Dear sir/madam,  We want to bring to your kind notice that Master Sachin Makkar, a child belonging to the weaker section category has been denied admission by two neighbourhood CBSE schools as these schools seem to have not reserved the mandatory  25% seats for the reserved categories  in Pre-school/pre-primary admissions.  Mr.Sachin Makkar, aged approx. 4 & half years, is a resident of H.No. 1119, Kucha No 15, Field Ganj, Ludhiana & belongs to the weaker section *.His father Mr Gulshan Makkar earns Rs 4000 per month from a private seasonal job & is unemployed these days due to his seasonal job. His mother Mrs. Parveen Makkar stitches clothes at home & earns approx. Rs.70 to 80 per day. But she too is not able to do her work properly as the fingers of her hands have bent due to a severe disease called 'Arthritis'.  Master Sachin Makkar had gone to two neighbourhood schools, along with his parents, on 15-1-2011 to get admission in the pre-school/pre-primary class. Both the schools are neighbourhood schools as both are located approx 1 km from the residence of the child.  Saint Thomas Senior Secondary School, Brown Road, Near CMC Hospital, Ludhiana & the other school named Kundan Vidya Mandir, opposite Railway Station, Ludhiana denied admission to the child under the weaker section category. It seems that both these schools have not reserved 25% seats for the children belonging to the weaker sections & disadvantaged group, which is a clear violation of the provisions/rules of RTE Act, Fundamental Rights of the Children belonging to these Categories & Article 26 of Human Rights.  Written complaints in this regard have been submitted to The Commissioner, Municipal Corporation, Ludhiana & to The District Education officer, Ludhiana, but no action seems to have been taken so far. You are also requested to issue instructions to The Punjab Govt.; State RTE protection authority; Commissioner, Municipal Corporation, Ludhiana, District administration, Ludhiana  to ensure-   (1.) Admission of  Mr.Sachin  Makkar  to protect his Fundamental Rights.  (2.) Action against these schools for violating the RTE Act by not reserving 25% seats as prescribed by the RTE Act. A notification*in this regard, according to the provisions of the RTE Act, has already been issued by Punjab govt. on 18 Nov, 2011 (copy attached).
