Dear Sir/Madam,

The Asian Centre for Human Rights has the pleasure to share its Briefing
Paper, "Prevention of Torture Bill, 2010: A case either for reference to
the Parliamentary Select Committee or serious amendments". The same has
been provided to the Members of Parliament (Rajya Sabha, Upper House of
Indian Parliament) today.

The Prevention of Torture Bill (PTB), 2010 was debated in the Rajya Sabha
on 27 August 2010. A number of members of the Rajya Sabha urged the
government to refer the Bill to the Parliamentary Select Committee for
holding consultation with the stakeholders. The PTB, 2010 was introduced
and passed by Lok Sabha on 6 May 2010 without a debate and consultation
with the stakeholders.

This Briefing Paper is short and provides specific amendments to the PTB,
2010 for consideration by the Honourable members of the Rajya Sabha to
explore the possibility of introducing these amendments during the debate
on the PTB which is likely to be taken up on Tuesday i.e. 31st August
2010.
