Opposition protests over a raft of issues briefly shut the reopening of the parliament on Thursday, signalling a difficult session ahead for the government as it seeks to pass the budget and other key bills.
Major opposition parties have said they will seek a special vote on high food prices which would force the government to resign if it loses it. No date has been set yet for the vote.
On Thursday when parliament reconvened after a month's recess, opposition members disrupted proceedings demanding a discussion on a Maoist rebel attacks earlier this month which killed more than 70 security personnel.
Opposition parties are also expected to criticise the government amid allegations of corruption against a junior minister.
All this is expected to delay discussions on the budget and other important bills at a time when the government is at its weakest since re-election last year after two of its allies withdrew support over a bill reserving parliamentary seats for women.
There is no immediate threat to the government over the budget bill. But reduced parliamentary support means the government will concentrate on ensuring the budget is passed rather than focus its energies on other reform bills.

Three legislative measures of the Congress-led United Progressive Alliance (UPA) government are hanging fire — the flagship women's reservation bill as well as food security and civil nuclear liability bills.
To compound its problems, the government faces a combative opposition, united on the issue of price rise and on other issues like internal security in the wake of the April 6 Maoist attack in Chattisgarh in which 76 security personnel were killed.
If all this wasn't enough, the row over Minister of State for External Affairs Shashi Tharoor's links to the Kochi team of cricket's Indian Premier League (IPL) has already sparked demands for his resignation and will provide fresh grist to the opposition mill.
The first part of the budget session of parliament was adjourned March 16 and some of the ground seems to have shifted in the month since.
The government appears to be on its weakest wicket since it came to power in May last year with the Samajwadi Party (SP) and the Rashtriya Janata Dal (RJD) deciding to join the anti-Congress, anti-Bharatiya Janata Party (BJP) opposition like the Left parties to move a cut motion in parliament demanding the rollback in prices of petrol, diesel and fertiliser.
The SP and the RJD withdrew their outside support to the government over the women's reservation bill, which promises 33 percent quota to women in the Lok Sabha and the state legislature and was passed in the Rajya Sabha before the break.
The BJP has also announced that it would move a cut motion on the finance bill in the Lok Sabha. When budget proposals are presented before parliament for approval, an MP can question a budgetary allocation in the form of a cut motion. If that is implemented, it amounts to a vote of no confidence in the government, which is then obliged to quit.
Asked whether the party would bring cut motions and amendments to the finance bill, BJP spokesperson Prakash Javdekar said 'yes', but he did not elaborate.
Communist Party of India-Marxist (CPI-M) leader in Lok Sabha Basudeb Acharia said: 'We will press for cut motion.'
The government, however, appears confident that the cut motions to be moved by the opposition will be defeated.
'We are confident that the cut motion to be moved by the oppostion will be defeated. We have got the required numbers,' Minister of State for Parliamentary Affairs V. Narayanasamy told IANS.
The other tension for the government is the fate of the women's reservation bill.
'We are waiting for the outcome of the meeting of leaders of political parties in the Lok Sabha to be convened by the government soon,' a government source close to the development said.
The meeting is expected to be held early next week, he said.
The CPI-M is also waiting for the outcome of the meeting, Acharia said.
Though it wants the bill to be passed in the Lok Sabha in its present form, the BJP is opposed to it being passed in the Lok Sabha the way it was in the Rajya Sabha when marshals physically evicted protesting MPs.
Efforts are also on to introduce the food security bill in the second part of the session.
'All efforts are being done to introduce the bill in the second part of the session after making necessary changes,' a minister told IANS.
An empowered group of ministers (eGoM) on food had decided last week to defer a decision on the draft food security bill till the Planning Commission gives a report on the number of below poverty line(BPL) families qualifying for the ambitious welfare scheme.
On the civil nuclear liability bill, which will cap the compensation to be paid in case of disaster, there is no ambiguity. The Left parties and the BJP have said they would not allow the government to introduce the civil nuclear liability bill in the present form.

On Wednesday night, Apr 14, Mukherjee had summoned Tharoor to listen to his side of the story. The meeting was also attended by Defence Minister and senior Congress leader AK Antony.
The Opposition is also demanding resignation of Tharoor in the wake of the IPL controversy.
However, according to sources, no assurances were given to Tharoor.
A final call on Tharoor's future in the UPA government would be taken after Prime Minister Manmohan Singh is back in India.
Singh has already indicated that Tharoor would not be spared if there is evidence against him.

Economic Times Reports:
The Congress core committee, which met on Wednesday evening at party president Sonia Gandhi's residence to take stock of the minister's involvement in the IPL controversy, was of the view that his continuation in office was becoming untenable. Ms Gandhi directed dinance minister Pranab Mukherjee and defence minister AK Antony to get Mr Tharoor's version on the episode on Wednesday night itself. "The outcome of the meeting will decide the fate of the minister," said a senior Congress leader.

That he was not out of the woods yet was also evident when the leadership pushed the issue on to the prime minister's desk. On his part, Prime Minister Manmohan Singh refused to provide any immediate relief to Mr Tharoor, saying he would first ascertain the facts about the case before taking action. ``I have heard about these things (allegations against Mr Tharoor). I do not have all the facts before me. When I go back (on Saturday), I will get all the facts, and in the light of those, take action if necessary. I think that would be the proper way to proceed,'' Mr Singh told newspersons in Washington in response to BJP's demand to sack the junior external affairs minister. ``I cannot go by hearsay or what is appearing in the various columns of the newspapers,'' he added.
But Mr Tharoor attempted to brazen it out. "These are false and motivated charges levelled by business interests of some vested interests... When you have done nothing wrong, it seems to me that you are giving more importance to other people's perception," he said while ruling out his resignation in a TV interview.
If Mr Tharoor does manage to survive the latest crisis confronting him, it will only be thanks to the fact that he is not the only minister involved in big-buck cricket deals. There are two other Union ministers, both belonging to Congress' alliance partners, who are in the thick of the cricketing business. The government leadership cannot remain mum on their dealings while pushing for action against the junior minister.
But what has complicated matters for Mr Tharoor is that, on the eve of the resumption of the budget session of Parliament after a three-week break, the entire Opposition got together against him. After BJP, it was CPM that sought his resignation on Wednesday, and there were indications that the Opposition was gearing up for confrontation with the government over the issue in Parliament.
Mr Tharoor's friend, Sunanda Pushkar, and the minister's staff were not making things easier for him by acting as an extension counter of RSW. Ms Pushkar on Wednesday dragged Kolkata Knight Riders, the IPL franchise owned by Bollywood star Shah Rukh Khan, into controversy by claiming that she had earlier been approached by them for a stake.
``I had previously been approached by Karim Morani of Kolkata Knight Riders to join them in a similar capacity and had regretted that the timing was not convenient for me,'' she told a news agency. The popular film actor is close to the Gandhi family, and he clearly would not have been amused by her claim.

After tracing the number to west Delhi's Hari Nagar, police detained the gym trainer but investigators found him an "innocent victim as of now" and released him after lengthy interrogation.
According to sources, the same number was also used to send a "filthy" SMS to senior CPI(M) Polit Bureau member Brinda Karat and Manic Verma, the gym trainer at the elite Constitution Club, was detained.
However, sources said, it came to light during investigations that the mobile number was procured using forged documents in the name of Verma, residing in Hari Nagar.
The detention came following investigations after Tharoor's Officer on Special Duty Jacob Joseph received an SMS last morning from the 'henchmen' of Karachi-based underworld don Dawood Ibrahim threatening the minister to stay out of IPL Kochi team or face death.
Police had earlier received a complaint from Karat about a "filthy" SMS to the Rajya Sabha MP and CPI(M) Polit Bureau member, saying "you (Karat) are harming the country by your politics."
Delhi Police spokesperson Rajan Bhagat said they registered separate cases in connection with Tharoor and Karat following the receipt of complaints.
During interrogation, sources said, Verma told investigators that a police team from Sonepat had come to his west Delhi residence recently in connection with a probe into a "filthy" SMS sent from the same number.
Sources said Verma was told by the team that a "filthy" SMS was sent to someone in Sonepat from "his mobile number". However, they said, the investigations later cleared him.
Verma also told police he had lost his driving licence about seven years ago and had filed a complaint in this regard with Delhi Police. Sources said Verma suspect that this licence is being misused by someone to procure the SIM card.
"As of now, it looks like Verma is innocent. He is also a victim. It appears that he has nothing to do with these text messages. Further investigations are on," a senior police official said.
Soon after the news of Tharoor getting threat SMS became public, police sent a four-member team from Tuglaq Raod police station to the minister's 97-Lodhi Road residence and took details from his office.
Later, an Inspector and Sub Inspector of elite Special Cell also visited the minister's residence in the evening and spoke to the officials there.
In the Lok Sabha, Bharatiya Janata Party leaders MM Joshi and Rajnath Singh raised the demand first and were soon joined by members from the Samajwadi Party, the Rashtriya Janata Dal, and the Janata Dal-United.
Parliamentary Affairs Minister PK Bansal tried to pacify the protesting parliamentarians and informed them that Home Minister P Chidambaram would make a statement on the issue at 1 pm.
NDA, the largest opposition bloc in Parliament, held a meeting here on Wednesday evening to finalise its strategy for the remaining part of the session, and it was decided that they would press for the suspension of question hour in the two Houses on Thursday to facilitate a discussion on the recent Naxal attack at Dantewada, in which 76 CRPF personnel were killed.
AICC general secretary Digvijay Singh's assault on home minister P Chidambaram's handling of the problem, they alleged, had brought out contradictions within the ruling alliance, and wanted Prime Minister Manmohan Singh to clarify the government's position on the issue.
The BJP-led opposition grouping also decided to move cut motions in the Lok Sabha against provisions of the general budget. In keeping with the floor coordination worked out with other anti-UPA parties, including the Left, NDA also decided to back cut motions put forward by other opposition parties.
The combine also decided to keep up the pressure on the prime minister to drop minister of state for external affairs Shashi Tharoor as, they claimed, he had indulged in action which invited charges under the Prevention of Corruption Act, 1988.
Attention would also be rivetted on the fate of the women's reservation bill, which was passed by the Rajya Sabha during the first half of the budget session, but awaits a verdict on its future in the Lok Sabha, and civil nuclear liability bill, which is set to be referred to the standing committee because of resistance from the entire opposition.
The two Houses will also have to take a call on the Foreign Educational Institutions (Regulation of Entry and Operation) Bill, which seeks to regulate the entry and operations of foreign educational institutions in India; the Land Acquisition (Amendment) Bill and others.
But the protesting MPs continued with their demand, forcing Speaker Meira Kumar to adjourn the House.

Shashi Tharoor faces IPL googly in Parliament
The Kochi IPL row involving Minister of State for External Affairs Shashi Tharoor rocked the Lok Sabha on Thursday with the BJP and the CPM asking the minister to put in his papers.
Agitated members did not allow business to be taken up and wanted the immediate resignation of Tharoor.
The embattled minister is expected to make a statement at 1 pm or thereafter.
The Congress leadership has asked Tharoor to clarify his position publicly.He has been instructed to furnish all facts and details about his involvement in the IPL franchisee auction.
A peeved Congress leadership has also made it clear that if the facts are later proved otherwise, he may have to quit the minister's chair.
Earlier, sensing trouble over the issue in Parliament when the Budget session resumed, Congress President Sonia Gandhi discussed the strategy with senior party leaders.
Gandhi, who is also the UPA chairperson, held parleys with Union Ministers Pranab Mukherjee, who is Leader of the Lok Sabha, A K Antony, P Chidambaram and M Veerappa Moily.
"We discussed a large number of issues that may come up in Parliament," Parliamentary Affairs Minister P K Bansal said after the hour-long meeting.

Dr. Shashi Tharoor (Malayalam: ശശി തരൂ൪, Hindi: शशि तरूर (born 9 March 1956)) is currently the Indian Minister of State for External Affairs and a member of the Indian Parliament from the Trivandrum constituency in Kerala.
He served as the UN Under-Secretary General for Communications and Public Information between June 2002 and February 2007, during the term of Secretary-General Kofi Annan at the United Nations. In 2006, he was the official candidate of India for the office of United Nations Secretary-General, and came second out of seven official candidates in the race. He is also a prolific author, columnist, journalist, human-rights advocate and a humanitarian.
He also presently serves on the Board of Overseers of the Fletcher School of Law and Diplomacy, the board of trustees of the Aspen Institute, and the Advisory Boards of the Indo-American Arts Council, the American India Foundation, the World Policy Journal, the Virtue Foundation and the human rights organization Breakthrough. He is an International Adviser to the International Committee of the Red Cross in Geneva for the period 2008-2011, a Fellow of the New York Institute of the Humanities and the Patron of the Dubai Modern School. He is also the managing trustee of the Chandran Tharoor Foundation which he founded with his family and friends in the name of his father—the late Chandran Tharoor.

Shashi Tharoor was born in London to Chandran Tharoor, born Tharoor Chandrasekharan Nair, hailing from the 'Tharoor Tharavad' of Chittilanchery, Palakkad, Kerala. His mother, Lily Tharoor, born Sulekha Menon, hails from 'Mundarath Tharavad' in Elavanchery, Palakkad, Kerala and has adopted the nickname "Lily" as her formal name. His roots are in Palakkad, Kerala, India. He studied at Montfort School in Yercaud and Campion School in Mumbai, attended high school at St. Xavier's Collegiate School in Kolkata, Bachelor of Arts degree in history from St. Stephen's College, Delhi .[1] He later won a scholarship to the Fletcher School of Law and Diplomacy at Tufts University, where he completed two degrees in three years -- A Master of Arts in International Affairs, a Master of Arts in Law and Diplomacy.[2] He then completed a Ph.D. at The Fletcher School of Law and Diplomacy at Tufts University, Massachusetts, at the age of 22, a Fletcher record. The title of his doctoral dissertation or the names of his guide and examiners is not presently available in the public domain.[3]

In 1978, Tharoor began working for the United Nations, serving with the UN High Commissioner for Refugees, whose Singapore office he headed during the boat people crisis at the record young age of 25. He was transferred as a senior official at the United Nations headquarters in New York in 1989, where, until late 1996, he was responsible for peacekeeping operations in the former Yugoslavia.
From January 1997 to July 1998, he was executive assistant to UN Secretary General Kofi Annan. He was appointed director of communications and special projects in the office of the Secretary-General, and in January 2001, he was appointed by the Secretary-General as interim head of the Department of Public Information. On June 1, 2002, he was confirmed as the Under Secretary General for Communications and Public Information. In this capacity, he was responsible for the communication strategy, enhancing the image and effectiveness of the UN. In 2003, the Secretary-General appointed him to the additional responsibility of United Nations Coordinator for Multilingualism.
Tharoor's was an exceptional UN career, rising as he did from the P-2 level to the highest possible rank of Under-Secretary-General in a mere 23 years. He was privileged to play a key role in some of the major events of his time, from the Vietnamese boat people crisis to the Yugoslav Civil Wars, to serve in both the humanitarian and peace-keeping arenas as well as in the Secretary-General's office.[4] He established a reputation at the Department of Public Information as a reformer[5] and as the UN's most articulate voice for the principles of the United Nations Charter and the work of multilateralism in an increasingly unipolar world.[6] He took a number of initiatives, ranging from organizing and conducting[7] the first-ever UN seminar on anti-Semitism and also the first-ever UN seminar on Islamophobia[4] to launching an annual list[8] of "Ten Under-Reported Stories the World Ought to Know About".[9]
Tharoor resigned from the post of Under Secretary General on February 9, 2007 and left the UN effective 1 April 2007.

On June 15, 2006, the Government of India announced its backing for Tharoor's candidacy as Kofi Annan's successor for the post of UN Secretary General.
Tharoor came a close second (behind Ban Ki-moon) in each of the four straw polls conducted by the UN Security Council on 24 July, when he won 10 votes to Ban's 12[10] 14 September,[11] 28 September[12] and 2 October, though he handily won an online poll conducted by the BBC News website.[13] In the fourth poll, Ban emerged as the only candidate with the support of all five permanent members, each of whom has the power to veto candidates. Tharoor remained the only other candidate of seven contenders to enjoy a majority in the Security Council, though with one Permanent Member (later revealed to be the US under the Bush Administration) opposed, and one (China) abstaining. After the vote, Tharoor withdrew his candidacy, telling reporters he was "confident that Ban will win." Had he become Secretary-General he would have been the second-youngest Secretary-General ever of the UN (Dag Hammarskjold having been appointed at 46).

In February 2007, amidst rampant speculation about his post-UN future, it was presciently reported in the Indian press that Tharoor might be inducted into council of ministers of Prime Minister Manmohan Singh as Minister of State for External Affairs.[14] In the same month, it was reported in an American gossip blog that Tharoor was a finalist for the position of dean of the USC Annenberg School for Communication in Los Angeles, though he withdrew his name from consideration at the final stage.[15] Instead, Dr. Tharoor—in addition to a variety of other activities in his private life— became chairman of Dubai-based Afras Ventures, which established the Afras Academy for Business Communication (AABC)[16] in Trivandrum, Kerala, India. He also spoke widely around the globe about India and Kerala, the state where he spent increasing amounts of time before moving for good in October 2008.[17]

On 19 March 2009, Tharoor was declared as the Indian National Congress candidate of the Thiruvananthapuram (Lok Sabha constituency) in Kerala for the General Elections in 2009. Tharoor featured in a five-cornered contest against P. Ramachandran Nair of the Communist Party of India (CPI), Neelalohitadasan Nadar of the Bahujan Samaj Party (BSP), M.P. Gangadharan of the Nationalist Congress Party (NCP) and P. K. Krishna Das of Bharathiya Janata Party (BJP).[18][19] Despite the dispersal of the anti-Left vote amongst several candidates, and the challenge of being attacked as an elite "outsider" by his opponents, Tharoor won a thumping victory, defeating his nearest CPI rival P. Ramachandran Nair by a margin of around 100,000 votes (the biggest victory by any candidate in Thiruvananthapuram in over 30 years) when the results were announced on May 16, 2009. On 28 May 2009, Shashi Tharoor was sworn in as Minister of State of the Union Government of India as External Affairs minister, in the Council of Ministers of Prime Minister Manmohan Singh.
Tharoor's political website (www.tharoor.in), use of new media technologies in his campaign (including emails, voice SMS, and the use of social networking websites Facebook and Twitter) set the benchmark for future political websites and organizing in India. He eventually became the first Indian celebrity to get 100,000 followers on Twitter.[20]

Tharoor has written numerous books in English. Most of his literary creations are centred on Indian themes and they are markedly "Indo-nostalgic." Perhaps his most famous work is The Great Indian Novel, published in 1989, in which he uses the narrative and theme of the famous Indian epic Mahabharata to weave a satirical story of Indian life in a non-linear mode with the characters drawn from the Indian Independence Movement. His novel Show Business (1992) was made into the film 'Bollywood'[21] (1994). The late Ismail Merchant had announced his wish to make a film of Tharoor's novel Riot shortly before Merchant's death in 2005.
Tharoor has been a highly-regarded columnist in each of India's three best-known English-language newspapers, most recently for The Hindu newspaper (2001–2008) and in a weekly column, "Shashi on Sunday," in the Times of India (January 2007 - December 2008). Previously he was a columnist for the Gentleman magazine and the Indian Express newspaper, as well as a frequent contributor to Newsweek International and the International Herald Tribune. His Op-Eds and book reviews have appeared in the Washington Post, the New York Times and the Los Angeles Times, amongst other papers.
Tharoor began writing at the age of 6 and his first published story appeared in the "Bharat Jyoti", the Sunday edition of the "Free press Journal", in Mumbai at age 10. His World War II adventure novel Operation Bellows, inspired by the Biggles books, was serialized in the Junior Statesman starting a week before his 11th birthday. Each of his books has been a best-seller in India. The Great Indian Novel is currently in its 28th edition in India and his newest volume, The Elephant, the Tiger and the Cellphone has undergone seven hardback re-printings there.
Tharoor has lectured widely on India, and is often quoted for his observations, including, "India is not, as people keep calling it, an underdeveloped country, but rather, in the context of its history and cultural heritage, a highly developed one in an advanced state of decay.".[22] He has also coined a memorable comparison of India's "thali" to the American "melting pot": "If America is a melting pot, then to me India is a thali--a selection of sumptuous dishes in different bowls. A theatre buff and successful actor in his schooldays, he played Antony to Mira Nair's Cleopatra in a 1974 production of Antony and Cleopatra. At St. Stephen's in the early 1970s he founded the Quiz Club, which is still in existence; he also revived the Wodehouse Society, which is no longer in existence. Upon election as President of the College Union (campaign slogan: "Shashi Tharoor jeetega zaroor") he relinquished the Secretaryship of the History Society as well as the editorship of the campus humour magazine "Kooler Talk." He was invited by St. Stephen's College to deliver the college's 125th Anniversary Jubilee Lecture in 2005. He has been an elected Fellow of the New York Institute for the Humanities and a member of the Advisory Board of the Indo-American Arts Council. He has also served on the Board of Directors of Breakthrough, an international human rights organization, the Board of Overseers of the Fletcher School of Law and Diplomacy, the Board of Trustees of the Aspen Institute, and as an International Adviser to the International Committee of the Red Cross. He also supported various educational causes, including as Patron of the Modern School in Dubai, UAE. He is a member of the Indian National Congress.
At the Fletcher School of Law and Diplomacy in 1976, he founded and was the first chair of the editorial board of the Fletcher Forum of International Affairs, a journal examining issues in international relations.[24]
Tharoor has twin sons from his first marriage, Ishaan and Kanishk. Both attended Yale University. Ishaan writes for Time magazine's international edition in Hong Kong, while Kanishk is an editor at Open Democracy in London.[citation needed]
Tharoor's second wife Christa Giles, a Canadian civil servant, works as Deputy Secretary of the United Nations Disarmament Commission.

- Tharoor attracted public attention for his article 'India's Israel envy'[25] which contained statements sympathetic to Israel. This was subsequently used against him during his contest in the 2009 Lok Sabha elections from the Thiruvanathapuram constituency. He was able to refute the charges by pointing to his long record at the UN on Palestinian issues.
- In September 2009, Tharoor and S M Krishna were accused of staying in luxurious 5-star hotels.[26] Tharoor defended himself, saying that it was because of the delay in his official residence being ready and he only spent from his own pocket for the accommodation.[27] Later on Pranab Mukherjee's request [28] Tharoor and Krishna moved out of the hotels.[29]
- A controversy erupted on a joke in which Tharoor, responding to the question as to whether he would travel in "Cattle Class", replied that he would do so. This remark on Twitter (@ShashiTharoor), the media claimed that he equated the travelling public to cattle and also taunted his party, the Indian National Congress over their austerity drive.[30] It was also reported that Congress may take action against him.[31][32] However this was subsequently resolved when the Prime Minister Manmohan Singh pointed out that it was a joke. Tharoor met his party leadership and offered them an explanation.
- Another controversy erupted on Gandhi Jayanti when he said people should be working rather than staying at home, rather than taking a holiday, thereby paying real homage to Mahatma Gandhi.[33]
- Tharoor was in the news again for publicly criticizing the new visa guidelines adopted by the Indian Government in the wake of the gaps exposed by the arrest of 26/11 terror suspects, David Headley and Tahawwur Rana. For this,he was criticized for breaking ranks with the official position of the Government. He later met External Affairs Minister, SM Krishna and explained his position on the issue. The rules were subsequently partly modified.[34]
- In January 2010, Tharoor was inaccurately and tendentiously reported to have criticized Gandhi and Nehru for their vision on Indian foreign policy by the Indian media. This angered his party, the Indian National Congress.[35] In the wake of this controversy, he released a press release on his website which said "Irresponsible reporting may briefly gratify a few sensation-seekers in the media, but they do no credit to the need for informed discussion of foreign policy issues in our democracy. India deserves better. So, frankly, do I."
- In February 2010 when accompanying[36] the Indian Prime Minister Manmohan Singh on a three-day visit to Saudi Arabia, he said "We feel that Saudi Arabia has a long and close relationship with Pakistan, that makes Saudi Arabia even more a valuable interlocutor for us. When we tell them about our experience, Saudi Arabia listens as somebody who is not in any way an enemy of Pakistan, but a friend of Pakistan and, therefore, will listen with sympathy and concern to a matter of this nature". He was asked whether India expected Saudi Arabia, given their close ties with Islamabad, to help address the terror threat from Pakistan.[37] The remark about Saudi Arabia being a "valuable interlocutor" raised a strong reaction within the Indian political circle.[38] The Pakistani press even went on to report that he had proposed that Saudi Arabia play a mediator's role in improving India's relationship with Pakistan.[39] In response, Tharoor tweeted saying, "An interlocutor is someone you speak to. If I speak to you, you are my interlocutor. I mentioned the Saudis as our interlocutors, i.e. the people we are here to speak to".[37]
- In April 2010, IPL chief Lalit Modi published the shareholders details of Kochi-IPL team's franchise owners, Rendezvous Sports World (RSW) group in his Twitter account[40] and also mentioned that he was asked by an influential Union Minister to not get into details of Sunanda Pushkar who was given a free equity of approximately 18 per cent (worth approx Rs 70 crore[41]) in RSW. In an official statement,[42] Tharoor denied having made any financial gains from the sale or having pressured Modi in any way. He further accused Modi of trying to delay and discredit the new owners so that the franchise can be re-awarded elsewhere. RSW protested Modi's breach of confidentiality agreement. Sunanda Pushkar also issued a statement denying being a proxy for Tharoor.[43]

As Congress general secretary Digvijay Singh sought to enter into a policy altercation with home minister P Chidambaram by questioning the government's anti-Naxal approach , Congress on Wednesday stepped in with a "don'tgo-public-with-your-personal-views" directive to him.In a signed article in ET, Mr Singh expressed lack of confidence in the government's "clear, hold, build" strategy to tackle the Maoist menace and advocated the need for a more "sensitive" look at issues that radicalise tribals.
According to Mr Singh, the home minister has not been taking a holistic view of the issue and that was accentuating troubles in Maoistinfested regions. "He (Chidambaram) is treating it purely as a law and order problem without taking into consideration the issues that affect the tribals," Mr Singh wrote.
Sensing that a washing of policy linen in public would only harm credentials of those in charge of the internal security leadership and sap the morale of the forces battling Red terror, Congress advised Mr Singh not to publicly air his personal views on the subject. "Congress is a democratic party and leaders of the party are entitled to hold personal views. But they should express them only in party fora," said Congress general secretary Janardhan Dwivedi.

In his article, Mr Singh took care to pitch his stand on Naxalism differently from that of bleeding heart liberals who occupy Delhi's balcony seats. Mr Singh, who described Maoists as exploiters of tribals, was, however, in line with "civil society activists" when he blamed the problem on lack of "empathy and understanding" .
What must have prompted the Congress leadership to advise restraint was Mr Singh's scathing attack on the home minister and his criticism of the Manmohan Singh government's policy priorities. "I have known P Chidambaram since 1985, when we both were elected to Parliament. He is extremely intelligent, articulate, committed and a sincere politician — but extremely rigid once he makes up his mind. I have been a victim of his intellectual arrogance many times, but we still are good friends," Mr Singh wrote.
The Congress general secretary came close to suggesting that the home minister held a narrow view of the grave internal security threat. "I have differed with his strategy that does not take into consideration the people living in the affected area who ultimately matter... I strongly believe in the collective responsibility of the Cabinet and as home minister, it is his responsibility to take a holistic view of the issue and put it up to the Cabinet rather than opt for a narrow sectarian view. The home minister is also a member of the core group," Mr Singh wrote.
In his article, Mr Singh had also suggested that there is a need to fast track UPA's flagship programmes. "We can't solve this problem by ignoring the hopes and aspirations of the people living in these areas. Are these people getting the benefits of public distribution system , MNREGA, NRHM and other pro-poor policies?
Are our forest policies, mining policies, land and water policies people-centric ," Mr Singh asked. In any case, Congress is quite restless over the faulty implementation of key schemes of UPA. Incidentally, leaders like Mani Shankar Aiyar has been making the same point in recent weeks.

Shashi Tharoor ko Gussa Kyun Ata Hain? In the murky world of cricket and money, the flashy minister has been in the news for controversial reasons. Even if Tharoor says he has no "business links" with the Kochi team, one of the two new entrants in the Indian T20 championship from next year, his alleged telephonic requests to Lalit Modi not to reveal stakeholders details of Kochi, need to be probed.
Interestingly, one of the stake holders in the Kochi team is Sunanda Pushkar, who is known in Delhi's social circles as Tharoor's would-be wife. Sunanda reportedly has stakes worth Rs 70 crores in the Kochi team. Is Tharoor really oblivious of this? Seventy crore is a lot of money.
The Indian T20 is already a huge "family" affair, with many celebrity links, most successful and some unsuccessful. Sunanda and Tharoor seems to be the next "affair" in line and sure to grab the spotlight.
The ever-hungry media has had their plate full of the Shah Rukhs, Preity Zintas, Shilpa Shettys and Katrinas. Sunanda and Tharoor is already exciting proposition for the gossip-loving media that recently didn't make much headway with the Wasim Akram-Sushmita Sen "affair."
Tharoor and Sunanda are high-profile socialites. Both have had difficult pasts, vis-à-vis their family lives. Both are reportedly heading for their third marriages. The flamboyant minister has been married twice before.
Tharoor has children from his first marriage to Tilottoma Mukherji, an academician from Kolkata whom the minister apparently knew from his school days. During his stint at UN, Tharoor married Christa Giles. Both are currently involved in a messy divorce.
Sunanda, the daughter of an Indian Army Colonel, is not far behind. Her first husband was from Kashmir, who she later divorced. Sunanda lost her second husband in an accident in Delhi. A businesswoman, who runs a spa in Dubai, Sunanda is on a rendezvous with one of India's most famous and twitter-loving ministers.
The Indian T20 championship has indeed been a potboiler. Love, Sex and Dhoka, you could not have asked for anything more sizzling. Take a bow, IPL!

Former BCCI President and Union Minister, Sharad Pawar has confirmed that five co-owners of the Kochi IPL team are keen to back out.
Pawar, in an interview with an Indian news channel said five co-owners wanted to pull their money out of the bid and invest it on a team from Ahmedabad.
Reports have suggested that IPL Commissioner, Lalit Modi did not want the Kochi owners to bid. Infact, the owners, have accused Modi of offering them a staggering $ 50 million as bribe to back out of the bid.
Shailendra Gaikwad, CEO of the franchise, alleged, "We were offered USD 50 million by Modi to withdraw from the Kochi team."
When Modi was asked about it, he asked 'who will offer them (Kochi franchise) what they say Rs 200 crore', threatening to take a legal recourse.
Modi had kicked up a storm when he revealed the consortium members in the Kochi franchise. As it turned out, Sunanda Pushkar, a close friend of Minister of State, External Affairs, Shashi Tharoor, owns free equity worth Rs 75 crore in the team.
Many sections had accused Puskhar of being a front for Tharoor, prompting the opposition to call for his head.
Tharoor on the other hand, had accused Modi of breaching the confidentiality code by revealing the names behind the Kochi franchise.
Puskhkar had alleged that Kolkata had approached her before Kochi to rope her in as a marketing expert, an allegation which was promptly rubbished by the Kolkata management. Co-owner, Shah Rukh Khan tweeted: "Just so that the channels get it right. we never offered a stake in kkr to anybody ever, including this lady (Pushkar) in the midst of kochhi thingy."
The Minister is expected to offer a clarification in the Indian Parliament at 1 PM this afternoon.
