External Affairs Minister S M Krishna rebuffed his Pakistani counterpart Shah Mahmood Qureshi for comparing Home Secretary G K Pillai with JuD chief Hafiz Saeed, saying there was "absolutely no comparison" between the two.
Hours after Mr Qureshi accused the Indian delegation of carrying a limited mandate to discuss issues, Mr Krishna said that "our mandate was very clear".
"There was no ambiguity. As External Affairs Minister leading this delegation, I have confined myself to the mandate given to me and I am quite satisfied," he told reporters at the IGI airport here shortly on arrival from Islamabad.
To a question on what were the gains of his visit, Mr Krishna said, "the very fact that I went to Islamabad and I talked about core issues in our relationship...if you consider it as a gain, I am ready to go along with it.
Curfew in Kashmir to prevent separatist march

'India's approach was selective. When they say all issues are on table, they should not be selective,' Pakistan's Foreign Minister Shah Mehmood Qureshi told reporters here, a day after he held talks with his Indian counterpart S.M. Krishna.
'If we focus on just one issue (terrorism), it will be difficult for Pakistan to move forward,' Qureshi said, while accusing India of being obsessed with terrorism and excluding other bilateral issues.
Qureshi criticised India for being inflexible.
'We are ready to negotiate. We are not in a hurry. When they are ready, we are ready to discuss all issues and show flexibility,' Qureshi said.
He added that Jammu and Kashmir was part of the negotiations with India and reiterated charges of human rights violations and the imposition of curfew in parts of the state -- an issue that created much acrimony at the joint press conference he held with Krishna Thursday night.
Qureshi said Pakistan was a victim of terror and its cities were repeatedly attacked by terrorists.
Qureshi and Krishna held wide-ranging talks Thursday, but the discussions ended in bitterness over Pakistan raking up human rights violations in Jammu and Kashmir and India's insistence that Pakistan give a timeframe for completing trial of the 26/11 terrorists.
Addressing a news conference here after completing a three-day visit to Islamabad, Krishna, responding to a question on the issue, said: "I never used any telephone. I was totally cut-off from India. It is an extraordinary statement. I did not speak to Delhi. In diplomatic parlance we are always in touch."
He further went on to say that even if this was true, there was nothing wrong with it.
"It is a fact that foreign ministers have to be and are in touch with their political leaderships. The mandate given to me (by Prime Minister Manmohan Singh) was so precise and so clear, that I did not need any further instructions from Delhi," he added.
Qureshi had alleged on Friday that Krishna kept receiving telephone calls from New Delhi during their talks, and that he was "directed".
"Indian foreign minister kept receiving calls from Delhi during talks. He is a senior minister and understands foreign policy-there was no need for this," said Qureshi.
"India's approach was selective. When they say all issues are on table, they should not be selective," Qureshi told reporters in Islamabad.
Qureshi criticised India for being inflexible.

Addressing the Senate Foreign Relations Committee here, America's Special Envoy to Afghanistan and Pakistan Richard Holbrooke identified the LeT as the group which planned and executed the 26/11 attacks.
Holbrooke explained that Pakistan was facing five major insurgencies -the Afghan Taliban, the Pakistani Taliban, Lashkar-e-Taiba, the Haqqani network and Al Qaeda.
He described the Haqqani network as an "odious" group, "in North Waziristan who've been attacking the American troops", The Dawn reports.
It is pertinent to mention here that Pakistan Foreign Minister Shah Mehmood Qureshi, on Thursday, had said that Islamabad has taken note of the additional information provided by alleged LeT operative David Coleman Headly in his confessions to the Federal Bureau of Investigation (FBI).
Headley had revealed during interrogation that Jamaat-ud-Daawa, the front face of the LeT, chief, Hafeez Saeed, was the mastermind behind the 26/11 attacks in which the ISI played an active and key role, and confessed to his role in the terror attacks in which 10 Pakistani terrorists killed over 166 people and injured over 200 others.
'Keeping India out, far greater Pak priority than supporting US' Afghan goals'
Pakistan might claim that it shares the goals of the United States in eliminating the Taliban and Al-Qaeda and stabilizing Afghanistan, but its prime objective remains minimizing the influence of arch rivals-India in the war torn nation, an expert has said.
"While Pakistanis will say they share the U.S. goal, "that's a way, way lower priority for them and they're willing to put up with a lot" from groups like the Taliban to keep India out," opines Teresita Schaffer, Director of the South Asia program at the Center for Strategic and International Studies in Washington.
US Secretary of State Hillary Clinton would be stopping over to Pakistan later this week before visiting Afghanistan, where she would be participating in a donor's conference.
During her visit, Clinton is likely to press both Islamabad and Kabul to step up efforts against the Taliban and Al-Qaeda.
She is also likely to discuss the reconciliation efforts being worked upon by Afghan President Hamid Karzai and backed by Pakistan.
However, the Obama administration is skeptical over Pakistan's role in the reconciliation process and considers it as 'ambiguous', which was evident from Richard Holbrooke's, President Obama's Special Envoy to Pakistan and Afghanistan, statement before the Senate Foreign Relations Committee.
Speaking before Committee, Holbrooke said Washington wants to know more about Islamabad's role in Karzai's endeavour to bring peace in the war torn region.
"Pakistan's role in reconciliation is ambiguous and opaque at this point. It is something that we want to learn more about. Remember, we're talking about reconciliation in Afghanistan not Pakistan's own relationships," Holbrooke said.
He also made it clear that the United States would never seek reconciliation with Al-Qaeda's ally- Haqqani network, which is believed to enjoy the backing of Pakistan's Inter Services Intelligence (ISI).
Pillai at the centre of Indo-Pak diplomatic row
Union Home Secretary G K Pillai was at the centre of the Indo-Pak diplomatic row today after an extraordinary attack on him by Pakistan''s Foreign Minister Shah Mahmood Qureshi, against which he was defended by India. Qureshi caused a flutter when he appeared to bracket LeT operative Hafiz Saeed''s hate-India speeches with the remarks made by Pillai that Pakistani-American terrorist David Headley had disclosed that ISI was involved in the Mumbai terror attack.The Pakistani Minister objected to his remarks on the eve of Indo-Pak talks and asked "to what extent" these helped the bilateral ties. He also claimed that his Indian counterpart S M Krishna was in agreement with him that such remarks were "uncalled for".
Krishna, who had not refuted Qureshi during their joint press conference in Islamabad yesterday, was today attacked by the BJP for not defending the Home Secretary. On his return to Delhi, Krishna fielded questions on the subject and said there was "no question of comparison" between the statements of Saeed and Pillai.
"Hafiz Saeed is a person who has been speaking out of turn against India. He has been crying for jihad against India and we have always said that such people in Pakistan who incite hostile and anti-India propaganda will not smoothen relationship," he said.
But the External Affairs Minister chose not to refute Qureshi''s statement that the two of them were of the same "opinion" on Pillai''s remarks. Meanwhile, government sources saw the outburst by Qureshi against Pillai as an effort to divert attention from the issue of terrorism and felt that the Pakistani minister may have been forced to do so by elements in his country who want to scuttle the talks.
The sources said the hawkish elements in Pakistan, which do not want dialogue between the two countries, were upset when the talks between the Home Ministers and Home Secretaries went off well last month. The sources noted that the meeting between Home Ministers last month passed off so well that Pakistan''s Interior Minister Rehman Malik went to the extent of telling P Chidambaram that India would not be disappointed when Islamabad replies to terror related queries the next time.
"The hawks in Pakistan do not want Indo-Pak talks. These elements could be behind the sudden outburst of Qureshi," a source said.
The sources said the contents of Pillai''s statement had been conveyed to Pakistan before the talks. "For rest of the information, India has told Pakistan to get in touch with the US Department of Justice and FBI. Home Secretary has only repeated what the Pakistani agencies and government are well aware of," the source said.
BURNING ISSUES
"We talked about some of the burning issues that confront the two countries. To that extent that we have contributed in a manner where the trust deficit is getting reduced as part of the Confidence Building Measure," he said.
Mr Krishna refuted Mr Qureshi's claim that Indian delegation was not mentally prepared for the talks. "I was fully prepared," he said.
With regard to Mumbai attack investigations, he said that India had not insisted on any time-line but had clearly
told Pakistan that unless the issue of terrorism was addressed, "all other efforts will be futile".
TERRORISM, THE OBSTACLE
He said Pakistan had been told that terrorism was the "biggest obstacle" in normalising relations between the two countries.
"As long as this is not met, all other efforts would be futile. Hence, it is in the interest of this particular relationship, if it has to be strengthened, then positive, focused action will have to be taken by the leadership of Pakistan in tackling those perpetrators of these heinous crimes in Mumbai," he said.
Asked about Mr Qureshi's comparison of Mr Pillai's remarks with Saeed's anti-India speeches, the Minister shot back, "where is the question of comparison between the two statements?
"Hafiz Saeed is a person who has been speaking out of turn against India. He has been crying for jihad against India and we have always said that such people in Pakistan who incite hostile and anti-India propaganda will not smoothen relationship," he said.
TELEPHONE TALKS
Mr Krishna rebutted Mr Qureshi's claim that he was constantly on telephone line with New Delhi during talks.
Describing Mr Qureshi's statement as "extraordinary", he said he was "totally cut-off" from India and never used the telephone.
"I have not spoken to anybody. The mandate given to me was so precise, so clear, that it does not need any additional instructions from Delhi," he said.
But, he maintained, that even if he had used the telephone, in diplomacy it was not wrong in keeping touch with the base.
"Foreign Ministers are always in touch with their base, with the political leadership and governmental leadership. There is nothing wrong even if something has happened on these lines," he said.
To another of Mr Qureshi's aside on lack of clear mandate to Indian delegation, he said "I am not going to score debating points with Qureshi. I would like to concentrate on serious issues. We did discuss issues that are of concern to both of us. We have made some headway."
Asked whether back-channel diplomacy would be preferred in the light of stalemate in talks, he said that it was something that would have to be evaluated.
"I have invited Qureshi to India. I am looking forward to resuming the dialogue from where we left," he said.
NOT FOR TIMEBOUND TALKS
When refered to Mr Qureshi's insistence on time-bound approach to resolving issues, Mr Krishna said it was not clear as to what Pakistan Foreign Minister meant by that statement.
"Knowing the complexity of the problems we had discussed, I do not think that it would be prudent for anybody to insist on a timeframe," he said.
In his opening statement, Mr Krishna said he had cordial, frank and useful exchange of views with Mr Qureshi.
"Our extensive and serious discussions extended beyond schedule. We discussed steps to promote trust and confidence so as to pave the way for serious, comprehensive and sustained dialogue on all issues of mutual interest and concern," he said.
Mr Krishna said talks enabled the two sides to understand each other's positions.
During his meetings with Pakistan leadership, Mr Krishna said his interactions with Pakistan President Asif Ali Zardari and Prime Minister Yusuf Raza Gilani brought forth the desire on both sides to normalise relationship to bring peace and prosperity in the region.
He found a similar desire during his meetings with leaders of political parties, including MQM, ANPM and PML(N).
He said he conveyed to interlocutors the need for effective action against terrorism directed against India.
He also stressed on the need for Pakistan to fulfil its assurances not to allow its territory to be used against India saying it will go a long way in building trust and confidence.
Mr Krishna said Mr Qureshi assured him that Pakistan will do all its power to fulfil its commitment not to allow its soil to be used against India.
Protesters clash with forces in Indian Kashmir

SRINAGAR, India — Hundreds of anti-India protesters clashed with police and paramilitary soldiers after Friday prayers despite a rigid curfew being reimposed in most of Kashmir following weeks of unrest that has killed 15 people.
People were not allowed to attend prayers at Srinagar's main Jamia mosque for a third successive Friday, but authorities did not stop residents from attending prayers at smaller local mosques in the disputed Himalayan region's main city.
People who attended Friday prayers at mosques joined anti-India protests afterward. Hundreds of protesters threw rocks at police and paramilitary soldiers who then fired tear gas to quell the protests, a police officer said on condition of anonymity as he was not authorized to talk to reporters.
Clashes also broke out Friday in Anantnag, Kupwara and Baramulla towns where government forces fired tear gas to disperse the rock-throwing protesters, police said.
No injuries were immediately reported.
The mostly Muslim region, where resistance to rule by predominantly Hindu India is strong, has been under a rolling curfew for the past three weeks after anti-India street protests and clashes surged.
The tension in the region — divided between India and Pakistan and claimed by both — is reminiscent of the late 1980s, when protests against New Delhi's rule sparked an armed conflict that has killed more than 68,000 people, mostly civilians.
Separatist politicians and militants want to carve out a separate homeland or merge with Pakistan.
On Friday, thousands of police and paramilitary soldiers — dressed in riot gear and armed with assault rifles — patrolled Srinagar, the main city in the Indian-held Kashmir. They asked people to stay at home, said Javaid Ahmed, a local resident.
The government decision followed a call for protests by the All Parties Hurriyat Conference, the region's main grouping of separatist parties. An earlier curfew had been eased last weekend so that residents could celebrate a Muslim festival.
But on Thursday, the unrest picked up again, when thousands of people held streets protests chanting "We want freedom" and "Go India, go back" in Srinagar.
Clashes erupted as government forces fired tear gas to disperse rock-throwing protesters in Srinagar and some other towns, injuring 16 protesters and 13 troops, the officer said.
On Friday, shops, schools and government offices were closed and public buses stayed off the roads in the region.
Kashmiris want freedom from Indian bondage: JAKAF

The spokesman said that the time had come that India, while recognising Kashmir as a disputed territory, should withdraw its troops from the territory, repeal draconian laws, lift curfew and release all illegally detained Kashmiri Hurriyet leaders and activists and initiate meaningful and result-oriented talks to resolve the dispute, once for all. »

'Ridiculous' to compare Pillai with Saeed: Congress
The ruling Congress Friday termed as 'ridiculous' Pakistan Foreign Minister Shah Mahmood Qureshi's attempt to equate Indian Home Secretary G.K. Pillai's statement on the 2008 Mumbai terror attack with Lashkar-e-Taiba (LeT) chief Hafeez Saeed's anti-India hate speeches.'I don't think there is any basis for comparison of statements by Hafiz Saeed or Salahuddin with the home secretary. That would be ridiculous,' Congress spokesman Abhishek Manu Singhvi told reporters here, a day after the foreign ministers of India and Pakistan held talks in Islamabad.
The almost seven-hour meeting ended with no common ground with the two sides reiterating their known positions on thorny issues such as Kashmir.
When asked about Saeed's hate speeches in Pakistan, Qureshi countered by bringing up Pillai and his allegations that Pakistan's intelligence agency Inter-Services Intelligence (ISI) was involved in the 26/11 Mumbai strike.
'Tell me, to what extent it helped (our dialogue)? It was uncalled for,' Qureshi said.
Singhvi said the 'home secretary was simply making a statement of fact about what India's stand has been. It is only India's stand and there can be no comparison'.
ISI Paid LeT 25 Lakh to Buy Boat for 26/11: Headley

| In revelations that clearly show ISI role in the 26/11 attacks, Pakistani-American terrorist David Headley has told his interrogators that the Pakistani intelligence agency had paid Rs 25 lakh to LeT to purchase a boat which terrorists used to travel from Karachi. Headley also identified through voice sample test two ISI officers who handled the 10 terrorists who carried out 60-hour attack in Mumbai on November 26, 2008. Giving these bits of information on the basis of interrogation of Headley carried out by an NIA team recently, official sources here said the ISI role in the attack was very clear from the revelations made by the LeT operative who is in the custody of FBI. The ISI had paid Rs 25 lakh to Lashkar-e Taiba (LeT) terror outfit for purchase of a boat which was used by the 26/11 attackers to travel from Karachi to the Pakistani maritime boundary, where they hijacked an Indian fishing boat 'Kuber' to reach Mumbai. Sources said Indian investigators also have information that chief of ISI Lieutenant General Ahmed Shuja Pasha had met one of the handlers of the Mumbai attack, Sajjid Mir, who is currently in a Pakistani jail. "All these information have been shared by India with Pakistan through the multiple dossiers given to it," a source said. Indo-Pak dialogue today descended into acrimony with Pakistan Foreign Minister Shah Mahmood Qureshi accusing India of being "selective" in its approach, a suggestion rejected by his counterpart S M Krishna.
A day after their parleys ended amidst sharp differences on key issues, the two Foreign Ministers addressed their home audiences, Qureshi in Islamabad and Krishna immediately after landing in Delhi to give their versions of what transpired.
Qureshi, speaking to Pakistani journalists while Krishna was still in Islamabad, put aside diplomatic niceties by saying that the Indian delegation was not "fully prepared" for the talks and that his Indian counterpart had repeatedly sought directions from Delhi as the deliberations were on.
Krishna, on his part, refused to engage in "scoring debating points" but firmly said he had not called Delhi even once as he had a clear mandate. He dismissed Qureshi's comment as "extraordinary".
It was clear from Qureshi's comments that Pakistan was insisting on Kashmir being a core issue in the discussions and on their being a "road-map" in addressing all bilateral matters.
The Pakistani minister held out a veiled threat by stating, "if we focus more only on those issues which India gives importance to and ignore those considered important by Pakistan, then I don't think the talks can move forward."
Nevertheless, both the ministers refrained from calling the talks as having failed, with Krishna maintaining that the "extensive and serious discussions" had resulted in better understanding of each other's position. Qureshi said there was no "deadlock" and that Pakistan would wait till India was "ready".
Krishna rejected Pakistan's contention that India was not ready to discuss all issues and asserted that all "core" and "burning" problems were deliberated upon with the aim of reducing trust deficit.
He rebuffed Qureshi for comparing Home Secretary G K Pillai with JuD chief Hafiz Saeed, saying there was "absolutely no comparison" between the two.
Responding to the Pakistan Minister's contention that the Indian delegation had a limited mandate to discuss issue, Krishna said, "I had a clear mandate...
"There was no ambiguity. As External Affairs Minister leading this delegation, I have confined myself to the mandate given to me and I am quite satisfied."
To a question on what were the gains of his visit, Krishna said, "the very fact that I went to Islamabad and I talked about core issues in our relationship...If you consider it as a gain, I am ready to go along with it.
"We talked about some of the burning issues that confront the two countries. To that extent that we have contributed in a manner where the trust deficit is getting reduced as part of the Confidence Building Measures (CBMs)," he said.
With regard to Mumbai attack investigations, he said that Pakistan never gave any timeline but he had clearly told Qureshi that unless the issue of terrorism is addressed, "all other efforts will be futile".
He said Pakistan has been told that terrorism is the "biggest obstacle" in normalising relations between the two countries.
Asked about Qureshi's comparison of Home Secretary G K Pillai's remarks that as per revelation by Pakistani-American terrorist David Headley, ISI was involved in Mumbai terror attacks, with LeT operative Hafiz Saeed's anti-India speeches, the Minister shot back, "where is the question of comparison between the two statements?
"Hafiz Saeed is a person who has been speaking out of turn against India. He has been crying for Jihad against India and we have always said that such people in Pakistan who incite hostile and anti-India propaganda will not smoothen relationship," he said.
To a question on Qureshi's aside on lack of clear mandate to Indian delegation, he said, "I am not going to score debating points with Qureshi. I would like to concentrate on serious issues. We did discuss issues that are of concern to both of us. We have made some headway."
Asked whether back-channel diplomacy would be preferred in the light of stalemate in talks, he said that it is something that will have to be evaluated.
"I have invited Qureshi to India. I am looking forward to resuming the dialogue from where we left," he said.

Hurriyat Conference today voiced its dismay at India and Pakistan not making much headway at the talks between their foreign ministers, saying the outcome has left people in the Kashmir valley "disappointed."
It was "sad" that both the countries were caught in "jugglery of words and political jargon", Hurriyat Chairman Mirwaiz Umer Farooq told PTI here.
The separatist amalgam also advocated that policy makers in New Delhi should listen to its own Army Chief General V K Singh, who has said that Kashmir was a political issue and needed to be resolved politically.
"Hurriyat's point of view is that unless and until both countries -- India and Pakistan -- come close to each other, the prospects of Kashmir issue being resolved are less," Farooq said.
"...The sad part is that we are still caught in jugglery of words and political jargons and there does not seem to be any sincerity on resolving the issue. We maintain that the core issue between the two countries is Kashmir. Yes, there are other issues which are also important but we have maintained that an India, Pakistan dialogue can only be in the right direction if we see some changes on the ground..."
Farooq said Hurriyat was very disappointed that no headway has been made though some contact is there (between the two countries).
"But I guess this(contact) is not enough specially in a situation like this when people of Kashmir are going through very critical times. There was a hope that some political initiative between India and Pakistan would generate some interests among people of Kashmir but people of Kashmir are very disappointed that nothing has come out from the talks apart from rhetoric," he said.
He said unless and until there is a proper mechanism, there is a realisation that "we need to address issues politically, amicably and peacefully and I think if this is not the thinking then we are back to square one."
The Mirwaiz referred to the statement of Army Chief Gen Singh's statement and said "their own army chief is saying that what can the Army do, its a political problem and needs a political solution."
In reply to a question whether the time was right for Hurriyat to jump in and act as a bridge between India and Pakistan, he said, "no. I don't think this is the right time for Hurriyat to jump into. Right now India and Pakistan are also not in a position to move ahead. There does not seem to be any direction, there does not seem to be any mechanism of how to move forward.
"We were hoping that India and Pakistan will take it forward and at an appropriate time...But the way in which this meeting has gone, accusation and counter-accusation, I think it is sad. I think rather than accommodating each other's view, I see hardening of stands," he said.

Pakistan, India agree on talks, no breakthrough
The Pakistani and Indian foreign ministers agreed on Thursday on more talks but little else as they failed to achieve any tangible measures to build the trust fractured by the Mumbai attacks.Pakistan's Shah Mehmood Qureshi and India's S.M. Krishna met for several hours in an effort to revive the peace process that was broken off after the 2008 assault on the Indian financial capital that killed 166 people.
"We have agreed that this process is valuable and we'll continue to meet in future as well," Qureshi told reporters after their talks.
Krishna said the meeting had been "good and constructive".
"I think our dialogue has enabled us to develop a better understanding," he said, adding that he had invited Qureshi to visit India.
But neither minister set a date for future talks or announced any concrete measures that might soothe tensions. Both were grim-faced and sombre at a news conference after the meeting, with little interaction between the two.
India has blamed Pakistan-based Lashkar-e-Taiba (LeT) militants for the Mumbai attacks and Indian Home Secretary G.K. Pillai, in remarks published in an Indian newspaper on Wednesday, accused Pakistan's main spy agency, the Inter-Services Intelligence (ISI), of orchestrating the assault.
India has been pushing Pakistan to take action against the perpetrators of the attack as a pre-condition for relaunching the peace process between the two nuclear-armed rivals.
Krishna said Qureshi had assured him that his government would take into account in its investigation the information gleaned by Indian officials from a Pakistani-American, David Headley.
Headley pleaded guilty to working with LeT to plan the attacks and Pillai said evidence against the ISI emerged from his interrogation. U.S. authorities, who arrested Headley last October, allowed Indian investigators to question him for a week last month.
Krishna said the unravelling of the conspiracy behind the Mumbai assault would be the biggest confidence-building measure Pakistan could take.
SECURITY VERSUS KASHMIR
Security remains India's top concern in talks with Pakistan after Mumbai. Pakistan wants discussions on other issues, including its core dispute with India over the Himalayan region of Kashmir, the cause of two of the three wars between the two countries since independence from Britain in 1947.
"We have to respect the Indian point of view and they have to understand the Pakistan point of view, and collectively we have to move on," Qureshi said.
While he and Krishna termed their talks useful, they appeared tense while speaking of their allegations against each other.
Krishna said Pakistan had not yet provided any evidence to back up its charge that India was fomenting trouble in Pakistan's southwestern province of Baluchistan.
Qureshi denied Indian allegations that Pakistan was backing Muslim militants infiltrating into Indian-ruled Kashmir.
"Infiltration is not the policy of the government of Pakistan or any intelligence agency of Pakistan. Having said that, if there are individuals who cross over, deal with them firmly and Pakistan will cooperate," Qureshi said.
The meeting took place after India sent in the army to control weeks of violent anti-government protests in the part of Kashmir under its rule.
Both ministers agreed that the countries would continue talks, acknowledging the decades of distrust between them.
"We are politicans and politicans believe in dialogue. ... We will extract hope even from hopelessness because the spirit is to move on and to move forward," Qureshi said.

Krishna's silence on Pak FM's castigation of Pillai irks BJP
The BJP on Friday regretted that Home Secretary G K Pillai was not "defended" by External Affairs Minister S M Krishna when he was "openly castigated" by Pakistan's Foreign Minister Shah Mahmood Qureshi.
Qureshi has censured Pillai for his remarks that the ISI had coordinated Mumbai terror attacks.
The Congress on its part described as ridiculous any attempt by Pakistan to equate Pillai's remarks with Jamaat-ud-Dawah(JuD) chief Hafiz Saeed's anti-India hate speeches.
"The Foreign Minister of Pakistan chose to attack India's Home Secretary. I regret he was not defended there by India's Foreign Minister," BJP spokesman Ravi Shankar Prasad said, a day after Qureshi's unexpected attack on Pillai at a joint news conference with Krishna after their talks in Islamabad.
Congress spokesman Abhishek Singhvi said, "The Home Secretary was simply making a statement of fact about what India's stand has been, It is only India's stand. I don't think there is any basis for comparison of statements by Hafiz Saeed or Salahuddin with the Home Secretary. That would be ridiculous."
Singhvi also noted that Krishna has not confirmed Qureshi's remarks that both the ministers were of the opinion that Pillai's comments on ISI's role in 26/11 were "uncalled" for.
Prasad while offering his preliminary comments on the outcome of the Indo-Pak talks said Qureshi was making an issue out of Pillai's statement which was nothing but a statement of LeT operative and Pakistani-American David Headley about the role of ISI in Mumbai attack. Headley has confessed to his involvement in 26/11 and is currently in FBI custody in Chicago in the US.
"They have no reply or content but they are comparing it (Pillai's remarks) with Hafiz Saeed without taking any action," Prasad said.
Qureshi when asked at the joint press conference last night at the end of the talks why Saeed was not being reined in by Pakistan from making anti-India speeches shot back: "I agree that both sides need to create an enabling environment and not let the climate of engagement be vitiated by negative propaganda.
But, I want to know to what extend did the Indian Home Secretary's statement on the eve of this dialogue help? We both(minisers) are of the opinion that it (Pillai's remarks) was uncalled for."
Qureshi's criticism was noteworthy as it was in response to a question on the anti-Indian rhetoric of Saeed and he cited Pillai's comments as a counter. Krishna's silence when Pillai was attacked by the Pakistani minister has raised eyebrows.
Pillai had early this week blamed Pakistan's powerful Inter Services Intelligence(ISI) agency for "controlling and coordinating" the Mumbai terror attacks in 2008 "from the beginning to the end".
Nitish, Modi Will Be Jailed : Lalu, Paswan

Virtually kicking off a joint campaign for the assembly polls in Bihar slated for the year end, Rashtriya Janata Dal chief Lalu Prasad and his Lok Janshakti Party counterpart Ramvilas Paswan today accused the ruling NDA of unleashing 'a reign of corruption and terror in the state'.
"Today's meeting marks the beginning of end of the NDA rule synonymous with a reign of corruption and terror," the two leaders told a gathering at Sigheshwar in Madhepura district.
Referring to the Patna High Court order for a CBI probe into alleged irregularities in the execution of development and welfare schemes in Bihar between 2002-2003 and 2007-2008, Paswan said though the tenure of the Nitish Kumar government was almost at an end "We are sure that the chief minister and his deputy S K Modi will be jailed for their complicity in the loot of public funds."
"All pervasive corruption prevails in Bihar which is gripped by anarchy and chaos ... Bureaucracy has taken control over the system and no development is visible," Prasad said and accused Kumar of 'cheating and befooling' the people in the name of development and changing Bihar's image.
"Kumar made tall promises for more than four years but failed to fulfil them ... Not a single industry has come up in Bihar during the period," he alleged.
He asked the people not to vote for Congress either as "Voting Congress will mean voting for BJP and Nitish."
"Both Congress and NDA are two faces of the same coin and people should be cautious while voting this time," the RJD strongman said dubbing the Congress as 'vote katua (vote cutter)'.
Later at Narpatganj in Araria district the two leaders assailed the Nitish Kumar government for allegedly 'fooling the minorities'.
"The CM has done nothing but dirty politics and has tried to fool minorities," Prasad said adding both Centre and the state government were responsible for the plight of the minorities.
Prasad said if the RJD-LJP combine came to power in the state it would strive for the uplift of minorities and seek implementation of the reports of Sachar committee and Ranganath Mishra commission.
Paswan said he had committed a 'big blunder' by snapping ties with RJD in 2005 which paved the way for Nitish Kumar. "The RJD-LJP alliance is firm this time and it is set to rid the people of the state of the corrupt, ineffective and incompetent Nitish regime."
Terming the NDA as 'anti-people and anti-minorities' and alleged that both the state and central governments were equally responsible for the price spiral.

Contradictions in policy-making
C. P. Chandrasekharonsistency in policy-making seems to be a casualty of the government's ideological drive to "deepen reform" even while economic circumstances demand a completely different policy track. Nowhere is this more visible than in the response to persisting inflation. The government itself has decided that the inflation problem, earlier focused on food but now more generalised, would take care of itself once the monsoon progresses further. More important to it is the need to "exit" from the stimulus resorted to in the wake of the recession, even if that involves besides expenditure reduction an increase in administered prices. So in what it presents as a brave, "anti-populist" move it has decided to resort to steep hikes in the prices of petrol, diesel, kerosene and LPG and begin the transition to a "free pricing' regime for petrol (initially) and diesel (subsequently). With some of these commodities being universal intermediates that enter into the costs of production of most commodities and others being part of the common person's consumption basket, this move is bound to intensify and prolong the already lengthy inflationary episode the country has been experiencing. And the burden of such inflation would fall more severely on the large mass of poor that populate this country. Yet, the Prime minister has openly endorsed the petrol products price hike and the dismantling of administered pricing in this area, indicating where the inspiration for the policy comes from.
What is surprising is that despite statements to the contrary by Finance Ministry mandarins, the government, or at least one important arm of government, does not believe that inflation would just go away. The Reserve Bank of India has decided to step in and do something to curb inflation with policy. Thus, well in advance of its regular monetary policy review due at the end of July, the Reserve Bank of India has decided to hike key interest rates. It has raised both the repo rate and reverse repo rates by a quarter of a percentage point each to 5.5 and 4 per cent respectively. Since this would raise the cost at which banks can access liquidity the move is likely to impart upward pressure on key rates in the system.
Explaining the motivation for its surprise action, the RBI attributes it to the need to "contain inflation and anchor inflationary expectations going forward". In fact, the central bank expects non-food and fuel price increases to add significantly to inflation in the coming months. The likelihood is that the fuel price hike and the delayed monsoon would push inflation beyond the RBI's expectations, resulting in further rate increases in the coming weeks and months. In practice, therefore, the RBI is paying attention to combating inflation while the government is working to intensify it. The inconsistency is obvious. But this is not the only instance of inconsistency. If the RBI's rate increases are to work to contain inflation they would do so by curbing demand including the speculative demand for food articles. This would adversely impact growth, especially since the government is committed to cutting back on its fiscal deficit. So clearly, in the desperate rush to implement price decontrol as part of economic reform, the government is willing to sacrifice growth even while contributing to inflation. The RBI is less blatant on this count as well and has decided to sustain easy liquidity conditions even while hiking rates, introducing another element of inconsistency into the policy environment.
In sum, those who are willing to borrow at higher interest rates would be able to access credit. Such borrowers are unlikely to be borrowers looking for finance for productive investment or those wanting to borrow to sustain consumption. High cost borrowers are most likely to be speculators who expect to recover the marginal cost increase with higher returns.
So the strategy of limiting inflation being adopted by the RBI is being diluted, to support a feeble effort to sustain the recovery that the economy has experienced.
These moves affecting growth and inflation in contradictory ways have adverse distributive implications. Inflation hurts the poor by eroding real incomes, especially when it affects food articles and essential commodities entering the consumption basket of these sections.
On the other hand, higher interest rates benefit financial investors and do not harm the well to do looking to borrow, since the latter can bear the increased cost so long as they have access to the liquidity they need. This obviously means that the internally inconsistent policy stance of the government and the central bank is also regressive in terms of its likely outcomes. The government is not just unconcerned about inflation or growth, it seems to be indifferent to the distributive implications of its policies. In a country overwhelmed by poverty and deprivation this is not just apathetic but plain callous. Strangely, even the financial markets do not seem to approve.

Two-and-a-half years after low-intensity blasts ripped apart the courtyard of the centuries-old shrine, the Rajasthan police arrested three men—Devendra Gupta, Vishnu Prasad and Chandrashekhar Patidar. Gupta, an RSS worker, was suspected to have bought the mobile phone and SIM card that triggered off the October 2007 blast in which three were killed. Till their arrest on April 30 this year, the story narrated by the investigators, lapped up by the establishment and reiterated in large sections of the media was that the Ajmer blast was the handiwork of jehadi terrorists.
In Hyderabad too, the CBI team believes it is on the right track, finally, in the Mecca Masjid bomb blasts case. Four men belonging to radical Hindu groups were arrested this May for triggering a high-intensity bomb that went off in the masjid complex in May 2007, killing 14 and injuring some 50. At that time, the Hyderabad police had said it was most likely the work of the Harkat-ul-Jehad-e-Islami (HuJI), backed by local logistical support; some 26 Muslim men were picked up, interrogated, forced to confess and detained for up to six months.
Around the same time, officers of the National Investigating Agency (NIA) filed a chargesheet in a Panjim court accusing 11 people, all Hindus and members of the ultra-right-wing Sanathan Sanstha, of masterminding and executing the October 2009 Margao blasts that killed the two people ferrying the explosives to a local festival. Investigation in Pune's German Bakery blast this February has run aground after the initial suspicion, detaining and interrogation of suspected Muslim men, some believed to be members of "sleeper cells of jehadi groups" or the Indian Mujahideen (IM). When Abdul Samad was arrested last month, the Maharashtra ATS actively encouraged the understanding that he was the man caught on CCTV cameras in the bakery that night. However, Samad was never charged with the blast and subsequently let off in other cases too.
Terror trails in India dramatically changed with the Malegaon blasts investigation in September-October 2008. Led by then Maharashtra ATS chief Hemant Karkare, who was subsequently killed on the night of 26/11, the investigation pointed to Abhinav Bharat (AB), an ultra-right-wing Pune-based organisation established in 2005-06, and its members or affiliates. What Karkare's teams managed to uncover is part of recent history and should have become the basis of examining and monitoring the new phenomenon of Hindutva terror but didn't.
However, till May-June this year, the establishment did not either see these warning signals or chose to ignore them—except for a brief two-month period in 2008 when Karkare led the Malegaon probe. Now, it may be difficult to sustain the denial. "For the last 10 years, stories about Hindu right-wing violence have been trickling out. Instead of a systematic investigation, there has been an event-to-event investigation. The larger story has remained underinvestigated and under-reported," says Mumbai advocate and human rights campaigner Mihir Desai. The CBI is only now seeking directions from the Union home ministry to see the Ajmer, Mecca Masjid, Malegaon and other blasts in conjunction after there has been no conclusive evidence of the involvement of Islamic groups.
The 4,528-page chargesheet filed in the Malegaon case offers insight into the grand design of the Abhinav Bharat and its affiliates. Purohit, the Sadhvi and others had spoken to one another "to avenge bomb attacks on Hindu shrines" and had engineered a series of blasts with the larger ambition to establish a "separate Hindu rashtra". Abhinav Bharat—whose original avatar was started by Veer Savarkar, later disbanded, and restarted by Himani Savarkar—was set up to achieve this ambition. "This organised crime syndicate," states the chargesheet, "wanted to adopt a national flag, that is, a solo-themed saffron flag with a golden border...with an ancient golden torch."
The Rajasthan ATS now believes that Devendra Gupta, linked to the Ajmer blasts, was in touch with AB members through RSS pracharak Sunil Joshi. Providing the other end of the link, the Maharashtra ATS says the Sadhvi, enraged when Joshi was killed by suspected SIMI activists in September 2007, ordered the 2008 Malegaon blast. Joshi has also been linked to the Samjhauta Express blasts which killed 68 people, all Pakistanis. The evidence has come from Purohit's reported phone conversation as narrated by an unnamed witness.
Yet, the story has several loose ends, most critical among them being fugitives Ramnarayan Kalsangra, Swami Aseemanand and others. Kalsangra, investigators in Maharashtra and Rajasthan say, was introduced to Devendra Gupta by the Sadhvi and is believed to be an expert at assembling bombs. Finding Kalsangra is crucial since all accused in custody have named him as "the man". Ajmer, Mecca Masjid, Malegaon, Samjhauta Express and several other blasts are clearly part of a larger story.
