VIJAYAWADA: Dalit activists belonging to various organisations staged a dharna demanding appointment of chairperson to the State SC and ST Commission, in front of sub-collector's office here on Tuesday.

The activists that came together under the banner of the 'Kula Vivaksha Vyatirekha Prachara Chaithanya Sangham' (organisation for campaign against caste discrimination) staged a dharna demanding the allocation of Rs. 6,530 crore, that is 16.2 per cent of the State budget, exclusively for the development of dalits.

The other demands on the seven-point charter were proper implementation of SC/ST Atrocities Act, allocation of funds for dalit localities on the basis of population, payment of Rs. 1,200 scholarship to dalit students, disbursement of bank loans without surety from SC Corporation and allocation of Rs. 866 crore, that is 16.2 per cent, for the development of dalit localities in the city.

A fact-finding team which visited Cuttack to investigative a custodial crime in Purighat police station on Monday in connection with the case of a minor boy Kalia alias Niranjan Swain (17), son of Mangaraj Swain of Tarachand Patana of Pithapur, have alleged gross irregularities by the police and urged the State Human Rights Commission (SHRC) to provide justice to the victim.

The team, which visited the SCB Hospital where the boy is being presently treated, said they found injury marks on the body of the boy and according to him the injuries were allegedly due to the police torture. They also visited the office of Cuttack DCP and discussed regarding the arrest and torture of the minor boy. The DCP disclosed that the police had arrested the above named boy on February 27 at 1 pm and shifted him to hospital on the same day. But he was unable to produce the arrest memo, the cause of the arrest and previous criminal records of the boy. He was also unable to produce any certificate regarding the age of the above named boy but cleverly disclosed the age of the boy as 19. The role of the DCP in this regard is very suspicious, alleged the team.

They also visited the Purighat PS and discussed with the Inspector-in-Charge and other officers regarding the incident. They were unable to produce the arrest memo, arrest registers regarding his arrest. They also did not reflect the injuries of the arrest person in station diary or any other document, the team alleged.

The team also visited the house of Kalia and discussed with his father and neighbours, who disclosed that on February 20 at about 2.45 am some police personnel led by one Swain came to his house and took his minor son to Purighat police station. Being questioned, they just replied they will leave him after asking some questions. The next day they visited the police station but the police personnel did not allow him to meet nor allowed any lawyer or relatives to meet his son.

On February 27 at about 2 pm, they received the information that his son is now in coma at SCB Hospital. The member of the fact finding team were member secretary Sanjeevani-Maaghara Rutuparna Mohanty, State Coordinator People's Watch Manoj Jena, social activist Ziauddin Hundustani, advocate Debasish Mohapatra and Rasmikanta Mahalik.

Hyderabad: Muslims should join hands with Dalits and BCs to gain political empowerment. Together they would emerge as a force to reckon with, said Majlis president Asaduddin Owaisi.

He was addressing party workers at Darus Salam on Tuesday after hoisting the party flag to mark the 52nd anniversary of the Majlis. Earlier, Mr. Owaisi came to the party office in a motorbike rally. A large number of party workers, including all the legislators and corporators, were present on the occasion.

Though the Dalits and BCs were numerically strong, they were victims of exploitation since they lacked leadership. There would be a new political alignment if Muslims joined them. "Then we need not have to beg for our rights", Mr. Owaisi remarked.

Referring to the Telangana issue, he said without the Majlis' concurrence the fate of the State could not be decided. Safeguarding of Urdu and Muslim culture was of paramount importance besides protection of their lives and properties.

He said the Congress and TDP had failed to give representation to Muslims in tune with their population. Of the 22 ZPs, there was not a single Muslim chairman. Of the 109 municipal chairmen, there were only 8 Muslims. The poor representation of Muslims continued in Assembly and Parliament too.

CHENNAI: The Tamil Nadu chapter of Federation of Indian Chambers of Commerce and Industry (FICCI) will train 12 ITI students belonging to the Schedule Caste and Schedule Tribes based on a revamped curriculum, designed to meet the demands of modern industries.

At a meeting on reservation in private sector for SCs and STs organised by Dr Ambedkar Academy, The People's Educational Trust here on Tuesday, advisor to the president of FICCI P Murari said these students selected from 12 districts of the State would undergo 60 per cent of their training in theory and the rest at the floor shop. He said, "The State government will also offer an interest free loan of Rs 2.5 crore to the students specialised in various industries from leather to textile and information technology."

Caste prejudice 'may exist' in British workplaces

Discrimination on the grounds of caste - or historic social standing in Hindu and Sikh communities - may be happening in the UK, a government peer has said.

Ministers have previously said they did not think people from lower castes were treated unfairly in the workplace.

But Baroness Thornton said evidence may exist. She has ordered more research.

She was speaking as peers accepted an amendment to the Equalities Bill, paving the way for such discrimination to be made illegal if necessary.

Hindu campaigners have long argued that members of the lower caste - referred to as Dalits or "untouchables" - suffer unfair treatment at the hands of higher caste members, even in second generation UK Asian communities.

Baroness Thornton told peers the National Institute of Economic and Social Research was due to present its research in July or August.

"We have looked for evidence of caste discrimination and we now think that evidence may exist, which is why we have now commissioned the research," she said.

"The proportionate thing is to take the power to deal with that discrimination if and when that evidence is produced."

Lord Avebury, for the Liberal Democrats, who moved the amendment, said he believed the research would "conclusively prove that caste discrimination does occur in the fields covered by the bill".

If it becomes law, the bill will require organisations of all sizes and types to promote equality and avoid discrimination in the workplace.

It will clarify existing discrimination legislation concerning sex, race, disability, sexual orientation, religion or belief and age, and ministers hope increased transparency will help tackle the pay gap between men and women.

Keith Porteous Wood, executive director of the National Secular Society, said the decision to commission research represented "a historic moment".

"The blight of caste discrimination, under which millions in India are regarded as 'untouchable', has spread to this country virtually unnoticed."
