HYDERABAD: Almost all government schoolteachers have been roped in for the massive census exercise. Of the 1.7 lakh census enumerators in the state, over one lakh are government schoolteachers who will get paid Rs 3,800 to Rs 4,000 for taking part in the 20-day exercise.  Child rights activists and teacher unions note that almost 20,000 of the total teachers enrolled for the duty are in-charge of Class X, an extremely crucial year for students.  "Class X examinations are scheduled to begin from the middle of March. As the portions are not completed in most government schools, pass percentage of students could dip in SSC-2011 if teachers give classes a miss," said Achyutha Rao, president, AP Balasangam. Balsangam along with other child rights NGOs has submitted a memorandum to the chief minister to exempt teachers who are in charge of Class X from census duty.  Activists allege that the districts that performed poorly in SSC last year including Hyderabad and Ranga Reddy had allowed most of the Class X teachers to be part of the census.  However, teacher organisations that had opposed census duties in the first phase are silent now as they have come to an agreement with the state government as per the Right To Education (RTE) Act. "According to the RTE Act, teachers can be appointed for non-teaching duties including census and election. Based on this rule, teacher unions have decided not to oppose census duties this time. We are, however, aware that the academic schedule in government schools is derailed," said N Narayana, president, United Teacher's Federation (UTF). The UTF president said that the census should ideally be carried after the board exams.
