Modification of Police Modernisation Scheme for Union Territories
New Delhi: March 25, 2010

The Union Cabinet today approved  a proposal of the Ministry of Home
Affairs for modification and extension of Police Modernisation Scheme
for Union Territories.

The Police Modernisation Scheme for Union Territories was initiated in
2006 with a provision of Rs.884 crore in respect of the  all UTs
including Delhi Police for five years from 2006-07 to 2010-11.  This
has been extended for two more years viz. upto 2012-13 to give
sufficient time to UTs to utilize the entire amount allocated under
the Scheme.  In addition, the Scheme has been improvised by making it
more flexible.

A total amount of Rs.413.09 crore stands released  as on 26.02.2010 to
the UTs under the Scheme since financial year  (FY) 2006-07.  It is
estimated that an amount of Rs.176.80 crore is likely to be made
available to the UTs during FY 2010-11. An amount of Rs.281.65 crore
is likely to be available  at the end of 2010-11 which will be pooled
and distributed to the UTs on pro-rata basis during FY 2011-12 and FY
2012-13 to help UTs to utilise these funds efficiently and
effectively.

Ministry of Science & Technology
Establishment of Indo-German Science and Technology Centre (IGSTC) in India
New Delhi: March 25, 2010

The Union Cabinet today approved the establishment of Indo-German
Science and Technology Centre (IGSTC) in India with matching
contribution as per Expenditure Finance Committee (EFC) approval of 2
million Euro (approximately Rs.13 crore at current exchange rates) per
year for next five years.  The Centre would be registered as a
"Society" under the relevant Act.

The Indo-German Science and Technology Centre shall play a proactive
role in facilitating participation of industry in joint R&D projects;
provide/assist in mobilizing resources to carry out industrial R&D
projects.  The Centre shall facilitate and promote Indo-German
bilateral collaborations in basic and applied science, research and
technology through substantive interaction among Government, academia
and industry.  The Centre shall also encourage public private
partnerships (PPP) to foster elements of innovation and application
and cultivate a culture of cooperation between science and industry.

The total expenditure for the proposal is approximately Rs.65 crore
for next five years w.e.f. 2010.  This is the matching contribution
equivalent to 2 million Euro per year from German Government side.

BACKGROUND

The Hon'ble Prime Minister of India visited Germany in April, 2006 on
the occasion of Hannover Trade Fair, where India was the partner
country.  Both Heads of the Governments (Prime Minister and German
Chancellor) issued a joint statement stating that both sides (India
and Germany) would work together to set up Indo-German S&T Centre in
India to facilitate research and industry collaboration to develop new
technologies and commercialize it for overall economic and societal
development of both countries.

Guidelines on Corporate Governance for Central Public Sector Enterprises (CPSEs)
New Delhi: March 25, 2010

The Union Cabinet today approved the continuation of Guidelines on
Corporate governance for Central Public Sector Enterprises (CPSEs) on
mandatory basis.

The Guidelines have now been made mandatory and are applicable to all
CPSEs.  The guidelines cover issues like composition of Board of
CPSEs, Audit Committee, Subsidiary companies, Disclosures, Code of
conduct and ethics, risk management and reporting.

The Guidelines have been modified and improved keeping in view the
experience gained during the experimental phase of one year and
includes additional provisions relating to monitoring the compliance
of Guidelines by the CPSEs and formation of Remuneration Committee.
Since, the concept of corporate governance is dynamic in nature, it
has also been provided that suitable modifications in these Guidelines
would be carried out to bring them in line with prevailing laws,
regulations, acts etc. from time to time.

The continued implementation of these guidelines on Corporate
Governance for CPSEs will facilitate protection of interest of
shareholders and other stakeholders and also ensure transparency in
the operations of CPSEs.

BACKGROUND

The Government had in June, 2007 introduced the guidelines on
Corporate governance for CPSEs, which were voluntary in nature, for an
experimental phase of one year.

It was felt that while the principles of corporate governance apply
equally to both the public and private sector, there was a continued
need to adopt and apply the good Corporate Governance practices in
respect of CPSEs where huge public funds are invested.  The continued
need for adoption of good Corporate Governance principles has been
reinforced in the light of recent events in the corporate world.
Thus, after due inter-ministerial consultations, the proposal for
introduction of Guidelines on Corporate governance for CPSEs on
mandatory basis was approved.
