Dec. 2: Ulfa chairman Arabinda Rajkhowa was tonight flown to Delhi after he was "pushed back" to Tripura from Bangladesh, the two neighbours pulling off the biggest unde- clared deportation of a most-wanted fugitive in recent memory. The stunning "high-value" transfer, which neither side would confirm on record because of the absence of an extradition treaty, is being seen as an unparalleled goodwill gesture before the visit of Bangladesh Prime Minister Sheikh Hasina to India on December 19. Rajkhowa heads the political wing of the banned Ulfa that had been blamed for several terror strikes in Assam, including blasts last month in which at least eight people were killed. With the "capture" of Rajkhowa, one of the five founder leaders of Ulfa, its entire political leadership is now in custody, fuelling speculation that the cornered outfit could soon agree to hold talks without the usual key condition of "sovereignty" being on the agenda. Union home minister P. Chidambaram, without making any mention of the detention of Rajkhowa, today told the Rajya Sabha: "It is quite likely that the Ulfa leadership will make a political statement in a few days. If they wish to talk, we are ready, provided they formally abjure violence and drop the demand of sovereignty." The status of Rajkhowa is shrouded in mystery. In order to spare Bangladesh compulsions to explain the "transfer", India could officially claim that the Ulfa leader crossed over and "surrendered" or turned up for talks. National security adviser M.K. Narayanan said: "I don't think he (Rajkhowa) has been arrested. If at all it will happen, probably he may surrender." Sources said the 52-year-old Rajkhowa was picked up by Bangladeshi security agencies last week and kept in a secured location in Dhaka. Along with Rajkhowa, Ulfa publicity secretary Apurba Baruah was flown to Delhi. Sources said the two were "pushed" across the Akhaura checkpoint, 6km west of Agartala on the border, by Bangladesh. The two were flown from Tripura by a special aircraft to Delhi and later transferred to a safe house. "Pushed back" is a phrase security agencies use when fugitives are "detained" in foreign countries and sent over in the absence of formal treaties. The need for an extradition treaty comes into play only if a suspect is formally arrested. Sources in Guwahati said officials from external intelligence agency RAW had visited Bangladesh to interrogate Rajkhowa. Another most-wanted fugitive from the Northeast, Ranjan Daimary, has been detained in Bangladesh but not been transferred. Daimary is the chief of the National Democratic Front of Boroland (anti-talks faction). A Lashkar-e-Toiba operative, Nazir Tarian Dabede, was handed over by the BSF to Meghalaya police this morning. Nazir, said to be from Kerala but suspected to have been hiding in Bangladesh, is an accused in the 2005 attack on the Indian Institute of Science, Bangalore. The implications of the unofficial transfers are far-reaching, not the least because Bangladeshi territory was being used as a staging post by assorted extremist groups, including some supported by Pakistan, to launch terror strikes on India. An interim military regime and subsequently Hasina, the India-friendly leader who won a landslide victory in the Bangladesh elections, had tried to crack down on such outfits. Unprecedented co-operation from Bangladesh has led to a series of breakthroughs recently. On November 5, Ulfa's "foreign secretary" Sasha Choudhury and "finance secretary" Chitrabon Hazarika were "pushed into" India. The Ulfa military chief, Paresh Barua, is still at large with reports suggesting he has fled Bangladesh and is flitting among China, Myanmar and Thailand. Rajkhowa's transfer came on a day the Indian and Bangladeshi home secretaries concluded talks in Delhi. Treaties to tackle terrorism and drug trafficking and exchange of prisoners were more or less finalised. | |||||||||||

Ranchi, Dec. 2: A wide security blanket comprising more than 40,000 state and central forces personnel, coupled with the genuine desire of people to participate in the election process, ensured a better turnout today in the second phase of voting in 14 constituencies, at least six of which are Maoist strongholds. Barring a rebel blast in Pirtand in Giridih that killed a CISF jawan and another one that damaged a culvert in Dumri, voting was surprisingly peaceful throughout the seven districts, even though the run up to the second phase of elections saw a Maoist sponsored bandh that came with its share of violence. The average polling recorded in the second phase was around 54.11 per cent, but poll officials cautioned the figure might change after more data came in from the remote areas. A much relieved state chief secretary, Shiv Basant, told The Telegraph that elaborate security arrangements that included "pre-poll area domination by security forces" and the active role of the administration helped build confidence among people who ultimately came out to vote. Defying a Maoist poll boycott call, voter turnout was high in as many as 12 constituencies. Most Naxalite-infested areas like Tamar — parts of which are under Ranchi and Khunti district — and Dumri in Giridih registered a turnout of 42 and 48 respectively. In the remaining constituencies of Silli, Khijri, Mandar (in Ranchi district), Gomia (Bokaro), Gandey, Giridih and Dumri (Giridih), Barhi and Mandu (Hazaribagh), Barkagaon and Ramgarh (in Ramgarh district), Koderma and Khunti, polling was between 49 to 62 per cent. Today's turnout was better than the first phase of elections that registered 53.10 per cent polling in 26 seats that were relatively free from rebel influence. Moreover, urban centres registered abysmal polling on November 25 with Ranchi recording only 32.91 per cent, and Hatia and Kanke doing marginally better with 39.45 and 43.57 per cent respectively. Both the urban seats of Jamshedpur also witnessed poor poll percentages. Ultimately, the seats in Santhal Pargana (Pakur alone polled over 72 per cent) helped shore up the overall figure to 53.10 per cent. "The smooth and peaceful conduct of the second phase elections was a major concern for us but our arrangements proved to be fool-proof. Barring only one incident in Giridih, everything was OK," said the state's joint chief electoral officer, Ashok Kumar Sinha. |

Dec. 2 (Agencies): Tiger Woods admitted to "transgressions" without being specific, apologising to his family for letting them down a day after a waitress claimed she had an affair with the world's top golfer.
"I have let my family down and I regret those transgressions with all of my heart," Woods wrote on his website. "I have not been true to my values and the behaviour my family deserves. I am not without faults and I am far short of perfect. I am dealing with my behaviour and personal failings behind closed doors with my family. Those feelings should be shared by us alone."
His statement followed a cover story in Us Weekly magazine which quoted a Los Angeles cocktail waitress as claiming that she had a 31-month affair with Woods.
The waitress, Jaimee Grubbs, told the magazine she met Woods at a Las Vegas nightclub the week after the 2007 Masters — two months before Woods's wife, Elin Nordegren, gave birth to their first child. Grubbs claimed to have proof in 300 text messages.

About three hours before Woods's statement, the magazine published what it said was a voicemail — provided by Grubbs — that Woods left on her phone on November 24, three days before his middle-of-the-night car crash outside his home in Florida.
Woods did not offer details of any alleged relationship. "I will strive to be a better person and the husband and father that my family deserves," Woods said. "For all of those who have supported me over the years, I offer my profound apology."
One of the world's most recognisable figures and a powerhouse pitchman with the image of a squeaky clean, hard-working sportsman, Woods has lucrative endorsement deals with major companies such as Nike, AT&T and Gillette, a unit of Procter & Gamble.
His marketing deals appeared to be holding fast. Nike, Gillette, NetJets, and PepsiCo Gatorade all said their relationship with the golfer remained unchanged. "Nike supports Tiger and his family. Our relationship remains unchanged," Beth Gast of Nike Golf said in an email.
Woods has been subjected to more media scrutiny over the past week than when he first won the Masters in 1997 and set off the first wave of Tigermania. He has spoken only three times through his website, although this was his longest posting.
"Although I am a well-known person and have made my career as a professional athlete, I have been dismayed to realize the full extent of what tabloid scrutiny really means," Woods said. "My family and I have been hounded to expose intimate details of our personal lives."
He continued to insist that accounts which claimed physical violence played a role in his car crash were "utterly false and malicious".
His statement came one day after the Florida Highway Patrol closed its investigation into the accident — without Woods ever speaking to state troopers.

PRESIDENCY: FUTURE TENSE - Mere making of a university is no solution | |

University status for Presidency College has hit banner headlines — a rare recognition for an academic institution. The motive force, ultimately, is middle-class Bengali sentiment for a cultural icon. Presidency ranks with Rabindranath and Satyajit — hence the strained efforts to flaunt its links with those stalwarts. This is not to deny the college's unique and sustained role in Bengal's education. I myself owe it a profound debt from three years as a student and 19 as a teacher there. But now that the dream is turning real, we need to weigh the prospects soberly. Presidency's chief lasting assets are its treasure-laden library and selectively well-endowed laboratories. In most other respects its infrastructure, though exceptional for a college, are inadequate for a university. The land and buildings cannot possibly suffice: a new campus is imperative, with the funds to stock and people it. Thereby hang several depressing tales. One relates to staffing. Presidency is served by a floating body of government college teachers. Their Presidency posting is a matter of accident. A university will call for site-specific recruitment on a different pattern. Present teachers may apply for berths, but cannot demand them. The whole process raises complex procedural and even legal issues, not to mention pressure from the powerful teachers' lobby. This may be the biggest roadblock to a smooth transition, which mere money or goodwill cannot remove. A partial model is offered by the upgrading of Bengal Engineering College, Shibpur. But as one of the very few state-run engineering colleges, Shibpur had a more singular status vis-a-vis both the government and Calcutta University. It also had vastly more land and infrastructure. Presidency will have to steer a trickier course. The structural problems are compounded by intangible ones which have never been dispassionately assessed. It is simply untrue to say that every teacher at Presidency in pre-Left days was a worthy scholar: there were always some unfit to teach anywhere. The balance was more than redressed by a core staff (largely, though not always, protected from transfer) with learning and research skills unknown in undergraduate colleges elsewhere, and a somewhat higher level of funding. The system was shored up by a network of official privilege and sentimental loyalty that evoked deep resentment in those outside the charmed circle. That resentment found potent political expression once the Left Front came to power. The transfer policy was intensively applied to bring to the college (a) a few exceptional scholars who had earlier not found favour; (b) some sincere and competent teachers who made best use of the opportunity; and (c) a band of apparatchiks who virtually ran the college for a decade, almost designedly rubbishing its academic needs. Their efforts culminated in a great symbolic drive to abolish admission tests. The move failed, but vitiated and demoralized college life for years. This was when Professor Atin Gun was manhandled in the staff room, and the venerable Professor Amal Raychaudhuri accused of admitting students against bribes. Presidency was sunk in these self-destructive broils just when the academic scenario was changing radically. It was the most intensive phase of founding and consolidating new universities in India: often with serious defects, but introducing new patterns and purposes that Presidency simply passed by. What did it thereby lose out on? First, the confidence of its serious teachers and, still more crucially, its potential future teachers. The new universities promised more opportunities and less bureaucracy (on which more below); so, as never before, did non-government colleges. Recruitment to the Government Educational Service has undeniably declined in recent times. Outstanding Presidency alumni no longer think of returning to teach there, and probably could not find berths if they tried. To regain that confidence is no easy task: in the global era, it is hard enough to retain them in India, let alone West Bengal. This loss of morale also affected infrastructural reform. The efforts of Professor Subrata Datta ensured that at Presidency, even Arts teachers learnt about computers before their compatriots elsewhere; but this was not backed up by upgrading the infrastructure as a whole. The root problem was, and remains, what we might call mental infrastructure: the mindsets and procedures controlling planning and expenditure. India's education system is hag-ridden by bureaucracy. Even within this prison, the government college occupies a special chamber of little-ease. When I left Presidency in 1991, the principal's financial power in many vital matters was capped at Rs.2,000. As professor-in-charge of the library, I once obtained Rs 8 lakh to buy books but lacked Rs.10 for a pot of glue to label them. The problem is not financial but systemic. Anecdotes can trivialize, but only by their means can I convey the endemic problems and frustrations of the milieu. In my 19 years at Presidency, I attended just two international conferences. Obtaining the clearances took 54 and 37 visits respectively to Writers' Buildings. Those travelling without clearance were reprimanded and humiliated, threatened with criminal action, or forced to conceal academic distinctions that should be proudly announced. Some rules have now been relaxed, but new curbs put in their place. And needless to say, the problems are multiplied by the clerical incompetence of the secretariat. Our government colleges are still effectively governed by the Bengal Education Code of 1930, indeed the 19th-century dispensation underlying it: predating the jet plane, the electronic text, information technology, and the concept of collective project-based research. These are the most important of countless innovations that have transformed the academic as most other sectors of life. Their blessings may not be unmixed, but they are radical; more crucially, they are non-negotiable. Some recent teachers at Presidency have made heroic efforts to introduce them, but working against the grain of the system. Their labours have not had proportionate reward. No institution can mark time: it either advances or declines. By not changing sufficiently in relation to its milieu — which includes other premier institutions in the state — Presidency has effectively fallen back, in ways that cannot be gainsaid by invoking its 'hallowed traditions'. It has a daunting deficit to make good. University status presents an opportunity. It needs hardcore plans and decisions to back up what is, as yet, no more than a political fiat. I repeat that the search for the right teachers poses the greatest challenge. Guest lecturers and eminent visitors are the icing on the cake: Presidency University must stand or fall by the strength of its core, tenured staff. This is an asset that the government is loath to dispense, even while officials proliferate at the secretariat. Incredibly, the staff strength at Presidency was actually reduced with the introduction of full postgraduate teaching. Many colleges across the land function with two, or one, or no full-time teacher in an Honours department. Let me close with that reminder of the wider picture: for we must not repeat the folly of thinking that Presidency can flourish by isolating itself from the general scene. (This is not a plea to make it an affiliating university.) Along with many hostile forces, the mush and snobbery of its loyal alumni have played no small part in drawing affliction upon the college. Presidency University can only prosper in interaction with other institutions; above all, as crowning a respectable system of universal schooling that seems no part of the state agenda. A well-staffed Presidency will work little good if there continue to be 60,000 missing teachers in primary schools for poor children. Till those schools provide a student catchment across social divides, elite downstream institutions can only survive by diverting one another's waters. That thought should temper the current bhadralok elation over Presidency. | |

The United Liberation Front of Asom is a separatist group from Assam,[1] among many other such groups in North-East India. It seeks to establish a sovereign Assam via an armed struggle in the Assam Conflict. The Government of India banned the organization in 1990 and classifies it as a terrorist group, while the US State Department lists it under "Other groups of concern".[2]
ULFA claims to have been founded at the site of Rang Ghar on April 7, 1979,[3] a historic structure from the Ahom kingdom. According to Sunil Nath, the ULFA established relationships with Nationalist Socialist Council of Nagaland (NSCN) in 1983 and with KIA, operating in Burma, in 1987.[4] It initiated major violent activities in 1990. Military operations against it by the Indian Army that began in 1990 continues till present. In the past two decades some 10,000 people have died in the clash between the rebels and the government.[5]

The ULFA is a "revolutionary political organization" engaged in a "liberation struggle" against state terrorism by India for the establishment of a sovereign, independent Assam. It does not consider itself a secessionist organization, as it claims that Assam was never a part of India. It claims that among the various problems that the people of Assam are confronting, the problem of national identity is the most basic, and therefore it seeks to represent "independent minded struggling peoples" irrespective of race, tribe, caste, religion and nationality.

The Government of India (GOI) has classified it as a terrorist organization and had banned it under the Unlawful Activities (Prevention) Act in 1990. Concurrently, GOI started a military offensive against it, named Operation Bajrang lead by the Indian Army. The operation continues at present under the Unified Command Structure.
The Government of India accuses ULFA of maintaining links with the Inter-Services Intelligence (ISI) of Pakistan and the DGFI of Bangladesh, and waging a proxy war on their behalf against India.
The outlawed group was said to be looking to China for shelter following mounting pressure from both Burma and Bangladesh, in turn pressured by India. The outfit's top commander, Paresh Baruah, was believed to be near the Sino-Burmese border looking for an alternative position for a hideout. Indian police and intelligence officials said there could be as many as 50 ULFA militants holed up in China's Yunnan Province led by the group's Lt. Partha Jyoti Gogoi.[6]

[edit] Assassinations
Some of the major assassinations by ULFA include that of Surendra Paul in May 1990, the brother of businessman Lord Swraj Paul, that precipitated a situation leading to the sacking of the Government of Assam under Prafulla Kumar Mahanta and the beginning of Operation Bajrang.
In 1991 a Russian engineer was kidnapped along with others and killed. In 1997, Sanjay Ghose, a social activist and a relative of a high ranking Indian diplomat, was kidnapped and killed. The highest government officer assassinated by the group was local AGP minister Nagen Sharma in 2000. An unsuccessful assassination attempt was made on AGP Chief Minister Prafulla Kumar Mahanta in 1997. A mass grave, discovered at a destroyed ULFA camp in Lakhipathar forest, showed evidence of executions committed by ULFA.
ULFA continues to attempt ambushes and sporadic attacks on government security forces.
In 2003, the ULFA was accused of killing labourers from Bihar in response to molestation and raping of many Assamese girls in a train in Bihar. This incident sparked off anti-Bihar sentiment in Assam, which withered away after some months though.
On August 15, 2004, an explosion occurred in Assam in which 10-15 people died, including some school children. This explosion was reportedly carried out by ULFA. The ULFA has obliquely accepted responsibility for the blast.[7] This appears to be the first instance of ULFA admitting to public killings with an incendiary device.
In January 2007, the ULFA once again struck in Assam killing approximately 62 Hindi speaking migrant workers mostly from Bihar. On March 15, 2007, ULFA triggered a blast in Guwahati, injuring six persons as it celebrated its 'army day'.

The ULFA has claimed responsibility for bombings of economic targets like crude oil pipelines, freight trains and government buildings, including the 7 August 2005 attack.[8]

There are regular media reports of ULFA recruitment drives, especially in the rural areas. Even though many times the estimated original membership have either been captured, killed or have surrendered to government agencies, the continuing presence of ULFA members suggest that these reports are true.

After 1985 and before it was banned in 1990, ULFA was credited in the media with many public activities. Soon after the demolition of the Babri Masjid in 1992, the ULFA was reported to have stopped Hindu-Muslim riots in the Hojai region of Nagaon district by displaying arms openly
It has continued a public discourse of sorts through the local media (newspapers), occasionally publishing its position on political issues centred around the nationality question. It has participated in public debates with public personalities from Assam. During the last two local elections the ULFA had called for boycotts, though media reports suggest that it had intimidated activists of the then ruling parties (Congress and AGP respectively).

The ULFA is credited with some bank robberies during its initial stages. Now it is widely reported to extort businessmen, bureaucrats and politicians for collecting funds. In 1997, the Chief Minister of Assam accused Tata Tea of paying the medical bills of the ULFA cultural secretary Pranati Deka at a Mumbai hospital.

The ULFA is reported to maintain a number of camps in Bangladesh, where members are trained and sheltered away from Indian security forces. Until recently, they had maintained camps in Bhutan, which were destroyed by the Royal Bhutan Army aided by the Special Frontier Force in December, 2003. These camps housed combatants and non-combatant families of ULFA members.
The ULFA maintains close relationships with other separatist organisations like NDFB, KLO and NSCN(Khaplang). The Indian Army notes that

[edit] Surrenders
Beginning in 1990, the Government of India has attempted to wean away members of the ULFA. This occurred due to the death of the ULFA's deputy C-in-C Heerak Jyoti Mahanta on December 31st, 1991. Mr. Mahanta strongly stood against any kind of surrendering, but after his death it nevertheless happened. In 1992 a large section of second rung leaders and members surrendered to government authorities. These former members were allowed to retain their weapons to defend themselves against their former colleagues and were offered bank loans without any liabilities. This loose group, now called SULFA, has become an important element in the armed politics and business of Assam. However there have been cases of surrenderings being staged for political and economical reasons by local and national governments.
The total number of ULFA cadres to have laid down arms has gone up to 8,718. 4,993 cadres surrendered between 1991 and 1998. 3,435 surrendered between 1998 and 2005 when a new policy to deal with the ULFA was unveiled.[9]
[edit] Secret killings of ULFA family members
During the government of AGP leader Prafulla Kumar Mahanta, a number of family members of ULFA leaders were assassinated by unidentified gunmen. With the fall of this government following elections in 2001, the secret killings stopped. Investigations into the killings culminated in the report of the "Saika Commission", presented to the Assam Assembly November 15, 2007. The report provides details about the killings, which were organized by Prafulla Mahanta in his role as the Assam Home Minister, and executed by the police, with cooperation from the Indian Army. The actual killers were surrendered elements of the ULFA, who would approach their targets at home, at night, knocking on the door and calling out in Assamese to allay suspicion. When the victims answered the door, they were shot or kidnapped to be shot elsewhere.[10]
[edit] Negotiations/talks
The ULFA has put forward a set of three preconditions for talks and negotiations with the Indian government. The government has rejected these preconditions. The preconditions are:
- The talks should be held in a third country.
- The talks should be held under United Nations supervision.
- The agenda of the talks should include the sovereignty of Assam.
In 2004, the ULFA dropped the first two preconditions and offered to talk with the government. The Government of India was not ready to negotiate on the issue of sovereignty. Still some progress was made when the ULFA formed a "People's Consultative Group" in September 2005 to prepare the grounds for an eventual negotiation between the government and ULFA, which the government has welcomed.
According to the India Times, talks were first held in December 2005 at the residence of the Prime Minister, Manmohan Singh. There were three rounds of peace talks with the 11-member People's Consultative Group (PCG), headed by noted Assamese writer Indira Goswami, leading to a temporary truce in August 2006. However the truce broke down by September 26 of the same year.[11]
Ceasefire by 28 Battalion of ULFA
The A and C companies of ULFA declared unilateral ceasefire on 24 Jun'2008 at a press meet held at Amarpur in Tinsukia district. The declared the ceasefire in order to pressurise the top brass of ULFA to sit on negotiation table with the Government of India. But the top brass of ULFA expelled the leaders of 28 Battalion led by Mrinal Hazarika and Jiten Dutta. The group later renamed as ULFA ( Pro-talk ).
