BHARAT NIRMAN, A HARBINGER OF CHANGE IN QUALITY OF RURAL LIFE
Bajkul, March 11, 2010

The Bharat Nirman Yojana has brought about a significant change in the
quality of life of the rural people. Different components of this time
bound programme have been strengthening the rural infrastructure and
have been providing better connectivity, better housing, better
drinking water, electrification and irrigation facilities.
Participating at a seminar on Bharat Nirman at Bhagabanpur of Purba
Medinipur district different speakers held this view. The seminar was
organized today at Bajkul Milani Maha Vidayalaya ground as part of the
Bharat Nirman Public Information Campaign.

Shri Harihar Bala, Block Development Officer, Bhagabanpur-I, said that
during the last one decade the block has witnessed a remarkable
improvement in road connectivity thanks to the PMGSY and other
schemes. He underlined the role of gram panchayats and panchayat
samities in successful execution of different Bharat Nirman projects.
Referring to rural housing he said that there is a target of
constructing 1500 to 2000 houses under Indira Awas Yojana in each
block every year. In Bhagabanpur-I Block a sum of Rs.1.6 crore has
been spent on IAY during the current financial year, he said. As far
as rural electrification is concerned barring six – seven mouzas all
the mouzas have been given electricity connection, he said. The
eligible beneficiaries under the Rajiv Gandhi Vaidyutikikaran Yojana
have been identified in his block, he added. Shri Bala highlighted the
role of NREGS in creating social asset and thereby strengthening the
rural infrastructure. He also mentioned the different social security
schemes introduced for the rural people. Indira Gandhi Old Age Pension
Sahay Scheme are some such schemes, he said. He also hailed the role
of SHGs in making the rural women economically independent, literate
and instrument for social change.

Shri Raghunath Panda, Member, Mahisadal Panchayat Samity, said that
through innovative ideas the NREGS can be used for supporting some
welfare schemes. Smt. Deepa Panda, Pradhan, Amritberia Gram Panchayat,
called for giving equitable opportunity to the women under different
schemes introduced by the government.

MORE AND MORE ACTIVITIES BROUGHT UNDER NREGS

More and more activities have been brought under Mahatma Gandhi
National Rural Employment Guarantee Scheme and thus have enlarged its
scope in bringing improvement in rural life. Participating at a
seminar on Bharat Nirman at Bhagabanpur-I of Purba Medinipur district
different speakers said that NREGS have not only been creating
permanent assets in rural areas it has also been helping people in
their economic activities and supporting welfare projects. The seminar
was organized today at Bajkul Milani Maha Vidayalaya ground as part of
the Bharat Nirman Public Information Campaign.

Shri Harihar Bala, Block Development Officer, Bhagabanpur-I, said that
there is no dearth of funds as far as NREGS is concerned. With the
funds available under the scheme activities relating to rural
irrigation, flood control, water harvesting, and horticulture have
been undertaken. The scheme has gained momentum not only in terms of
the volume of expenditure but in terms of number of person days
created in different gram panchayat areas. In many gram panchayat
areas under the block some of the families have even got 100 days
work. As a result the average also has improved, Shri Bala noted. He
cited the example of Beundia and Mohammedpur-I gram panchayats where
Rs.1.5 crore each have been spent under the scheme during the current
financial year. In Shimulia and Bibhishanpur gram panchayats Rs.1
crore each have been spent, he added. Shri Raghunath Panda, Member,
Mahisadal Panchayat Samity, also said that under the scheme emphasis
has been laid in their panchayat area on building kitchen gardens in
schools.  Such gardens can be of much help in running the mid-day meal
scheme, he added. Urging all to take advantage of the scheme, he said
that much enthusiasm have been noticed among the women regarding the
scheme. Representation of the women has also increased. This has not
only increased their income but also has made them conscious of the
importance of education. Shri Panda also noted that panchayats have
now been coming out with more scheme and thus utilizing more funds
under the NREGS. He cited the instance of Mahishadal gram panchayat
where during the current financial year already Rs.78 lakhs have been
spent and Rs.22 lakhs more would be spent by the end of the current
financial year. It has been planned to spend Rs.1.5 crore under the
scheme in the same panchayat  during the next financial year he said.
