In the same breath, he said his offer of talks was still open. When told that writer Arundhati Roy has refused to act as mediator, Kishanji said: "We proposed her name because she is aware of tribal problems and the exploitation of tribals by the state. It is her choice. We are ready to sit for talks on our own."
He refused to say whether he is prepared to go to Writers' or Delhi when called for talks. "Why should we have to go to the palace for talks all the time, like men used to do during the monarchy? The present situation is worse than a monarchy," Kishanji said.
He came down heavily on governor M K Narayanan for "highlighting Maoist killings only". "Why are we being singled out? If killings is the issue then CPM should be banned first. As many as 30,000 opposition activists were killed during the 30-year Left rule. Why is governor referring to only 169 killed by Maoists. Congress has published a document saying 8,000 of their men have been killed during Left rule," he said.

The government has a gross borrowing target of Rs 4.57 trillion in 2010-11 as against Rs 4.51 trillion in the current fiscal. Out of this, the net borrowing for the next fiscal is estimated to be around Rs 3.45 trillion.
Gokarn said the economic recovery is becoming stable and broad-based. This, coupled with comfortable global liquidity conditions, will help the central bank manage the government borrowings smoothly.
"We do expect credit demand to accelerate because the recovery is clearly starting to show some stability and is becoming broad-based. We have to match this against the overall growth in deposits, which is one source of funding for borrowing requirements," Gokarn said.
The turnaround, to a large extent, is attributed to buying by foreign funds which pumped in nearly $21.3 billion into the stock market through direct secondary market buying, IPOs, QIPs and other routes. Domestic institutions, however, have taken out funds from the market, worth about Rs 5,400 crore. The latest Budget, presented on February 26 this year, has provided further impetus to long-term FIIs to buy in the Indian market, institutional dealers said.
The extreme pessimism a year earlier made way for hope when Manmohan Singh swept to power, about two-and-half months after the early March low last year. For the first time ever, on May 18, 2009, markets were closed for the day after just two minutes of trading as sensex hit the second upper circuit to end with a gain of 2,100 points.
With Pranab Mukherjee back at the helm in North Block, markets rose further on hopes of better management of economy by a group of highly qualified minds that included Montek Singh, C Rangarajan and D Subba Rao. Since Mukherjee's Budget in July 2009, sensex has gained 21.4%. In between, it had also scaled a new year high of 17,790 on January 6 this year. The 'work monitor' survey shows the extent to which employees are thinking of changing their jobs in the short-term compared with other countries in the world.
"India's mobility index is 140-- the highest in the world-- followed by Mexico, China and Turkey. This index shows that Indians are most open about shifting their jobs in the next six months," the survey said.
The lowest employee mobility is seen in Luxembourg, Italy and Hungary.
"We hope the report contributes to enhance understanding of employee sentiments for organisations in India. In addition, this survey over a period of time will guide employers to direct their efforts to align workforce and raise engagement levels to optimise profitability," Ma Foi Randstad managing director K Pandiarajan said.
The survey revealed that 80 per cent of the employees in India are open for a different job.
Moreover, employees in the salary bracket of Rs 5-10 lakh are the least mobile in India, while in the US the professionals in junior to mid career (USD 45,000-50,000 salary brackets) levels are the most mobile.
No plan to kill Buddha in 2008: Deepak
"If we had the intention to kill Bhattacharjee we could have killed him. We could have used a directional mine to snap the high tension line to fall on his convoy," top Maoist leader Venkateshwar Reddy alias Telugu Dipak, who was arrested on March 2 by the state CID, had told interrogators.
A landmine exploded on the convoy of Chief Minister and two union ministers Paswan and Jitin Prasada at Salboni in West Midnapore district on November 2, 2008.
"We wanted to police to make a mistake and crack down on the tribals, which they did. We were successful in capitalising on it to create a base for ourselves. The attack on the chief minister's convoy was a milestone in the Maoist movement in West Bengal."
The CID officer, who interrogated the Maoist leader, said that the Lalgarh movement by tribals which started with the blast became an issue nationwide and compelled the the central government to rethink about Maoists.
Dipak, who is an explosive expert, had also confessed that he had learnt to make landmines from a faction of LTTE in Tamil Nadu. Between 1987 and 1995, Dipak was sent to Tamil Nadu by the Maoist top brass for political grooming, the officer said. He stayed in Tamil Nadu for two years and came in touch with the LTTE group which was active in that region at that time and learnt the nitty-gritties of making landmines, he said.
Later Dipak developed the lethal directional landmine. A close aide of Maoist Politburo member Kishanji alias Koteswar Rao, Dipak is a member of the State Military Commission, West Bengal chapter, and in-charge of the armed operations in Orissa, Bihar and Jharkhand.
IPL 3 seeks to rediscover season 1 magic

First phase of Operation Green Hunt begins
These CPMF commandos have initiated search operations in coordination with the local security forces in their respective areas, sources in Gadchiroli police have said. The 1,800 CPMF commandos arrived in Gadchiroli on Wednesday last and were subsequently positioned in places identified for their deployment. "The Operation Green Hunt will be quite opposite to the one carried out in Lalgarh, West Bengal. The forces will penetrate Naxaldominated areas, clear and sanitise the locations and hold the territory so that other government agencies could move in to initiate developmental work.
The operations are expected to last around two years, an ample time frame for winning the hearts and minds of local people through developmental activities," claimed police sources. A CPMF company each has been positioned at 18 bases in the core jungle areas, and they have initiated anti-Naxal search operations in coordination with special action group (SAG) and anti-Naxal special action squads (C-60) of the state security agency.
The companies of Commando Battalion for Resolute Action (CoBRA), specially trained in jungle warfare, are also likely to move into the district in the later stages of the operation. The deployment of helicopters for transportation and rescue operations of troops is also in the offing, sources claimed.
The Naxal movement in Gadchiroli had taken root in 1980 and so far 276 civilians have been killed by Naxalites. As many as 138 cops have laid down their lives while 108 Naxals have been killed in encounters till now. In 2009 alone, 51 cops have been killed in four separate ambushes. Finally, it appears that the time has come for the security forces to launch an assault on the Maoist rebels.
Special Move Against Naxals - Operation Green Hunt And Godawari
The preparations to start operation green-hunt and operation Godawari against the naxals is being taken up on war-footing level. Under it the construction agencies engaged in naxal affected areas of Bastar have been ordered confidentially to bind-up their works and have also been instructed to bring away their staff, machines and apparatus from the sensitive areas within scheduled time frame. The police head quarters have directed the S. P.'s of all the affected districts to conduct surveys of their areas. The villagers of sensitive villages are being shifted to secured places. The shifting of 39 persons belonging to 7 families of village Kosaronda in Bhanupratappur area of Kanker district to Bhanupratappur under strict security of police can be stated as initial state towards vacating the sensitive villages.
All the five S. P.'s of Bastar, have started functioning in accordance to the directives of the PHQ given on 12th June. However, the police is observing dense secrecacy about the steps being taken to facilitate the both the special anti-naxal operations. It is believed that these operations will be operative jointly by the C. G. and Orissa states. Over 4000 BSF, CRPF, COBRA, COMMANDO BATTALION and CAF cops have reached to the sensitive areas to handle the operation and operations are expected to take place after the rainy season is over.

Indian security forces have intensified their operations against Maoist rebels, officials say. Thousands of forces have joined those already operating in jungle areas of three eastern states where the rebels have a formidable presence. A major security offensive - Operation Green Hunt - to flush out the rebels is under way in several states. More than 6,000 people have died during the rebels' 20-year fight for communist rule in many Indian states. The rebels have a presence in about a third of India's 600-odd districts. Prime Minister Manmohan Singh has described the Maoist insurgency as India's "greatest internal security challenge". The newly-arrived federal forces are now moving into the jungles of West Bengal, Orissa and Jharkhand states that may house a number of rebel hideouts. West Bengal police chief Bhupinder Singh said 6,000 new forces had arrived in the state's Purulia and West Midnapore districts, which have seen rebel violence. In neighbouring Jharkhand state, police chief Neyaz Ahmed said that federal forces along with local armed police had begun attacking rebels hideouts in the jungles. "We have seized a lot of explosives and destroyed a few rebel camps," he said. With the chance of peaceful negotiations with the government fading, the Maoist military wing chief Koteswara Rao has threatened to attack targets in cities across Bengal and Orissa. But Mr Rao said his offer of a 72-day ceasefire with government forces still stands. He has also named three "intellectuals" to mediate between the government and the rebels. The government has not reacted to the latest demand of the rebels, and called some of their demands "bizarre". |

Posted: Mar 11, 2010 at 0920 hrs ISTNew York Mexican billionaire Carlos Slim has emerged as the richest person in the world with USD 53.5 billion in assets, while Indian industrialist Mukesh Ambani ranks fourth with USD 29 billion in the US magazine Forbes annual list of world's top billionaires.
Slim is followed by William Gates III (popularly known as Bill Gates) with a net worth of USD 53 billion and Warren Buffet at the third spot with assets worth USD 47 billion.
NRI billionaire Lakshmi Mittal with a net worth of USD 28.7 billion ranks fifth while Mukesh's younger brother Anil Ambani is at the 36th spot with USD 13.7 billion.
There are 1,011 billionaires in the world now, up from 793 a year ago.
Gates has held the top spot for 14 of the past 15 years in the past. "The Microsoft founder is now worth USD 53 billion, up USD 13 billion from a year ago," Forbes said.
There are just two Indians in the list of top 10 richest persons across the world.
The only woman to be on the top ten list, at number ten, is German entrepreneur Karl Albrecht, who founded the Aldi supermarkets and has a net worth of USD 23. 5 billion.
The United States has 403 billionaires - the most in the world followed by China that beat out Russia to grab the second spot.
Although China has larger number of billionaires than India, ten of Asia's top 25 are Indian while China has one.
Hong Kong and Japan each have five and China has one in Asia's top 25.
New York has more billionaires than any other city.
The youngest billionaire who has a net worth of four billion dollars is 25-year-old Mark Zuckerberg who created Facebook.
The list of Indian billionaires include Mukesh Ambani and L N Mittal in the top two along with Azim Premji ( USD 17 billion), Anil Ambani (USD 13.7 billion), Shashi and Ravi Ruia (USD 13 billion), Savitri Jindal (USD 12.2 billion), Kushal Pal Singh (USD 9 billion), Kumar Birla (USD 7.9 billion), Sunni Mittal (USD 7.8 billion) and Anil Agarwal (USD 6.4 billion dollars).

Operation Green Hunt
Indian government paramilitary officers are gearing up for a major operation to clear and hold areas with 70 thousand troops. In follow on operations, they hope to build economic capacity and bring the people of the region on line into the global system.
Unfortunately, this Lord of the Rings strategy (a major and epic battle to end conflict), does not address the core problems that the Naxals exploit. In fact, the casualties that a military offensive will generate will actually just exacerbate the situation.
The correct way to compete with the keystone Naxal platform (the set of violent services that enable and drive the black market in affected areas) is not escalation but rather to focus on mitigation by participating and shifting the black market.

Gandhinagar/New Delhi: The 2002 Gujarat riots returned to haunt Chief Minister Narendra Modi Thursday when a Supreme Court-appointed investigation team summoned him for questioning March 21 over his alleged complicity in the anti-Muslim violence that rocked the state, particularly in the death of Congress's former MP Ehsan Jaffri.
The Congress said it would be "appropriate that he (Modi) should step down before appearing before the SIT."
According to Special Investigation Team (SIT) chief R.K. Raghavan, Modi was being summoned following a Supreme Court order of April 27 last year on a petition of Ehsan Jaffri's widow Zakia. Jaffri was killed during the rioting at Gulbarg society in Ahmedabad.
Zakia's petition related to the "wider conspiracy" surrounding the 2002 communal riots and named Narendra Modi. The petition was referred by the Supreme Court bench to the SIT with directions to look into it.
Reacting to the development, the Modi government said that the chief minister is ready to help the process of law.
Modi conspired, says petition
In her petition, Zakia says Modi, along with other ministers in his government, conspired to "allow the massacre of Muslims". She has alleged that the chief minister and his colleagues instructed policemen and bureaucrats not to respond to pleas for help from Muslims being attacked during the riots.
Raghavan said the chief minister has been summoned to ask him some questions. "A number of witnesses have been questioned, and we would want him to give his side of the story," he added.
Report by early next month
After the questioning of Modi, the SIT is expected to submit its report to the Supreme Court by the end of next month.
Zakia has named Modi and 62 others in her complaint. Over 1,000 people had perished in the state-wide communal riots that followed the Godhra train carnage on Feb 27, 2002.
The Supreme Court bench of Justice Arijit Pasayat and Justice A.K. Ganguly had directed the SIT to submit a report within three months after inquiring into Zakia's complaint. Jaffri's widow had first made the complaint against Modi in June 2006, on which the state government refused to register an FIR.
Modi must step down: Cong
The SIT summons led the Congress to demand that Modi should step down as the chief minister.
Congress spokesman Manish Tewari said in New Delhi: "What has happened today should have actually happened many, many years ago. A chief minister of Gujarat and his government presided over the worst massacre of minorities that independent India has witnessed in the last 62 years."
"It is perhaps for the first time that a sitting chief minister has been summoned to appear before a SIT on mass murder. It would be appropriate that he should step down before appearing before the SIT."
But Tewari quickly added that "it would be too much to expect" from Modi to do so.
