Final Report of the Committee to Look into Various Aspects of Slum Statistics/Census and Guide Conduct of Slum Census 2011
New Delhi: September 3, 2010.
A Committee under the Chairmanship of Dr. Pranob Sen, Principal Adviser, Planning Commission (former Secretary, Ministry of Statistics & Programme Implementation, Government of India) was set up by Ministry of HUPA to study the slum definition and to estimate urban slum population for the whole country on the basis of available data.

The Union Minister for Housing & Urban Poverty Alleviation Kumari Selja here today released the report. She announced the summary of recommendations of the Committee at a Press Conference, which are as follows:
The first priority of the Committee was to suggest suitable adjustments/corrections and create a reliable statistical model based on data for 1743 cities/towns which had been enumerated in the Census 2001. The Committee then applied this model to estimate the slum population in all 5161 urban areas of the country, including the 3799 statutory towns.
By this model, the estimated Slum Population in the country in 2001 comes to 75.26 million and the projected slum population in the country for the year 2011 at 93.06 million. A comparative picture of the Estimated Slum Population by the Committee and the Slum Population reported by Census 2001 is as follows:

As per CoS estimates, the slum population constituted 26.31 % of the urban population of the country in 2001.
For the Slum Census 2011, the Committee has recommended that for policy formulation purposes it is absolutely essential to count the slum population even in cities having less than 20000 population. For the purpose of planning for Rajiv Awas Yojana and Slum-free India it would be necessary to count the population of slums in all statutory towns in the country in the 2011.
The Committee has suggested a different definition for slum than the current definition adopted by the Census of India and the States. The Committee recommends a normative definition based on appropriate indicators/checklists for the purpose of identification of slum areas and enumeration of population of area.
It recommends contiguous area with 20-25 HHs having slum like characteristics as a slum area. Based on the pilot studies carried out by the RGI, the following characteristics have been identified as slum characteristics:
Predominant roof material: any material other than concrete (RBC/ RCC)
Availability of drinking water source: not within premises of the census house
Availability of latrine: not within premises of the census house
Drainage facility: no drainage or open drainage
The Committee has recommended that once the lay out maps are released before the general census in 2011, the RGI should share them with the Ministry of HUPA with marking of the contiguous areas having slum like characteristics, for use in planning purpose and as an aid to slum surveys. The Ministry would work closely with the RGI to carry out the ground verification of slum clusters within the identified enumeration blocks to finalize the Master Frame of slums in the country.

Need for an early conclusion of the BIPPA with Ghana: Anand Sharma Seven Projects in the pipeline worth $ 193 million
New Delhi: September 3, 2010.
Shri Anand Sharma, Union Minister for Commerce & Industry has underscored the need of working together for elevating trade and economic engagement with Ghana to a higher level. As part of his bilateral visit to Ghana, Shri Sharma had substantive discussion with the Foreign Minister, Alhaji Muhammad Mumuni and Finance Minister, Dr. Kwabena Duffuor. The Ghanaian Minister specifically emphasized the need for partnerships in energy (including oil and gas), pharmaceuticals, IT sectors, citing India as a model of development, to be emulated by Ghana.
In his bilateral meetings, Shri Sharma emphasized the need for developing an enduring partnership between India and Ghana as well as strengthening of investment ties. Ghana is one of the highest recipients of Lines of Credit from the Government of India and so far seven projects are in the pipeline worth $ 193 million. The Golden Jubilee House, Presidential Complex, which was recently inaugurated, is a shining example of India-Ghana partnership, which was constructed at total project cost of over $ 100 million. In his meeting with the Finance Minister, later today he emphasized the need for an early conclusion of the Bilateral Investment Promotion and Protection Agreement (BIPPA) which was agreed to be signed in 2002, but has not yet been ratified by Ghana so far.
Shri Sharma's visit assumes significance as part of his "Focus Africa" policy in the market diversification strategy to the African continent. The recent oil and gas finds in Ghana have added a new dimension to the potential partnership between the two countries. Last September, the Chairman of Ghana National Petroleum Corporation (GNPC), Mr. Ato Ahwoi had visited India as a Special Envoy of the President and had called on the Prime Minister, following which a Memorandum of Understanding was signed between the two governments for an estimated investment of $ 1 billion for a fertilizer plant with production of 1.15 million tones/ annum. Ghana has ambitions plans of augmenting its power generating capacity from 2,000 MW to nearly 5,000 MW in the next five years and an estimated investment of $ 1.5 billion is required for the power transmission and distribution sectors in strengthening the field.
The Minister will be chairing the 'Business Round Table' along with Ghana's Trade & Industry Minister, Ms. Hannah Tetteh and hold substantive discussions with her. Bilateral trade between India and Ghana stands at a level of $ 535 million after reaching a high of nearly $ 1 billion in 2007-08. This visit aims to restore the buoyancy in the bilateral trade between the two countries.

Ministry of Defence
India and South Korea Sign two Landmark MoUs to Boost Defence Cooperation
New Delhi: September 3, 2010.
Heralding a new chapter in the history of defence cooperation, India and South Korea today signed two landmark Memoranda of Understanding to give a huge boost to the Strategic Partnership between the two countries. The two MoUs were signed at the end of nearly ninety minutes of intensive discussions, marked by warmth, between the delegations of the two countries, led by their Defence Ministers, Mr AK Antony and Mr Kim Tae-young in Seoul. This was the first ever visit of a Defence Minister of India to South Korea. Shri Antony was accompanied by a high-level delegation including the Defence Secretary Shri Pradeep Kumar, Vice Admiral RK Dhowan, Lt General KT Parnaik, Dr Prahlada and Shri Sundaram Krishna.
The first MoU signed by Mr Antony and Mr Kim envisages exchange of defence related experience and information, mutual exchange of visits by military personnel and experts including civilian staff associated with defence services, military education and training and conduct of military exercises, exchange of visits of ships and aircraft, as jointly decided between the two countries. The MoU further envisages cooperation in humanitarian assistance and international peace keeping activities. The MoU will remain valid for a period of five years with provision for its extension by five more years.
The Second MoU was signed by the Chief Controller of Research and Development of DRDO, Dr Prahlada and Vice Commissioner, Defence Acquisition and Procurement Agency (DAPA) of South Korea, Mr Kwon Oh Bong. To be operational under the overarching umbrella of India- South Korea Defence Agreement, the MoU aims at identifying futuristic defence technology areas of mutual interest and pursuing R&D works in both the countries. It also envisages co- development and co-production of defence products with Indian industry through DRDO. There will be joint IPR on all the products developed through this mechanism. Some areas of immediate interest e.g., marine systems, electronics and intelligent systems have been identified as priority tasks.
Speaking at the meeting, Mr Antony said New Delhi will be happy to see the defence industry relationship to be more than a buyer-seller relationship and its further evolution into Transfer of Technology, joint production and joint R&D etc. He hoped that 'his visit will start a new chapter in our already close relationship'.
Mr Kim said the two MoUs signed today will provide a win-win scenario for the two countries in a number of areas.
The talks covered a wide range of security issues- both regional and global.
Maritime Security
Mr Antony said India and South Korea share common perception of maintaining peace as well as ensuring safety and security of sea lanes of communication in the region. He said regular exchanges towards ensuring maritime security is important to both countries, especially in securing vital energy supplies that pass through the Indian Ocean. ' It is of particular importance for like- minded countries working in the Gulf of Aden to coordinate efforts and also exchange information on the happenings in the area. We look forward to continued and enhanced cooperation between the navies of India and South Korea in this regard', said Mr Antony.
Regional Security Scenario
Talking about the regional security scenario in the Indian subcontinent, Mr Antony said we live in a troubled neighbourhood. ' Some call it a fragile region. We have to maintain balance and restraint even in the face of grave challenges to our security. Our intention is to develop friendly and cooperative relations with all our neighbours so that we can focus on our major development needs', Mr Antony said.
East Asian Architecture
Mr Antony said India looks at itself as an integral part of East Asia. India is a founding member of East Asia Summit and as such, looks at the emerging architecture in East Asia as open and inclusive. 'That is why we welcome the decision of ASEAN Foreign Ministers to move towards the inclusion of the United States and Russia as members of the East Asia Summit. We look forward to working closely with South Korea in the emerging architecture in this part of the world', he said.
Earlier in the morning, Mr Antony along with the delegation drove down to the National Cemetery in Seoul and laid a wreath there. He also inspected, amid light drizzle, a traditional colourful inter-services guard of honour presented by the South Korean Armed Forces on arrival at the Ministry of Defence Head quarters.
