat must emphasize firstly on the seizure and then sustenance of power as a base area of the world proletarian revolution and at the same time pay attention to the expansion of revolutionary class struggles and anti imperialist movements all across the world.
While the proletariat in other countries must lay emphasis on developing revolutionary class struggles in their respective countries and pay attention to the defence of people\'s power in Nepal. It is the true proletarian internationalism we need today. In order to achieve this, our party should carry out the following tasks. Firstly, we should take up serious initiative to deepen the ideological and political struggle with those revolutionary parties that uphold Marxism-Leninism- Maoism as their guiding ideology.
In addition, we should also carry out ideological and political debate with the parties that uphold GPCR and Mao Tse Tung Thought as universally applicable. All this should be done keeping in view of establishing a new type of International in the twenty first century. Secondly, we should take initiative to develop comradely relation with Marxist –Leninist forces all over the world. And, thirdly, we should build up relation with all the nationalist forces that are waging national liberation movements against national chauvinistic regime of the respective countries. All this should be done as to develop a worldwide anti-imperialist front to fight imperialist globalisation, colonial domination and to support just struggle of the people.
At the present juncture, which is full of opportunities and challenges, only by developing a correct ideological and political line, party unity based on it and pushing forward the aforesaid international tasks in a planned way will we be able to establish People\'s Republic in Nepal . This and this will be a service to world revolution and genuine proletarian internationalism too.
The ideological struggle that he carried out mainly against the capitalist roaders during Cultural Revolution and the Great Debate that he launched mainly against the Khrushchevite revisionism have had a paramount importance to develop Marxism-Leninism to Marxism-Leninism- Maoism. On how he understood proletarian internationalism, in a letter to CPSU headed, A proposal concerning the general line of the international communist movement, he says, … the touchstone of proletarian internationalism for every Communist Party is whether or not it resolutely defends the whole of the socialist camp, whether or not it defends the unity of all the countries in the camp on the basis of Marxism-Leninism and whether or not it defends the Marxist-Leninist line and policies which the socialist countries ought to pursue.
Not only did Mao wage struggle ideologically against alien ideologies within the international communist movement but also, along with logistical support to the Korean comrades, he sent Chinese People\'s Volunteers to fight US imperialism in the Korean War. Noteworthy to mention here is that in this war Mao\'s son had attained martyrdom, which is a unique example of proletarian internationalism on the part of Chairman Mao and the great Communist Party of China led by him. In fact, a strong proletarian power in China under the leadership CPC led by Mao was as a strong base area for the proletarian revolutionaries the world over. However, Mao\'s death in 1976 and the counterrevolution that followed in China under Teng-Hua clique resulted in a serious setback in the international communist movement and proletarian internationalism as well. As a result, the working class the world over has now lost its leadership and the base area of the world proletarian revolution.
The proletariat class which has the only source of its labor to serve in the production and see the products be out from their work place for its owners at the cost of their wages for the markets for its returns covering the whole calculations of the expenditure as investment. The question of wages and the part of labor what the proletariat class delivers does not have any claim on the entirety of the cost of the product due to the quality and competitive cost of the products in the market. Moreover, in the feudal society the master or the semi-capitalist in the semi-feudal and semi-capitalist societies the master of the capitalist class works more than the labor and feudal lords in the non-productive side of the entirety of the productive process of the commodity as they have the sense of responsibility of looking out the entire process of the commodity for the market with its demand and quality.
Yes Karl Marx and Engel's efforts were great and exemplary at that time when they were alive. And they fought against the capitalism during their lives for the betterment of the working class. But in practice in the great Britain the capitalism is going on along the side of American capitalism despite the different struggles and rebellions there.
The proletariat class, which is deprived of means of production, is forced to sell his labour as a commodity into the market to those bourgeois who grab them. In a capitalist society, those who produce commodity with the expense of their labour are deprived of appropriating the very product while those who are not at all involved in production appropriate it. It is not particular to a certain country but a universal phenomenon where the capitalist mode of production exists.
The very essence of the capitalist mode of production is collective production but private appropriation. And the main content of Marxism remains in resolving this contradiction. Karl Marx and Frederick Engels had struggled all through their life to find a scientific way to resolve this contradiction and break the traditional reactionary chains They said it is the socialisation of means of production to do it. And on top of that they said it is the transitional socialist state that paves the way forward to communism in which the aforesaid contradiction does not exist and thereby the whole humanity enters into a phase where there is no oppression of man by man.
In their life time they did not rest content merely in ideological and political assertions rather they played a crucial role in organising Communist League, the first International of the working class people and latter they formed the International Working Men's Association composed of various socialist groups and trade unions from different countries. The Communist Manifesto that the first congress in 1848 of the very International brought about continues to be an important ideological and political document of the international proletariat even today.
It asserted that The communist revolution is the most radical rupture with traditional relations. In the last paragraph it says, The Communists disdain to conceal their views and aims. They openly declare that their ends can be attained only by the forcible overthrow of all existing social conditions. Let the ruling classes tremble at a communist revolution. The proletarians have nothing to lose but their chains. They have a world to win. Working men of all countries, unite! It is a matchless example of true proletarian internationalism.
Lenin was a true successor of Marx and a leader of the working class people who applied proletarian internationalism into real practice. He had to wage serious ideological struggle against the national chauvinistic leaders like Kautsky in the Second International to establish proletarian internationalism and develop it further in the international communist movement. Through his writings one can understand what he really meant by true proletarian internationalism. In one of his important theoretical works, The Task of the Proletariat in our Revolution, Vol. 24, page 76, he writes, \"There is one, and only one, kind of real internationalism, and that is -- working whole-heartedly for the development of the revolutionary movement and the revolutionary struggle in one\'s own country, and supporting (by propaganda, sympathy, and material aid) this struggle, this, and only this, line, in every country without exception.
In addition, in his another important work, Preliminary Draft Thesis on the National and Colonial Questions, Vol. 31, page 148, he writes, --- proletarian internationalism demands, first, that the interests of the proletarian struggle in any one country should be subordinated to the interests of that struggle on a world-wide scale, and, second, that a nation which is achieving victory over the bourgeoisie should be able and willing to make the greatest national sacrifices for the overthrow of international capital.
What is clear from the excerpts above is that to stand firm on the side of the proletariat class, develop revolutionary movement and class struggle in one\'s own country, fight internationally the alien ideologies that go against the interest of working class movement, extend ideological, political and material support to all struggles carried out by the oppressed class the world over and develop an international tactic with a view to do away with international capital is in a real sense the true proletarian internationalism.
The great philosopher, Karl Marx has done a lot from his base point in organizing the new class from the feudal society through his writings against the capitalists. But the capitalist society was risen from the debris of the feudal society there in Britain which was the winner in the wars against the old kingdoms of Europeans and Romans. This period is understood that the great wealth was gathered in the hands of British Empire and became the society of capitalism. The sixteenth and seventeenth century have been known as the industrial revolutionary age for those who tries to know the growth and progress of society towards future, treated as the great asset to understand the pace and movement of the societies towards the known destinations of the another form of the society that is none other than socialism as claimed by the Karl Marx.
The communist revolution which has been described by different schools of Marxism in different ways by the Karl Marx, Lenin, and the Moa due to their understandings and their own interpretations according to their situations based on their societies.
Lenin was greatly influenced by the writing of Karl Marx and started living his life basing on the writings of the marx as he has himself kept the point in mind to retaliate the death of his brother against the regime at that time. He has seen the crucial periods of Russia in his life time for at least three times in making success the revolutions in Russia.

IAS officer under scanner for owning Rs 93 cr worth property
Raipur: The Economic Offences Wing (EOW) here has registered a case against a senior Indian Administrative Services (IAS) officer after the Income Tax department said he owned properties worth Rs 93 crore.
The IT sleuths raided the residence and business establishments of IAS officer B.L. Agrawal February 4. He was suspended by the Chhattisgarh government February 10 and the matter was referred to EOW.
An official here said EOW registered a case under various sections of the Prevention of Corruption Act Saturday, after the Bhopal circle of the IT department raided Agrawal's house and business establishments and informed in a preliminary report to the state government that the 1988 batch IAS officer owned moveable and immovable properties worth Rs 93 crore.
The IT report said Agrawal invested nearly Rs 60 crore in a steel plant in the name of his close relatives.
The report added that IT officials found Rs 68 lakh in cash at his residence and jewellery worth Rs 70 lakh and papers of Rs 8 crore investment in insurance and mutual funds were recovered from various bank lockers.

Nowhere is safe, the idea of India is under attack

The announcement by Jamaat-ud-Dawa (JuD) leaders in rallies across Pakistan in early February, that Pune along with Kanpur and Delhi, would now be targeted, confirmed what many already knew - that the gaze of the so-called jehadis had shifted beyond the Kashmir Valley. It is 'Brand India', increasingly popular with global investors and tourists, that they wish to destroy because it reflects India's economic success and multicultural ethos. The German Bakery in Pune fit the bill. Talks or no talks with Pakistan, such attacks look set to continue.
About a decade ago, it became clear to those who sponsor anti-India terrorism in Pakistan, that their best efforts to wrest Kashmir from India were getting nowhere. So Pakistan's terrorist ideologues along with military and intelligence hardliners initiated Phase-II of their design 'to bleed India by a thousand cuts'. The attacks on Mumbai and Pune are the most recent examples of what is to follow. Whereas Part-I of the Zia era offensive was aimed at Kashmiri secession through a violent uprising – and this has failed — Part-II is aimed at the centres of India's secular credentials and economic growth, outside the Valley. Many of them are what might be referred to as India's 'Tier-II' cities.
To achieve this objective, Pakistan's military and intelligence agencies, with the help of groups such as Lashkar-e-Toiba (LeT) set up the 'Karachi Project' in the early 2000s, possibly 2002. LeT produced the JuD. The Pakistani agencies' aim was to create groups of sleeper cells and sympathizers across India, who would be tasked to undertake terrorist operations in Indian cities when they received orders from Pakistan. For this, they began recruiting, funding and training groups such as the Indian Mujahideen (a front for JuD), with the aim of identifying and mapping targets that represent India's multicultural and secular ethos (Pune, Ajmer, Varanasi), or are icons of India's growth story (Bangalore and Hyderbad.) In short, places that represent the idea of India. And the 26/11 attacks on Mumbai was their most spectacular achievement.
The so-called jehadis resent anything that contradicts their hardline Salafist Islamic worldview. Thus, a multicultural, multi-ethnic society like India (and the US) is their logical enemy. Places frequented by foreign nationals — in Pune, or Goa's beaches — have long been on their radar screens. So were most of the targets of the 26/11 attacks. If past experience is anything to go by, then centres of communal harmony and places of worship that reflect India's multi-religious heritage could be their next targets. Most of them are in our Tier-II cities. Previous targets have included the Dargah at Ajmer, the Akshardham Temple in Ahmedabad and pockets of communal harmony such as Hyderabad and Varanasi. These places offer tailormade situations for terrorists. They are crowded (offering cover), have shoddy and ill-equipped police forces (as in most of India's small towns) and produce instant headlines when attacked.
But while the official response to a terrorist attack is to beef up security in the place that has already suffered, terrorists rarely attack the same target twice. The security forces remain tied to the previous target in large numbers with pickets and posts, which is precisely the terrorists' aim as they shift their gaze to the next 'safe' target till it is attacked. That was the case with Pune, and sadly will be the case with the next set of targets.

No rethink on Arjun tank: DRDO chief

The Defence Research and Development Organisation (DRDO) dispelled apprehensions that there was a question mark over the capability of the indigenously manufactured Arjun tank.
Speaking at a press conference here on Saturday, DRDO chief V.K. Saraswat dismissed reports that the tank was undergoing yet another series of revaluations vis-À-vis the Russian T-90 main battle tanks.
Dr. Saraswat said that half of the 124 tanks ordered by the Army had already rolled out, and there was no rethink about their induction. The comparative evaluation referred to in media reports was nothing but a trial of the tank's role in the overall arsenal of the Army. "It is a normal process of identifying the role the tank will play in the plans," he said.
"Let me make it clear, that these are not evaluation trials of the Arjun tank, as those trials, including in summer and winter months, are over and more than 50 per cent of the tanks have now rolled out of the factory for induction."
Dr. Saraswat also refuted criticism about the performance of made-in-India INSAS (Indian Small Arms System) rifles. He said there were no niggles in the INSAS rifle, a standard issue to the infantry and the paramilitary forces, and felt the complaints, if any, must be local in nature. The feedback from the Army indicated that the troops were satisfied with the rifle.
He said the integration of avionics and sensors on a Brazilian plane to produce an indigenous "eye-in-the-sky" was proceeding apace. The modifications of the Embraer aircraft to fit the surveillance systems were "in fairly good shape" and the AWACS (Airborne Warning and Control System) could be ready for tests in two years, he said.

Pune cops goof-up: Got blast site washed

Crucial evidence in the Pune blast case may have been lost as the Pune police, initially assuming it to be an LPG explosion, called in the fire brigade and asked it to wash the site clean to prevent further damage.
Immediately after the explosion at German Bakery at 6.52 pm on February 13, the police summoned the fire brigade, saying there had been a cylinder blast and the place needed cleaning up. Within minutes, six fire tenders reached the spot.
The police realised it was a terror attack more than an hour-and-a-half later, after experts of the Army's Southern Command who examined the site confirmed a bomb had
gone off. By then, the floor was flooded with water, and key evidence washed away, forensic experts said.
The site was not even cordoned off till late in the night.
"We have failed to get anything significant from the spot," one of the experts who examined the site said.
Teams belonging to the Central Forensic Science Laboratory and the National Security Guards' National Bomb Data Centre, and a squad of the state's forensic and anti-terrorism experts, have in the past week struggled to get clues from the site.
Pieces of the timer device, the casing used to stuff explosives and parts of other components of the bomb can be recovered from a blast site and help in investigations.
However, in this case, most leads into the make of the bomb and the use of ammonium nitrate, fuel oil and RDX were obtained from shrapnels found on victims' bodies, another expert said.
Gajanan Pathrudkar, station fire officer at Kothrud fire station said, "The call from the police said it was an LPG explosion. From the destruction caused, we gathered that was not the case, but there was fire outside [the bakery] that we had to put out. We also had to prevent further damage."
Ramesh Gangad, chief station officer at Yerawada fire station and one of the first to reach the spot, said: "It was more than a cylinder blast. The police should have been able to figure it out and avoid damage."
Pune police commissioner Satyapal Singh refused to comment.

Theme for a tax dream | ||
Barring Manmohan Singh, there is no standout tax reformer amidst the pantheon of India's former finance ministers. Seetha wonders if that honour will go to Pranab Mukherjee when he presents the Budget this Friday | ||
Who's the biggest tax reformer of them all? Prime Minister Manmohan Singh when he was finance minister? P. Chidambaram? Yashwant Sinha? Or will Pranab Mukherjee win that accolade when he presents his fifth Union Budget on Friday? Manmohan Singh — widely perceived as being one of the architects of the economic reforms in the 1990s — generally walks away with the honours. But his own finance minister could wrest the title if he manages to swing the most radical change in the country's direct tax laws by tabling a Bill enacting a new direct tax code along with his Budget for 2010-2011. Mukherjee had earlier said that it would be introduced in 2011. The code attempts to make the 48-year-old much-amended and complex Income Tax Act, 1961, (which it will replace) simple and comprehensible. Certainly, it will put more money in people's pockets. Those earning up to Rs 10 lakh a year will have to pay only a 10 per cent income tax rate, down from the current 20 to 30 per cent. Also, some savings of up to Rs 3 lakh a year will attract tax deductions, up from the current sum of Rs 1 lakh. All this is expected to encourage people to pay taxes voluntarily and discourage tax evasion. Some provisions of the code have kicked up a rumpus. The proposals to tax withdrawals from small savings like public provident fund and remove the tax exemption on donations to religious trusts, for instance, are seen as hugely unpopular. These may upset Mukherjee's plans to get the Bill enacted and implemented from 1 April 2011, but it is, says D.K. Srivastava, director of the Chennai-based Madras School of Economics, "a major step forward". There haven't been too many of those in India's tax history. The 1961 Act came 39 years after the original Income Tax Act was enacted in 1922. Since then, the tax system has only seen bits of tinkering, with new taxes being introduced, others being removed, and the standard deduction and tax rates being raised or lowered. The need to raise resources for nation-building in the 1950s and 1960s and the soak-the-rich approach of the socialist Seventies influenced the high tax regime of the first four decades after Independence. In the 1950s, finance minister T.T. Krishnamachari introduced the wealth, expenditure and capital gains taxes, earning him the sobriquet Tax Tax Krishnamachari. Jawaharlal Nehru brought in the gift tax. Income tax rates were raised progressively. By the mid-1970s, the peak income tax rate touched a whopping 97 per cent. More importantly, the tax structure was extremely complicated — the four income tax slabs of 1949 had multiplied to 11 by the 1970s. "The idea was to bring in a measure of equity," says Srivastava, "but that didn't happen since tax evasion was huge." The situation was worse in the case of indirect taxes — customs and excise duties. Not only were the rates high, they were also numerous and complicated. The K.N. Wanchoo Direct Taxes Enquiry Committee Report of 1971 first flagged the need to reduce rates to improve compliance. That brought in some moderation in tax rates, but they still hovered in the 60-80 per cent range. The first major attempt at tax reform came only in the mid-1980s. Rajiv Gandhi had become Prime Minister and was on a modernising mission. His finance minister V. P. Singh unveiled a long-term fiscal policy. The idea was to junk the yearly revision of rates and align tax policy to the five-year plans, thereby aiding businessmen and investors to plan for a longer term. Singh halved the number of tax slabs from eight to four, brought down the peak income tax rate to 50 per cent and initiated a reform of excise duties by bringing in a modified value added tax or Modvat, which made it easier for manufacturers to offset the taxes they had paid on inputs against their overall excise burden. However, the logic of Singh's long-term fiscal policy was not followed, rues economist Bibek Debroy. Singh himself couldn't do much because he was finance minister for only two years, and the tinkering with tax rates as well as populist tax sops continued. Srivastava, however, says Singh did not have a grand vision for tax reform. "His approach to direct taxes was prompted by equity considerations and not by the need for a more efficient tax system." Serious and sustained tax reform began only in the 1990s. Manmohan Singh's first budget in 1991 itself didn't herald any major structural changes — there wasn't enough time. Instead, he set up the Tax Reforms Committee headed by Raja Chelliah, the economist, and its reports provided the tax reforms template for Singh's successors — Chidambaram and Sinha. Singh himself acted on the Chelliah committee report in his following five budgets — he brought down the income tax slabs to three (10, 30, 40 per cent) and initiated a cleaning up of indirect taxes. In 1994-95 and 1995-96, recalls Sukumar Mukhopadyay, who was then member, Budget, in the Central Board of Excise and Customs, he withdrew close to 70 per cent of the exemptions on indirect taxes. The biggest step on direct taxes came with Chidambaram's second budget in 1997-98. Income tax rates came down to the present levels of 10, 20, 30 per cent, and more tax payers came into the tax net via the two-by-four formula (all those who had any two — a house, phone, car or had gone on a foreign trip — had to file tax returns). Though all this didn't eliminate tax avoidance completely, it certainly ensured more people paid taxes. More importantly, people had more money in hand to spend and that spurred economic growth. If Chidambaram flagged a major change in the approach to taxation — tax only income and nothing else — he was also, notes Debroy, responsible for deviating from it, with the fringe benefit tax (a tax on expenditures by employees) and the banking cash transaction tax (taxing certain categories of withdrawals from banks) when he was finance minister in the first United Progressive Alliance government (2004-2009). Chidambaram's initiatives in 1997 left Sinha, who moved into North Block in 1998, with very little to do on the direct tax front. But he earned a place for himself among India's tax reformers by introducing the central value added tax or Cenvat, a half way house to the full VAT, trimming the number of excise slabs to three from 11 and the customs slabs to five from seven over the five budgets that he presented. Mukhopadhyay, however, argues that much of it was window-dressing and that there still were multiple rates. There's no denying, says Srivastava, that Sinha did make a radical departure from the old highly complex indirect tax regime. India, however, still has a long way to go in stabilising tax rates and there's a general tendency to continue tinkering with tax rates. "It's a mindset issue," laments Debroy. Stabilising and standardising tax rates, he notes, removes discretion from the hands of ministers and bureaucrats in the finance ministry. "No discretion means no power and that is what they fear." So who's the biggest tax reformer so far? Wait till Friday for an answer. |
Streamline allocation, deployment of funds

The Government's vision to Rs 15,000 crore for skill development and train 50 crore people in 20 years has hit roadblocks. It is three years since the mission got articulated and the institutions built around it, but the deployment of funds towards this initiative is hardly Rs 100 crore.
It was proposed to upgrade 500 ITIs in the last Budget and 100 are already under way. The remaining 400 were to be upgraded with assistance from the World Bank. The funds have been received from the World Bank and other corporates, but less than 20 per cent has been utilised, due to procedural tangles.
It is important to do an outcome review of the project, by evaluating the allocation and the deployment. If this is not sorted, educational institutions would end up returning unspent funds. The Budget should see the entire value chain, from allocation to deployment, and a process should be created to review the Budget allocation and the actual employment created. This can be done through a monitoring agency. One possibility is to integrate the HRD initiatives with the Programme Evaluation Ministry, which is already there.
Creation of National HR Fund: The Budget has to take into consideration the entire value chain, if the mission is skill development and work force competitiveness. Fiscal initiatives should be created for the corporates and society to come together and invest. This will enable the corporates contribute towards the Government initiatives for skill training and development.
A National HR Fund should be created, similar to the educational cess. To begin with, a corpus can be created with contribution on the lines of ESI/PF. Tax exemptions/incentives should be considered for the contributors to the National HR Fund. This would be in addition to the funding that the NSDC receives from the Government.
NHR fund will help streamline training/skill development players and the fragmented training market to get organised. It will ensure that all trainers are registered and they market the National HRD registered/certified courses.
Corporates that invest in their people and community should get rewarded, as in the UK. Such corporates should be classified and given star ratings. Genuine efforts by corporates towards skill development and work force competitiveness should be rewarded through fiscal initiatives.

With every annual Budget there is a growing expectation that the Finance Minister may provide some tax relief for the aam aadmi or the common man. And the inflationary pressure, especially in a changed economic environment, accentuates such an expectation, observes R. Anand, Tax Partner, Ernst & Young. He adds, however, that any fiscal stimulus is a tightrope walk for the Government.
In the current situation, the minimum threshold limit is Rs 1,60,000 and the slab rates are 10 per cent to 30 per cent. Ideally, the entry limit should be linked with the rate of inflation, says Anand, during the course of a recent pre-Budget email interaction with Business Line.
He suggests, therefore, that as in the case of cost inflation index notified to arrive at the indexed cost of acquisition, the minimum threshold limit can be a moving figure adjustable with the rate of inflation. "Otherwise, it becomes an ad-hoc exercise without any scientific basis."
The success of any Budget largely hinges on what the common man feels on the proposals relating to personal tax, Anand avers. "One hopes that some of the needs of the middle-income earners are met in the forthcoming Budget."

On sops for senior citizens.
Savings are an essential ingredient of our economy. Senior citizens and retired people bank on savings for their daily livelihood. Yields on such savings have dropped drastically in the last couple of years even as inflation which is around the double-digit level is taking a heavy toll on the expenditure side.
Further, the eligibility criteria of 65 years for higher exemption of Rs 2,40,000 should be decreased to 60 years, being the ordinary retirement age.
Also, interest on bank and post-office deposits constitute a vital stream of income for the retired and senior citizens. At present, this stream of income is exposed to tax and, more often than not, even withholding tax at 10 per cent, subject to certain conditions. There is a fit case to revive Section 80L (which provided for tax deduction up to Rs 12,000 in respect of interest on certain securities) at least for popular and common investment modes such as bank deposits for at least a sum of Rs 15,000.
On encouraging long-term savings and investments.
The present limit under Section 80C, which provides for deduction for specified contributions/investments, needs to be increased from the present Rs 1,00,000 to at least Rs 2,00,000. This will encourage long-term savings and ensure availability of funds to the Government.
When individuals plan by restructuring their immovable properties, they need to monetise such properties giving rise to capital gains. The exemption for re-investment in specified bonds, which today carry 6.25 per cent interest and three-year lock-in, is pegged at Rs 50,00,000 for a financial year. This limit is not only unreasonably low, but also disregards the current property prices, which necessarily involve substantial capital gains. There is a need to increase this limit to at least Rs 2,00,00,000.
On a healthy approach to medical expenses.
Re-imbursement of medical expenses is an important element of any remuneration package.
Normal medical expenditure is now exempt up to Rs 15,000. With the cost of medicines and medical treatment rising and no social security system in place, this paltry limit of Rs 15,000 should be increased to at least Rs 30,000.
On the need to revive standard deduction.
The standard deduction for salaried employees should be revived. Standard deduction is not a personal allowance but was earlier given as a lumpsum for meeting employment-related expenses such as on conveyance, books, etc. Similar expenses are permissible deductions for businesses.
Therefore, employees should also be entitled to standard deduction from their salaries (of at least Rs 50,000) when other entities are eligible for deduction of expenses incurred for earning their income.
On education-related benefits.
With the ever-increasing prices, deductions for children's allowance as well as hostel and transport allowances deserve to be revised.
The market rates for these expenses have increased manifold in the recent years. Hence, the deduction for such allowance should be considerably increased.
