The move comes in response to a petition with 213,146 signatures on the White House's "We the People" site.

The petition states: "Muslim Brotherhood has a long history of violent killings and terrorizing opponents. Also MB has direct ties with most terrorist groups like Hamas."

The negotiation effort was the work of Stanley Cohen, a controversial New York attorney, who among others has represented Osama Bin Laden's son-in-law, Abu Gaith, in U.S judicial proceedings.

According to the Guardian, Cohen enlisted the help of Abu Muhammed al-Maqdisi, a jihadi scholar, radical Islamist cleric Abu Qatada, and an unnamed Kuwaiti who was a veteran of al Qaeda and a former Guantanamo prisoner.

In return for Kassig's life, the clerics were offering to ensure that al Qaeda would cease its criticism of ISIS as being without proper Islamic credentials.

Senior FBI officials were aware of the effort, and had agreed to pay thousands of dollars in expenses incurred by Cohen, according to the paper.

The negotiations, which went on for a number of weeks, collapsed after Jordanian security services arrested Maqdisi, despite an agreement secured by Cohen that the country would not intervene in their attempts to contact ISIS.

Cohen told the Telegraph that here was now "no chance" that Islamic factions opposed to ISIS' hostage-taking would try to secure the release of other captives.

Kassig was eventually murdered by his captors, and a graphic video was posted online last month purporting to show the aftermath of his killing.

The negotiations are not the first incidence of al Qaeda intervening on behalf of a Western hostage held by ISIS. The group also appealed for the release of British hostage Alan Henning, because it believed he was an innocent aid worker who was genuinely trying to help suffering Muslims, according to the U.K.'s Independent.

Al Qaeda has, in the past, also not shied away from expressing disquiet at the brutal tactics employed by other Islamist militant groups. In personal letters from Osama Bin Laden, described in Mark Bowden's book "The Finish: The Killing Of Osama Bin Laden," the al Qaeda leader urged Abu Musab al-Zarqawi, then the leader of al Qaeda in Iraq, to refrain from killing fellow Muslims in bomb attacks.

The fate of many Western hostages, including Kassig, who have been killed by ISIS terrorists in recent months, has caused many in the U.S. and U.K. to re-examine the longstanding policy of refusing to negotiate with terrorists, or to pay ransoms for hostages.

The U.S. government is currently conducting a review of how it handles hostage situations, but it is thought that the policy is unlikely to change.

In stark contrast to the U.S. and U.K., many central European nations have reportedly paid ransoms to secure the release of their nationals from the hands of groups like ISIS, attracting criticism that they are effectively bankrolling terrorist activity, according to the New York Times.

When the petition was first posted July 7, 2013, the group's Islamic regime had just been ousted from power in Egypt.

"The Muslim Brotherhood has shown in the past few days that it is willing to engage in violence and killing of innocent civilians in order to invoke fear in the hearts of its opponents. This is terrorism. We ask the U.S. government to declare MB as a terrorist group for a safer future for all of us," the petition said.

The White House finally responded more than a year later, stating "We have not seen credible evidence that the Muslim Brotherhood has renounced its decades-long commitment to non-violence."

ভালো নিয়তে হোক বা খারাপ নিয়তে হোক, এখানে সেখানে কেউ কেউ দাবি করছেন যে, ২০১৩ সালে মিসরে যা ঘটেছে তাতে মুসলিম ব্রাদারহুডের পতনের শুরু হয়ে গেছে। শুধু তাই নয়, এদের অনেকে এও দাবি করছেন যে মুসলিম ব্রাদারহুড সংগঠন হিসেবে নিজেরাই ভেঙে দিয়ে পরিসমাপ্তি করে দেয়া উচিত, কারণ এই সংগঠনটি পুরোপুরি ব্যর্থ হয়ে গেছে এবং এর আর কোনো সম্ভাবনা বা ভূমিকা নেই।

যারা এমন দাবি করে আসছেন তাদের কেউ কেউ নিজেদেরকে ব্রাদারহুড বা তার যুব শাখার লোক বলে পরিচয় দেন। কিছুদিন আগ পর্যন্ত এদের কেউ কেউ ব্রাদারহুড এর সিনিয়র নেতাও ছিলেন।

১৯৫৪ সালে যখন ব্রাদারহুড তার প্রথম বড় চ্যালেঞ্জ এর সম্মুখীন হয় তখন আমার জন্ম ও হয়নি। সে সময় সংগঠনটির কয়েকজন বড় নেতাকে ফাঁসি দেয়া হয়েছিলো, শতশত কর্মীকে জেলে নেয়া হয়েছিলো, হাজার হাজার গুম, আন্ডারগ্রাউন্ড বা দেশছাড়া করা হয়েছিলো। ১৯৬৫ সালে যখন সংগঠনটি দ্বিতীয়বার বড় বিপর্যয়ের মুখোমুখি হলো তখন আমার বয়স ছিলো ১০ বছর। সেবারও বিখ্যাত লেখক সাইয়্যেদ কুতুবসহ এর কয়েকজন প্রথমসারির নেতাকে ফাঁসি দেয়া হয়েছিলো, শতশত জেলবন্দী করা হয়েছিলো এবং হাজার হাজার গৃহছাড়া বা দেশছাড়া করা হয়েছিলো।

আমার মনে নেই যে আমি তখন এই বিষয়গুলো পুরোপুরি বুঝতাম কিনা, কিন্তু স্পষ্ট মনে আছে যে আমার অনেক নিকট আত্মীয় যারা জামাল আব্দুন নাসেরকে মুসলিমবিশ্বের আশু ত্রাণকর্তা এবং ফিলিস্তিনের উদ্ধারকারী হিসেবে মনে করতেন, তারা মুসলিম ব্রাদারহুডের এই বিপদে উল্লাস প্রকাশ করেছিলেন এবং এর বিপর্যয়ে অত্যন্ত আনন্দিত হয়েছিলেন। জামাল নাসেরের মিডিয়ামেশিন অত্যন্ত সফলতার সাথে ব্রাদারহুড এর ইমেজ ধ্বংস করতে পেরেছিলো এবং সমগ্র মিডেলইস্ট এর জনমতকে ভুল পথে প্রভাবিত করতে পেরেছিলো।

আমি এখন মনে করতে পারি যে ১৯৫০ এবং ১৯৬০ এর দশকে এর চরম বিপর্যয়ের সময় কিছু মানুষ ব্রাদারহুড সম্পর্কে কি বলেছিলেন। তখন যা বলা হয়েছিলো তা এখন যা বলা হচ্ছে তার থেকে ভিন্ন কিছু নয়। এসব কথার সারাংশ ছিলো এই যে, 'সব কিছুর জন্য ব্রাদারহুড নিজেই দায়ী'। এর নেতাদের কে তীক্ষè সমালোচনা করা হয়েছিলো, এবং দাবি করা হয়েছিলো যে ব্রাদারহুড নিজ থেকেই সংগঠনটির পরিসমাপ্তি করে দেয়া উচিত এবং অন্যদেরকে নতুনভাবে কাজ করার জন্য জায়গা ছেড়ে দেয়া উচিত।

ব্যাপারটা এইরকম যে, ব্রাদারহুড এর উক্ত সমালোচকরা সংগঠনটির বিরুদ্ধে এবং এর সমর্থক অন্যান্য দল বা গোষ্ঠীর বিরুদ্ধে সামরিক জান্তার সকল জুলুম নির্যাতনের জন্য ব্রাদারহুডকেই মূলত দায়ী মনে করেন। তাই সমালোচকরা মনে করেন যে, ব্রাদারহুড তার জায়গা ছেড়ে চলে না গেলে তারা তাদের নতুন উদ্ভাবিত কোনো শক্তি বা পন্থা অনুযায়ী কাজ করার জায়গা পাবেন না, এবং মুসলিম উম্মাহর জন্য এমন বিজয় অর্জন করতে পারবেন না যা ব্রাদারহুড এর মত ৮০ বছরের বৃদ্ধ দলটি করতে ব্যর্থ হয়েছে।

একথা মনে করার কোনো কারণ নেই যে, আমি ওই সমস্ত লোকদের বিরুদ্ধে যারা মনে করেন বর্তমান অবস্থা থেকে ব্রাদারহুডের অনেক কিছু শিক্ষা গ্রহণ করা উচিত বা ব্রাদারহুডের কিছু সংস্কার করা উচিত। মুসলিম ব্রাদারহুড বা অন্য যেকোনো সংগঠন ভুল বা সমালোচনার ঊর্ধ্বে নয়। কিন্তু গতবছরে রক্তক্ষয়ী সামরিক ক্যু এর পর থেকে ব্রাদারহুড এর বিরুদ্ধে যে সমস্ত সমালোচনা করা হয়েছে তাতে আমি তেমন কোনো নিরপেক্ষতা, ন্যায্যতা বা গভীরতা দেখতে পাইনি। ব্রাদারহুডের কিছু সিদ্ধান্তের কথা উল্লেখ করে সমালোচকরা সেগুলো ভুল সিদ্ধান্ত বলেন, যা আপাতত সঠিক মনে হয়। কিন্তু সে সিদ্ধান্তগুলো আরো গভীরভাবে বিশ্লেষণ করার দরকার আছে, এবং যারা তখনকার সময় বিভিন্ন সিদ্ধান্ত নিয়েছিলেন তাদের পক্ষ থেকেও বিস্তারিত ব্যাখ্যা জানা দরকার- কিন্তু তারা অধিকাংশই বর্তমানে জেলে অথবা আন্ডারগ্রাউন্ডে আছেন।

যে সমস্ত যুবকরা তীব্র সমালোচোনা করছেন তাদের অনেকেরই অনেক সূক্ষ্ম বিষয় সম্পর্কে গভীর জানাশুনার অভাব ধরা পড়েছে। তারা যেসব সমালোচনা করছেন তার বেশিরভাগই নানারকম ভিত্তিহীন কানাঘুষা বা ব্রাদারহুড বিরোধী প্রচারণায় প্রভাবিত।

যারা ব্রাদারহুড সম্পর্কে এমন সিদ্ধান্ত দিচ্ছেন যে, সংগঠনটি ব্যর্থ হয়ে গেছে, তারা ব্রাদারহুড থেকে এমন বিশাল কিছু আশা করছিলেন যার বাস্তবায়ন হয়নি। যদি এমনটিই হয়ে থাকে, তাহলে তাদের এরকম কল্পনাবিলাসের জন্য ব্রাদারহুড দায়ী হবে কেনো? ব্রাদারহুড তো কখনো এমন প্রতিশ্রুতি দেয়নি যে আমরা তোমাদের জন্যে এই দুনিয়াকে বেহেশত বানিয়ে দিবো। ব্রাদারহুড কেবল এমন একটি আদর্শের প্রচার করে যা তারমতে এই দুনিয়া ও আখিরাতে মানুষের জন্য কল্যাণকর হবে; সেইসাথে মানুষকে দুনিয়ার ও আখিরাতের জীবন উন্নত করার উদ্দেশ্যে চেষ্টা সাধনা করার জন্য উৎসাহিত করে।

ব্রাদারহুড কখনো কাউকে খুশি বা তুষ্ট করার জন্যে কাজ করেনি। তার উদ্দেশ্য কোনো মানুষকে খুশি করা নয়, বরং আল্লাহর সন্তুষ্টি লাভ করাই তার চূড়ান্ত উদ্দেশ্য। সংগঠনটির স্লোগান সবসময় এটাই ছিলো যে : আল্লাহ আমাদের লক্ষ্য, রাসূল (সা.) আমাদের আদর্শ, জিহাদ আমাদের পথ, এবং আল্লাহর পথে শাহাদাৎ আমাদের সর্বোত্তম কাম্য।

যখন কেউ মুসলিম ব্রাদারহুড কে ব্যর্থ বলে সমালোচনা করে তখন আমার কুরআন শরিফের সূরা আল-বুরুজে বর্ণিত ঐতিহাসিক ঘটনা মনে পড়ে। এক স্বৈরাচারী শাসক নিজেকে খোদা বলে দাবি করেছিলো। যারা আল্লাহর তাওহিদ ছেড়ে ওই স্বৈরাচারীকে খোদা বলে মানতে অস্বীকার করেছিলো তাদেরকে পুড়িয়ে মারার জন্যে গর্ত খুড়ে তাতে আগুন জ্বালা হয়েছিলো। তাহলে এই সমালোচনাকারীরা কি দাবি করবে যে ঐসব সাহসী নেকবান্দা, যারা ওই স্বৈরাচারী শাসককে অস্বীকার করে আগুনে পুড়ে মরতে প্রস্তুত ছিলো, তারা ব্যর্থ? অথবা হাদিসে বর্ণিত সেই বালকের কথা- যে নিজের কপালে তীর বরণ করে নিয়ে শাহাদাৎ বরণ করেছিলো এই উদ্দেশ্যে যে, তার শাহাদাতের মাধ্যমে মানুষ সত্য ও মিথ্যার পার্থক্য বুঝতে পারবে- সেই বালক কি ব্যর্থ বা পরাজিত?

নিঃসন্দেহে যখন আগুনে পুড়ে মুমিনদের কে মারা হচ্ছিলো তখন তা দেখে অনেকে ভয়ে ঘাবড়ে গিয়েছিলো, এবং এই যন্ত্রণাদায়ক মৃত্যুকে অসহনীয় মনে করে সেই স্বৈরাচারের দাসত্ব গ্রহণ করেছিলো, বিনিময়ে অল্প কিছুদিন বেশি বেঁচে থাকার সুযোগ পেয়েছিলো। তারা হয়তো মনে করেছিলো যে আগুনে পুড়ে মৃত্যুকে সাদরে গ্রহণকারী ঈমানদারগণ ব্যর্থ হয়েছেন। তাহলে উক্ত দুই দলের মধ্যে কারা সঠিক পথে ছিলো আর কারা ভুল পথে ছিলো?

কিছু হতাশ তরুণ এরকম মনোভাব প্রকাশ করছে যে তারা ব্রাদারহুড এর বয়স্ক নেতাদের উপর বিরক্ত যারা নিজেদের পজিশন আঁকড়ে ধরে আছে এবং তা ছেড়ে দিতে নারাজ। এই তরুণরা দাবি করছে যে, বৃদ্ধরা অবসরে চলে গিয়ে তরুণদের নেতৃত্বে আসার সুযোগ করে দেয়া উচিত। একথা বলার সময় এই তরুণরা ভুলে যায় যে, যে বৃদ্ধদের প্রতি তাদের এত অপবাদ- সেই বৃদ্ধরাই বর্তমানে স্বৈরাচারের জুলুম নির্যাতনের কাছে মাথানত করতে অস্বীকার করায় জেলে বন্দী। এই বৃদ্ধরা তাদের উপর সমস্ত বিপদ আপদকে সাহসিকতার সাথে সহ্য করে যাচ্ছেন। এই বৃদ্ধদের অবিচল আত্মবিশ্বাস আছে যে, সহসাই তারা সঠিক প্রমাণিত হবেন। এই বৃদ্ধরা জানেন যে তারা যেসমস্ত বিপদের সম্মুখীন হচ্ছেন তা তাদের পূর্ববর্তী যারা ন্যায়, মর্যাদা ও স্বাধীনতার জন্যে সংগ্রাম করেছিলেন তারাও এসব কিছুর সম্মুখীন হয়েছিলেন।

কিছু কিছু সমালোচনাকারীর একটা অভ্যাসে পরিণত হয়েছে এমন লোকদের মৃত মাংস ভক্ষণ (গিবত) করা, যারা হয়তো আর বেঁচে নেই অথবা জেলে বন্দী অথবা নির্বাসনে। এই সমালোচনাকারীরা উক্ত লোকদের তাদের দৃষ্টিতে ভুলভ্রান্তি উল্লেখ করে অনেকটা উল্লাসের সাথে সমালোচনা করে বেড়াচ্ছে। তারা দম্ভোক্তি করে বলে বেড়াচ্ছে যে, প্রেসিডেন্ট মুরসি বা খায়রাত আল শাতেরের জায়গায় তারা থাকলে সবকিছু অনেক ভালোভাবে করতে পারতো। হায়- এই লোকদের সময় ও শক্তি নষ্ট করার কি আজব পন্থা! এদের এসব কাজকর্ম সম্পূর্ণ নিরর্থক।

ব্রাদারহুডের বিভিন্ন সময়ে নেয়া কিছু সিদ্ধান্তের ব্যাপারে বারবার একই অভিযোগ করা হচ্ছে। অথচ কি পরিস্থিতিতে ওই সিদ্ধান্তগুলো নেয়া হয়েছিলো তার সঠিক জ্ঞান সমালোচনাকারীদের জানা নেই। আর যদি ধরেই নিই যে ওই সিদ্ধান্তগুলোর কিছু আসলেই ভুল ছিলো বা সর্বোত্তম ছিলোনা- যা হওয়া স্বাভাবিক- তাহলে তাতেই বা কি এসে যায়? ইজতিহাদের পন্থাই হলো বিদ্যমান পরিস্থিতির প্রয়োাজন অনুসারে নিজস্ব বিশ্লেষণ, সর্বোচ্চ সামর্থ্য ও জ্ঞান অনুযায়ী সিদ্ধান্ত গ্রহণ করা. এভাবে নিজেদের নেয়া সিদ্ধান্ত সঠিকও হতে পারে, আবার ভুলও হতে পারে। ইসলামী শিক্ষা অনুযায়ী সিদ্ধান্ত যাই হোক- ইজতিহাদ করলে চেষ্টা সাধনা করার কারণে সওয়াব হবে- সঠিক হলে দুই সওয়াব, আর ভুল হলে এক সওয়াব।

ব্রাদারহুডের পারফরমেন্স এবং অবদানের ব্যাপারে যারা অসন্তুষ্ট, বিশেষ করে যারা একসময় এর সদস্য ছিলেন কিন্তু এখন এর নেতৃত্বের মুখ দেখাদেখি বন্ধ, তাদের প্রতি আমার আন্তরিক পরামর্শ এই যে, আপনারা (নিজেদের কর্মসূচি নিয়ে) এগিয়ে যান, কারণ ময়দান অনেক বড় ও প্রশস্ত। দোয়া করি যাতে আপনারা সফল হোন. নিজেরা যা সঠিক মনে করেন তা করতে থাকুন, অন্যরা যেখানে ব্যর্থ হয়েছে আপনারা সেখানে সফল হোন।

১৯২৮ সালে প্রতিষ্ঠার পর থেকে অনেকেই এই সংগঠন ছেড়ে স্বেচ্ছায় চলে গেছেন। এটা তেমন বড় কোনো ব্যাপার নয়। যারা ছেড়ে চলে গেছেন তারা বিভিন্নজন বিভিন্ন পথে গেছেন। কেউ কেউ ভালো কিছু করেছেন, কেউ কেউ তেমন ভালো কিছু করতে পারেননি। যারা ভালো কিছু করেছেন তাতে তারা নিজেরাই লাভবান হয়েছেন, আর যারা খারাপ করেছেন তার ফল তাদের উপর। মুসলিম ব্রাদারহুডই কেবল ইসলাম নয়, বা ইসলামের একমাত্র সংগঠন নয়, বরং এটি বৃহত্তর মুসলিম উম্মাহর মাঝে একটি সংগঠন। এর সমস্ত চেষ্টা সাধনা ও কর্মসূচি পরিচালিত হয় এর সদস্যদের সর্বসম্মত কিছু নিয়ম কানুন অনুযায়ী। যারা ছেড়ে চলে যান তারা এতে কোনো পাপ করেন না; তারা স্বেচ্ছায় প্রবেশ করেছিলেন, আবার স্বেচ্ছায় বের হয়ে যাবার স্বাধীনতাও তাদের আছে।

কিন্তু মুসলিম ব্রাদারহুডের দিন শেষ হয়ে গেছে আর তাই নিজেরাই একে ভেঙ্গে দেয়া উচিত- কারো এরকম দাবি করা বৃথা ও অনর্থক। সবকিছুর উপরে কথা হলো- ব্রাদারহুড একটি আদর্শের নাম, আর আদর্শের কোনো মৃত্যু নেই; এটি একটি আশার বাণী, আর আশা আকাক্সক্ষার কোনো শেষক্ষণ নেই; এটি একটি সংস্কার কর্মসূচি, আর সংস্কার হলো ইসলামী বিশ্বাসের মর্মমূলে। তাই, যাদের অনেক তাড়া, যারা হতাশ, বা যারা ফল লাভে মরিয়া, তাদের কে বলবো যে, ব্রাদারহুড কে এত তাড়াতাড়ি অবান্তর মনে করবেন না। যতক্ষণ পর্যন্ত কোনো ব্রাদার্স থাকবে, ততক্ষণ পর্যন্ত ব্রাদারহুড থাকবে। ব্রাদারহুড আবার সেভাবেই পুনরুজ্জীবিত হবে, অতীতে বারবার যেভাবে হয়েছিলো।

আপনাদের মাঝে যারা দীর্ঘকাল বেঁচে থাকবেন তারা দেখতে পাবেন যে কষ্টের পরে আরাম আসবে, বিপদের পরে আসবে শান্তি। আজকের সঙ্কট আগামীদিনের জন্যে সুপ্ত আশীর্বাদ হিসেবে প্রমাণিত হবে ইনশাল্লাহ।
