आईपीएल की फ्रैंचाइजियों पर आयकर विभाग का शिकंजा कसता जा रहा है। अफसरों की टीम ने क्रिकेट एसोसिएशन ऑफ बंगाल के साथ ही हैदराबाद स्थित डेक्कन चार्जर्स व चेन्नई सुपर किंग्स की मालिक इंडिया सीमेंट पर भी छापा मारा है। आयकर विभाग ने वित्तीय अनियमितताओं को लेकर इन कार्रवाइयों को अंजाम दिया है। कोलकाता में बंगाल क्रिकेट एसोसिएशन के अलावा शाहरूख के रेड चिलीज के साथ गेम प्लान के दफ्तर में भी छापा मारा गया।आयकर विभाग की एक टीम ने आज बुधवार को आईपीएल से जुड़ी तीन एजेंसियों पर छापा मारा है। आयकर विभाग ने आज सुबह टेलिकॉस्ट राइट्स से जुड़ी तीन कंपनियों के मुंबई स्थित मुख्यालय पर छापे की कार्रवाई की है।आयकर विभाग के ये छापे ऐसे समय मारे गए, जब इस तरह के आरोप सामने आए कि आईपीएल प्रसारण की मार्केटिंग एजेंसी वर्ल्ड स्पोर्ट्स ग्रुप को प्रसारण एजेंसी मल्टी स्क्रीन मीडिया ने करीब 8 करोड़ डॉलर का सुविधा शुल्क दिया था।ये एजेंसियां आईपीएल मैचों के प्रसारण का काम देखती हैं। ऐसी खबरें आई हैं कि तीनों कंपनियों ने मिलुजलकर आईपीएल में पैसों का बड़ा खेल किया है।

The Income Tax Department on Wednesday searched the premises of companies associated with the Indian Premier League (IPL) in the wake of allegations that telecasting agency Multi Screen Media had paid a facilitation fee of $80 million to marketing agency World Sports Group. The raids are related to a "facilitation fee" of USD 80 million paid by MSM (formerly Sony Entertainment Television) to WSG, a source close to the development said.
The searches, which started this morning, were on in the office premises of Multi-Screen Media (MSM) in suburban Malad, the telecasting agency of IPL, World Sports Group (WSG), the marketing agency of IPL, International Management Group (IMG), the organising agency, and the Bandra house of Venu Nair, CEO of WSG.

नई दिल्ली. आईपीएल की फ्रैंचाइजियों पर आयकर विभाग का शिकंजा कसता जा रहा है। अफसरों की टीम ने क्रिकेट एसोसिएशन ऑफ बंगाल के साथ ही हैदराबाद स्थित डेक्कन चार्जर्स व चेन्नई सुपर किंग्स की मालिक इंडिया सीमेंट पर भी छापा मारा है।
आयकर विभाग ने वित्तीय अनियमितताओं को लेकर इन कार्रवाइयों को अंजाम दिया है। कोलकाता में बंगाल क्रिकेट एसोसिएशन के अलावा शाहरूख के रेड चिलीज के साथ गेम प्लान के दफ्तर में भी छापा मारा गया। गेम प्लान केकेआर की खेल संबंधी प्राथमिकताओं को देखता है।
इनकम टैक्स विभाग की टीम ने बंगाल क्रिकेट एसोसिएशन के दफ्तर में कागजों की जांच करने के साथ ही अधिकारियों से भी पूछताछ की है। कैब के अध्यक्ष जगमोहन डालमिया के निजी सचिव ने कहा है कि हम आयकर विभाग के अधिकारियों के साथ जांच में हर तरह का सहयोग कर रहे हैं।

गौरतलब है कि आईपीएल में लगे धन की जांच के लिए आयकर विभाग ने ललित मोदी के मुंबई स्थित दफ्तरों पर भी छापे मारे थे। टूर्नामेंट का प्रसारण करने वाली कंपनी डब्ल्युएसजी में भी पूछताछ की गई थी।

Modi defies BCCI, says won't attend Apr 26 meeting
A defiant Indian Premier League Commissioner Lalit Modi on Wednesday made it clear that he will not attend the April 26 IPL Governing Council meeting convened apparently to decide his fate, saying he considers it "unauthorised".Under pressure to quit, defiant Lalit Modi on Wednesday appeared to be on a collision course with the BCCI, questioning the legality of Monday's Governing Council meeting to decide his fate as the IPL Commissioner.
However, BCCI sources expressed confidence that Modi would be voted out of the post notwithstanding his defiance and raising procedural issues.
The government also appeared to be concerned at the highest level with Prime Minister Mammohan Singh discussing the IPL row with senior BCCI official Rajiv Shukla, a Modi detractor.
Though he refused to disclose what he discussed with the Prime Minister, he told reporters that the BCCI would not hesitate to take "drastic" steps, implying the ouster of Modi to clear the mess.
With indications emerging that Sharad Pawar and other influential members of the BCCI, including president Shashank Manohar and secretary N Srinivasan, and IPL vice-chairman Niranjan Shah said to be gunning for his removal, Modi Wednesday sought postponement of the Monday meeting.
Sources said he has questioned the legality of the meeting on the ground that only he can convene it as the Commissioner.
He also wanted that the meeting be deferred for him to prepare himself for answering any issue that could be raised in the meeting on the raging controversy surrounding the IPL in the wake of the allegations over the funding and its sources.
Modi is understood to have conveyed to the BCCI that he would not be in a position to attend the Monday meeting as he wanted more time for preparation. There were reports that he wanted to make public all the details of the ownership pattern of the eight franchises but BCCI is understood to have put brakes on his proposal. However, there was no confirmation of this.
The IPL issue hotted up after Modi's tweet last week raising questions over the ownership of Kochi IPL franchise following which Union Minister Shashi Tharoor had to quit. He was accused of having negotiated with the Kochi franchise to get sweat equity of the value of Rs 70 crores.
Similarly, questions have been raised over the unsuccessful bids of Videocon and Adani groups for Ahmedabad and the alleged sweat equity offer made by them to relatives of a couple of Union Ministers.
Modi, reportedly on his way out because of alleged financial irregularities and nepotism in IPL bidding, shot an e-mail to BCCI President Shashank Manohar, saying he needs more time to prepare his case and would prefer a May 1 meeting.
"If the meeting does go ahead on 26th April instead of 1st of May as I have asked it will deem to be unofficial," Modi wrote.
"...I do not propose to attend any unauthorised meeting," said the IPL chief.
Modi trained his gun on BCCI secretary N Srinivasan, also the Managing Director of India Cements, which owns Chennai Super Kings, calling him a "conflicted party" and questioning his authority to convene a Governing Council meeting.
"The IPL has been given the powers by the (BCCI) general body to hold their own meetings and I am sorry to say that the Hon. Secretary (BCCI) has never called a GC since inception or is the convener.
"All he is actually is an ex-officio member of the GC as an office bearer of BCCI and as he is a conflicted party who owns an IPL team. He has never and can never call a GC meeting," Modi asserted.
Modi said he was not against a meeting but all he needed was time.
"...all I have said is meeting will take place and I want the time to prepare the agenda, circulate it and also make the documents available.
"...I just returned from Dubai last night and was attending the ICC meeting which you (Manohar) asked me to attend on your behalf...we had to move the matches from Bangalore and also we have the playoffs and awards. We are working 24x7 and as such have had no time to prepare or will have time to do so till post 26th,' said Modi.

Income Tax authorities Wednesday conducted searches at the Cricket Association of Bengal's (CAB) headquarters at Eden Gardens and Kolkata Knight Riders offices here as part of the nationwide trackdown on source of Indian Premier League's finances.
The searches began around 3 p.m. at Eden Gardens and IT officials said they will carry their operation until the 'investagations' are over.
'If necessary, we will stay here throughout the night,' an officer said.
IT officials also raided ITC Sonar Bangla where KKR officails have been put up, and the Shakespeare Sarani office of Bollywood star Shah Rukh Khan's Red Chillies Entertainment that owns KKR.
At Eden Gardens, seven IRS officers and support staff checked the documents related to IPL and its franchise KKR at the CAB office room and KKR office.
They snapped all landline communications before beginning their work and asked KKR officials and a top CAB office-bearers not to leave the premises till they are over with the job. The officers scanned the documents on the computers and one of them was also seen rummaging through the wastepaper basket.
'We are conducting search and survey operation,' said a top IT official, leading the team, declining to be named.
CAB sources said the officers looked into the payment details of IPL, specially those between March 19 and April 1.
'We are fully co-operating with the IT officials,' said a CAB office bearer.

New Delhi Against the backdrop of a string of Maoist attacks, Prime Minister Manmohan Singh on Wednesday pitched for urgent and considered action to root out the problem of Left-wing extremism and asserted that no quarter can be given to those challenging the authority of the Indian state.Singling out Left-wing extremism as the gravest internal security threat faced by the nation, he said, "Recent events have underscored the need for urgent and considered action to root out this problem".
"No quarter can be given to those who have taken upon themselves to challenge the authority of the Indian state and the fabric of our democratic polity," he said, inaugurating the Civil Services Day function here.
The Prime Minister's remarks come in the wake of the worst-ever Maoist attack at Chitangufa in Chhattisgarh on April 6 in which 75 CRPF men and a policeman were killed.
The Naxalites had also opened fire on five separate CRPF camps in quick succession in Dantewada district of Chhattisgarh last night.
Underscoring the fact that Left-wing extremism was flourishing in under-developed areas of the country, Singh asked the civil servants to ensure that no area of the country is denied the benefits of the government's developmental programmes.
"But we cannot overlook the fact that many areas in which such extremism flourishes are under-developed and many of the people, mainly poor tribals, who live in these areas have not shared equitably in the fruits of development.
"It is incumbent upon us to ensure that no area of our country is denied the benefits of our ambitious developmental programmes," the Prime Minister said.
He asked them to devise innovative ways and means to harness the tools of information technology and to involve the intended beneficiaries in implementation so that complaints of leakages, corruption and lack of transparency get addressed.
Singh said that inclusive growth was the centerpiece of the developmental agenda of the UPA and fast economic growth provided the government with the resources to address the problems of poverty, ignorance and disease.
"Rapid growth will have little meaning, however, unless social and economic inequalities, which still afflict our society, are not eliminated quickly and effectively," he said.
The Prime Minister said that despite the global economic slow down, India was able to post a respectable growth of 6.7 per cent in 2008-09.
"The growth rate for 2009-10 is now estimated at 7.2 per cent and the forecast for 2010-11 is 8.25 per cent," he said, adding the medium term target set by the government was to return the economy to an annual growth rate of 9 per cent.

A probe into financial deals of the Indian Premier League (IPL) was broad-based Wednesday with searches at offices of three of its event management and broadcast firms in Mumbai, even as the Enforcement Directorate (ED) registered a case to investigate foreign exchange violations by its franchisees.
Also, the income tax probe which started with the IPL Kochi franchise last Wednesday was widened Thursday with simultaneous searches in multiple cities.
The 10 franchisees under scrutiny are Kochi's Rendezvous Sports, Pune's Sahara group, Mumbai Indians, Delhi Daredevils, Kolkata Knight Riders, Royal Challengers Bangalore, Deccan Chargers, Chennai Super Kings, Rajasthan Royals and Kings XI Punjab.
Earlier in Mumbai, a team of over 50 officials of the Directorate of Income Tax Investigation started the search operations at the premises of Multi Screen Media, World Sports Group and Pat Magnarella Management in Bandra, Khar and Malad suburbs of north-west Mumbai in the morning.
Simultaneously, the ED Mumbai registered a case against 'unknown persons' under the Foreign Exchange Management Act to probe unauthorized transfer of huge foreign funds without the permission of the Reserve Bank of India (RBI).
The ED move was prompted by information that huge funds have found their way into the IPL from international tax havens. It would inquire into the root of the IPL finances from dubious sources, officials said.
Earlier called Sony Entertainment Television, Multi Screen Media has the telecast rights for the IPL T20 cricketing extravaganza for 10 years from 2008, while World Sports Group acquired the global media rights for IPL for 10 years for over $1.5 billion.
Pat Magnarella Management is a full-service management, branding, and marketing services company, which in the past specialised in the music business and later made a foray into sports as well, officials said.
In New Delhi, another investigative wing of the finance ministry, the Directorate of Enforcement, registered a preliminary case against the IPL and its franchisees to probe possible violations of foreign exchange rules and regulations.
The case was registered under the provisions of the Foreign Exchange Management Act in a bid to help the directorate's officers search the premises of suspected people, seize incriminating material and hold enquiries, officials said.
A probe by the tax department had first started with the Kochi franchise of IPL last Wednesday. A day after, officials from the income tax department visited various offices of the IPL in Mumbai and questioned its commissioner Lalit Modi.
Based on the documents collected, the tax probe was then extended to other cities as well, following which all the wings of the finance ministry were roped in for parallel investigations.
Finance ministry officials said their main concern was whether ill-gotten money stashed abroad was being brought back into the country, as also whether there was tax evasion by IPL and its franchisees.
The question of free equity to some directors of franchises is also being probed.

The IPL controversy has taken an ugly turn with the release of email correspondence in which Lalit Modi, the league's chairman and commissioner, has contested the validity of the governing council meeting called for April 26. An earlier email leaked to the media, also between Modi and BCCI president Shashank Manohar, has Modi suggesting the release of ownership details of all franchises. This development comes about even as income-tax officials extended their operations to the offices of other franchises and the TV broadcast rights holders in the most coordinated and high-profile exercise seen for a long time in India .
The more bitter battle, though, is being fought in cyberspace. Modi's mail to Manohar today suggests that the April 26 meeting, is invalid since it has been called by N Srinivasan, a member of the council only by virtue of being BCCI secretary. However, when contacted by Cricinfo, Srinivasan was unambiguous on the validity of the meeting. "I am the convenor of the governing council. It should take place", he said.
The other mail chain - which Cricinfo has accessed - dates from April 14, three days after Modi's original tweet revealing the Kochi franchise shareholding structure. It begins with a mail from Modi to "friends" - said to be 71 council members, officials and stakeholders - suggesting that "propriety and fair play demand" that the IPL release the names of all stake-holders.
"We should as public body disclose ownership details along with name of directors of all franchisees once again. Earlier we at the time of bidding only disclosed the names and share holding. If everyone is okay with this we will issue the same right away, that way all doubts and aspirations (sic) being cast on IPL franchises and members of GC [governing council] appropriately rebutted. I hope you all agree with the same."
The next day, the mail chain shows, there was a reply from Manohar. "The issue is complex and needs detailed deliberations and legal implications need to be gone into and hence can be considered at the GC meeting, where all documents and papers relating to the bids are available."
The implication is that Manohar and others who echoed his views in the mail chain were delaying the release of information that had been deemed questionable.
"Modi in his twitter posted details of Kochi franchisee. On the basis of that media pounced on him seeking to know as to why he did not disclose details of the other teams pertaining to existing eight teams," Manohar told PTI on Wednesday. "The question is as to why Mr Modi did not disclose this for three years when these eight team documents were available with him since 2007.
"We cannot take any decision in haste, so a meeting has been convened at Mumbai for April 26, 2010. Mr Modi has waited for three years and another ten days would only mean that there is delay for three years and ten days."
The news come on a day when several IPL franchises were raided by the tax department. The offices of Kolkata Knight Riders and the Cricket Association of Bengal were inspected, after which the Kolkata franchise's office in Mumbai was also checked. "The income tax officials are here looking for papers related to IPL. We are cooperating with them," CAB president Jagmohan Dalmiya's personal assistant said in Kolkata.
There were also raids on the office of India Cements, who are the owners of Chennai Super Kings, and of Deccan Chronicle, the group behind Deccan Chargers.

Faced with a defiant Lalit Modi who is refusing to step down as IPL Commissioner, the BCCI today talked tough and said it would not hesitate to take harsh decisions to protect its image which has taken a hit due to allegations of financial irregularities. BCCI''s media and finance committee chairman Rajiv Shukla said if situation demands tough decisions, they would be taken when the IPL''s Governing Council meets on April 26."The question of people refusing to back down or not, they don''t matter. After the meeting between BCCI President Shashank Manohar and Sharad Pawar yesterday, it has been decided that in the April 26 Governing Council meeting, we will sit together and unanimously decide what to do," Shukla told reporters here.
"These decisions would in the interest of cricket and the BCCI. No matter how harsh they might seem, decisions would be taken to protect the BCCI and cricket''s image in the country. Modi, who is facing allegations of financial irregularities and favouring family and friends in franchise bids, has so far refused to step down from his post despite mounting pressure. The skeletons started tumbling out after Modi''s tweets on the shareholding pattern of the new Kochi franchise disclosed that former junior foreign minister Shashi Tharoor''s close friend Sunanda Pushkar had a ''sweat equity'' worth Rs 70 crore in the team.
Tharoor had to resign as a result but Modi is also in trouble after damaging revelations of his alleged ''silent'' stakes in at least three IPL teams. Besides, Modi is also facing accusations of money laundering and betting in the IPL. A concerned BCCI has been in damage control mode ever since and there are indications that the Board''s top brass wants Modi out after the IPL ends on April 25.
Bharatiya Janata Party (BJP) president Nitin Gadkari Wednesday accused the Congress-led government of betraying the peoples' trust, as thousands of party activists rallied in the capital to protest untamed food prices.Addressing the rally, Gadkari, who assumed the top BJP post in December last, said price rise had become synonym to the Congress' coming to power.
Meanwhile,Cricketers who played in IPL for last three years will be scrutinised by the Income Tax as Enforcement Directorate is contemplating filing a case under anti-money laundering laws against unknown officials of IPL. Official sources said IPL franchise teams had been asked to hand over details of payments made to cricketers of all the teams who have played in the three IPL editions so far. The payments includes the money paid to the players for the match as well as for the post-match parties, the sources said.
Maoist attack not to derail probe report, says Rammohan
The latest attack by Maoists on paramilitary forces will not derail the probe into the April 6 massacre of 76 security personnel by the guerrillas, the officer heading the investigation said.
Former Border Security Force (BSF) director general E.N. Rammohan said that his report into the Dantewada massacre, the worst loss suffered by security forces since the outbreak of Maoist violence four decades ago, would be given to Home Minister P. Chidambaram by Saturday as scheduled.
Rammohan was asked if the Tuesday attack by Maoists on five camps of the Central Reserve Police Force (CRPF) had the potential to breach his own deadline of April 24.
This would not be so, Rammohan told IANS over telephone from Chhattisgarh, adding that the latest gun battle had not affected the work of the one man-commission.
'I hope to submit the report on April 24. Tuesday night's incidents have not affected our work. Such attacks are routine in the Bastar region,' he said.
Police said that no one was injured in the latest attack, which was supposed to give 'cover to some extremists leaving the region' to neighbouring Orissa.
The troopers returned the fire and the extremists fled, police said.
Informed sources said Rammohan will reach New Delhi Thursday after completing his week-long tour of the Dantewada massacre spot, nearby areas and the state capital Raipur.
He will be giving final shape to the report in the next two days.
Chidambaram had told the Rajya Sabha Monday that he had asked the Rammohan committee to 'fix responsibility' for the April 6 massacre.
The minister had said: 'He will do a thorough inquiry. He will examine the postmortem reports and the forensic evidence. I have requested him to fix the responsibility from the assistant commandant of the CRPF right up to the minister in the ministry of home affairs.'
In Chhattisgarh, Rammohan met the few injured CRPF personnel who survived the April massacre as well as villagers and community leaders.
He also held discussions with senior police and civil officials both at the district and state headquarters.
Rammohan, a veteran of anti-militancy operations in Jammu and Kashmir and the northeast, was accompanied by state police chief Viswa Ranjan and CRPF Special Director General in charge of anti-Maoist operations Vijay Raman during his visit to Dantewada.
The IT has also asked the IPL franchise teams to provide the details of money paid to the cheerleaders as well as commentators. In a related development, the ED sources said preliminary investigations into the IPL saga were indicating that money had been allegedly been brought into the country through illegal means using the tax havens like Mauritius, Cooks Island and Cayman Islands.
New Delhi, April 21 -- In a confidential report submitted to the government, the Intelligence Bureau (IB) has indicated the involvement of "dubious fund sources from abroad" in the IPL teams, including arms dealers from the Gulf.
The IB is learnt to have raised serious questions about IPL Commissioner, Lalit Modi, pointing to his activities in Rajasthan, his home state, through which he entered the Indian cricket establishment, sources said.
The Bureau is understood to have hinted that at least one IPL team, in which Modi's family members have a stake, has shady investors. In this particular team, links have been traced to arms dealers based in India and the Gulf.
The IB has also noted that Modi's meteoric rise in Rajasthan cricket was due to his proximity with a former chief minister of the state during whose tenure he moved rapidly through the ranks. It has also referred to Modi's long-standing proximity to a senior union minister from Maharashtra.
The sources said the ED officials would be seeking details from the Income tax authorities before filing the PMLA case against unknown officials of the IPL. The Income tax, meanwhile, has sought details of tax filed by the IPL in 2008-09 fiscal as well as assessment for the 2009-10 year. The sources said that the Finance Ministry has been asked to provide the details of proposal submitted by the Rajasthan Royals before the Foreign Investment Promotional Board in 2008, which was rejected by the Government.
The IPL team of Rajasthan had sought foreign direct investment for its team without the cash inflow. It could have meant that the owners of the cricket team could be based outside India.
The FIPB has referred a fresh application from the Rajasthan Royals to Central Board of Direct Taxes for a detailed report. The application was at present being scrutinised by the security agencies.
The Enforcement Directorate has already registered a case against IPL under Foreign Exchange Management Act (FEMA) to inquire into unauthorised transfer of foreign funds. The case, registered yesterday, is the first by ED against IPL after it received preliminary information that funds from abroad, without the permission of RBI, might have trickled in, they said.
As of now, the ED has registered a case against unknown persons and would make an inquiry into the aspect of transfer of foreign funds.
Court issues notice to Kings XI Punjab
Chandigarh A local court on Wednesday issued notice to co-owners of Indian Premier League team Kings XI Punjab, including actress Preity Zinta, on a complaint accusing the franchise of not filing its balance sheets and annual returns.The notice, returnable by July 23, was issued by Chief Judicial Magistrate J S Sidhu on a complaint filed by Registrar of Companies here.
In the complaint, the ROC alleged that the Mohali franchise has not filed any annual return and balance sheet since it came into existence.
"The company (franchise) which was set up in March 2008 has not been filing its annual returns and balance sheet which is mandatory under the Companies Act," Gaurav Hooda, counsel for the petitioner, said.
He said the notice had been issued to the co-owners, Bollywood actress Preity Zinta and industrialist Ness Wadia besides three others.
The KXIP has been in the thick of controversy recently, with the Central Excise Department here slapping notice on it seeking payment of service tax of Rs 5.38 crore.
Punjab Excise and Taxation Department had last week also issued a notice to the franchise in connection with the outstanding entertainment duty for IPL III.
KXIP was not immediately available for comment.
More concerned about BPL than IPL, Congress asserts
The verbal spat between the Congress and the Bharatiya Janata Party (BJP) continued over the Indian Premier League (IPL) Wednesday, with the ruling party rebutting the allegations that it is more concerned about the glitzy cricket event than people living below poverty line (BPL).'As far as the IPL is concerned, there is an enquiry process on. Let the law take its own course and the enquiry reach its proper conclusion,' party spokesman Manish Tewari told reporters here.
'We are more concerned about BPL than IPL,' he added.
Tewari said the party's alliance with the Nationalist Congress Party (NCP) in Maharashtra is intact.
'We have been running government in Maharashtra for the past 11 years,' Tewari said reacting to a question on Civil Aviation Minister Praful Patel's allegation that some Congress leaders were spreading a 'slanderous campaign' against him on the IPL controversy.
Tewari said the NCP minister had not made any such comments.
On Shashi Tharoor's resignation from the council of ministers following the Kochi IPL franchise row, the Congress spokesperson said: 'The unfortunate controversy over Tharoor is a closed chapter.'
Paresh Barua hits out at Committee leader again
ULFA ''Commander-in-Chief'' Paresh Barua today accused Hiren Gohain, leader of an Assam intellectuals committee set up to facilitate talks, of not having adequate knowledge about the outfit. "Gohain''s comments about me and the ULFA is unfortunate.He is not aware of ULFA''s internal democracy and should acquire more knowledge about the outfit. Knowledge about the ULFA among Assam''s intellectuals is indeed pitiable," Barua said in a statement e-mailed to the media here in reaction to a statement issued by Gohain today.
Gohain, Sahitya Akademi award winning litterateur, had urged Barua to examine the suggestions made by them before rushing to the media with his comments. "If Barua honours the constitution of the ULFA, he should wait until conditions are suitable for a meeting of its central committee leaders in a situation free from constraints before rushing to the press," Gohain said in a statement here.
In an e-mail sent to the media here on April 19, Barua was critical of the role played by intellectuals in solving Assam''s problems and had asserted that there could be no compromise on the issue of sovereignty. Barua further said to reject the demand for sovereignty is not a good sign and "we will not give it up.
" "I have given an opinion only after consulting members of the outfit''s central committee and I have the right to speak on behalf of the outfit," he said. Gohain had earlier clarified that the convenors of the Committee have never been ideologues of ULFA and it was therefore natural that their perception of the history and politics of the country was different from that Barua''s.

Government's policies led to increase in food costs: BJP
Bharatiya Janata Party (BJP) president Nitin Gadkari Wednesday accused the Congress-led government of betraying the peoples' trust, as thousands of party activists rallied in the capital to protest untamed food prices.Addressing the rally, Gadkari, who assumed the top BJP post in December last, said price rise had become synonym to the Congress' coming to power.
'Whenever the Congress comes to power, there is rise in prices of essential commodities,' he said, reminding Prime Minister Manmohan Singh and Congress chief Sonia Gandhi of their promise that food prices would be brought down within the 100 days of coming to power.
'But the poor people are committing suicide,' he said as the Congress-led United Progressive Alliance (UPA) government completes one year of its second consecutive stint in power.
Accusing the government of following 'wrong economic' policies, the BJP president said he had posed 14 questions to the prime minister on price rise but the ruling party failed to come up even with a single reply.
'Nobody in the Congress is in a position to give reply to these questions. They have wrong economic policies and are providing bad governance,' Ghadkari said as party activists waved saffron and green BJP flags and cheered loudly.
Driven primarily by higher food prices, India's annual rate of inflation last week was 9.9 percent in March from 9.89 percent a month ago.
Gadkari alleged that food stocks were rotting in warehouses and accused the government of deliberately neglecting the storage so that these could be sold to liquor manufactures at cheaper prices later.
The rally was also addressed by BJP's leader of opposition in Lok Sabha Sushma Swaraj, her Rajya Sabha counterpart Arun Jaitley, Rajnath Singh, Murli Manohar Joshi and L.K. Advani.
Advani said prices of essential commodities had risen between 100 to 200 percent since the UPA first took office six years back. 'This has happened because of bad management and corruption.'
He said it was the biggest rally the party had organised.
'In one way, it is a rally that has beaten the records of all previous (BJP) rallies.'
BJP activists later marched towards parliament braving the scorching sun in Delhi.
The rally hit traffic movement across central Delhi with Ring Road, Mathura Road, India Gate, Tilak Marg, Asaf Ali Road, Netaji Subhash Marg, Ranjit Singh Marg, Tolstoy Marg, Sikandra Road, Barakhamba Road, Parliament Street and Ashoka Road being the worst affected.
The party had Tuesday appealed to Delhiites to bear with the traffic jams from 10 a.m. to 6 p.m.
Law catches up with Swami Nityananda in Himachal
After being on the run for over a month, self styled godman Swami Nityananda, who faces charges of rape, criminal intimidation and cheating, was Wednesday arrested from a Himachal Pradesh village.The Karnataka-based Nityananda has been on the run since March 23 when the Karnataka High Court rejected his plea for anticipatory bail and quashing of criminal cases against him.
He was nabbed from a village in Solan district, about 50 km from here.
'Swami Nityananda was arrested by a joint team of the Himachal Pradesh and Bangalore police from a village near Arki in Solan district. He was staying in a house for the past few days,' Additional Director General of Police I.D. Bhandari told IANS.
'The accused would be brought to Shimla later in the evening,' Bhandari added.
Video footage telecast in early March showed Nityananda in bed with two women. He denied any wrongdoing and has not been seen in public since then.
After the Karnataka High Court rejected his anticipatory bail plea, Nityananda had quit as head of his ashram, Dhyanapeetam, located about 35 km from Bangalore.
In a related development, the Karnataka Crime Investigation Department (CID) has sought information from all those affected by Nityananda's actions.
IPL franchises to support Lalit Modi
Most of the Indian Premier League (IPL) franchises continue to support IPL Commissioner Lalit Modi despite the controversies surrounding him.Royal Challengers Bangalore owner Vijay Mallya and Rajasthan Royals co-owner Shilpa Shetty have openly supported Modi.
Shilpa Shetty said the IPL is Modi's brainchild.
"I support Lalit as someone who has been part of IPL. It is Lalit's brainchild. Because of Lalit, IPL happened," Shetty said.
"If there is something murky happening behind the scenes, I am unaware about it, and in that case, let the law take its own course. However, people should not jump to conclusions. Till you are not proven guilty, you are not guilty," she added.
Shetty further said that Modi should be credited for his effort to make IPL a global event.
"We must not forget that it was Lalit who made IPL successful in the overseas market. We must give him that credit. It is all because of his efforts that the IPL has become successful across the world," she said.
Shetty's statement comes in the wake of recent media reports of an income tax department probe revealing Modi's silent stake in three IPL teams - the Rajasthan Royals, Kolkata Knight Riders and Kings XI Punjab.
Shetty claimed that her team has all legal documents.
"I don't understand what is happening. Every day, new things are coming out. As far as our (Rajasthan Royal) papers are concerned, we have all legal documents. About the remaining teams, I have no idea. I don't know who is involved and from where has the money come," Shetty said.
"As an Indian, I think we all should be proud of IPL. It has generated not just a lot of revenue, but also pride in the sporting space and created job opportunities. IPL has been good in a lot of ways," she added.
The IPL franchise owners are reportedly, not too keen on the Board of Cricket Control in India (BCCI) president Shashank Manohar taking over as the league's commissioner.
Owners believe that Manohar may not be the right choice for the post of IPL Commissioner, as matters need to be conducted professionally in the league. (ANI)
I-T sleuths raid IPL franchise offices across India
New Delhi: In a nation-wide raid, Income Tax sleuths on Wednesday swooped down on the offices of IPL franchisees Kolkata Knight Riders, Chennai Super Kings, Deccan Chargers and Kings XI and also on companies handling the broadcast rights of the cash-rich cricket League. Meanwhile, the Enforcement Directorate has also filed a case against the cash-awash IPL to inquire into unauthorised transfer of foreign funds.
Income Tax authorities broad-based its probe into the alleged financial irregularities in the Indian Premier League surveying offices and looking into documents in tandem with the Enforcement Directorate(ED) investigating the routing of funds from tax havens into the three-year-old league. The surveys were continuing.
The searches signalled a tense build-up to the expected showdown between embattled IPL chief Lalit Modi who is under pressure to resign and his detractors in the BCCI ahead of the April 26 meeting of the IPL's Governing Council. Summons were issued to the BCCI by the Income Tax authorities to furnish complete details of all eight original IPL franchisees.
The ED registered a case against IPL--the first-- under Foreign Exchange Management Act (FEMA) to inquire into unauthorised transfer of foreign funds, Directorate sources said.
In Kolkata, a seven-member team of Tax officials surveyed the offices of Bollywood star Sharukh Khan's Kolkata Knight Riders and Cricket Association of Bengal.
There were simultaneous searches on the offices of the Red Chillies Entertainment which owns KKR at the Eden gardens and then on Gameplan, a sports management group which looks after KKR's affairs on Shakespeare Sarani.
In Chennai, Tax sleuths today surveyed the office of CSK owned by India Cements. BCCI Secretary N Srinivasan is the Vice-Chairman and Managing Director of India Cements.
In Secunderabad, an IT team visited the office premises of Deccan Chargers Sporting Ventures limited. "Our investigation team was there in the Deccan Chargers office," an IT official said. Company officials denied any searches or raids.
IT officials also went for a survey of the Kings XI office in Gurgaon, sources said.
In Mumbai, the IT department searched the premises of companies associated with the IPL in the wake of allegations that telecasting agency Multi Screen Media had paid a facilitation fee of USD 80 million to marketing agency World Sports Group.
The searches were conducted at the office premises of Multi-Screen Media (MSM) in suburban Malad, the telecasting agency of IPL, World Sports Group (WSG), the marketing agency of IPL, International Management Group (IMG), the organising agency, and the Bandra house ofVenu Nair, CEO of WSG.
The raids are related to a "facilitation fee" of USD 80 million paid by MSM (formerly Sony Entertainment Television) to WSG, a source close to the development said.
"The Tax officials requested details of the contractual arrangements in relation to the BCCI and IPL and WSG cooperated fully with the investigating officers and will continue to do so," a WSG statement said.
The ED case is the first by it against IPL after it received preliminary information that foreign funds without permission of RBI might have trickled in, sources said.

ED files case against IPL to probe flow of foreign funds
The Enforcement Directorate (ED) has registered a case against cash-awash Indian Premier League (IPL) under Foreign Exchange Management Act (FEMA) to inquire into unauthorised transfer of foreign funds, ED sources said today.
The case, registered yesterday, is the first by ED against IPL after it received preliminary information that funds from abroad, without the permission of RBI, might have trickled in, they said.
As of now, the ED has registered a case against unknown persons and would make an inquiry into the aspect of transfer of foreign funds. However, during the inquiry if names of any persons crop up then show cause notices would be issued to them and their names would be included in the case, the sources added.

No sweat equity in our bids, say Adani, Videocon
Caught in the midst of the IPL bids controversy, corporate giants Adani and Videocon today said they had not offered any sweat equity to any union minister or their kin to secure a T20 cricket team.
There were reports that the bid documents of the two were missing when IT officials visited Indian Premier League (IPL) offices last week amid allegations that the corporate houses had offered sweat equity to politicians to clinch the deal.
Adani and Videocon had last month unsuccessfully bid for the two franchises that were to be added to the hugely popular IPL tournament. Debunking the reports, a top official of Gautam Adani-led Adani Group told PTI: "We bid for IPL franchise through Adani Enterprises which is a listed company. Adani Enterprises was to own 100 per cent in the team. Never did we offer any sweat equity to anyone."
He was responding to a question whether the bid contained provision for sweat equity to a union minister or his kin. Answering an identical question, a top official of Venugopal Dhoot led Videocon told PTI, "No we did not offer any sweat equity."
The Adani Group official said the group's IPL bid was not mentored by anyone.
Earlier, the Gujarat-based Group issued a statement saying it was in possession of copies of its bid for IPL franchise and was ready to share it with the authorities probing alleged irregularities in the cricket franchise auction.
There were allegations that bid documents of Adani and Videocon, who were among the bidders for the two franchises that finally went to Sahara and Rendezvous Sports, were missing.
"The copies of the bid documents (of the second round) submitted by us have been retained by us and we are ready to provide the same to the authorities, as we are perfectly on the right side of the law," Adani said in a statement. Adani said its bid papers for the first round were returned unopened by IPL as the round was canceled.
"The documents of the second round from all bidders were opened at the ceremony and were retained by IPL. It is normal practice to dispose of the bid documents from unsuccessful bidders after a specified time, in line with the guidelines framed by the organisation, normally after the validity of the offer expires, in this case by IPL," Adani said.
The group, however, did not say how the bid submitted by it last month was valid and if IPL could have disposed it of.
I-T raid on IPL broadcasters' offices prompted by $80 mn facilitation 'fee'
The I-T search is in connection with the facilitation fee allegation. World Sports Group had initially bagged IPL telecast rights, but it was later given to Multi Screen Media.
The Income Tax Department on Wednesday searched the premises of companies associated with the Indian Premier League (IPL) in the wake of allegations that telecasting agency Multi Screen Media had paid a facilitation fee of $80 million to marketing agency World Sports Group.
The searches, which started this morning, were on in the office premises of Multi-Screen Media (MSM) in suburban Malad, the telecasting agency of IPL, World Sports Group (WSG), the marketing agency of IPL, International Management Group (IMG), the organising agency, and the Bandra house of Venu Nair, CEO of WSG.
The raids are related to a "facilitation fee" of $80 million paid by MSM (formerly Sony Entertainment Television) to WSG, a source close to the development said.
A group of more than 20 I-T officers are participating in the raid, the source said.
Faced with the allegation, WSG had yesterday claimed that it had done no wrong and would take appropriate action to uphold its reputation.
"Any allegation that WSG has used any funds received in connection with its sub-licence of these rights for inappropriate or unlawful activities is completely unfounded and without substance," World Sports Group (WSG) had said in a statement.
In 2008, WSG bagged IPL television rights for 10 years with a $918 million bid and a promise to spend $108 million on the event. It also signed a deal with MSM making Sony the official broadcaster.
However, two months before IPL-2, the deal was scrapped. It was recast with MSM agreeing to pay $1.63 billion for nine years. According to I-T sources, MSM agreed to pay WSG's offshore company in Mauritius a "facilitation fee" of 7.5 per cent of the IPL contract, which is around $80 million.
On April 14, 2009, MSM remitted, from the Development Bank of Singapore to WSG $15.3 million and on June 26, 2009, $10.276 million in two separate instalments, the sources said.
When BCCI found out about the deal, they summoned Venu Nair, CEO of WSG, they added. On Thursday, a special team of the I-T officials visited the headquarters of the cash-rich IPL in connection with an inquiry into financial details and share holding patterns of all the IPL franchisees.
The team's visit, part of a "source probe", has been initiated by the Department of Revenue in the Ministry of Finance to look into the financing aspects of the multi-crore IPL in the wake of the controversy over the funding of IPL Kochi.
The IPL office is housed in the BCCI building at the Wankhede stadium. Simultaneously, other I-T teams visited Lalit Modi's office at Worli and Hotel Four Seasons, which happens to be base of the IPL chairman.
IPL Commissioner Lalit Modi and the eight IPL teams have been under the tax scanner for two years but it took the face-off between Modi and Union Minister of State for External Affairs Shashi Tharoor to get the taxmen to act.
Meanwhile, with pressure mounting on the Board of Control for Cricket in India (BCCI) to strip Indian Premier League commissioner Lalit Modi of all powers, the board has demanded that the league turn over all its papers.
In an email to IPL CEO Sundar Raman, BCCI secretary N Srinivasan has demanded the return of all IPL papers and documents to the board.
BCCI president Shashank Manohar met Union Minister Sharad Pawar to discuss "the entire IPL situation". He later met BCCI media and finance committee chairman Rajiv Shukla and DDCA president and senior BJP leader Arun Jaitley.
As a first move, the cricket bosses decided to probe allegations of financial mismanagement against Modi through an internal inquiry. The issue of naming an interim IPL chairman pending inquiry also came up for discussion. The names of Manohar and Jaitley are already doing the rounds for a possible replacement.
"In the present scenario, it would be in the best interest of the BCCI to clip Modi's wings. But there are chances that he can still remain in the governing council as a member. In case the findings of the BCCI probe go against Modi, things can change," said a top BCCI official.
Pawar announced that the IPL governing council will meet on April 26 . "Our total approach in the governing council will be to take collective, unanimous decisions, and give future direction to Indian cricket," he told reporters after Manohar flew in from Nagpur.
Asked whether Modi would accept the governing council decision, he said: "Don't forget Mr Modi is also a vice-president of the BCCI... our total approach and past experience is that we always take collective and unanimous decisions to which everyone is party, including Lalit Modi."
Landing in Mumbai from Dubai where he had gone to attend an ICC meeting, Modi parried questions about his resignation. "There is no question of me resigning. We have the governing council...I will present all facts against me. There is nothing to worry about," he said.
We are on right side of law, will share bid details: Adani

Adani, which failed to win either of the two franchises put up for auction by IPL last month, claimed no wrong-doing saying it was "on the right side of the law."
Finance Minister Pranab Mukherjee had told Parliament on Monday that departments concerned were looking into all allegations against the Indian Premier League, which runs the hugely famous 20-20 cricket tournament.

Allegations of irregularities first surfaced after IPL Commissioner Lalit Modi tweeted details of Kochi franchise's ownership, which included Sunanda Pushkar, a close friend of the then Minister of State for External Affairs Shashi Tharoor.
Tharoor resigned from the union council of ministers on Sunday following allegations that he helped Pushkar get free equity in the team. Subsequently, authorities including the Enforcement Directorate, Income Tax and Registrar of Companies are probing alleged irregularities in IPL.
Govt directs RoCs to collect details on IPL franchises
The government today directed the Registrar of Companies (RoCs) to collect all details on IPL franchises, the bidding process and the sweat equity even as Minister for Corporate Affairs Salman Khurshid said his ministry would not like to "rush in" with an inquiry which looks "untidy".
"I only know what the Finance Minister said in Parliament that he will ensure action against everybody, who has committed any wrong in the matter, and get the matter thoroughly investigated by concerned agencies. If something comes out from this action, which has any relation to company affairs, then it will come to us and we will take whatever action that is required only then," he said.
Khurshid said "we can't just make a roaming inquiry that looks untidy ... (We) can't rush in ... The FM has made it clear that a transparent inquiry will be done. Let the world know what it is all about. If there are irregularities, let those be accounted for. It is an assurance by FM in Parliament. I cannot improve upon it ... We will do what is required".
"We certainly don't like harassing people ... RoCs keep an eye on the companies. They will notice if there is something wrong. We have an early warning system in place.
Let's see if any of these companies fall within that system's parameters which puts them under high risk category of companies," Khurshid said later in the day while speaking to NDTV.
The minister said "We will take action if there is any complaint related to company affairs i.e. if somebody has not filed the balance sheet or appointed directors in a wrong manner."
He said details of all registered companies are available on the ministry's website. "The problem actually arises if ground reality (about companies) is different (from what details they have filed). Something must trigger off investigations into that," Khurshid said.
Since the questions being raised about IPL so far relate to only money transaction, they are being investigated by the Registrar of Companies and Enforcement Directorate, he said.
"We will come in the picture if something related to company affairs comes out in their investigation. It's not that we are sitting here waiting for an opportunity to get a prey and hunt on it. Our job is to ensure that law is practised ... if we come to know that any step related to corporate law has been taken which makes our intervention necessary, then we will see it," Khurshid said.
"The ministry could do some due diligence to see that our records are in order... We will have to wait for a trigger to get things moving," Khurshid said.
On being asked to comment on the high profile people connected with the controversy, the minister said, "these are public figures associated with cricket and BCCI. If there are public figures then all kinds of things will be said. It is a bit unfair to pin down somebody unless there is authentic information (about anybody)."
Khurshid said "people may have interests and investments (in IPL), but that does not take it to some level of illegality ... You may or may not want to disclose something you have, but it does not mean its illegal. We should be careful and cautious as reputations are involved.
There are senior people, they may just be innocently involved with cricket....It is a bit unfair. We have agencies and regulators that can unearth ... we should wait for that ... I don't think anybody would be interested in covering up. It would be inadvisable to do so".
Mumbai Indians makes equity holding pattern public
In the midst of a raging controversy over financing of IPL, Mumbai Indians, one of the eight franchises, has filed its equity holding pattern with the League.
According to the filing made public today, 98.3 per cent of the equity of Mumbai Indians' franchisee, IndiaWin Sports Pvt Ltd, is held by Reliance Industrial Investments and Holdings Ltd (RIIHL) and the remaining 1.7 per cent is held by Teesta Retail Pvt Ltd.
RIIHL is a 100 per cent subsidiary of Reliance Industries and Teesta is a part of RIIHL. The equity of RIIHL has increased because they have converted the loan given to Teesta into equity, company sources said.
The filing however, does not elaborate on the quantum of the loan that was converted into equity. The statement comes in the wake of demands that the team owners should come clean on their holding patterns in the League.
A spokesperson of IndiaWin Sports Pvt Ltd said in a statement that "since inception, it is a well-known fact that the Mumbai Indians is owned by IndiaWin Sports Pvt Ltd.
"Reliance Industries, through its investment companies has invested in the entire equity of IndiaWin Sports Pvt Ltd. Over the last three years, there have been changes in the holding by investment companies.
"However, there is no change in the original position -- that is Reliance Industrial Investments and Holdings Ltd, the 100 per cent subsidiary of Reliance Industries effectively owns 100 per cent economic interest in IndiaWin Sports Pvt Ltd.

PCB not to issue notice to Waqar
Karachi.The Pakistan Cricket Board today said it had no intention of issuing any notice to national team coach Waqar Younis over his gaffe over the announcement of replacement players for the Twenty20 World Cup. Wasim Bari, the chief operating officer of the board said that lot of fuss had been created over the issue."We all just want to focus on the World Cup which is a very important tournament for us and for us this whole issue is a closed chapter now," he said. Bari said the board had no plans to issue any notice to Waqar as the matter was now closed.
Waqar had to call up the PCB chairman Ejaz Butt to apologise after he and captain, Shahid Afridi went ahead and announced that Muhammad Sami and Muhammad Irfan would replace the injured Umar Gul and Yasir Arafat in the Pakistan squad. While Sami was among the five reserves for the tournament rookie pace bowler, Irfan didn''t feature in even the 30-member provisional squad for the World Cup.
Butt then rejected the inclusion of Irfan and through the board announced that Sami and left arm spinner, Abdul Rehman would be the replacement players leaving the team management and national selectors red faced. Butt apparently was upset that the captain and particularly Waqar had violated the policy of the board in announcing the replacements without any approval from the board.
Bari said the national team now needed a lot of support from the media and the people. "I think we should forget about these little things and move ahead and support the team because if it does well in the World Cup it will bring glory for Pakistan first," the former Test captain said.
However, many former Test players have slammed Butt and the board for their insensitive handling of the whole issue with former captain, Aamir Sohail calling for an end to the one-man show in the board. "I think it is about time that powers and responsibilities are properly designated in the board why should the Chairman hold all the powers and have a say in selection matters," he said.
He said in no country was the board chairman empowered to override the national selectors or team management in cricketing matters. "Even if Waqar made a mistake in making a premature announcement but the board should have shown more consideration for his seniority and spoken to him privately but given the approval for the two players the team management and selectors agreed upon," Sohail said.
FIR registered against Modi''s bodyguards in Mumbai
An FIR has been registered against the bodyguards of Indian Premier League (IPL) Commissioner Lalit Modi for allegedly thrashing media persons outside Mumbai International Airport in suburban Andheri, police said today. The FIR was registered against four bodyguards of Modi, who arrived here from Dubai yesterday, after they allegedly assaulted media persons and damaged their cameras outside the airport, police said."We have recorded the statements of media persons, including complainant Santosh Nandi, who is a cameraman with a news channel. Nandi was admitted to hospital following the fight," said Inspector S P Lokhande at Sahar Airport Police Station.
The four bodyguards were booked under IPC Sections 323 (for voluntarily causing hurt), 160 (for committing affray), 504 (intentional insult with intent to provoke breach of peace) and 506 (for criminal intimidation), Lokhande said adding further probe was on. Nandi alleged the bodyguards had punched and kicked media persons when they went for sound-byte of Modi soon after he came out of the airport.
"I was punched and kicked on my stomach and my camera was also damaged in the scuffle. I was admitted in the hospital", he said.
Madan hopeful for early solution to Gorkhaland issue
Siliguri, Apr 21 (PTI) Lt Gen (retd) Vijay Madan, the interlocutor for talks on separate Gorkhaland, said he was hopeful of an early solution to the issue as both the West Bengal government and the Centre were sincere to resolve the crisis and their initiatives were in the ''right direction''. Madan told reporters here that he would hold talks with the GJM leadership in a day or two and discuss different points relevant to the next round of political level talks scheduled in the middle of next month.
Though he did not elaborate the exact situation of talks at the moment, Madan said that the very purpose of his visit to Darjeeling hills was to elaborate the strategies of both the state and the Centre on the demand of Gorkhaland to make the May tripartite talks fruitful.
Tharoor's cyber-supporters keep growing: 12,000 and counting
New Delhi, April 21 (IANS) Three days after his resignation, a portal rallying around the beleaguered Shashi Tharoor has been deluged with over 12,000 pledges of support.
The messages included one from someone claiming to be former UN chief Kofi Annan.
'Hi 1.2 billion+ people of India. If you think you live in a democratic country, then you are 100% wrong,' wrote someone introducing himself as Annan in a message posted at http://supporttharoor.org, a portal that was launched to garner support for the beleaguered minister a day before he resigned.
'You vote for the election once in 5 years. And for 5 years the country belongs to your politicians. They enjoy for 5 years. So if you think India is democratic, think again,' Annan writes.
He urged Indians to support 'good politicians like Rahul, Tharoor, Nitish, Umar.'
'Go support them, I as an ex-UN chief will be deeply obliged,' he writes.
It can't be confirmed who was the author of the message. But observers pointed out that a seasoned diplomat can't be talking in a casual manner like this.
The portal has now garnered over 12,000 pledges for the former minister and first-time MP from Kerala.
Tharoor served as executive assistant to the then UN Secretary-General Kofi Annan in the late 1990s. After Annan's term ended in 2006, Tharoor contested for the post of the UN secretary general, but lost it to South Korea's Ban Ki-moon.

India will become the largest direct-to-home (DTH) market in the world in terms of subscribers by 2012, overtaking the U.S., according to a study by Media Partners Asia (MPA).
The number of Indian DTH subscribers will reach 58 million by 2020, and 45 million by 2014 from a net installed base of 17 million in 2009, the report said.
Pay television industry sales in India are also seen growing to $12.1 billion by 2014 and 18.5 billion by 2010, it said.
Most direct-to-home (DTH) satellite pay-TV operators will start making money after 2013.
MPA projections indicate that Pay-TV penetration will grow to more than 90 percent in the long-term from 78 percent in 2009. Cable will retain 70 percent market share by 2014, falling to 64 percent by 2020, while DTH will scale up to almost 35 percent share long-term, the report said.
Total pay-TV subscription revenues in India will grow at an average annual rate of 14 percent over the next five years and 10 percent over the next decade, reaching $8 billion by 2014 and more than $12 billion by 2020.
MPA sees the total pay-TV advertising market reaching $3.2 billion in 2014 and $5.1 billion by 2020, helped by a resurgent economy, an expanded pay-TV market and growth of regional media.

Enlarge Photo Reserve Bank of India (RBI) Governor Duvvuri Subbarao poses before a meeting with bankers prior...The Reserve Bank of India (RBI) is looking to reverse its expansionary monetary policy stance over a period of time and cannot be certain that the reverse repo rate will remain its operative rate, its governor said on Wednesday.
The remarks by RBI Governor Duvvuri Subbarao, a day after the central bank lifted policy rates by 25 basis points, sent bond yields slightly higher as investors anticipated tighter liquidity and further rate increases.
The reverse repo rate, which is the rate at which banks lend to the RBI, marks the lower boundary of India's interest rate corridor, with the repo rate as the higher rate. When liquidity is in surplus, market rates tend toward the lower end of the corridor, which is the reverse repo rate.
"We can't assure reverse repo rate will be the operative rate. Ideally we will like the operative rate to be in the middle of the LAF (liquidity adjustment facility) corridor, but that's difficult to maintain at that level," Subbarao said on a conference call with analysts.
The average one-day call money rate on Wednesday was 3.79 percent.
"We would ensure the call rate is within the LAF corridor but it is not clear that we will definitely maintain it at the reverse repo level," Subbarao said.
The call rate is the interbank overnight lending and borrowing rate.
The RBI on Tuesday raised the reverse repo rate and repo rate to 3.75 percent and 5.25 percent, respectively, along with increasing the cash reserve ratio by 25 basis points to 6.00 percent.
Government bond yields, which fell on Tuesday on market relief that RBI did not tighten more sharply, rose slightly after Subbarao's Wednesday remarks.
The 10-year benchmark bond yield touched the day's high of 8.02 percent compared to 7.98 percent before the comments.
"What is certainly clear is we will have to reverse our expansionary stance over the next few months. I cannot say whether that number of months should be more than 12 or less than 12," Subbarao said.
Tuesday's policy tightening was criticised as inadequate by some analysts and a Reuters poll showed that a majority of economists expect the RBI to raise rates again before its next scheduled policy meeting on July 27.
"The comment that there is no assurance of maintaining the operative rate at the reverse repo level led to some sell-off. The comment on reversal of expansionary policy was another reason, as some people had not expected such a possibility soon," said Manish Wadhwan, deputy head of rates at HSBC India.
Subbarao also said that resorting to open market operation for managing the government borrowing programme was the last option given expectations of robust capital inflows.

Enlarge Photo Forensic experts inspect the site of a bomb blast outside a cricket stadium in Bangalore...India is fighting to reassure foreign participants that it will provide foolproof security for the Commonwealth Games and the Cricket World Cup, despite a recent bombing and the Mumbai attacks of 2008.
Threats to sporting events were underscored last week when bombs went off outside a packed cricket stadium in south India, stirring fears India may not be able to secure elaborate, multi-city events involving tens of thousands of players and spectators.
But Indian police have sought to calm the jitters, citing their security apparatus which includes turning stadia into virtual fortresses, food tasters for athletes and aerial vigils. Delhi hosted a successful hockey World Cup this year.
"I cannot pre-empt threats, threats are there, but we are wide awake," Y.S. Dadwal, chief of Delhi Police, told Reuters. "We will not allow anything to happen, security is top priority ... It will be a foolproof system in place."
The October Commonwealth Games in New Delhi involving 54 nations will be by far the largest global sporting event ever in the country. India is keen to put together a world-class show to go with its image of a fast-modernising, emerging economic giant.
But the run-up to the Games has been mired in controversies and missed construction deadlines, sparking a sense of unprofessionalism that is probably now also colouring views about the organisers' ability to provide foolproof security.
For instance, a full-fledged setup dedicated to the security of the Games should have been in place by now.
"One does not get the impression that this is so," said B. Raman, former chief of India's spy agency.
ILL-PREPARED
Indian media have reported on what they said were an ill-prepared police, unsecured games sites and delay in buying crucial security equipment.
"Pressed for manpower, the Delhi police have been unable to maintain a watch on workers and trucks carrying material into construction venues," the Hindu newspaper said in a report.
"Integrated-circuit timers, which have been deployed with increasing frequency by jihadist groups, can be programmed to detonate up to a year after they are planted -- demonstrating the need for better security at construction sites."
There are other problems as well. With police, private guards and organisers all involved in providing protection, there is no single-point authority for security at sports venues.
In comparison, China's spectacular hosting of the Olympics last year involved designing and building each stadium in consultation with security and emergency experts. It put in place a central security control room four years before the Games.
Indian police and experts say the Games face a threat because hitting high-profile events generate publicity for militants.
"They make attractive soft targets because of the large crowds, participation of foreign sports personalities and foreign media coverage of the events," Raman said.
The Commonwealth Games will act as a pointer for next year's cricket World Cup.
While the Games may be a little easier to control because they are in one city, the World Cup spread over eight cities in India will pose a greater challenge in smaller cities where security can be crippled by an under-trained police force.
One players' body has slammed India for poor security at the Bangalore stadium where last week's blast wounded 14 people.
The chief executive of the Federation of International Cricketers' Associations said this week the Bangalore blasts reflected poorly on India's capacity to co-host the World Cup, and that they were disappointed with arrangements.
A top interior ministry official said in February militants may target other parts of the country while the Commonwealth Games were on and that the real danger could be from a lone attacker rather than a coordinated attack like the one in Mumbai that killed 166 people.

The prospects of Lalit Modi remaining IPL chairman and commissioner appeared to recede on Wednesday with the BCCI talking tough on action over the allegations against him, while the federal intelligence agencies widened their investigations to include the IPL TV rights holders.
In New Delhi, Rajiv Shukla, the board's media and finance committee chairman, issued a statement saying the IPL governing council's decision, to be taken at its April 26 meeting, would be final and binding on those concerned. "The question of people refusing to back down or not, they don't matter," Shukla told PTI. "After the meeting between BCCI president Shashank Manohar and Sharad Pawar yesterday, it has been decided that, at the April 26 governing council meeting, we will sit together and unanimously decide what to do."
Shukla, who is reported to be briefing the Prime Minister on the issue at some point on Wednesday, said the BCCI was ready to take tough decisions if required to uphold its image. "These decisions would be in the interest of cricket and the BCCI. No matter how harsh they might seem, decisions would be taken to protect the BCCI and cricket's image in the country. We have never compromised on our image in the past 60 years and there will be no compromise this time too," he said.
The controversy began with Modi questioning the role of Shashi Tharoor, the former federal minister, in the Kochi franchise, but has widened considerably to include Modi's role in the IPL, the financial affairs of the franchises and several of the other stakeholders in the tournament.
On Wednesday, the Income Tax department raided the offices of Multi Screen Media (MSM) and World Sports Group (WSG), the two firms that hold the TV broadcast rights to the IPL. The "surveys", as tax officials call them, were conducted in four different locations, including the home of the WSG's South Asia president, Venu Nair.
In 2008, WSG bagged the TV rights for a ten-year period, with a $918 million bid and a promise to spend $108m on promoting the event. It had simultaneously signed a deal with MSM that Sony would be the official broadcaster. The contract was recast before IPL 2009, with MSM agreeing to pay $1.63 billion for nine years.
That contract is now believed to be the subject of investigation but WSG has denied allegations of impropriety. "Any allegation that World Sports Group has used any funds received in connection with its sub-licence of these rights for inappropriate or unlawful activities is completely unfounded and without substance," read a statement issued by WSG.
