US' Director National Intelligence Dennis C Blair held a tête-à-tête with Home Minister P Chidambaram and is understood to have discussed issues related to terrorism emanating from Afghanistan-Pakistan region and sharing of intelligence inputs. Nuclear liability bill win-win for US, India: Envoy Roemer
US Ambassador Timothy J. Roemer Wednesday said the civil nuclear liability bill would benefit both the US and India.
'The passing of the bill by Indian parliament would mean a win-win situation for both the countries, generating employment as well as giving India abundant clean energy,' Roemer told reporters at the end of his two-day visit to Uttar Pradesh.
'I am sure it is a very good story for both the countries,' he said.
Skirting a query about the apparent pressure being mounted by US on India to get the bill passed in parliament, Roemer remarked, 'I am hopeful that the bill would be able to meet the August 2010 deadline.'
The bill seeks to provide legal framework for payment of a compensation in the event of an accident at a nuclear installation.
The bill, which was to be tabled in parliament Friday, was deferred after Trinamool Congress chief Mamata Banerjee, a partner in the ruling United Progressive Alliance (UPA), joined the opposition parties against it.
However, the US envoy sought to point out that 'it was because of the benefits accruing from it that different political leaders had stood in support of the bill'.
'It was not only Prime Minister Manmohan Singh, but even former prime minister Atal Bihari Vajpayee who has supported the provisions of the bill. Likewise back in the US, not only President Barrack Obama but even former presidents George W. Bush and Bill Clinton were in favour of the bill.'
Headley, who is a Laskar-e-Toiba (LeT) operative is believed to be behind 26/11 Mumbai terror attacks, is expected to plead guilty in a Chicago court on Thursday, Mar 18.
With India waiting to hear about what happens at the US court, the unexpected meeting between Chidambaram and Roemer has raised a lot of questions.
Roemer has reportedly reitariated US' committment to cooperate with India on all issues pertaining to terrorism.
US' Director National Intelligence Dennis C Blair also met Union Home Minister.
The National Investigation Agency (NIA) is expected to file additional charges in the Mumbai terror attack case if Headley pleads guilty.
Pakistan seeks a long-term strategic partnership with the US, Foreign Minister Shah Mehmood Qureshi said Thursday conceding that differences still exist between the two countries but it is now Washington's turn to 'do more'.
'Pakistan wants a long-term strategic partnership based on mutual trust, respect and shared values,' he told reporters here ahead of the Pakistan-US strategic dialogue in Washington March 24.
'Unfortunately, past engagements were not successful but an entirely new framework is now in place in Pakistan.
'We have told the US that it is the time to take practical steps. The entire Pakistani nation has made a number of sacrifices (in the global war on terror) and it is time for the US to do more,' Qureshi added.He said Pakistan would propose an annual foreign ministers' engagement and 10-track calendar-based sectoral engagements.
'Through these engagements, we want to lay down the foundation of a deeper and mutually beneficial partnership,' Qureshi maintained.

Lucknow, Mar 17 (PTI) Brushing aside suggestions that his country was soft towards Pakistan, US Ambassdor to India Timothy J Roemer today said Washington had been repeatedly telling Islamabad to take firm action against terror groups operating from its soil.
In fact, Pakistan had started taking effective action against Taliban and Lashkar groups in Waziristan and other places, he told a media round table here.
The US envoy, on a two-day visit to Uttar Pradesh, was responding to a question whether the US was soft on Pakistan, perceived to be the breeding ground of several terror outfits.
Roemer lauded India's efforts in fighting the terror menace and heaped praise on Union Home Minister P Chidambaram for taking steps in this regard.
The US and India would work more closely in fighting terrorism which needed to be crushed with an iron hand, he said.

Meanwhile,the United States says engaged as it is in a common struggle with Pakistan and India against terrorism, it's encouraging all round cooperation through strategic dialogues with the two South Asian neighbours.
'We have a very rich, strategic dialogue with India,' State Department Spokesman Mark Toner told reporters Wednesday when asked about what the visiting Indian Foreign Secretary Nirupama Rao discussed with Secretary of State Hillary Clinton and her counterpart Undersecretary of State Bill Burns Tuesday.
The official, however, could not say what specific issues were discussed between Rao, Clinton and Burns. When reminded that before coming to the State Department, Rao had delivered a blunt warning to Pakistan to stop terrorism targeted against India, Toner again didn't have a specific readout.
'I can certainly imagine that they did talk about dialogue between Pakistan and India, and better cooperation,' he said. 'And of course we're encouraging cooperation on all levels. And we're engaged in strategic dialogues to that end.'
Asked why Assistant Secretary of State for South Asia Robert Blake was visiting Pakistan and Afghanistan along with India when Af-Pak region was the domain of US special envoy for Pakistan and Afghanistan, Richard Holbrooke, the official said they had different roles.
Being the special envoy Holbrooke had visited the region eight, nine times as 'that's proper and right that he would do so,' Toner said. 'But that said, Assistant Secretary Blake is obviously engaged in that issue as well.'
'Blake, I think, is just also trying to get a sense of what's going on on the ground so he can be better informed in his role.'
Ambassador Roemer hopeful of Parliament's nod on N-liability Bill
United States Ambassador to India Timothy J Roemer on Monday expressed hope that the Nuclear Liability Bill would help strengthen trust between the two countries."Now we are hopeful and optimistic that this (passing of Nuclear liability bill) will happen sooner than later and that India will step up to its responsibility and obligation to complete this deal so that we can continue to not only to broaden our trust and our confidence," Ambassador Roemer said.
"This (Indo-US nuclear agreement) is an important deal that the United States and India need to be able to finish and complete and part of this completion is for the parliament to pass this Bill, " he added.
On Monday, the Union Government deferred the tabling of the Civil Liability for Nuclear Damage Bill in the Lok Sabha following protests by the Opposition parties.
Further, Ambassador Roemer lauded Prime Minister Manmohan Singh's commitment towards the deal and noted that both India and the USA share the same vision.
"We respect and we expect the process here in India, the legislative process. We highly respect Manmohan Singh's leadership. He is committed through the Republican dministration, Bush's administration to get this done, Democratic administration with President Obama to get this done," Ambassador Roemer said
"We have a very good relations with the Parliament and the beauty of this partnerships has been that Democrats and Republicans, BJP members and Congress members, Mr. Vajpayee and now Mr. Singh, have all supported this deal and so we are hopeful with that broad support and the critical need that Indians want electricity and want this plan to go up so that the rural communities can get light and their children can read at night. That is a shared vision of both our countries," he added.
For the UPA led Government, the Nuclear Liability Bill is vital for the implementation of the Indo-US civilian nuclear deal. It is keen to have this cleared before Prime Minister Manmohan Singh visits the United States in April.
The Bill pegs the maximum amount of liability in case of each nuclear accident at three billion rupees (66,021,128 US dollars) to be paid by the operator of the nuclear plant.
However, the draft bill also has provisions that would enable the government to increase or decrease the amount of liability of any operator.
The Gorkhaland issue could have been resolved, at least for the time being, on December 21 itself had the Centre not promised in haste statehood to Telangana, information collected by The Telegraph suggests:

Darjeeling, March 16: The Gorkhaland issue could have been resolved, at least for the time being, on December 21 itself had the Centre not promised in haste statehood to Telangana, information collected by The Telegraph suggests.
It was generally believed that the Telangana decision had breathed fresh life into the Gorkhaland campaign. But it was not known till now how Delhi's decision had an immediate and direct impact on Bengal and how close the three sides had been to a breakthrough.
All parties concerned — the Gorkha Janmukti Morcha, the Bengal government and the Centre — had more or less accepted a central draft "formula" that was disclosed by the hill outfit yesterday, state government sources said today.
The draft, which mooted an authority with greater autonomy and under the direct control of the governor, was "informally" circulated among the three parties two weeks before tripartite talks were held on December 21 in Darjeeling.
However, on December 9 — a few days after the draft was given out — the Centre muddled the situation by promising to initiate the process to form a Telangana state. Till today, it has not been conclusively established what prompted Union minister P. Chidambaram — many see the hand of the Congress leadership — to make such an announcement.
The stunning announcement not only ignited a backlash in Andhra but also made it untenable for the Morcha to agree to anything less than full statehood, the sources said. Till then, the three parties discussing the Gorkhaland issue had managed to arrive at a tentative agreement that the draft would be tabled at the December 21 talks and then discussed to iron out the finer points.
"In general, the central government's draft proposal had been agreed to by all the parties concerned," an official said. "It had, in principle, been accepted. But, of course, there was room for bargaining by all sides concerned."
However, Chidambaram's announcement on December 9 forced the Morcha to raise the stakes and stick to its demand for a separate state.
The only clause the state government was in disagreement with was the last one, which stated "Gorkhaland Personnel would be considered for recruitment in the police, army and the paramilitary forces".
The sources said even this clause was subject to discussion and the state government was willing to go ahead with the Centre's proposal as it would bring peace and stability to the hills.
"It was almost as though the entire deal with the Morcha had been sealed," an official said. "But suddenly came the Telangana statehood announcement and it got the back of the Morcha up and it hiked its stakes, thinking that a Gorkhaland state could actually become a reality."
This prompted the Morcha to prevent Union home secretary G.K. Pillai from tabling the Centre's proposal at the December 21 tripartite talks.
"Suddenly, the Morcha's mood seemed to have totally changed," an official present at the talks said. "It was a deal we had all thought was virtually signed and sealed. But the prospect of statehood had become so real for the Morcha that it would not hear any more of the deal that had, for all practical purposes, been struck with the Centre. Now it is back to the drawing board."
After this, the Morcha drew up its "secret proposal", virtually proposing a state within a state. State government officials said the Morcha's virtual statehood proposal was unacceptable.
The state government, sources said, is hoping that during the March 18 talks in Delhi, the Centre will impress upon the Morcha that the Telangana state will not easily happen and will try to revive the December proposal.

India rules out surgical strike on terror camps in Pak
India on Thursday ruled out the possibility of any surgical strike on terror camps inside Pakistan, but asserted that adequate measures would be taken to ensure its interests are protected.
"No, no," Minister of State for Defence M M Pallam Raju, said when asked about the possibility of surgical strikes on terror camps inside the neighbouring country.
He told reporters here, "We will take adequate measures to see to it that our nation is safe, our citizens are safe, and our interests are safeguarded."
While expressing hope that Pakistan will act against terror camps operating from its soil, he said India will also ensure that its interests are protected and the nation is secure.
"The first responsibility is towards ensuring adequate security towards which we are leaving no stone unturned. Beyond that whatever information we have about these camps, we have brought it to the notice of our neighbour and we hope they will take action on that," he said on the sidelines of a seminar at the Institute of Defence Studies and Analyses here.
"It is a stated policy that they (Pakistan) will do infiltration in Jammu and Kashmir. Across the borders, we are taking adequate safety measures and we are continuing to talk to that government. I am sure there will be results at the end of the day," he said.
Defence Minister A K Antony had yesterday said there were 42 terror camps inside Pakistan and that the neighbour had not done enough yet to dismantle the terror infrastructure.
On the gaps in the Army's anti-tank missile systems, Raju said the Defence Ministry would provide whatever capability the Services needed within the time frame that they sought.
"The entire endeavour of the Ministry is to supply the capability that the Services want within the time frame that they seek," he said.
Asked if the Defence Ministry would do away with the system of 'Sahayaks (batman)' for Army officers as strongly recommended by a Parliamentary committee, Raju said it was for the concerned Service to examine it, just like the Air Force and the Navy have acted on it.
"It is for the Army to look into it and see what is appropriate," he added.
FIR lodged concerning bee incident at Mayawati's rally
An FIR has been lodged by the police into the incident in which a swarm of bees invaded the venue of BSP maharally in Lucknow on Monday, police said on Thursday.
"The FIR was lodged against unidentified persons last night by a sub-inspector of police at Ashiyana police station under various sections of IPC relating to lighting fire to cause damage," they said.
A swarm of bees had appeared over Ramabai Ambedkar ground during BSP's maharally when Chief Minister Mayawati was addressing party workers.
After the incident, the BSP alleged that appearance of the bees at the rally ground was a conspiracy hatched by the opponents of the ruling party following which the state government ordered an inquiry.
The inquiry is being carried out by Lucknow Deputy Inspector General of Police Rajiv Krishna.
Preliminary inquiry has indicated that some persons intentionally lit fire to cause a smoke and disturb the bees at nearby Ambedkar University to spoil the rally, officials said.
According to experts, the bees that swarmed the rally ground were bigger in size, normally found in forest areas.
Addressing party workers, Mayawati had said on Wednesday it was a conspiracy to create a stampede at the ground and make the rally a flop.
In a show of defiance ignoring all criticism, BSP chief and Uttar Pradesh Chief Minister Mayawati on Wednesday got herself garlanded with currency notes said to be of the value of Rs 18 lakh.
The garland comprising notes of various denominations was put around her neck at a meeting of party leaders despite an opposition outcry over her being presented a similar garland of value estimated between Rs 21 lakh and Rs 5 crore at a massive rally in Lucknow on Monday.
"Wherever she goes, she will henceforth be greeted with garland of notes and not with garland of flowers," state PWD Minister Naseemuddin Siddiqui told reporters after the meeting.
The Bahujan Samaj Party supremo has came under sharp attack inside and outside Parliament after she got the "multi crore" currency garland comprising notes of Rs 1000.
The IT department has decided to investigate the source of the money for the garland presented to her at the 'Maha' rally.
The Congress, BJP and Samajwadi Party have also demanded a CBI probe.
Siddiqui had yesterday rejected speculation that the value of notes in the garland ran into crores of rupees, saying that the money totalled only Rs 21 lakh.
"We today presented another garland of Rs 18 lakh to the party supremo (Mayawati) collected by party units in all 18 divisions in the state," Siddiqui, who is also the BSP National General Secretary, said.
"In future, where ever her programmes are held, we will welcome her with currency notes, but the final decision rest on the party supremo," he said.
Siddiqui alleged that the opposition parties attempted to foil the party's Lucknow rally organised on the occasion of party's silver jubilee and also its founder Kanshiram's birth anniversary.
"When they (opposition) were left with no other issue, they then unnecessarily raked up the garland issue," he alleged.
"The Opposition's cheap attempt has resulted in resentment among party workers," he said.
Siddiqui said that to give a reply to the opposition parties, party workers from all divisions in the state decided to present another garland to Mayawati.
Headley set to plead guilty to escape death penalty
Pakistani-American David Coleman Headley, charged with conspiring in the Mumbai terror attacks, is set to plead guilty before a US court in an apparent bid to bargain for a lighter sentence and escape death penalty.
49-year-old Headley, who was arrested by the FBI in October last year, has moved a plea bargain at a court here which will come up for hearing late tonight before US District Judge Harry Leinenweber.
Headley, an LeT operative who had pleaded not guilty to the 12-count superseding indictment filed against him on January 14, had yesterday moved for a "change of plea".
A Chicago resident, Headley faces six counts of conspiracy involving bombing public places in India, murdering and maiming persons in India and providing material support to foreign terrorist plots and LeT; and six counts of aiding and abetting the murder of US citizens in India.
He is also charged with plotting attacks against a Danish newspaper which published a cartoon of Prophet Mohammad.
Indian security establishment feel if Headley is awarded lesser sentence, it would lend credence to suspicions that he may have been a double agent, working for both American agencies and LeT.
Indian officials, who have been watching the progress in the case at Chicago, is somewhat worried about reports emanating from there that Headley would be pleading guilty in an attempt to get a lighter sentence.
As Headley prepared to change his plea to guilty, media here said he may be bargaining for life in prison.
"...with prosecutors having the cooperation of a man inside the conspiracy that allegedly carried out the 2008 terrorist attack in Mumbai," a Chicago Public Radio report said.
"These co-conspirators do not tape record what they are doing internally so there is no real way to find out what happened inside these secretive associations unless you get somebody who is inside to cooperate with you," it said.
ABC7News termed it as a "triumph for federal terrorism prosecutors".
"In a triumph for federal terrorism prosecutors in Chicago, accused Mumbai attack planner David Coleman Headley will plead guilty. The change of plea comes five months after Headley, an American-Islamic fundamentalist, was arrested at his Chicago home by the FBI," it said in a report.
The report further said the guilty plea "comes as a blow to the defense of accused co-conspirator Tahawwur Hussain Rana", who was arrested and charged a few weeks after Headley.
"Their alleged partnership is odd and was born out of Muslim extremism," it added.
The 'Chicago SunTimes' said some of Headley's cooperation laid the groundwork for an indictment against Pakistani-Canadian Rana, who ran an immigration business in the city that was used as a cover for Headley's trips to India.
If convicted, Headley faces maximum death penalty.
John Theis, Headley's lawyer, said his client will plead guilty, but declined to comment on whether he would do so to all the charges against him.
The American terror suspect had got away with a lesser sentence after he was arrested in 1998 for smuggling heroin into the US from Pakistan as he cooperated with the investigation in the case.
He was sentenced to less than two years in prison and thereafter went to Pakistan to conduct undercover surveillance operations for the Drug Enforcement Administration.
Let women's bill be passed, Pawar tells opposing parties
Parties pressing for representation for minorities and other backward classes (OBCs) should let the women's reservation bill be passed in the Lok Sabha, NCP chief Sharad Pawar said Thursday and suggested that other quotas could be 'discussed later'.
The Nationalist Congress Party president and agriculture minister, who had earlier suggested women's quota be reduced from 33 percent to 20-21 percent to help arrive at a consensus, said he had discussed the contentious bill with his 'friends' opposing the bill.
Their complaint was that there was no reservation for minorities or OBCs, he told reporters on the sidelines of a function.
'First, let the bill be passed with 33 percent quota for women,' Pawar said and added that the question of other quotas could be discussed later.
According to the minister, the bill should be passed in Lok Sabha as it was passed by the Rajya Sabha.
The Rajya Sabha had March 9 passed the historic bill giving one-third representation to women in the Lok Sabha and state legislatures.
He had said at an NCP rally in Karla near Pune last week that he had told Samajwadi Party chief Mulayam Singh Yadav, Rashtriya Janata Dal's Lalu Prasad and Janata Dal-United's Sharad Yadav not to stall the passage of the bill in the Lok Sabha as their views on quotas for OBCs and minorities could be considered.
The Congress had rejected Pawar's suggestions that quotas be reduced to aid consensus.
Kerala panel wants Coca Cola to pay for water damage
Beverage giant Coca Cola's bottling plant in Perumatty in Palakkad district has led to depletion of water resources, a Kerala assembly panel said Thursday and recommended that the multinational company pay compensation to the villagers.
Addressing reporters at the assembly complex, V. Surendran Pillai, chairman of the assembly's Petitions Committee, said the committee members visited Perumatty and found that the bottling plant has led to a decline in the water table. The plant was shut down in 2004 following sustained campaign by the villagers.
'We have recommended that in Palakkad district authorities should carefully look into proposals whenever licences are given to any new industry that uses water as a raw material. The government should come out with an industrial irrigation project for the benefit of the existing commercial industries. Moreover, we have asked for a speedy completion of a drinking water scheme at the Perumatty village council,' said Pillai.
The Coca Cola plant at Plachimada in Perumatty was set up in 1999. The sanction for the company to begin operations was given by the then Left Front government led by E.K. Nayanar.
The assembly committee report comes at a time when an expert panel headed by Additional Chief Secretary K. Jayakumar, constituted to assess the damages caused to the environment at Perumatty due to the bottling plant, is expected to submit its report any time now.
'We understand that the expert panel report is going to be submitted any time. We expect the government to do the needful once that report is submitted,' added Pillai.
The expert panel visited the surrounding areas of the plant on four occasions and held detailed talks with the villagers, but the soft drink giant did not accept the decision to form the expert panel and failed to appear before the panel.
