Availability of Coking Coal
New Delhi: March 4, 2010.

           The availability of indigenous coking coal for steel
plants in the country is lower than their total requirement of coking
coal. Therefore, to fulfill their requirement of coking coal, steel
plants in the country import coking coal. However, as per information
given by major steel plants, the capacity utilization of steel plants
has not been affected due to shortage of coking coal.
           As per projections made by respective companies,  the
estimated demand for coking coal by the major steel  producers during
the year 2010-11 in the country is as follows:-

           During 2008-09, domestic steel industry consumed about
40.84 million tonnes of coking coal, out of which 16.84 million tonnes
was indigenous  coking coal and 24.00 million tonnes was imported.

           In order to meet the demand of coking coal in the country,
11 coking coal blocks having Geological Reserves of about 1466 million
tonnes have been allotted to different steel companies for captive
mining. The Government is also encouraging the formation of joint
ventures between steel companies to acquire coking coal blocks abroad.
 A Joint Venture Company namely International Coal Ventures
Limited(ICVL) with participation of Coal India Limited, Steel
Authority of India Limited(SAIL), National Thermal Power
Corporation(NTPC), Rashtriya Ispat Nigam Limited(RINL) and NMDC
Limited  has been formed for acquisition of coal assets abroad.  SAIL
has also formed a joint venture company with Tata Steel for
acquisition and development of coal blocks in the country.
           This information was given by the Minister of State for
Steel Shri A.Sai Prathap in a written reply in the Lok Sabha today.

Home Minister stresses need to ensure complete coverage while
preparing National Population Register
New Delhi: March 4, 2010.

The Union Home Minister, Shri P. Chidambaram has stressed the need to
ensure complete coverage of population without duplication while
preparing the National Population Register (NPR). He was addressing
here today an All India Conference of State Coordinators/ District
Magistrates/ Collectors/ Deputy Commissioners on the subject of
"Census of India 2011 & National Population Register". The Home
Minister cautioned that special efforts would be required to ensure
coverage of vulnerable sections of the society like the elderly,
handicapped, weak and marginalised. He asked the Collectors of
Districts that are facing special threats and border districts to be
extra vigilant.
The exercise will be taken up from 1st April this year. Nowhere in the
world has a Government tried to count, identify and issue identity
cards to more than a billion people. This is, perhaps, the biggest
exercise of its type since humankind came into existence. The Home
Minister said that the task is not easy given the vastness and
complexities of our country. While India has considerable experience
in conducting Censuses, this is the first time a National Population
Register is being prepared. There are no existing models that the
country can emulate. This is a path breaking initiative for others to
follow.
The Home Minister clarified that local officials are not required to
seek proof of nationality or citizenship from each and everyone, as
NPR is a register of Usual Residents and the nationality being
canvassed in the form is only as per the declaration of the
respondent. This will not confer any rights of citizenship on anybody.
The emphasis at this stage of data collection is on inclusion rather
than exclusion.
Shri Chidambaram said that there had been occasions when State
Governments came up with the plea that the Census had not been
conducted properly in their States. He pointed out that it was the
State's own officers who conducted the Census and certified that the
exercise had been conducted without omission or duplication.
In his address, the Minister of State for Home, Shri Ajay Maken
expressed satisfaction that before the exercise of creation of NPR
begins, the country will have the benefit of experience of preparation
of NPR in 3,331 villages in coastal areas of nine States and four
Union Territories. He said that implementation of the project would
not only help the country become more secure, but also bring about a
paradigm shift in the basic governance, service delivery mechanism to
the poor and monitoring of welfare schemes.
The exercise will involve 35 States, 640 districts, 5767 tehsils, 7742
towns, 6,08,786 villages, 24 crore households and 1.2 billion
population. Over 2.5 million field functionaries will be involved with
the exercise. The Census exercise is likely to cost Rs.2,200 crore and
the NPR exercise Rs. 3,756 crore.

Panchayat level Training Facilities
New Delhi: March 4, 2010.

The Minister of Panchayati Raj Dr. C.P.Joshi today informed the Rajya
Sabha that his Ministry has has prepared a "National Capability
Building Framework (NCBF)" for regular and sustained capability
building of elected representatives, officials and other stakeholders
in Panchayati Raj, through a series of training activities that, among
other things, include sectorally focused training programmes on rural
development also.
In reply to a written question the minister said that this framework
is being implemented in 250 districts of 27 States covered under the
Capacity Building component of Backward Regions Grant Fund (BRGF)
Programme of the Ministry and for the remaining districts under the
scheme of Rashtriya Gram Swaraj Yojana (RGSY).
In addition the States are entitled for an amount of Rs 1.0 crore /
year per BRGF district for implementation of NCBF under the Capacity
Building component of BRGF. The allocation under capacity building
component of RGSY Scheme for 2009-10 at RE stage is Rs 39.00 crore.

Fire Accident loss in Bhilai Steel Plant estimated at Rs. 10.49 crore
New Delhi: March 4, 2010.

The losses on account of the fire incident at Bhilai Steel Plant as
provisionally computed works out to Rs.10.49 crores. The fire occurred
in the cable gallery which resulted in tripping of boilers &
turbo-blowers leading to temporary stoppage of blast furnaces. An
enquiry has been ordered to identify the cause of the incident and
also to suggest measures to prevent such incidents in future.
This information was given by the Minister of State for Steel Shri
A.Sai Prathap in a written reply in the Lok Sabha today.

Modernisation of Attari Railway Station
New Delhi: March 4, 2010.

Ministry of Railways and Ministry of Home affairs have jointly taken
up the works of improvement of infrastructure/passenger amenities at
Attari Railway Station on cost sharing basis at a cost of Rs. 17.7
crore comprising air-conditioned immigration/custom facilities and
waiting halls with allied passenger facilities. Phase-I of the work
has already been completed
Works of provision of additional immigration/custom halls as well as
waiting hall with allied passenger amenities are planned to be taken
up in Phase-II.
This information was given by the Minister of State for Railways, Shri
K.H. Muniyappa in a written reply in Lok Sabha today.

Antony expresses concern over supply of Sophisticated us Military
Equipment to Pakistan
New Delhi: March 4, 2010.

The Defence Minister Shri AK Antony has expressed concern over the
reported decision of the United States to supply a whole array of
sophisticated Laser Guided Bomb kits, Surveillance drones and
late-model F-16 fighter jets to Pakistan. In a statement, here today,
Shri Antony said, given our bitter past experience of how Islamabad
used such aid against India, Washington should ensure that the latest
tranche of military aid is used only for the purpose of countering Al
Qaida and Taliban terrorists and not against India.

Ministry of Tourism
Union Tourism Ministry convenes Inter-State Regional Conference for
Seven Western States/Union Territories in Goa on 6th March 2010
New Delhi: March 4, 2010.

With a view to ensure holistic and integrated tourism development in
close cooperation and coordination with the States/Union Territories,
Union Ministry of Tourism has been holding Inter-State Regional
Conferences. Three Inter-State Regional Conferences have already been
organized at New Delhi (for North Central States/UT Administrations)
on August 18, 2009; at Gangtok, Sikkim (for East and North East
States) on December 6, 2009 and at Bangalore (Southern States/UT
Administrations) on January 16, 2010.
The fourth Inter-State Regional Conference is being organized for the
Western States/UT Administrations, namely, Goa, Maharashtra, Gujarat,
Madhya Pradesh, Chhattisgarh, Daman & Diu and Dadra & Nagar Haveli on
March 6, 2010 at Goa in which issues and the bottlenecks coming in the
way of the effective growth of tourism sector in the region could be
deliberated upon to find the way forward. The Union Tourism Minister
Kumari Selja will inaugurate the conference and tourism ministers
along with their representatives from the concerned States/UTs are
scheduled to attend.
During the conference, Open Session with State Governments/UT
Administrations and Trade Representatives will be held to discuss
among other things Tourist Security and safety, Rationalization of
Luxury Tax, Issues to facilitate seamless travel in inter-State
circuits, Broad basing of hospitality education and training and
Initiation for skill training for the hospitality sector
A Domestic Tourism Road Show will also be organized on March 5, 2010
at Goa to show case the Tourism products of the region.
