Impetus to Modernize Land Records in North Eastern States National Land Records Management Program
New Delhi: July 8, 2010
Management of land records in North Eastern States got a fillip today with Union Cabinet giving its nod to modification in the funding pattern for the north-eastern states under the National Land Records Modernization Program(NLRMP). The Central: State cost sharing has been enhanced on 90:10 basis for the following components:
a) Survey/re-survey and updating of the survey & settlement records (including ground control network and ground truthing),
b) Computerization of registration
c) Modern Record Rooms/ Land Records Management centres at tehsil/taluk /circle /block level.
Earlier the Central share ranged from 25% to 50% for these components. For the rest of the components of the program, the provision of 100% Central funding will be retained. Some of the North Eastern States and the North East MP's Forum had requested the Government for Central assistance at enhanced rate to the NE States under the program. In And also original surveys have not been carried out in most of the NE States.
Salient Features of NLRMP
The National Land Records Modernization Program (NLRMP) came into existence by merging two Centrally-sponsored schemes of Computerization of Land Records (CLR) and Strengthening of Revenue Administration and Updating of Land Records (SRA&ULR) subsequent to the approval of the Union Cabinet on 21.08.2008. The activities being supported under the Program include computerization of the records of rights (RoRs), digitization of maps, survey/resurvey using modern technology including aerial photogrammetry, computerization of registration, training and capacity building of the concerned officials and functionaries, connectivity amongst the land records and registration offices and land records management centres at tehsil/taluk/circle/block level. The ultimate goal of the NLRMP is to usher in the system of conclusive titling with title guarantee, to replace the current system of presumptive titles in the country. It is expected that by the end of the 11th Plan, computerization of land records including digital documentation of legacy data relating to registration and existing maps will be completed throughout the country. Besides, a system for concurrent and continuous updating of land records based on current changes will be in operation in all the tehsils, taluks, revenue circles, etc. Simultaneously, steps are being taken for comprehensive survey/re-survey of land using modern technology like aerial photography, total stations, DGPS, etc.
Components
The scheme is being implemented in a methodical manner and all the districts in the country are expected to be covered by the end of the 12th Plan. Further, the activities are to be undertaken in a systematic manner, which are to converge in the district and district is the unit of implementation. It has various components with the following assistance:
Computerization of land records including digitization of cadastral maps, integration of textual and spatial data, data centersat Tehsil, Sub-division, District and State level, inter-connectivity among revenue offices. (100% by Govt. of India)
Survey/resurvey and updating of the survey & settlement records (including ground control network and ground truthing) using modern technology options. (50% by Govt. of India)
Computerization of Registration including connectivity to SROs with revenue offices. (25% by Govt. of India)
Modern record rooms/land records management centres at Tehsil level. (50% by Govt. of India)
Training & capacity building (100% by Govt. of India)
vi) Core GIS (100% by Govt. of India)
Implementation
A National-level Project/Proposal Sanctioning and Monitoring Committee has been constituted under the program under the chairpersonship of the Secretary, Department of Land Resources with representatives from the Departments of Information Technology, Science and Technology and technical agencies like National Informatics Centre (NIC), National Remote Sensing Centre (NRSC) and Survey of India (SoI) on the Committee. The State/UT proposals received for release of funds are placed before the Committee for its consideration and funds are released to the States/UTs as per recommendations made by the Committee. In addition a Core Technical Advisory Group with representatives from the technical agencies, concerned Ministries/Departments and experts from States has been constituted to advise the Department of Land Resources and the States/UTs on the technological aspects of implementation of the Program.
Physical and financial performance during 2008-09 and 2009-10
The Program is demand-driven and State-wise allocations are not fixed. Release of funds for different components/activities is requested by the States/UTs district-wise and the proposals are considered by the Project/Proposal Sanctioning and Monitoring Committee constituted under the program. During 2008-09 proposals received from 20 States/UTs for release of funds under the NLRMP were placed before the Project Sanctioning and Monitoring Committee and funds to the tune of Rs.255.73 crore were recommended by the Committee towards Central share for covering 69 districts, including 16 districts of NE States. It was decided that 75% of the funds recommended by the Committee may be released as 1st installment. Accordingly, as per availability of funds, Rs.188.76 crore was released to 20 States/UTs and 69 districts were covered under the program. During 2009-10, funds to the tune of Rs.188.58 crore were released to the States/UTs for covering 72 more districts, including 22 districts from NE States, under the Program. Further, with a view to having training of staff involved in implementation of the NLRMP on a continuous basis, as per proposals received, Rs.6.86 crore was released to the States of Assam, Haryana, Himachal Pradesh, Kerala and Madhya Pradesh for creation of a NLRMP Centre/Cell at their Revenue/Survey Training Institutes. In addition, funds amounting to Rs.4.50 crore were provided for development of Management Information System (MIS) for the NLRMP, study for setting up of a Program Management Unit (PMU) under the NLRMP, organizing NLRMP Technical Fair, 2009, study on Social Impact Assessment of Rehabilitation and Resettlement Policies and Packages etc. Thus, up to 2009-10, 141 districts, including 38 districts of NE States, were covered under the NLRMP in 26 States/UTs and funds to the tune of Rs.384.20 crore were released to the States/UTs towards Central share.
Physical and financial performance during 2010-11:
During the current financial year, funds to the tune of Rs.34.55 crore have been released to the States/UTs towards balance amount of 1st installment released during 2009-10 and for covering 7 more districts of Assam under the program. Proposals for coverage of 17 more districts from various states including one district in Sikkim under the program have been considered by the Project Sanctioning and Monitoring Committee and the proposals are being processed for release of funds. In addition, proposals for release of funds to six states including Nagaland for creation of NLRMP Centre/Cell at their Revenue/Survey Training Institutes are also being processed.

It is expected that the modifications in the funding pattern will encourage the North Eastern States for implementation of the NLRMP. This will lead to establishment of proper land records maintenance and registration systems in these remote and strategically located States.

28 Towns of Assam Gets Central Assistance for Drainage of Storm Water
New Delhi: July 8, 2010
Under JNNRUM, the Ministry of Urban Development has sanctioned projects of Rs.207.80 crore for drainage of storm water in 28 small and medium town of Assam. Out of this amount about 100 crore was released by April this year so that significant work can be carried out before the peek monsoon.
Towns getting the assistance are Hojal, Titabar, Pathsala, Bokakhat, Lakhipur (water supply), Lakhipur (water drainage), Hailakandi, Hojal, Sarthebari, Dhekiajuli, Marigaon, Hamren, Chabua, Goisaigoan, Barpeta Road, Lanka, Lankhipur, Howraghat, Digboi, Basugaon, Maibong, Lala, Barpeta, Udalguri, Simaluguri, Gauripur, Jorhat, Sapatgram, Dhubri, Dergaon.
Under the JNNRUM, the Ministry of Urban Development is providing assistance for sewerage for improvement of roads and supply of drinking water besides providing improved buses for urban transport. North-East including Assam is priority area under the scheme. Three major projects for development of urban infrastructure in major cities have also been sanction for the State.
