As regards the complaints received from the State, a total of 390
complaints regarding irregularities in the implementation of Mahatma
Gandhi NREGA in Uttar Pradesh have so far been received in the
Ministry.  All cases when brought to the notice of the Ministry are
sent to the concerned State Government for investigation of the matter
and taking action in accordance with the provisions of the Act.  In
addition, National Level Monitors (NLMs) are also deputed by the
Ministry to enquire into the specific complaints. Action has been
completed in 239 complaints and remaining 151 complaints are pending
with the State Government.

More than 5,400 km Rural Road connectivity has been achieved in
Karnataka under Pradhan Mantri Gram Sadak Yojana (PMGSY)  over the
past three years.  This  information was given by Shri Pradeep Jain
'Aditya'  Minister of State in the Ministry of Rural Development  in a
written reply in Rajya Sabha.

Year-wise road length constructed and expenditure incurred under
Pradhan Mantri Gram Sadak Yojana (PMGSY) in the state of Karnataka
during the three years is as under :

PMGSY in Rajasthan

           More that 26,400 km of Rural Road Connectivitiy has been
achieved in Rajasthan ove the past 3 years under PMGSY.  This
information was given by Shri Pradeep Jain 'Aditya'  Minister of State
in the Ministry of Rural Development  in a written reply in Rajya
Sabha.

The length of roads constructed under Pradhan Mantri Gram Sadak Yojana
(PMGSY) during last 3 years in Rajasthan is as follows:

           Under PMGSY, rural roads projects are implemented by the
agencies of the State Government.

Contracts under PMGSY are fixed price contracts and hence escalation
in cost of input materials does not affect the contract value.  The
Ministry, however, permits States on case to case basis to revise the
estimated cost of projects in order to accommodate increae in the
prices of steel, cement and bitumen up to 75 days from the date of
clearance issued by the Ministry.  The revision is allowed only for
the projects which have not been awarded.

SGSY in Andhra Pradesh

under Swarnajayanti Gram Swarojgar Yojana (SGSY) have been received

Additional Central Assistance for Accelerated Programme of Restoration
and Regeneration of Forest Cover
New Delhi: March 3, 2010.

There are various schemes of the Union Government for maintaining,
preserving and expanding forest cover in the country. The government
is also  considering  to grant incentives to the States in this
regard. The details of the major schemes being implemented by the
Ministry of Environment and Forests for maintaining, preserving and
expanding forest cover of the country are:

the scheme is the extent of forest cover in the States/UTs.
Maintenance and expansion of forest cover would inter alia enhance
ground water recharge and agricultural productivity on the downstream
side, which will be beneficial to the local Government.

Death of birds due to wide-spread hailstorm
New Delhi: March 3, 2010.

There is  no increase in death of birds, including Peacocks, has been
reported in the country, including Assam. The main reason for increase
in mortality of birds during 2009-2010 was due to wide-spread
hailstorm in   Uttar Pradesh . The details of last three years  are
given below:

The important steps taken to protect the birds include rare and
endangered birds including Peacocks are included in Schedule-I of the
Wildlife (Protection) Act, 1972 thereby affording them highest degree
of protection.Besides this, stringent punishments under Wildlife
(Protection) Act, 1972 for violation of provisions of the Act,
important habitats of birds, including Peacocks have been designated
as Protected Areas for conservation and protection of birds and their
habitats,financial & technical assistance provided to the State/UT
Governments for protection and management of Protected Areas and
active  Wildlife Crime Control Bureau(WCCB)  for control of illegal
trade in wildlife and its parts and products.

There are 116 designated bird sanctuaries in the country, amongst
which five have been created exclusively for the conservation of
Peacocks. Presently, there is no such proposal with the Ministry of
Environment & Forests for developing bird sanctuaries including
Peacock sanctuaries.

The Rhino population has been increasing in all range states in the
country. It is not correct that Rhino population is on the verge of
extinction due to poaching or any other reason.

Death if Wild Animals
New Delhi: March 3, 2010.

Death of thirteen tigers have been reported during last three years
from the Corbett Tiger Reserve.Five death were reported in 2007, two
in 2008 and six were reported in 2009 due to natural and other
causes.During 2010 also, two death have been reported so far.
Information pertaining to poaching/seizures of wild animals and their
body parts, during the last three years, as reported by the State, are
at Annexure-I. Action against offenders involved in poaching is taken
within the ambit of the Wildlife (Protection) Act, 1972 and other laws
of the land.

Meeting of Transport Development Council
New Delhi: March 3, 2010.

The Empowered Committee of State Transport Ministers under the
Chairmanship of Transport Minister, Government of Rajasthan will
evolve a composite fee regime for the National Permit System. The
decision was taken at the 32nd Meeting of Transport Development
Council held in the Capital in the first week of February 2010.

In the meeting, the States were asked to implement the scheme of High
Security Registration Plats by 31st May 2010 as directed by the
Supreme Court. The States were also requested to take immediate steps
to set up integrated check posts to facilitate unified checking of
motor vehicles by all the concerned authorities, to avoid frequent
checking of tourist vehicles at various check posts, to set up State
level Road Safety Councils, and to expedite the process of creation of
State Registers of Driving Licenses and Registration Certificates by
31st March 2010.

Setting up of Driving Schools
New Delhi: March 3, 2010.

To improve driving skills, the Ministry of Road Transport and Highways
has sanctioned 13 Model Driver Training Schools in the States of
Andhra Pradesh, Karnataka, Kerala, Himachal Pradesh, Uttar Pradesh,
Uttrakhand, Delhi, Haryana, Madhya Pradesh, Orissa, Assam, Nagaland
and West Bengal. Of these 13 schools, four schools in Andhra Pradesh,
Karnataka, Nagaland and Delhi have already become operational. The
remaining Motor Driving Training Schools, sanctioned for other States
are at different stages of implementation. The Government proposes to
sanction one Driving Training School for each remaining States/UTs in
the country by setting up additional 22 such schools during the 11th
Five Year Plan.

Projects Awarded till February 2010
New Delhi: March 3, 2010.

The National Highway Authority of India has awarded 36 projects for a
total length of 3166 km till Feb.2010. Till December 2009, 17 projects
for a total length of 1521 km were awarded. In addition, bids for 38
more projects covering a length of 3802 kilometer have been invited.
In reply to a question on the achievements under the work plan
2009-10, this information was provided by Shri R.P.N.Singh, Minister
of State for Road Transport and Highways in the Rajya Sabha today.

On the measures being contemplated for reduction of the backlog, it
was informed that in NHDP Phase I & II, the predominant mode of awards
was EPC. But at present, the award of projects is predominantly under
the BOT (Toll) and BOT (Annuity) mode. Due to the global downturn and
certain procedural issues relating to MCA and other bidding documents,
the participation of the private bidders was affected. The Government
had accordingly, constituted the Chaturvedi Committee on 8th August
2009 with the objective of resolving procedural impediments for the
expeditious implementation of NHDP. The Chaturvedi Committee's report
has since been approved. The pace of award of projects has since
improved and would further also helped in reduction of the backlog
spilled over the Plan.

Linking of NREGS wages with price-index
New Delhi: March 3, 2010.

The Minstry of Rural Development has requested Department of
Statistics and Programme Implementation to set up a committee of
Experts to evolve a frame work for an appropriate price index for
linking of wages under Mahatma Gandhi NREGA.

Wage rates for Mahatma Gandhi NREGA workers for different States are
notified under Section 6 (1) of the Act. Wage rate under Mahatma
Gandhi NREGA is notified different from minimum wage rate as notified
by the States under the Minimum Wages Act. A policy decision for
revision of wage rate under Mahatma Gandhi NREGA has been put in place
for future revision of wage rates.

Three cases of Import of Waste registered during last three years
New Delhi: March 3, 2010.

Import of wastes is not allowed for dumping / disposal purposes in
India.This is due to strict provisions of the Hazardous Wastes
(Management, Handling and Trans-boundary Movements) Rules, 2008.
However, import of recyclable wastes like plastics, paper wastes and
metal scrap conforming to the specifications mentioned in the Rules is
allowed for recycling by the actual users who have the necessary
approval from the concerned authorities.

Two cases of import of waste paper mixed with non biodegradable
municipal solid wastes were reported. The Customs Authorities detected
a third case of e-waste from Kuwait during the last three years. The
consignments have been re-exported, as per provisions of the Hazardous
Wastes (Management, Handling and Trans-boundary Movements) Rules,
2008.

The Ministry has constituted a Coordination Committee including
representatives from the Department of Revenue, DGFT, Central
Pollution Control Board, State Pollution Control Boards and Experts to
oversee the implementation of the provisions laid down in the Rules,
specially related to import and export of hazardous wastes. The Rules
require all consignments to be accompanied by a pre shipment
inspection certificate/test report from an accredited laboratory and a
movement document. The Customs authorities are required to take random
samples for the consignment to prevent misdeclaration.

World Bank Aid for Tigers
New Delhi: March 3, 2010.

India is participating in the "Global Tiger Initiative" of the World
Bank to the extent of building up the capacity of knowledge
institutions involved in the field of wildlife management and
forestry.Besides this, it will participate in events like the
pre-summit tiger workshop and the Global Tiger Summit. The platform of
Global Tiger Initiative may be used for disseminating / exchange of
good practices amongst the tiger range countries, apart from
addressing cross border illegal wildlife trade issues. However, the
said initiative would not be used as a field project for tiger
conservation in States.

Proposal to establish National Centre for Assessment of Genetically
Modified Organisms
New Delhi: March 3, 2010.

A proposal to establish 'National Centre for Assessment of Genetically
Modified Organisms' (GMOs) [NCAG] is under consideration. The Genetic
Engineering Approval Committee (GEAC) received it in last January. The
proposal relates to an area that is already under very active
consideration of the Government and needs to be processed in the light
of new developments such as the National Biotechnology Regulatory
Authority (NBRA) proposed to be set up by the Department of
Biotechnology and the Food Safety and Standards Authority (FSSA) set
up by the Ministry of Health and Family Welfare. It was also noted
that several reputed institutions in India are already carrying out
many of the activities proposed under NCAG. It was agreed that a
'state of the art' institution may be necessary as a long term measure
which could be inbuilt into the establishment plans of the proposed
NBRA and strengthening of the FSSA.

Development of Fringe forest
New Delhi: March 3, 2010.

The Government has formulated a scheme for the development of fringe
forest and adjoining non-forest lands in villages across the country
for conservation of water and bio-diversity sustainability. This will
cover sixteen states including 3 states in north-eastern region.

A concept paper in the form of mini Detailed Project Report (DPR)
titled "Simultaneous Treatment of Fringe Forest and Adjoining Non-
forestlands" has been formulated by National Rainfed Areas Authority
(NRAA) under Ministry of Agriculture in consultation with Ministry of
Environment & Forests. It is a central sector project for posing to an
external donor agency for funding in the form of soft loan for an
amount of Rs. 2247.79 crores for conservation of water, bio-diversity,
sustainability of Joint Forest Management (JFM) and poverty
alleviation in the states of Andhra Pradesh, Assam, Chhattisgarh,
Gujarat, Jammu & Kashmir, Jharkhand, Karnataka, Madhya Pradesh,
Maharashtra, Mizoram, Nagaland, Orissa, Rajasthan, Uttar Pradesh,
Uttarakhand and West Bengal. (T I States).

Sustainable Coastal Zone Protection Regulation
New Delhi: March 3, 2010.

The Government is considering a proposal to bring in a Sustainable
Coastal Zone Protection Regulation (SCZPR). Steps have been has
initiated to implement the recommendations made by Prof. M. S.
Swaminathan Committee in its report "Final Frontier" dated 16.7.2009
for strengthening of the Coastal Regulation Zone Notification, 1991.
The steps include drafting of a Sustainable Coastal Zone Protection
Notification with an objective to protect the livelihood of local
communities and promoting sustainable development in the coast.

The draft Sustainable Coastal Zone Protection Notification for
inviting suggestions and objections from stakeholders, in accordance
with the Environment (Protection) Act, 1986 is likely be issued in
this month.

question by Shri. Bibhu Prasad Tarai and P. Lingam in Lok Sabha today.

Cheetahs from Foreign Countries
New Delhi: March 3, 2010.

A consultative meeting on Cheetah reintroduction in India was held in
Gajner, Rajasthan on the 9th & 10th September 2009. Wildlife Trust of
India organized it in collaboration with other conservation
organizations including International Union for Conservation of Nature
(IUCN) and International Cheetah experts, apart from Central and State
Government officials. The important recommendation of the meeting was
to conduct detailed surveys and analysis to ascertain habitat
suitability, etc. for Cheetah reintroduction.

The main reasons for the extinction of Indian Cheetahs appear to be
poaching/game-hunting and habitat loss. Cheetah is included in the
Schedule –I of the Wildlife (Protection) Act, 1972 thereby affording
them highest degree of protection.

18.54 crore for Pamba Action Plan
New Delhi: March 3, 2010.

The pollution levels in river Pamba have not shown increase. Central
Pollution Control Board has stated this. A project for abatement of
pollution of river Pamba at Sabrimala and Pamba in Kerala was approved
for an amount of Rs. 18.45 crores as Pamba Action Plan under National
River Conservation Plan (NRCP) in May, 2003 on 70:30 cost sharing
basis between the Central and State Government. The Central and State
Government's share in the project cost is Rs. 12.92 crore and Rs. 5.53
crore. As per information made available by the state Govt., an
expenditure of Rs. 226.41 lakh has been incurred so far on the
project.

Implementation of Schemes for Weavers
New Delhi: March 3, 2010.

The Government has been implementing Integrated Handlooms Development
Scheme, Marketing and Export Promotion Scheme, Handloom Weavers
Comprehensive Welfare Scheme, Mill Gate Price Scheme and Diversified
Handloom Development Scheme for the overall development of the
handloom sector and welfare of the handloom weavers during XI Plan.
This information was given by the Minister of State for Textiles, Smt.
Panabaaka Lakshmi in the Rajya Sabha today, in a written reply to a
question by Shri Kamal Akhtar and Shri Nand Kishore Yadav.

The Minister further stated that during the X Five Year Plan, 11
schemes were in implementation. In the year 2007 the Government of
India has introduced 5 Schemes by modifying the components and
amalgamation for implementation during the XI Plan period.

The Minister further stated that most of the schemes are implemented
through State Governments. Implementation, monitoring and evaluation
of these schemes in the States is done through the State Level Project
Committee (SLPC) which consists of experts from the handloom sector.
The Committee is responsible for scrutinising the project proposals,
monitoring evaluation etc. and recommend the implementing agency. In
addition, the Government of India at its level ensures that the
activities taken up under the above schemes are in consonance with the
stated objectives of the scheme and are implemented for the overall
interest of the growth and development of the handloom sector by
obtaining periodic reports from the State Governments.

Integrated Handlooms Development Scheme has benefited the weavers in
increasing their wages and providing sustained employment. With the
introduction of Handloom Mark, sale of genuine handloom products has
increased. For the first time, Insurance Schemes introduced in the
handloom sector which has helped in coverage of lives of weavers and
also providing health care to weavers and their families as well.
Supply of different type of yarn has increased manifold under the Mill
Gate Price Scheme. Based on the recommendation of the evaluation of
the Schemes implemented during 10th Plan, the schemes in the eleventh
plan have been suitably modified, the Minister added.

Jute imports from Bangladesh and Nepal
New Delhi: March 3, 2010.

The Indian Jute Mills Association (IJMA) has represented to the
Government to impose a ban on the import of jute goods, which does not
indicate any quantitative figure. However, the imports of jute goods
are a miniscule proportion of domestic production. The imports during
the year 2009-10 (till December 2009) were slightly higher compared to
the corresponding period of the previous year, mainly due to the
workers strike in the Jute mills from December 14, 2009 to February
13, 2010. The Government is not considering any ban on the import of
jute goods as it would be counter productive for the economy. This was
stated by the Minister of State for Textiles, Smt. Panabaaka Lakshmi
in the Rajya Sabha today, in a written reply to a question by Shri
Moinul Hassan.
