Summons to officials in manual scavenging issue

CHENNAI: The Madras High Court on Wednesday directed the Secretary, Municipal Administration and Water Supply (MAWS) department, and the Chairman-cum-Managing Director of the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB), to appear in person before the court on December 6 in a matter relating to manual scavenging.

The First Bench comprising Chief Justice M.Y.Eqbal and Justice T.S.Sivagnanam passed the order on an additional affidavit in a contempt petition filed by A.Narayanan of Virugambakkam, Trustee of Sevaman Trust, who earlier filed a writ petition against manual scavenging.

The Bench said it had perused the additional affidavit and newspaper cuttings produced by the petitioner which prima facie showed that the authorities were bent upon violating the court directions. Even after the last occasion when the court granted adjournment, a couple of persons died while cleaning underground sewerage lines.

Pursuant to a court order of October 20, the Government Pleader filed a further report of a Special Committee and the same was taken on record. Reply sought

The Bench directed the Government Pleader to file a reply to the additional affidavit filed by Mr.Narayanan and also the government response to the death of two workers reported in newspapers.
