In the face of considerable pressure from the Opposition, and some of its own ministers, the government indicated that it may include caste in the current census. Some in the Cabinet, including Home Minister P Chidambaram, had not been in favour of this.
But on the last day of this parliament session, after frequent adjournments, the Prime Minister said, "I am aware of the views of the members of parliament belonging to all sections. I assure you that the Cabinet will take a decision shortly."
The Cabinet may have been unable to hammer out a consensus on the demand for caste-based census, but the issue saw a rare unanimity being displayed in the Lok Sabha on Thursday, with parties rising above ideological distinction to seek a head-count on the basis of caste identities.

Nine of the 15 legislations related to the financial business of the government including the finance bill and railway appropriation bills.
The other bills passed include The Ancient Monuments and Archaeological Sites and Remains (Amendment and Validation) Bill, 2010, the National Green Tribunal Bill, 2010, The Payment of Gratuity (Amendment) Bill, 2010, the Employees State Insurance (Amendment) Bill, 2010, the Plantations Labour (Amendment) Bill, 2010 and the Tamil Nadu Legislative Council Bill, 2010.
Briefing reporters about the budget session, Parliamentary Affairs Minister Pawan Kumar Bansal told reporters here that the two houses had 32 sittings. While 70 hours were lost due to adjournments in the Lok Sabha, 45 hours were lost in the Rajya Sabha, he said.
The government introduced 27 bills in the Lok Sabha and 10 bills in the Rajya Sabha, and the lower house passed 20 bills while 16 bills were passed in the upper house.
Answering queries on the women's reservation bill which was passed in the Rajya Sabha but could not be brought in the Lok Sabha, Bansal said that the government has to meet leaders of political parties for another round of consultations to sort out differences on the legislation.
Asked about instances of ruling party members causing disruptions, he said the members from treasury benches should not indulge in tactics that disrupt proceedings.
Denying that the government faced difficulties during the session, Bansal said that parties which had joined hands with the opposition on certain issues, had not withdrawn support to the ruling alliance.
Citing introduction of nuclear liability bill in the Lok Sabha as an instance of the success of floor management of the government, he said the opposition had moved away from its initial resolve to oppose the bill at the introduction stage and had staged a walk-out.
On the proposal to hike salaries of MPs, Bansal said the report has been submitted to the presiding officers of the two houses.
He said his ministry will take a call on the report and prepare a cabinet note after discussions with the finance and law ministries. He said there was demand for hike in salaries of MPs as salaries of government employees had risen substantially due to recommendations of the Sixth Pay Commission.
Asked about some bills having been passed without discussion, Bansal said the situation had been created due to proceedings of the houses being disrupted.
The budget session of Parliament, spread over two parts, began Feb 22 and ended May 7.
The two houses were in recess from March 17 to April 14 to enable the department- related standing committees to examine the demands for grants relating to various ministries.
N-liability bill introduced, BJP walks out
New Delhi: The government Friday introduced the contentious civil nuclear liability bill in parliament, prompting the Bharatiya Janata Party (BJP) to dismiss it as "unconstitutional" and walk out of the Lok Sabha amid vigorous protests from opposition benches.
"It's contrary to articles of the constitution. It's illegal and unconstitutional," BJP leader Yashwant Sinha told the house. Sinha also accused the government of acting under US pressure.
The government had deferred the tabling of the bill in the first half of the budget session in March in the face of a hostile opposition.
The passing of the legislation is one of the last remaining steps required to operationalise the 2008 India-US 123 civil nuclear cooperation agreement.

Several leaders of the Congress and its allies in the UPA have backed the proposal. But the Cabinet is divided on the issue with Kapil Sibal, Veerappa Moily and Farooq Abdullah in favour of a caste-based census while P. Chidambaram and Sharad Pawar against it.

The oneness in the views of political parties in the Lok Sabha is likely to exert pressure on the Manmohan Singh government to go in for caste-based census. OBC parties such as the Samajwadi Party and Janata Dal (United) and former Union minister Beni Prasad Verma, a former SP stalwart who now adorns the Congress benches, warned of a major social upheaval if the demand was not accepted.
While SP supremo Mulayam Singh Yadav warned those going against the `majority view' of getting into trouble, JD(U) president Sharad Yadav described caste system as a ``volcano ready to erupt if the government fails to take steps to uplift the downtrodden.'' And Mr Verma talked about a `rebellion' on the lines of what had taken place in the post-Mandal era in the 90s, ``which had given birth to leaders such as Mulayam Singh ji, Lalu Prasad ji and even Mayawati ji.''
``When the government can count the number of trees and nullahs in the survey, what is the problem in adding a column to include castes in the ongoing exercise,'' Mr Mulayam Singh Yadav asked while participating in the debate on the demand for caste-based census.
The SP leader said he was happy that the issue of inclusion of castes in the census exercise was discussed by the Cabinet on Tuesday. ``While some supported the idea, there were some who opposed it. It is because of our mentality (that the idea was opposed),'' he said. In a veiled attack on those who reportedly opposed the move in the Cabinet meeting, he said, ``one day, people will come to know who supported and who opposed the move.''
Likening caste to "garbage", he said in a bid to cleanse it, the makers of the Constitution have made provisions to provide special opportunities for the deprived. His views were endorsed strongly by Mr Sharad Yadav. ``Be it good or bad, caste system in India is a reality, where injustice is meted out to the downtrodden at every step,'' he contended, adding, ``The system of caste in India is worse than apartheid, where the distinction was merely on the colour of the skin. Here, the discrimination leads to exploitation at every stage,'' he said.
He said even political parties distribute tickets based on castes. ``It is unfair that you still do not want castes to be included in census,'' the JD(U) leader protested. The BJP's deputy leader in the Lok Sabha, Mr Gopinath Munde too said that caste was a reality which just could be obliterated. ``I went for an inter-caste marriage, and yet my caste identity remains as strong as before,'' the former Maharashtra deputy chief minister, who's himself an OBC, said.

Prime Minister Manmohan Singh had assured Lok Sabha earlier in the day that the government would soon take a decision on the issue. "I am aware of the views of MPs belonging to all sections. I assure you that the Cabinet will take a decision shortly," Singh said in a brief statement.
Singh's statement mollified agitated Opposition members who had forced adjournment of the House after Home Minister P. Chidambaram virtually ruled out a caste-based Census.
The debate on the issue had seen members cutting across party lines favouring a caste-based Census.

Replying to the debate, Chidambaram insisted that the main aim of the exercise was headcount and listed difficulties in including caste in the list.
After the earlier adjournment, four prominent OBC leaders, including Mulayam Singh Yadav and Lalu Prasad, met Finance Minister Pranab Mukherjee in a bid to persuade the government to go in for a caste-based Census.
BJP deputy leader in Lok Sabha Gopinath Munde and JD(U) chief Sharad Yadav were also present at the meeting, so were Parliamentary Affairs Minister Pawan Bansal and Chidambaram.
RJD chief Lalu Prasad lauded the government's decision and thanked political parties that had backed the move.
Dr. Singh's statement mollified agitated opposition members, who had forced an adjournment of the House earlier after Union Home Minister P Chidambaram virtually ruled out inclusion of caste in the ongoing census exercise.
The debate on the matter had seen members cutting across party lines favoring caste-based census.
The government's main trouble shooter, Finance Minister Pranab Mukherjee, confirmed to NDTV that caste will be included in the census for the first time in independent India. However, he said that while caste data would be noted by census officials, it will not be analyzed by the government.
The decision raises many questions about the motive. Did the government's stand on caste and the census have to do with a meeting, on Thursday night, between Mukherjee and the Yadavs, Lalu and Mulayam, who are OBC leaders? On Friday morning, they agreed to allow the introduction of the nuclear liability bill, a crucial piece of legislation for the government.NDTV Points out!
Or is the stand on the census the result of collective pressure from Parliament and the government? Earlier this week, the Home Minister had said at a cabinet meeting that including caste in the census would be logistically impossible. On Friday, in his speech in Parliament, he said, "There can be different views on the subject and we must respect each other's views. In fact, Hon'ble Members who said that 'caste is a reality' also acknowledged that caste is a divisive factor and that we are nowhere near establishing a casteless society.
It has been pointed out that the census is meant to collect 'observational data'. Twenty-one lakh enumerators, mostly primary school teachers, have been selected and trained. They have been trained to ask the question and record the answer as returned by the respondent. The enumerator is not an investigator or verifier. And, it must be clearly understood, that the enumerator has no training or expertise to classify the answer as OBC or otherwise."
The Indian constitution may have looked ahead to a society without caste divisions, but the reality of politics today, with its caste-based parties and reservations, has forced a new direction. There are those, however, who point out that perhaps a concrete and updated data base will help in the evolution of a more accurate and factual political landscape.
Earlier, Union Home Minister P Chidambaram said that the question of caste not being included in the Census was a matter of policy which has been followed since Independence.
"After Independence, as a matter of policy, the question relating to caste, other than Scheduled Caste and Scheduled Tribe, was not included," Chidambaram said.
"The main objective of the Population Census is to do an accurate de-facto headcount of the usual residents in India on the deemed date i.e. 00.00 hours on March 1, 2011, based on universally applied scientific demographic tools, we have an estimate of what the population of India will be on that day," he added.
Replying to a short duration discussion in the Lok Sabha, Chidambaram stressed on the need to lay down specific parameters for conducting the census.
Information relating to the caste of each member of the household was last collected and published in detail in 1931.
Chidambaram said caste was not included in the last Census of 2001 also.
"I may point out that the records show that an attempt was made by the Ministry of Social Justice to include caste as one of the questions that should be canvassed during the 2001 census. However, the Government of the day - the NDA Government - did not take a decision to that effect and maintained the policy that has been in force since 1951," he said.
Quoting a member's statement during the debate Chidambaram said: Caste is a divisive factor and that we are nowhere near establishing a casteless society."
Chidambaram said the Registrar General of India has also pointed out a number of logistic and practical difficulties in canvassing the question of caste while conducting the census.
"The enumerator is not an investigator or verifier. And, it must be clearly understood, that the enumerator has no training or expertise to classify the answer as OBC or otherwise," he said.
"As Honorable Members are aware, there is a central list of Other Backward Classes and State-specific lists of Other Backward Classes. Some States do not have a list of OBCs; some States have a list of OBCs and a sub-set called Most Backward Classes," he added.
For the Census 2011, over 21 lakh enumerators, mostly primary school teachers, have been selected and trained to ask the question and record the answer as returned by the respondent.
He further said that the Registrar General has also pointed out certain open-ended categories in the lists such as orphans and destitute children.
"Names of some castes are found in both the list of Scheduled Castes and list of OBCs. Scheduled Castes converted to Christianity or Islam are also treated differently in different States. The status of a migrant from one State to another and the status of children of inter-caste marriage, in terms of caste classification, are also vexed questions," Chidambaram said.
"The Registrar General has also pointed out that, assuming that it is desirable to canvass the question of caste, further issues will arise regarding the methodology, avoiding phonetic and spelling errors, stage of canvassing, maintaining the integrity of the enumeration, doing an accurate headcount of the population etc," he added.
Chidambaram said that in this connection, members must keep the distinction between 'enumeration' on the one hand and 'compilation, analysis and dissemination' on the other.
"It has been pointed out that the census is meant to collect 'observational data,' he said.
The census is done under the authority of the Census Act, 1948.
Census 2011 will be the 15th national census since 1872 and the seventh since Independence.
Population census is the total process of collecting demographic, economic and social data. What is published as the Census data are only aggregates; the information relating to the individual is confidential and not shared with anyone or any authority.
Census 2011 will be conducted in two phases - the first phase is called the House listing and Housing census and the second phase is called the Population Enumeration.
The questions to be canvassed during the two phases were decided on the basis of suggestions made during the data users' conference, experience of past censuses and the recommendations f the Technical Advisory Committee (TAC) comprising eminent demographers, statisticians, social scientists and senior officers representing different Ministries and Departments of the entral Government.
LJP supports caste-based census
Supporting the demand for a caste- based census, LJP today said government should undertake the exercise as it will give a clear picture of the population of different castes living in the country.
"Some castes say that they are 52 per cent, Some say they are 20 per cent....There are several castes which have no mention in any list, neither they are backwards nor Dalits. We demand census on caste lines. There is no harm in it. Caste- based census was last done in 1931," LJP chief Ram Vilas Paswan told reporters here.
Noting that Prime Minister Manmohan Singh assured the Lok Sabha today that government would take a decision shortly in the matter, Paswan said, "We will welcome the move if government decides to conduct caste-based Census."
Paswan underlined that no system has damaged the country to the extent the caste system has done.

New Delhi: Despite the growing demand for collection of caste-wise data during the ongoing Census exercise, the Union government has decided there will be no change in the way the population is being enumerated. At the same time, it is ready to discuss and consider other ways of generating a more accurate statistical picture of the caste composition of Indian society, highly placed sources told The Hindu on Tuesday.
With a number of national and regional parties demanding that the current census be modified to include caste, the Cabinet discussed the matter in order to firm up the government's position before Wednesday's discussion in Parliament. But though the status quo is to prevail, the meeting saw sharp divisions between Ministers arguing for and against change. According to sources, there were three distinct positions: those opposed to any collection of caste data, those opposed to the use of the census but not to some other statistical or survey method, and those in favour of including caste in the census.
The Census of India, which was first conducted synchronously in 1881, collected universal caste-wise population data until 1931. Though the census continues to count the Scheduled Castes and the Scheduled Tribes, the Other Backward Classes have not been enumerated for 80 years, prompting some parties to argue that their share of the population — and, thus, to the reservation pie — might be higher than what the Mandal Commission extrapolated from decades-old census data.
At Tuesday's Cabinet meeting, Home Minister P. Chidambaram, whose Ministry oversees the census, argued against the demand to include caste. He said the enumerators lacked the sociological sensitivity to record and classify the population on the basis of caste and sub-caste. According to sources, he suggested that the backward classes commissions at the State and Central levels be better placed to conduct a detailed survey. Others not inclined towards a caste census were Finance Minister Pranab Mukherjee and Human Resources Minister Kapil Sibal.
The meeting ended with Prime Minister Manmohan Singh pointing to the need for more discussion in government and within the UPA constituents.
Opposition parties, including the BJP, the SP, the RJD, the JD(U) and the CPI, have been demanding that since reservation and other benefits were given to people on the basis of caste, the government should reintroduce caste in the census.

Group of Seven finance ministers discussed the debt problems in a conference call after Federal Reserve officials expressed concern and President Barack Obama told German Chancellor Angela Merkel by telephone that he backed efforts to rescue Greece.
"We agreed on the importance of a strong policy response by the affected countries and a strong financial response from the international community," Obama said.
He said U.S. regulatory agencies were investigating a sudden drop on U.S. markets on Thursday, which he called "unusual market activity," and would recommend appropriate action.
Obama and Merkel spoke before euro zone leaders began arriving for a summit to put their political stamp of approval on the EU-IMF deal to release 110 billion euros over three years to help Greece overcome its debt and deficit crisis.
Merkel said they would also discuss accelerating measures to tighten financial regulation to prevent such crises in the future and that all 16 countries that use the euro must abide by rules on fiscal targets such as national debt and deficits.
The German parliament approved its share of the Greek rescue, the largest contribution by any of the euro zone countries, and the Dutch parliament is part of the deal. Italy's cabinet has also given initial approval.
But in a potential obstacle to the financial assistance, five German academics filed a legal challenge to the package, reflecting widespread German public opposition to the measure.
BATTLE BETWEEN MARKETS AND GOVERNMENTS
Merkel talked of a "battle" between governments and markets, and EU monetary affairs chief Olli Rehn compared Greek insolvency to the financial crisis 18 months ago.
"Little did authorities of the United States know in September 2008 what the bankruptcy of investment bank Lehman Brothers would lead to," Rehn wrote in a Finnish magazine.
"The consequence was that the world's financial system was paralysed in a way that led to the biggest global recession since the 1930s. Consequences from Greece's insolvency would be similar if not worse."
French Prime Minister Francois Fillon said the action to save Greece would "defeat and put an end to speculation which has been unleashed against this country", and there was no reason for markets to take aim at indebted Spain and Portugal.
The European Central Bank was to hold a conference call with commercial banks to gather opinions on the state of money markets.
Euribor bank-to-bank lending rates reached their highest level in almost four months and world stocks held near a three-month low, despite strong U.S. jobs data.
The euro traded close to a one-year trough, weighed down by persistent fears over the Greek crisis.
The market volatility could prompt China to move more slowly than expected to let the yuan appreciate, foreign exchange strategists said.
NO ALTERNATIVE TO EURO
German Finance Minister Wolfgang Schaeuble told parliament aid to Greece would uphold Germany's postwar legacy of serving peace, 65 years after its "darkest chapter" in World War Two.
"The joint European currency, the joint European economic area were right," he said. "There is no comparable alternative to them in the 21st Century in the age of globalisation. That is why we must defend the joint European currency." [ID:nLDE6460QV]
The Greek parliament backed an austerity plan on Thursday, but selling accelerated across markets overnight after the European Central Bank said it had not considered buying government bonds to ease Greece's debt crisis. Some investors had hoped it would be more active in calming markets.
European investment-grade corporate credit default swaps hit their widest levels in over a year, and there was a rise in the premium that investors demand to buy peripheral euro government bonds rather than benchmark Bunds.
"The panic trading that started today again is fading slightly but things remain quite vulnerable," said Patrick Jacq, euro zone interest rate strategist at BNP Paribas.
CREDIBILITY OR SLOW DEATH?
Greece's 30 billion euro ($40 billion) austerity bill imposes years of hard measures in return for the joint rescue by the European Union and the International Monetary Fund.
After violent protests in Athens, one Greek newspaper praised the parliament vote as "the politics of credibility". But another daily called the plan a "slow death contract".
"If it turns out that the economy is not able to withstand the measures, if growth falls much more than forecast there could be social unrest, forcing the government to consider alternative moves in its asset-liability management," said RBS economist Silvio Beruzzo.
"This may include restructuring."
ECB chief Jean-Claude Trichet dismissed the prospect of any euro zone debt default.
"Default is, for me, out of the question," he said.

Hung parliament in Britain sparks intense power struggle
London, May 7 (IANS) Britain headed Friday to its first hung parliament since 1974 after the Labour lost its parliamentary majority and the Conservatives struggled to cross the half-way mark, leaving the Liberal Democrats to play the crucial kingmaker's role.
Despite suffering terrible reverses that left the Labour in the second spot, Prime Minister Gordown Brown insisted it was his duty to give Britain 'a strong, stable and principled government'.
But Conservative leader David Cameron, whose party has grabbed the most seats in the 650-member parliament but short of an outright majority, insisted that Brown had lost the mandate of Britons who voted Thursday in one of the most bitterly fought elections.
With results out for most of the 649 constituencies (balloting will take place for one seat May 27), the Conservatives have grabbed 291 seats. The Labour trail with 251 and the smaller Liberal Democrat have 52 seats in their kitty.
Key Labour strategist Peter Mandelson said they could seek to form a government as 'the rules are that if it's a hung parliament, it's not the party with the largest number of seats that has first go - it's the sitting government'.
But not wanting to take chances, the Labour reached out to Nick Clegg, the charismatic Liberal Democrat leader.
Under the unwritten rules of Britain's constitution, the sitting prime minister has the first option to ask Queen Elizabeth II for the chance to form a government.
However, convention also states that the party with the most seats has the 'moral' right to ask to form a government.
Clegg said his party would meet Saturday to consider whether to enter into an alliance with Labour or Conservatives.
But although many had stated that Clegg would be the man to watch out after the election, the Liberal Democrats admitted that the hype failed to convert into votes.
'We simply haven't achieved what we had hoped,' Clegg said.
People of Indian origin voted enthusiastically across Britain. At least three Indian origin Labour candidates won. But some of their colleagues were humbled.
The notable winners were veteran Keith Vaz as well as Virendra Sharma and Marsha Singh. Among the losers were Parmjit Dhanda and Manish Sood.
With 650 constituencies and 4,150 candidates, more than 44 million people were eligible to vote.
Tens of thousands, however, could not exercise their right after the polling stations were unable to cope with a late surge.
Political pundits admitted it won't be possible for the Tories to reach the minimum magic mark of 326 seats required to get a majority and form a government.
The final official result is expected later Friday.
The last British hung parliament was in 1974, when too the Liberal vote rose, damaging the Conservatives more than the Labour.
The then Conservative government watched its majority slip away. The end result was Labour had 301 seats, the Conservatives 297 and the Liberals 14.

India Blooms News ServiceNew Delhi, May 7 (IBNS) Nothing should be done that may affect the integrity of population census said Union Home Minister, P Chidambaram on Friday, stubbing the demands for Caste featuring as a question on the 2011 Census.
"There are two questions here; the first one, 'whether it is desirable to enumerate the caste of each member of the household?' and the second, assuming that it is desirable to do so,'is the census the vehicle to carry out the enumeration?'" said Chidambaram In reply to a discussion on the need to lay down specific parameters for conducting the Census, 2011, in the Lok Sabha on Friday.
He further said, "I do not wish to enter into a debate on the first question. There can be different views on the subject and we must respect each other's views. In fact, Members who said that "caste is a reality" also acknowledged that caste is a divisive factor and that we are nowhere near establishing a casteless society."
He said that the Registrar General has pointed out a number of logistic and practical difficulties in canvassing the question of caste while conducting the census.
Highlighting the distinction between 'enumeration' and 'compilation, analysis and dissemination', he said, "It has been pointed out that the census is meant to collect 'observational data'. 21 lakh enumerators, mostly primary school teachers, have been selected and trained. They have been trained to ask the question and record the answer as returned by the respondent."
He said the enumerator is not an investigator or verifier and, has no training or expertise to classify the answer as OBC or otherwise since there is a central list of Other Backward Classes and State-specific lists of Other Backward Classes.
Some States do not have a list of OBCs; some States have a list of OBCs and a sub-set called Most Backward Classes.
The Registrar General has also pointed out that there are certain open-ended categories in the lists such as orphans and destitute children. Names of some castes are found in both the list of Scheduled Castes and list of OBCs. Scheduled Castes converted to Christianity or Islam are also treated differently in different States.
The status of a migrant from one State to another and the status of children of inter-caste marriage, in terms of caste classification, are also vexed questions.
The Registrar General has also pointed out that, assuming that it is desirable to canvass the question of caste, further issues will arise regarding the methodology, avoiding phonetic and spelling errors, stage of canvassing, maintaining the integrity of the enumeration, doing an accurate headcount of the population etc. said the Home Minister.
He said, "Let me reiterate that the main objective of the population census is to do an accurate de-facto headcount of the usual residents in India on the deemed date i.e. 00.00 hours on March 1, 2011."
"Based on universally applied scientific demographic tools, we have an estimate of what the population of India will be on that day. However, it is necessary and desirable to make an accurate headcount; therefore I say that nothing should be done that may affect the accuracy of the headcount or the integrity of the population census." he added.
The Minister noted that Information relating to the caste of each member of the household was last collected and published in detail in 1931. After independence, as a matter of policy, the question relating to caste, other than scheduled caste and scheduled tribe, was not included.
"Caste was not included in the last Census of 2001 also. I may point out that the records show that an attempt was made by the Ministry of Social Justice to include caste as one of the questions that should be canvassed during the 2001 census," he said.
"However, the Government of the day – the NDA Government – did not take a decision to that effect and maintained the policy that has been in force since 1951," said Chidambaram.

जनगणना व्यथा-- इनकी कौन सुनेगा ?
जो भी हो मगर यह एक उदाहरण है जो स्पष्ट करता है कि जनगणना का काम न तो निरपेक्ष तरीके से और नहीं उतनी गंभीरता से हो रहा है जिसकी अपेक्षा की जा कही है। करीब ३५ सवालों के जवाब हर परिवार से पूछने हैं। जाहिर है इतना वक्त तो नहीं ही मिलेगा कि जनगणना कर्मचारी आपका आंकड़ा लेने कई बार आपके घर आए। तो ऐसे लोगों के पास यह भी विकल्प नहीं है कि खुद वे अपना फार्म जमा कर सकें। भारत सरकार की इंटरनेट पर जनगणना साइट--www.censusindia.gov.in में स्पष्ट लिखा है कि फार्म सिर्फ जनगणना कर्मचारी ही भरकर ले जाएगा। आप चाहें तो साइट से फार्म डाउनलोड करके उसमें आंकड़े भरकर रख सकते हैं, जिससे जनगणना प्रतिनिधि को सूचना देने में आसानी होगी। यह फार्म साइट के बायीं तरफ दर्ज shedules लिंक में उपलब्ध है। यानी पहले चरण में जो छूट गया पता नहीं उसे कब दर्ज किया जाएगा। इस सवाल का जवाब भी इस साइट में नहीं है। हालांकि लोगों की सुविधा के लिए इसमें सवाल और जबाव के जरिए कई बातों को समझाने की कोशिश की गई है।
मैंने इसके पहले एक लेख इसी ब्लाग पर लिखा था कि- कई गड़बड़ियां भी होंगी जनगणना २०११ में । अब वह दिखने भी लगी है। लोगों तो जागरूक और तैयार रहने के लिए व्यापक प्रचार बहुत पहले से किया जाना चाहिए था मगर इसमें कोताही बरती गई। कुछ अखबारों या टीवी चैनलों पर जो सूचना दी गई वह जनगणना की गंभीरता को देखते हुए नाकाफी है। पार्टी या स्थानीय समितियों के स्तर पर तो सिर्फ अपने लोगों तक सूचनाए पहुंचाई जाती हैं। लोगों का कहना है कि जब पहले चरण में ही उन्हें शामिल नहीं किया जाएगा तो राष्ट्रीय जनसंख्या रजिस्टर में कैसे वे दर्ज हो पाएंगे। लोगों के इन सवालों का जवाब तो सरकार ही दे सकती है कि उसे कैसी जनगणना करवानी है।
जनगणना की कुछ प्रमुख जानकारियां
मैंने लोगों को जानकारियां देने के निमित्त जनगणना से संबंधित कुछ तथ्य इकट्ठा किए हैं। इनमें कुछ अंग्रेजी व कुछ हिंदी में हैं। कृपया अवलोकन करें-------
इतिहास व कुछ अन्य तथ्य
जनगणना या जनसंख्या मालूम करने का सबसे पुराना विवरण ईसापूर्व ८०० से ६०० के मध्य ऋगवेद में मिलता है। इसके बाद ईसापूर्व तीसरी शताब्दी में लिखी गई कौटिल्य की पुस्तक अर्थशास्त्र में टैक्स वसूलने के लिए जनसंख्या ते आंकड़े जुटाने का विवरण मिलता है। इसमें जलसंख्या,आर्थिक व कृषि संबंधित जनगणना कराने की विधि का पूरा विवरण मिलता है। मुगल शासक अकबर के बारे में प्रसिद्ध ग्रंथ आइने अकबरी में एक प्रशासनिक रिपोर्ट है जो जनसंख्या ,उद्योग, संपत्ति जैसे की मामलें के आंकड़ जुटाने का विवरण है।
आधुनिक जनगणना का भारत में अंग्रेजों के समय 1872 में लार्ड मेयो के द्वारा कराई गई थी। इतिहासकारों के अनुसार प्रथम नियमित जनगणना लार्ड रिपन द्वारा 1881 में शुरू की गई थी। इसके बाद से प्रत्येक 10 वर्ष पश्चात जनगणना कराने की प्रथा जारी है। वहीं देश के स्वतंत्रता के पश्चात जनगणना अधिनियम 1948 पारित किया गया। भारत में हर दस साल पर एक बार होने वाली जनगणना की प्रक्रिया गुरुवार से शुरु हो रही है. औपचारिक तौर पर इसकी शुरुआत राष्ट्रपति से होगी. भारत की आज़ादी के बाद ये जनगणना सातवीं बार हो रही है.
इस जनगणना में भारत के 35 राज्य और केंद्र शाषित प्रदेश, 640 ज़िले,1 अरब 20 करोड़ की आबादी और क़रीब 24 करोड़ घर शामिल होंगे. जनगणना की प्रक्रिया दो चरणों में पूरी होनी है.पहला चरण इस वर्ष यानि 2010 में अप्रैल से सितंबर के बीच संपन्न होगा जबकि दूसरा चरण अगले साल यानि 2011 में 9 फ़रवरी से 28 फ़रवरी के बीच पूरा होगा.
इस बार पहली बार देश के सभी नागरिकों का व्यापक डेटाबेस भी तैयार किया जाएगा. साथ ही इस बार राष्ट्रीय जनगणना रजिस्टर (एनपीआर) भी तैयार किया जाएगा.
महत्वपूर्ण जानकारियां
वर्ष 2011 की जनगणना के तहत छ माह का निवासी सामान्य निवासी कहलाएगा। व छ माह से एक दिन ज्यादा व आगामी कुछ महीनों तक रहने की स्थिति में व न्यूनतम 15 वर्ष की आयु पूरी कर लिया हो तब ही उसकी फोटोग्राफी होगी। इसमें नवजात बच्चे की भी काउंटिंग की जानी है। जनगणना अधिकारी परिवार की जानकारी संग्रहित करने के बाद संबधित परिवार को एक पावती भी देंगे। परिवार संबंधित समस्त जानकारी ओएमआर सीट पर ली जाएगी। जिससे हर नागरिक की जानकारी कंप्यूटरीकृत हो जाएगा। इस बार की जनगणना सीट में 1-35 कालम दिए गए है। जिसमें स्वच्छता संबंधी शौचालय समेत पेयजल, विद्युत व्यवस्था व अन्य प्राथमिक आवश्यकताओं की भी गणना में समाहित की गई है। और तो और कौन कितना हाईटेक है और बैकिंग व वाहन का उपभोग करता है इसकी भी जानकारी एकत्र की जा रही है। पिछले 2001 की जनगणना में 23 प्रश्रों की सूची 18 भाषाओं में जारी की गई थी। जो इस बार 35 प्रश्रों के साथ संविधान निहित समस्त 22 भाषाओ में प्रपत्र जारी किए गए हैं।
जनगणना कार्यक्रम के तहत् पहली बार ओएमआर सीट पर परिवार की जानकारी प्राप्त की जा रही है। और कंप्यूटरीकृत प्रणाली में प्रत्येक परिवार की जानकारी एकल फार्म नंबर के तहत संग्रहित होगा। और उसी आधार पर फोटो पहचान पत्र जारी किया जाएगा। जिससे कि एक नागरिक की दोहरी गणना न हो सके। प्रत्येक व्यक्ति का मूल जन्म स्थान व जन्म तिथि उसकी प्रथम आईडी होगी। और फोटो व पढ़े-लिखे होने के बाद भी अंगूठे के निशान से दोहरे करण से बचा जा सकेगा। इससे बढ़ते अपराध व अन्य प्रकार की समस्याओं पर विराम लगेगी।
कई नई जानकारी
इसी रजिस्टर में इकट्ठा की गयी जानकारी से आनेवाले समय में 15 वर्ष की उम्र से ऊपर के हर भारतीय नागरिक को एक यूनीक आईडेंटिटी नंबर यानि यूआईडी जारी किया जाएगा. इस रजिस्टर में हर नागरिक की फोटो और उसकी दसों उँगलियों की छाप (बायोमेट्रिक) भी दर्ज होगी. इस पूरी प्रक्रिया में लगभग 6 हज़ार करोड़ रुपए खर्च होंगे.
ये पहला मौका होगा जबकि जनगणना कर रहे अफसर देशवासियों से आधुनिक युग के संसाधनों के बारे में भी उनसे जानकारी इकट्ठा करेंगे--मसलन उनके पास कौन सी और कितनी गाड़ियां हैं, वो कौन सा मोबाइल फ़ोन इस्तेमाल करते हैं,कितने कंप्यूटर और इन्टरनेट कनेक्शन हैं, वगैरह वगैरह.
इस जनगणना में जाति पर आधारित कोई भी जानकारी नहीं मांगी जाएगी लेकिन धर्म, भाषा,शिक्षा और पेशे संबंधी जानकारी ज़रूर इकट्ठा की जाएगी. जनगणना के वक्त इकट्ठा की गई जानकारी को किसी भी अदालत में पेश नहीं किया जा सकता. ये प्रावधान इसलिए रखा गया है कि देश का हर नागरिक निडर निर्भीक होकर अपने विषय में हर तरह की जानकारी दे सके. गृह मंत्री चिदम्बरम ने इसे मानवता के इतिहास का सबसे बडा जनगणना अभियान बताते हुए कहा कि जनगणना में पहली बार विभिन्न सुविधाओं की उपलब्धता के बारे में आंकडे एकत्र किए जाएंगे जिनसे 12वीं पंचवर्षीय योजना को बेहतर ढंग से तैयार करने में मदद मिलेगी। इस दौरान नल के पानी, बैंकिग सुविधाओं, मोबाइल फोन, कम्प्यूटर और इंटरनेट के इस्तेमाल के बारे में भी सूचनाएं इकट्ठा की जाएंगी। प्रत्येक घर के लिए दो फॉर्म भरे जाएंगे। पहला फार्म घर सूचीकरण और आवासीय गणना से संबंधित होगा।
इसमें 35 प्रश्न होंगे, जो इमारती सामग्री, घरों के उपयोग, पेयजल, शौचालय के प्रकार और उनकी उपलब्धता, बिजली, संपत्ति का अधिकार आदि से संबंधित होंगे। दूसरा फार्म राष्ट्रीय आबादी रजिस्टर से संबंधित होगा। सरकारी जानकारी के अनुसार जनगणना फार्म को 16 और निर्देश पुस्तिकाओं को 18 भाषाओं में छापा गया है।
हमारी जनगणना हमारा भविष्य
यह जनगणना, पिछले दशक में देश की प्रगति की समीक्षा करने का, जारी सरकारी योजनाओं की निगरानी करने का और भविष्य की योजना तैयार करने का आधार होगी। इसीलिए जनगणना 2011 के लिए हमारी जनगणना, हमारा भविष्य जैसा नारा दिया गया है।
पडताल के बाद पहचान कार्ड
जनगणना प्रक्रिया के तहत घर-घर जाकर जनगणना फॉर्म भरवाएं जाएंगे और जुटाए गए आंकडों को स्थानीय तथा अंग्रेजी भाषा में कंप्यूटर में उतारा जाएगा। इसके बाद 15 वर्ष और उससे अधिक उम्र वाले व्यक्तियों के फोटो, 10 अंगुलियों के निशान और आंखों की पुतलियों के बारे में जानकारी शामिल की जाएगी। इसके बाद अंगुलियों के निशान भारतीय विशिष्ट पहचान पत्र प्राधिकरण को सौंप दिए जाएंगे, जहां से जांच के बाद 16 संख्या वाला विशिष्ट नंबर उपलब्ध होगा।

इस बीच सरकार ने इन अटकलों को खारिज किया है कि जनगणना के दौरान जाति पर आधारित सूचनाएं एकत्र की जाएंगी। उसने स्पष्ट किया है कि जनगणना के दौरान आमदनी की क्षमता के बारे में सवाल भी नहीं पूछे जाएंगे। जनगणना दो चरणों में होगी। पहले चरण में अप्रैल और जुलाई के बीच मकानों की गिनती की जाएगी जिसके लिए राज्यों और केन्द्र शासित प्रदेशों को 45 दिन का समय दिया जाएगा। जबकि दूसरे चरण में अगले साल 9 से 28 फरवरी तक देश भर में एक साथ आबादी की गिनती का काम किया जाएगा।
