दक्षिण कोरिया की इस्पात कंपनी पॉस्को को एक और झटका लगा है। संयुक्त राष्ट्र की मानवाधिकार समिति ने आज कंपनी ने ओड़िशा की 12 अरब डालर की इस्पात परियोजना को तत्काल रोकने को कहा है। संयुक्त राष्ट्र की समिति का कहना है कि इस परियोजना से हजारों लोग बेघर हो जाएंगे और साथ ही उनका जीवन प्रभावित होगा।

संयुक्त राष्ट्र के स्वतंत्र मानवाधिकार विशेषज्ञों ने कहा, पूर्वी भारत के ओड़िशा में विशाल इस्पात परियोजना का निर्माण तत्काल रोका जाना चाहिए। इस परियोजना से संभवत: 22,000 लोगों के विस्थापित होने का अंदेशा है और आसपास के हजारों लोगों का जीवन इससे प्रभावित हो सकता है।

पॉस्को के इस संयंत्र के लिए भूमि अधिग्रहण के खिलाफ विरोध तथा नियामकीय अड़चनांे से यह परियोजना पिछले 8 साल से लटकी हुई है। इसे देश में सबसे बड़ा प्रत्यक्ष विदेशी निवेश माना जा रहा है। समिति के विशेषज्ञों ने कहा, पूर्वी भारत में इस विशाल इस्पात परियोजना को तत्काल रोका जाना चाहिए।

अंतरराष्ट्रीय मुद्राकोष (आईएमएफ) ने कहा कि अमेरिका सरकार के कामकाज ठप होने का वित्तीय बाजार पर अभी तक असर नहीं हुआ है। हालांकि, इसके साथ ही आईएमएफ ने आगाह किया इस अनिश्चितता से ऋण की स्थिति सख्त हो सकती है।

आईएमएफ के मौद्रिक एवं पूंजी बाजार विभाग की सहायक निदेशक लौरा कोड्रेस ने कहा, 'अभी तक अमेरिकी घटनाक्रम का बाजार पर मामूली असर दिखा है।' हालांकि, इसके साथ ही उन्होंने चेताया कि इस राजनीतिक गतिरोध की वजह से पैदा हुई अनिश्चितता की वजह से दुनिया की सबसे बड़ी अर्थव्यवस्था में रिण की स्थिति सख्त हो सकती है।

उन्होंने कहा कि इस स्थिति से बैंकों की भी चिंता बढ़ी है और वे ऋण में कटौती कर सकते हैं।

अमेरिका में शटडाउन के प्रभावी होने के बाद न्यूयार्क मर्केटाइल एक्सचेंज के कॉमेक्स खंड में सोने का वायदा भाव 26 जून के बाद सर्वाधिक गिरावट के साथ करीब दो महीने के निचले स्तर पर बंद हुआ। समाचार एजेंसी सिन्हुआ के मुताबिक दिसंबर डिलीवरी के लिए सोने का भाव 40.9 डॉलर या 3.08 फीसदी घटकर प्रति औंस 1286.1 डॉलर पर बंद हुआ।

चांदी की दिसंबर डिलीवरी का मूल्य 53.3 सेंट या 2.46 फीसदी घटकर प्रति औंस 21.175 डॉलर रह गया। प्लैटिनम की जनवरी डिलीवरी का मूल्य 27.1 डॉलर या 1.92 फीसदी घटकर 1,385.3 रुपये प्रति औंस रह गया।

एशियाई विकास बैंक (एडीबी) ने बुधवार को मौजूदा कारोबारी साल में भारत की विकास दर के अनुमान को घटाकर 4.7 फीसदी कर दिया, जिसे पहले उसने छह फीसदी रखा था। एडीबी ने अपने सालाना एशियाई विकास परिदृश्य 2013 रिपोर्ट में कहा कि रुपये के हाल के अवमूल्यन और पूंजी के बाहर की ओर प्रवाह के कारण भारतीय अर्थव्यवस्था अत्यधिक दबाव में है और इसके साथ संरचनागत दिक्कतों के कारण देश के उच्च विकास दर दोबारा हासिल करने की संभावना कम रह गई है।

मनीला स्थित बैंक ने कहा कि 2013-14 की पहली तिमाही में विकास दर वित्तीय संकट के बाद से सबसे कम रह जाने के साथ ही एडीबी ने विकास दर के अनुमान को अप्रैल में घोषित छह फीसदी से घटाकर 4.7 कर दिया। अगले कारोबारी साल के लिए भी विकास दर के पूर्वानुमान को 6.5 फीसदी से घटाकर 5.7 फीसदी कर दिया गया। 2012-13 में देश की विकास दर पांच फीसदी थी।

The Finance Ministry is yet to get any estimate of black money generated and held within and outside the country as the study commissioned by it in 2011 to ascertain the quantum of illegal money is still to be completed.

The Finance Ministry had set a time period of 18 months, which expired last year on August 21, for completion of the study.

An in-depth study was ordered on March 21, 2011 by the Finance Ministry by three top-level national institutions – Delhi-based National Institute of Public Finance and Policy (NIPFP) and National Council of Applied Economic Research (NCAER), and National Institute of Financial Management (NIFM) in Faridabad, Haryana.

"The studies are yet to be completed by the institutes," the Finance Ministry said in reply to an RTI query.

It said further information cannot be made available at this point of time as the information is exempt under sections 8 1 (c) and 8 1 (e) of the Right to Information Act, 2005.

The section 8 1 (c) bars disclosure of information which would cause a breach of privilege of Parliament. The Section 8 1 (e) prohibits making public information which is available to a person in his fiduciary relationship, unless the competent authority is satisfied that the larger public interest warrants the disclosure of such information.

"This study will bring out the nature of activities that encourage money laundering and its ramifications on national security," the Ministry had said.

The issue of black money has attracted a lot of public and media attention in the recent past. "So far there are no reliable estimates of black money generated and held within and outside the country," it had said in a press statement.

The different estimates on quantum of black money range between $ 500 billion to $ 1,400 billion. A study by Global Financial Integrity has estimated the illicit money outflow to be $ 462 billion.

"These estimates are based on various unverifiable assumptions and approximations. Government has been seized of the matter and has, therefore, commissioned these institutions to get an estimation and sense of the quantum of illicit fund generated and held within and outside the country," the Finance Ministry had said.

As per the Terms of Reference (ToR) of the study, it will assess or survey unaccounted income and wealth and profile the nature of activities engendering money laundering both inside and outside the country.

The study would also identify important sectors of economy in which unaccounted money is generated and examine causes and conditions that result in generation of unaccounted money.

It would examine the methods employed in generation of unaccounted money and conversion of the same into accounted money and suggest ways and means for detection and prevention of unaccounted money and bringing the same into the mainstream of economy.

The study was also mandated to suggest methods to be employed for bringing to tax unaccounted money kept outside India and to estimate the quantum of non-payment of tax due to evasion by registered corporate bodies, the ToR said.

Kunal Ghosh grilled for 3 hours in chit fund scam Press Trust of India - ‎1 hour ago‎ Kolkata, Oct 2 (PTI) Trinamool Congress Rajya Sabha MP Kunal Ghosh was today grilled for over three hours in connection with the Saradha chit fund scam case after being summoned by Bidhannagar police for the fourth time within the span of a month.

प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में नई दिल्ली में हुई केन्द्रीय मंत्रिमंडल की करीब 20 मिनट चली बैठक में यह निर्णय किया गया। मंत्रिमंडल का यह फैसला आज दिन भर चली व्यस्त गतिविधियों के बाद आया, जिसमें राहुल गांधी की प्रधानमंत्री से मुलाकात और उसके बाद सोनिया गांधी की अध्यक्षता में कांग्रेस कोर ग्रुप की बैठक शामिल है।

सूचना प्रसारण मंत्री मनीष तिवारी ने यहां संवाददाताओं से कहा कि केन्द्रीय मंत्रिमंडल ने सर्वसम्मति से निर्णय किया कि जन प्रतिनिधित्व कानून के कुछ पहलुओं से संबंधित अध्यादेश और साथ ही साथ विधेयक को वापस लिया जाता है।

मंत्रिमंडल ने 24 सितम्बर को उच्चतम न्यायालय के दस जुलाई के उस आदेश को निष्प्रभावी बनाने के लिए इस अध्यादेश को अपनी मंजूरी दी थी जिस आदेश में कहा गया था कि अदालत द्वारा किसी सांसद, विधायक को दोषी ठहराये जाने के तत्काल बाद वह सदस्यता से अयोग्य हो जायेगा।

मंत्रिमंडल का यह फैसला राहुल गांधी के उस सार्वजनिक बयान के मद्देनजर आया है जिसमें उन्होंने इस अध्यादेश को बकवास बताया था और कहा था कि इसे फाड़कर फेंक देना चाहिए। अध्यादेश को लेकर राहुल गांधी के सार्वजनिक बयान को प्रधानमंत्री की सत्ता को कमतर किये जाने के रूप में देखा गया। प्रधानमंत्री उस वक्त विदेश में थे। लेकिन सरकार ने अंतत: उन्हीं की लाइन पर अमल किया।

अध्यादेश को केन्द्रीय मंत्रिमंडल की मंजूरी के बाद राष्ट्रपति प्रणव मुखर्जी को भेजा गया था और यह अध्यादेश इस समय राष्ट्रपति के पास है। राष्ट्रपति ने इसपर हस्ताक्षर नहीं किये हैं, क्योंकि संभवत: राष्ट्रपति को भी इस पर कुछ आपत्ति है। संसद के मानसून सत्र में इस आशय से संबंधित विधेयक जब पारित नहीं हो सका तो सरकार ने अध्यादेश जारी करने का रास्ता चुना था।

मनीष तिवारी ने कहा कि जब संसद की बैठक होगी तो इस विधेयक को वापस लेने के लिए उचित समय पर उचित प्रस्ताव पेश किया जायेगा। फैसले को पलटने के कारणों की चर्चा करते हुए तिवारी ने कहा कि राहुल गांधी द्वारा व्यापक फीडबैक के आधार पर अपनी राय जाहिर किये जाने के बाद सरकार ने अपने फैसले पर पुनर्विचार किया।

यह पूछे जाने पर सरकार ने पहले कड़ाई से इस अध्यादेश को न्यायोचित ठहराया था, तिवारी ने कहा कि वह और कई अन्य मंत्रियों ने इसका बचाव किया था, क्योंकि मंत्रिमंडल के फैसलों का बचाव करना उनका दायित्व है। उन्होंने कहा कि निर्णय को बदलने का यह फैसला जाहिर करता है कि सरकार जनता की इच्छाओं के प्रति संवेदनशील है।

इससे पहले आज दिन भर इस मुद्दे पर कांग्रेस और सरकार में राजनीतिक गतिविधियां तेज रही। एक सप्ताह की अमेरिका यात्रा से कल रात लौटे प्रधानमंत्री मनमोहन सिंह की आज सुबह राहुल गांधी से मुलाकात हुई और उसके बाद कांग्रेस कोर ग्रुप की बैठक हुई। सिंह जब अमेरिका यात्रा पर थे, उसी दौरान राहुल ने इस अध्यादेश के खिलाफ कड़े शब्दों में अपनी राय सार्वजनिक की थी।

सोनिया गांधी की अध्यक्षता में कांग्रेस कोर ग्रुप की एक घंटे चली बैठक में इस मुद्दे पर विस्तार से चर्चा की गई । कोर ग्रुप में सोनिया गांधी और प्रधानमंत्री के अलावा गृह मंत्री सुशील कुमार शिंदे और सोनिया गांधी के राजनीतिक सचिव अहमद पटेल शामिल थे।

कांग्रेस कोर ग्रुप की बैठक में विचार विमर्श के बाद प्रधानमंत्री ने राष्ट्रपति प्रणव मुखर्जी से मुलाकात की और उन्हें इस मुद्दे पर सरकार की सोच से अवगत कराया। यह अध्यादेश इस समय राष्ट्रपति प्रणव मुखर्जी के पास है । ऐसा बताया जाता है कि राष्ट्रपति को इस अध्यादेश को लेकर कुछ आपत्तियां हैं और उन्होंने तीन केन्द्रीय मंत्रियों को बुलाकर उनसे बात की थी।

समझा जाता है कि सुबह राहुल गांधी ने प्रधानमंत्री सिंह से अपनी मुलाकात के दौरान अध्यादेश के विरोध करने के कारणों और अपनी आपत्तियों के बारे में उन्हें बताया। सिंह ने कल अमेरिका से लौटने के बाद कहा था कि वह इस बात का कारण जानने की कोशिश करेंगे कि राहुल ने सार्वजनिक बयान क्यों दिया और ऐसा इस तरीके से क्यों किया गया।

आज दिन भर की कवायद के बाद यह महज औपचारिता रह गयी जब प्रधानमंत्री ने संप्रग के घटक दलों के नेताओं शरद पवार, अब्दुल्ला और अजित सिंह से बात की ओर उन्हें अध्यादेश को वापस लेने के इरादे से अवगत कराया।

Forced by Rahul Gandhi's open trashing of the government, the Union Cabinet on Wednesday decided to withdraw the controversial ordinance on convicted lawmakers as well as a related bill in the face of mounting public opinion against the measure.

In a business-like 20-minute meeting, presided over by Prime MinisterManmohan Singh, the Cabinet overturned its earlier decision of September 24 to provide immunity to convicted lawmakers from immediate disqualification.

The reversal by the Cabinet is seen as a rare instance of the government being forced to take back a measure that was cleared after much deliberations in the ruling party and the Council of ministers after resistance from within.

The decision came on a day of hectic consultations at the highest levels in the Congress party, allies and the government on how to bring a closure to the raging controversy after Rahul's denunciation of the ordinance as "complete nonsense" that deserved to be "torn and thrown away".

"The Union Cabinet at its meeting today unanimously decided that both the ordinance with regards to certain sections of the Representation of the People Act as well as the Bill would be withdrawn", information and broadcasting minister Manish Tewari told reporters.

He claimed that the decision was reversed as the government was sensitive to public opinion and was not authoritarian in nature.

At the meeting, NCP leader Sharad Pawar is understood to have criticised the events leading to the reversal of the Cabinet decision, an apparent reference Rahul's public outburst.

राजद अध्यक्ष लालू प्रसाद के भविष्य पर गहराए बादल के बाद बिहार के राजनीतिक समीकरण बदलने तय हैं। खासकर अल्पसंख्यक मतों का ध्रुवीकरण और मजबूत करने की कोशिश हो सकती है। अब तक थोड़े दूर-थोड़े पास खडे़ जदयू और कांग्रेस के हाथ मिलाने की संभावना भी बढ़ गई है।

यह किसी से छिपा नहीं रहा है कि लालू की राजनीतिक हैसियत तभी से कम होनी शुरू हो गई थी, जब से उनका प्रसिद्ध माई समीकरण का जोड़ थोड़ा कमजोर पड़ने लगा था। बहरहाल अब तक यह पूरी तरह खत्म नहीं हुआ था। चारा घोटाले में लालू को सजा मिलने के बाद इसका सबसे ज्यादा असर यहीं दिखेगा। पुराना इतिहास बताता है कि लालू के जेल जाने की स्थिति में सहानुभूति के कारण पार्टी और मजबूत हुई थी। लेकिन तब की स्थिति अलग थी। पार्टी सत्ता में थी।

वर्तमान स्थिति में माना जा रहा है कि अब लड़ाई जदयू और भाजपा के बीच होगी, जिसमें राजद तीसरे नंबर का खिलाड़ी होगा। इसका सीधा कारण अल्पसंख्यक बनेंगे। माना जा रहा है कि लालू की गैरमौजूदगी में अल्पसंख्यकों में भारी असमंजस होगा और वह ऐसे खेमे की तलाश करेंगे जो भाजपा के सामने मजबूत हो। राजनीतिक विश्लेषकों का मानना है कि बदली हुई परिस्थिति में यादव मतदाताओं में भी सोच विचार हो सकता है।

ऐसी स्थिति में जदयू और कांग्रेस की नजदीकी बढ़ सकती है। दरअसल अल्पसंख्यक मतों का ध्रुवीकरण तभी संभव है जब दोनों इकट्ठा हों। लंबी अवधि में जदयू को इसका हर्जाना भरना पड़ सकता है, लेकिन नरेंद्र मोदी के कंट्टर विरोधी बनकर खड़े हुए बिहार के मुख्यमंत्री नीतीश कुमार फिलहाल हर हाल में राज्य में भाजपा को परास्त देखना चाहेंगे। वैसे भी बिहार को पिछड़े राज्यों की श्रेणी में रखकर कांग्रेस ने अपनी ओर से हाथ बढ़ा दिया है। बताते हैं कि सीटों के बंटवारे को लेकर जरूर कुछ अड़चन आ सकती है लेकिन दोनों दलों के सामने फिलहाल बहुत ज्यादा विकल्प नहीं है।

On September 27, The Times of India launched a campaign against the ordinance, which sought to overturn a Supreme Court judgment disqualifying MP and MLAs convicted for crimes punishable with a jail term of two years or more.

The public response to the campaign was phenomenal. On the very first day, more than 1.5 lakh people joined the campaign. On the second day, the number of people supporting the campaign rose to 5 lakh. It went on to cross 7.26 lakh in five days. Meanwhile, Rahul Gandhi sensing the public anger, called the ordinance "nonsense". In the end, the government has been forced to surrender to the public mood. रिपब्लिकनों ने तीन लोकप्रिय कार्यक्रमों कोलंबिया जिले में अमेरिकी राजधानी वाशिंगटन, पूर्व सैनिकों से जुड़े मामलों और राष्ट्रीय उद्यानों के लिए वित्तीय प्रावधान का प्रस्ताव रखा, लेकिन इसके पक्ष में तीन-चौथाई बहुमत नहीं जुट पाया। रिपब्लिकन फिर से बुधवार को इस प्रस्ताव को इस तरह से लाएंगे कि उसे साधारण बहुमत मिल जाए, लेकिन डेमोक्रेट्स के बहुमत वाला सीनेट एक बार फिर से उनके प्रस्ताव को रद्द करने के लिए कमर कस चुका है। उधर ह्वाइट हाउस ने भी वीटो की बात कही है।

रिपब्लिकनों और डेमोक्रेटों के बीच जारी गतिरोध के बीच ओबामा ने ह्वाइट हाउस से टेलीविजन पर जारी भाषण में रिपब्लिकनों की भर्त्सना करते हुए कहा कि उन्हें 2010 के स्वास्थ्य सेवा कानून पर संघीय खर्च को रोकने से बाज आना चाहिए और सरकार को फिर से खोलना चाहिए। उन्होंने कहा कि इस शटडाउन का सिर्फ एक मकसद है और वह है बीमा के दायरे से बाहर 15 फीसदी अमेरिकी आबादी को स्वास्थ्य बीमा देने की सरकार की कोशिशों को बाधित करना।

इस बीच, शटडाउन के पहले दिन मंगलवार को सीनेट ने रिपब्लिकनों की दोनों सदनों के बीच सहमति के लिए सम्मेलन समिति आहूत करने की योजना रद्द कर दी। शटडाउन के दौरान जहां करीब आठ लाख कर्मचारियों को वेतन नहीं मिलेगा, वहीं कांग्रेस के 533 मौजूदा सदस्यों को वेतन मिलता रहेगा और राष्ट्रपति को भी 4,00,000 डॉलर वेतन मिलता रहेगा। सैनिकों को वेतन जारी रखने के लिए कांग्रेस ने हालांकि एक विधेयक पारित कर दिया और उस पर ओबामा का हस्ताक्षर भी हो गया। इस बीच गैर बीमित 15 फीसदी अमेरिकी आबादी को सस्ता बीमा देने वाले केंद्र शुरू हो गए हैं, जिसे रिपब्लिकन रोकना चाहते थे। योजना से संबंधित वेबसाइट भी थोड़ी-बहुत शुरुआती खामियों के बाद मंगलवार शाम तक अच्छी तरह से काम करने लगी और वेबसाइट को लाखों हिट मिले।

गांधी जी ने जब स्वाधीनता का नारा दिया था, या जब तिलक ने कहा था -'स्वाधीनता हमारा जन्म-सिद्ध अधिकार है !' .. तो वह किसी राजनीतिक पार्टी या 'सरकार' (गवर्नमेंट') की 'स्वाधीनता' के लिए नहीं, हर नागरिक की स्वाधीनता की ही बात कर रहे थे.

हर हिंदुस्तानी की स्वाधीनता ....!

...और मैं जब बार-बार कहता हूं कि 'हिंदी' एक उपनिवेशित भाषा है. एक 'गुलाम भाषा' ...और हम सब इसी उपनिवेश के पराधीन प्रजा हैं, तो इसमें वही सच है, जो मेहबूबा मुफ़्ती सईद के बयान में हैं.

अगर उमर फ़ारुख सत्ता में न होते, तो वे भी यही कहते...!

जैसे हम सब..इस देश के ८० प्रतिशत नागरिक कह रहे हैं...!

हमें अपनी भाषा और अपने देश में स्वाधीन होना चाहिए !

मुंबई। अमेरिकी बजट संकट को नजरअंदाज कर बाजारों ने बेहतर घरेलू संकेतों के दम पर जोश दिखाया। सेंसेक्स 137 अंक चढ़कर 19517 और निफ्टी 45 अंक चढ़कर 5780 पर बंद हुए। मिडकैप और स्मॉलकैप शेयर 0.5 फीसदी मजबूत हुए। लंबे समय के बाद घरेलू अर्थव्यवस्था से जुड़ी खबरें अच्छी रही। अगस्त में कोर इंडस्ट्री ग्रोथ 7 महीने के उच्चतम स्तर पर पहुंची। ऑटो सेक्टर से भी रिकवरी के संकेत मिले। इस साल मॉनसून भी बेहतर रहने से बाजार में उम्मीद बंधी है।

वित्त वर्ष 2014 की पहली तिमाही का करंट अकाउंट घाटा भी अनुमान से बेहतर रहा और साथ ही सरकार ने इसे काबू में रखने की उम्मीद जताई है। सितंबर में मैन्यूफैक्चरिंग पीएमआई में हल्की बढ़त दिखी। हालांकि, आंकड़ा 50 के नीचे ही रहा। वहीं, दूसरी ओर अमेरिका में सरकारी खर्चों के लिए बजट पर सहमति नहीं बन पाने के बाद रात से जरूरी सेवाओं को छोड़कर बाकी ऑफिस बंद किए जाएंगे। वहीं, कर्ज सीमा बढ़ाने पर 17 अक्टूबर को फैसला होगा।

इस महीने दोगुना हुआ सोने का आयात !

नई दिल्ली। सितंबर माह में सोना आयात अगस्त के 3.38 टन की तुलना में दुगने से अधिक 7.24 टन पर पहुंच गया है। वित्त मंत्रालय की तरफ से मंगलवार को जारी बयान में कहा गया है कि 25 सितंबर की स्थिति तक देश में 7.24 टन सोना आयात हो चुका है। अगस्त में यह 3.38 टन ही रहा था।

मई में सोना आयात 162 टन रहा था। सरकार ने सोने के बढ़ते आयात से चालू खाता घाटा कैड पर लगातार बढ़ रहे दबाव को देखते हुए आयात शुल्क को बढ़ाकर 15 प्रतिशत कर दिया था। इसके अलावा सोना आयात नियंत्रित करने के लिए और कई कदम उठाए गए थे।
