'Civilians On Verge Of Starvation'

Palhallan, Oct 12: Welcome to this village of Pattan tehsil in north Kashmir district of Varmul. For past 29 days, life has come to a standstill here with government imposing strict curfew with the village remaining out of bounds for rest of the world.
With deserted streets, damaged houses and troopers out on roads, civilians are on the verge of starvation. "We have never seen such harsh curfew though we have been frequently witnessing crackdowns, killings and arrests for past 20 years," says Ali Muhammad, a resident.
A checkpoint has been set up at the entry point of the village and no movement is allowed. Even mourners are barred from offering their condolences to the grieved. As in the case of death of a village woman, her relatives and neighbours were stopped from offering her funeral prayers.
"Mughli Begum of Gojri Mohalla died Monday morning but we could not participate in her Nimaz-i-Janizah, not to talk of visiting her family to express condolences," Ali Muhammad says.
The villagers accused troops of damaging windowpanes of more than 300 houses during the past month. "They also damaged 35 band saw mills in the village and snapped electricity by blasting four transformers," they alleged.
This reporter somehow managed to sneak inside the village. "When forces raid this village we would hide with our families in the cowsheds till troopers left," says Ghulam Ahmad, a retired teacher.

Ghulam Muhammad Bhat, an employee of Health department said, "When troopers entered the village, despite wearing apron and valid curfew pass, I hid in the second floor of my house and removed ladder leading to it. The standing paddy crops and orchards are testimony to how life has come to standstill due to curfew."
"The harvest season is ending but CRPF troopers guarding the railway tracks have become owners of them and pluck apple whenever they wish," said the residents.
The villagers also accuse the government of resorting to cruel steps to crush their sentiments.
"If curfew is lifted in rest of the valley, what is our sin that we are not been given relaxation of single hour. The height of revenge is that if anybody accompanies ailing ones, they are also being detained. We are not allowed to go to Pattan hospital which is just three kilometres away," said Fayaz Ahmed, a local resident.
In the local dispensary, there is nothing except bandage and Betadine. "No medicine is available here and five days back ambulance was not available for ferrying a pregnant woman to Srinagar. After pleading for hours the police allowed to take her to LD hospital," he said.
