Upgradation of Hospitals
New Delhi: April 23, 2010
The Central Government provides financial assistance to State Governments for improving public health infrastructure in Community Health Centres (CHCs), Primary Health Centres (PHCs) and District
Hospitals under National Rural Health Mission (NRHM) and also for the project for strengthening of trauma care and emergency facilities in Government hospitals located on National Highways. The State-wise details of the programmes are given at Annexure-I and II respectively.
Proposal for upgradation of Lady Hardinge Medical College in phases has been approved by the Central Government and further activities to implement the phase-I of Comprehensive Redevelopment Plan are underway. Proposals have been received for upgradation of Government Medical College, Nagpur from Government of Maharashtra in December, 2006 and Sri Krishna Medical College, Muzaffarpur from Government of Bihar in November, 2009.
Based on the fund availability under XI Five Year Plan, the Government has sanctioned upgradation of 13 existing medical college institutions in the first phase of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) and 6 medical college institutions including Government Medical College, Nagpur in the second phase. The details are at Annexure-III.

Indo-US Bilateral Naval exercise : Malabar CY 10 Commences
New Delhi: April 23, 2010
MALABAR CY 10, will be conducted in the Arabian Sea from 23 Apr to 02 May 10. This, the fourteenth round of exercise MALABAR, has frontline units of US Navy's 7th fleet and Indian Navy's Western Fleet participating.
The scope of MALABAR exercise includes diverse range of operational activities at sea. During MALABAR CY 10, the US Navy will be represented by ships from CTF 70 of the USN 7th Fleet which is based at Yokosuka, Japan. The CTF will include the Cruiser USS Shiloh (CG 67), Destroyers USS Chaffee (DDG 90), USS Lassen (DDG 82) and Frigate USS Curts (FFG 38). In addition, one Los Angeles class nuclear powered submarine, USS Annapolis (SSN 760), two P3C Orion aircraft and a 28 member US Navy Special Forces team will also participate in the exercise.
The Indian Navy will be represented by INS Mysore, an indigenous Delhi Class guided missile destroyer and three guided missile frigates, INS Godavari, INS Brahmaputra and INS Tabar. In addition, one Shishumar class submarine, INS Shankush, Sea Harrier fighters, other fixed and rotary wing aircraft are also scheduled to participate in the bilateral exercise.
Naval cooperation between India and USA epitomises the long-term strategic relationship between both countries. Both navies have, over the years, undertaken diverse bilateral activities such as training exchanges, information exchange, and technical cooperation. Our nations have significant convergence of interests, especially in the maintenance of maritime security. Towards this, an India – USA Framework for Maritime Security Cooperation was signed in 2006. Amongst other aspects, this framework also urges that both navies need to periodically 'exercise' at sea / in harbour, so as to build interoperability, as also share 'best practices'.
The annual MALABAR series of exercises that commenced in 1992 provides such an opportunity. Thirteen such exercises have been held so far. The regular IN – USN interaction over the years has resulted in an increase in the complexity and professional content of the bilateral exercise. The thrust of the exercise this year would be on Anti-Submarine Warfare (ASW), Surface Firings, Maritime Interdiction Operations (MIO), Visit Board Search and Seizure (VBSS) and Submarine Operations.
The exercise is primarily aimed at deriving mutual benefit from each others experiences. The interoperability achieved over the years as a result of such exercises has proved to be operationally beneficial particularly during the ongoing Anti Piracy Operations in the Gulf of Aden as also during Humanitarian Assistance and Disaster Relief (HADR) operations such as the tsunami of 2004.
Strong relationships between the two navies contribute to peace and stability. Indian Navy – US Navy cooperation is a positive tangible symbol of our commitment in ensuring a positive climate for stability and economic prosperity.

Suspension of Drugs

The Central Drug Laboratory, Kolkata, in its test report has declared the drug Albupax (paclitaxal Albumin bound particle injectable suspension) "to be not of standard quality" due to the presence of higher level of Endotoxin than acceptable limits. On the basis of the test reports, the Central Drugs Standard Control Organisation (CDSCO) by its letter dated 21.10.2009 suspended the permission to manufacture the said drug by following the laid down procedure and also asked the manufacturer to recall the product from the market. The first permission to manufacture a new drug is given by the CDSCO on the basis of the certificate of analysis, test report, safety and efficacy data of the drug provided by the manufacturer as per the requirement of Drugs & Cosmetics Act and Rules. During manufacturing, the firm is also required to comply with the conditions of permission and manufacturing Licence issued by the State Drug Controller relating to requirements of Good Manufacturing Practices (GMP), Products specifications etc. The manufacturer of the drug Albupax had provided certificate of analysis wherein all the parameters including Endotoxin were within acceptable limits. Accordingly, the permission to manufacture the drug was granted.
The Government has stayed the operation the suspension order dated 21.10.2009 of the CDSCO with effect from 23.12.2009 pending a decision on the appeal filed by the manufacturer.
The Office of Drugs Controller General (India) (DCG) (I) had in the year 2007 prepared a list of 294 Fixed Dose Combinations (FDCs) reported to be available in the market which were not approved by DCG (I). The list was communicated to the State Drug Controllers to take necessary action with respect to these FDCs with the direction for suspension of licence of the FDCs under reference. However, some of the manufacturers association filed writ petition in the Hon'ble High Court of Madras and obtained order of stay on all further proceedings on the said direction.

Farm Gate to Home Gate Scheme
New Delhi: April 23, 2010
As a part of its campaign to bring down the rising prices, NAFED has launched "Farm Gate to Home Gate" initiative under its 'Easy Market Scheme' in Delhi on 12.02.2010 with 17 kitchen basics, in Chennai on 15.02.2010 with 11 kitchen basics and in Cochin on 09.04.2010 with 20 kitchen basics. NAFED plans to extend this initiative to other states, gradually.
Performance of NAFED's outlets are being regularly evaluated by them. NAFED's outlets are working at five locations in Delhi and two at Shimla in Himachal Pradesh. Besides, mobiles outlets are also put in place as and when required. In addition, NAFED is affiliating the outlets run by cooperative and & public sector with NAFED's "National Retail Network". NAFED is making efforts to open retail outlets in all the states of the country in the current financial year.

Mallikarjun Kharge Meets US labour secretary
Both leaders agree to Implement G-20 Recommendations

Shri Mallikarjun Kharge, Union Minister of Labour and Employment, met US Labour Secretary Hilda Solis in Washington on 22nd April, 2010. Also present at the meeting were: from the US side, Deputy Under Secretary Sandra Polaski and Senior Advisor, Ms. Sudha Haley; from the Indian side, Ambassador Meera Shankar and Labour Secretary, Mr. P.C. Chaturvedi
Shri Kharge congratulated his counterpart on the initiative and leadership shown by her in organizing the G-20 Labour Ministers' Meeting and in bringing them together and fostering discussions that had led to valuable inputs to their leaders in the shape of the Recommendations of the meeting.
Secretary Solis thanked Shri Kharge for his participation in the event which was appreciated by the participants.
The two Ministers discussed the impact of the economic downturn on employment and spoke about some of the key measures that the two governments had taken to mitigate the social impact of the crisis. They agreed that policies for providing social protection also created jobs.
The two Ministers agreed to follow up on the recommendations developed by the G-20 Ministers this week. They also discussed future bilateral cooperation, including ways that the two countries could share technical expertise on a range of issues, including skill-development.
The Indian side impressed upon the need to recognize that India had achieved significant progress towards comprehensive social security coverage and to commence negotiations on a bilateral Totalisation Agreement, pointing out that Indian professionals were paying huge amounts as social security contributions without being able to draw any benefits as they were not allowed to stay long enough to qualify. It would be mutually beneficial to work out a suitable reciprocal arrangement to avoid the hardship of double payment of social security.
Shri Mallikarjun Kharge invited Secretary Solis to visit India and see some of the social programmes that the Ministry of Labour & Employment was implementing.
