On the other hand,Cong top brass meets to discuss inclusion of caste in census!The top brass of the Congress, including Prime Minister Manmohan Singh and party chief Sonia Gandhi met here tonight amid growing pressure to go in for inclusion of caste in census.

The Congress Core Group, headed by Gandhi, deliberated on the issue with the deadline for giving the party view on the ticklish issue already over.

Finance Minister Pranab Mukherjee, heading the GoM on inclusion of caste in census, earlier said almost all political parties had given their views to the GoM which would soon be meeting to deliberate on it.

Sidestepping a question whether the Congress has given its views, he remarked, "I represent the Congress. I am not out of the Congress."

This meant that the senior leader could be articulating the Congress view before the GoM.

The Group had sought views of all political parties by August 7. The main opposition BJP has already supported the inclusion of caste in census, a move being vociferously advocated by parties like SP, RJD and JD(U).

The meeting of the Congress Core Group last Friday was cancelled due to absence of party president Sonia Gandhi who was in the US on a personal visit.

Lalgarh Union Minister and Trinamool Congress chief Mamata Banerjee addressed a huge rally at Lalgarh on Monday afternoon and said peace talks with Maoists should be started immediately.

The minister said she was ready to take the initiative, to visit Dantewada in Chhattisgarh and other affected places to begin the talk process.

Banerjee's statement is being viewed as an attempt to take off from the peace initiatives of Cherukuri Rajkumar or Azad, who was gunned down in an 'encounter' in Adilabad, Andhra Pradesh in early July. Azad was the third in command and the group's chief spokesperson.

Banerjee also said Azad had been murdered by the security forces. "That was not proper. I pay my respects to the departed soul. Azad's peace initiatives should restart immediately," she said.

At this hotbed of Maoist activity, where extremists and security forces have played a bloody cat-and-mouse game for some years now, Banerjee said: "Today is the day to commemorate the Quit India movement of the freedom struggle. On this Quit India day, let us take the pledge that terror will quit from Lalgarh."

Banerjee said politics cannot be played with death, at the cost of human life. "I will not support those who are indulging in violence. I invite Maoists to come to the negotiation table and seek a solution through constitutional and democratic means," she said.

She raised the hopes of the people there by reiterating her demand that the joint operation by the Centre and the state government should immediately be stopped.

She said a lot of the violence going on in Lalgarh had been attributed to the Maoists, when in actuality they were being perpetrated by Communist cadres, with the active help of the security forces.

गौरतलब है कि पुलिस ने दावा किया था कि नक्सलियों के तीसरे नंबर के नेता आजाद की आंध्र प्रदेश के आदिलाबाद जिले के जंगलों में मुठभेड़ में मौत हो गई।

बनर्जी ने कहा कि नक्सलियों और सरकार के बीच वार्ता के मध्यस्थ सामाजिक कार्यकर्ता स्वामी अग्निवेश ने आजाद को वार्ता के लिए तैयार किया था।

संत्रास विरोधी फोरम के तहत आयोजित एक गैर राजनीतिक रैली में बनर्जी ने कहा, 'जो हुआ वह ठीक नहीं है। लोकतांत्रिक प्रक्रिया के प्रति आजाद ने विश्वास जताया था।'

नक्सल समर्थन जनजातीय संस्था पुलिस संत्रास विरोधी जन समिति (पीसीएपीए) ने इस रैली को समर्थन दिया। इस रैली में स्वामी अग्निवेश, मेधा पाटकर और नक्सल समर्थक लेखिका महाश्वेता देवी जैसे कई सामाजिक कार्यकर्ता उपस्थित थे।

केंद्र की संयुक्त प्रगतिशील गठबंधन (यूपीए) सरकार के दूसरे सबसे बड़े घटक की नेता बनर्जी ने आजाद की मौत पर शोक जताया।

स्वामी अग्निवेश ने आजाद के मारे जाने की घटना की न्यायिक जांच की मांग करते हुए आरोप लगाया कि प्रशासन ने अपने संचार माध्यमों का इस्तेमाल करके नक्सली नेता का पता लगाया और उसे मार दिया।

वहीं नक्सलियों का कहना है कि आजाद और एक अन्य कार्यकर्ता हेमचंद पांडे को पुलिस ने गत एक जुलाई को नागपुर से उठाया था और अगले दिन आदिलाबाद में मार डाला था।

Railway minister and Trinamool Congress chief Mamata Banerjee Monday urged the Maoists to eschew violence and come for talks, and appealed to social activists and thinkers like Swami Agnivesh, Medha Patkar and Mahashweta Devi to broker the discussions.

Parliamentary Affairs Minister Pawan Kumar Bansal and his deputy V. Narayanasamy had a tough time pacifying the members from both sides.

With senior CPI-M MPs away to attend the extended central committee meeting, their colleagues Bansa Gopal Chowdhury and A. Sampath tried to raise the issue.

The Trinamool Congress protest was led by Sudip Bandyopadhyay.

Speaker Meira Kumar could bring the house to order only after the ministers reached out to the agitating members.

Banerjee had announced that Monday's rally in Lalgarh in West Midnapore district would be held under the banner of an apolitical forum - Santras Birodhi Mancha (Anti-Atrocities Platform) - and not the Trinamool Congress.

Strife torn Lalgarh, she said, would observe Democracy Day Monday. The pro-Maoist tribal group Peoples' Committee Against Police Atrocities (PCAPA) has decided to participate in the rally.

Addressing a huge rally in this Maoist-hit area of West Midnapore district, Banerjee also promised to shower development goodies like renovating schools, setting up hospitals, colleges and a railway factory for giving employment to the local people.

'I request everyone with folded hands, please eschew violence, stop killings. I am telling all those, including the Maoists who are indulging in violence, to help in restoring peace. Medhaji (Medha Patkar), Swami (Agnivesh) are here. They should talk to the Maoists and ensure restoration of peace'.

Banerjee said she was not in favour of establishing peace by using rifles, condemning the manner in which Maoist spokesman Cherukiri Rajkumar alias Azad was 'killed' last month.

The Moists and the pro-rebel tribal body People's Committee Against Police Atrocities (PCAPA) had extended support to the rally also attended by social activists like Agnivesh and Patkar, and pro-rebel writer Mahasweta Devi, among other intellectuals.

'Let the peace process start from today. Let negotiations begin. Let Bengal show the way to India, wherever there is disturbance and misunderstanding,' Banerjee said.

'Tell us when and where you will sit. We all want to sit. However, if my presence poses problems in the peace process, I won't mind if I am kept out of it,' she said.

'If a policeman dies, or a mediaperson, or a Communist Party of India-Marxist (CPI-M) activist or a Maoist, that's equally sad. All are human beings. I don't want anybody to die. I don't want politics of death'.

She also appealed to the left ultras not to obstruct railway services as it adversely hit the daily life of the common man.

Categorically saying she did not support the Maoists' politics of violence and killings, Banerjee asked the CPI-M and Chief Minister Buddhadeb Bhattacharjee should think why the Lalgarh movement was on despite their 34-year rule. 'There is a dearth of development, schools, colleges and hospitals. The government could ensure only 12 days' work under the National Rural Employment Guarantee Scheme (NREGS),' she said.

Banerjee said Rs.20 lakh would be sanctioned for the Ramakrishna Vidyalaya here from Minister of State for Shipping Mukul Roy's MPs Local Area Development fund.

Apparently referring to the Maoists, she asked: 'What do you want? Schools, college, rights over forests? I feel tribals should have rights over forests.'

The Trinamool chief, whose party is the second largest constituent of the ruling United Progressive Alliance at the centre, however, said her powers were limited. 'We are in power. But our party has only 19 MPs. It's not that they (Congress) listen to whatever we say'.

On land acquisition, she said she was against taking land by force. 'In railways whenever we have to take land we provide employment to the landlosers and take minimum land with their consent'.

'Show me one area where I have deviated. If I have, I will publicly admit it and apologise,' she said, in an apparent reply to some questions made by the Maoists in an open letter to her on and acquisition and some other issues.

Operation Green Hunt is the name used by the Indian media to describe the Government of India's ongoing paramilitary offensive against the Naxalite rebels. The operation began in November 2009 along five states in the "Red Corridor."[4]

The term was coined by the Chhattisgarh police officials to describe one successful drive against CPI (M) in the state. It was erroneously used by the media to describe the wider anti-Naxalite operations; the Government of India doesn't use the term "Operation Green Hunt" to describe its anti-Naxalite offensive.[5]

[edit] Planning and implementation

In October 2009, the Central Reserve Police Force (CRPF) announced that it was in the final stages of planning the offensive and had received approval from the Union-led government. The Commando Battalion for Resolute Action (COBRA) would take the lead in the operations against Maoist insurgents.[6]

At the beginning of November 2009, the first phase of the operation began in Gadchiroli district. As many as 18 companies of the central paramilitary forces were moved into the area in anticipation of the operation.[7]

As a response to the offensive, the insurgents launched several high-profile attacks on the Indian security forces:

  • On February 15, 2010 at least 25 policemen died after Maoists overran a security camp in West Bengal state. Naxalite-Maoist leader Kishenji claimed responsibility for the attack. He was quoted as saying that, "We have attacked the camp and this is our answer to P. Chidambaram's [the Indian Minister of Internal Affairs] 'Operation Green Hunt' and unless the Centre stops this inhuman military operation we are going to answer this way only."[8]
  • On April 6, 2010, Maoist rebels killed 75 policemen/CRPF men in a jungle ambush in central India in the worst-ever massacre of security forces by the insurgents. On the same day, Gopal, a top Maoist leader, said the attack was a "direct consequence" of the government's Operation Green Hunt offensive. This raised some voices of use of Indian Air Force against Naxalites, which were however declined citing "We can't use oppressive force against our own people".[9]
  • On June 29, 2010, At least 26 policemen have been killed in a Maoist attack in the central Indian state of Chhattisgarh[10].

    Lalgarh turned into war zone for Mamata's rally

    Bunkers on rooftops, watch towers, land mine vehicles -- this Maoist-hit area looked like a virtual war zone Monday as security agencies left no stone unturned to maintain peace during Railway Minister and Trinamool Congress chief Mamata Banerjee's much-publicised public meeting.
    The entire Lalgarh, 200 km west of Kolkata in West Midnapore district, and its adjoining areas were Monday placed under the control of 13 companies of security personnel comprising state police and the paramilitary Central Reserve Police Force (CRPF).
    'A good number of CRPF jawans were deployed in the jungles - Pirakata and Jhitka - through which the metalled road from Bhadutala near district headquarters Midnapore town to Lalgarh passes. All the vehicles were stopped about one km before the rally venue and every person checked thoroughly and even their identity proof was verified,' a senior police official said.
    CRPF jawans were engaged for maintaining law and order apart from keeping a close vigil in the area.
    Several bunkers were set up on housetops and watch towers constructed as part of providing fool-proof security.
    West Midnapore police superintendent Manoj Verma said: 'The entire route from Midnapore through which Mamata Banerjee's convoy travelled to Lalgarh was totally under the control of the security men. Similarly, huge deployment was made on the other routes through which rallies came to the venue.'
    'Anti-landmine vehicles and dog squad were pressed into service since Monday morning. CRPF jawans were deployed in the rally venue and also near the dais.'
    Meanwhile, a pro-Maoist activist was arrested by the police for his alleged Maoist link from Lodhashuli near Jhargram Monday when he was on his way to attend the rally.
    Verma said, 'Sushil Mahato was wanted in several cases like extortion, sedition and other criminal activities. He was arrested while he was coming to attend the rally.'
    An intense combing operation was initiated in the Gohmidanga forest area and adjoining localities after the joint forces personnel were informed that People's Committee Against Police Atrocities (PCAPA) spokesperson and other senior leaders like Manoj Mahato, Asit Mahato and Umakanta Mahato, who are wanted in several cases, either have taken shelter there or attended the rally in disguise.
    A controversy was sparked off over the deployment of Railway Protection Force (RPF) personnel for providing security to the railway minister.
    The state government has already raised a question on that issue and a detailed report might be sought by the state government from the centre.
    Director General of Police Bhupinder Singh said at the state secretariat Writers' Buildings: 'RPF personnel were found checking at several places in Lalgarh. The centre had not notified us about deployment of RPF in manning law and order. There were talks at the level of the Inspector General and then the RPF was withdrawn. Home Secretary Samar Ghosh may ask the centre for a report on the issue.'
    Ghosh said here the local administration will decide when Section 144 of CrPC (Which bans assembly of two persons at a time) will be re-imposed in six police station areas of Lalgarh, which was lifted because of Mamata Banerjee's rally.
    'The Section 144 CrPC will be re-imposed there and the local administration will decide when they will re-impose it,' said Ghosh.

    Maoists kill tribal leader in Orissa

    Suspected Maoists today allegedly gunned down a Chasi Muliya Adivasi Sangh (CMAS) leader in this district. Kendruka Arjun, secretary of CMAS''s Bandhugaon unit was shot dead and the body was found in a pool of blood near Katulpeta village, police said here.

    A group of armed rebels waylaid Arjun near Katulpeta, shot him from close range and slit his throat, SDPO (Laxmipur) Y J Rao said. Arjun had contested Assembly election last year as an independent candidate from Laxmipur seat.

    Though no Maoist letter or poster has been recovered from the spot, Arjun has been killed in a fashion that Maoists use to kill their targets, he added.

    Mamata convoy hit by lorry

    One of the cars in the convoy of Railway Minister Mamata Banerjee was tonight hit by a lorry coming from opposite direction at Kolaghat in East Midnapore district causing minor injuries to her body guard. The incident occurred while the Trinamool Congress chief was returning from a rally in Lalgarh.

    "The Railway minister was not in the vehicle which was knocked by the lorry, causing minor injuries to one of her bodyguards," East Midnapore Superintendent of Police Ashok Biswas told PTI. The lorry driver was arrested. The movement of Banerjee''s convoy was halted for some time but she resumed journey a little later, Biswas said.

    Trinamool Congress legislator Firhad Hakim, accompanying Mamata Banerjee in her vehicle, alleged that the lorry was dangerously approaching from the left side and knocked the vehicle carrying her bodyguards. "Mamata Banerjee had a providential escape but was in a state of shock due to sudden jerk," Hakim said.

    Lalgarh adivasi women

    Lalgarh (Bengali: লালগড়) is a village in Binpur–I community development block under the Jhargram subdivision of West Midnapore district in the Indian state of West Bengal. Lalgarh is the headquarters of Binpur–I CD block.[1] Midnapore Railway station is the nearest important station about 45 km from the village.

    Lalgrah came under media attention at the beginning of November 2008. The guerrilla movement (proscribed by the indian state as terrorist)[2] outfit Communist Party of India (Maoist), launched a massive fight against police personnel and rival ruling communist party; Communist Party of India (Marxist). In June 2009 Indian security forces launched Operation Lalgarh against the Maoists in the village.

    Lalgarh is a sparsely populated place with majority of population being adivasis.

    The main occupation of the people here is cultivation, share cropping and selling disposable plates made of leaves. Most people do not own land but work on others fields. The region is dry and there are but a single harvest each year. At other times people work as daily labor, collect and sell leaves and wood from forest etc. Over 75% of the households own land given to them under the Land reforms programme of the Left Front Government between the years 1977 and 2002. But income poverty exists [3].

    In November 2008, following reports of police brutality, enraged advasi villagers blockaded roads and protested against the police and paramilitary forces in the area.[4] The government maintained the movement was being controlled by Maoist guerrilla agents.[5] The Maoists controlled the village and the surrounding area for eight months until Operation Lalgarh was launched to dislodge them on June 18, 2009.[6]

सूरी ।। अप्रैल के महीने में बंगाल में एक आदिवासी लड़की के साथ इज्जत के नाम पर जो कुछ हुआ उसके सामने हॉ

रर किलिंग जैसे शब्द भी कम पड़ जाएंगे। सैकड़ों लोग 17 साल की एक निर्वस्त्र आदिवासी लड़की को मारते-पीटते और अश्लील हरकतें हुए जानवर की तरह हांककर घुमाते रहे। यह दूरी भी कम नहीं थी, तीन गांवों के बीच लगभग आठ किलोमीटर तक उसे लड़की को घुमाया गया। लड़की का कुसूर केवल इतना था कि वह अपने समुदाय के बाहर के लड़के से प्यार करती थी।

इतना ही नहीं बीरभूमि की इस आदिवासी कन्या पर हो रहे इस अत्याचार के मोबाइल फोन से विडियो क्लिप्स भी बनाए गए। लोगों ने इसे नेट पर भी डाला। लेकिन इसी विडियो के जरिए इस लड़की से हुए अन्याय की जानकारी अधिकारियों को हुई।

पुलिस को हैरानी है कि पंचायत और दूसरे स्थानीय निकायों ने इस घटना की सूचना उन्हें नहीं दी। इस घटना को चार महीने हो चुके हैं लेकिन इस अत्याचार को झेलनी वाली लड़की इतने गहरे सदमे में है कि अधिकारियों से हादसे की शिकायत नहीं की। लेकिन जब अधिकारियों को इस हादसे का एमएमएस देखने को मिला तब वे हरकत में आए और उन्होंने 8 अगस्त को पांच लोगों को गिरफ्तार कर लिया।

यह पूरी घटना दिनदहाड़े हुई थी। शनिवार को कुछ पत्रकारों ने ये विडियो क्लिपिंग एसपी हुमायूं कबीर और डीएम सुमित्र मोहन को दिखाई और पूछा कि अब तक इस मामले में कोई कदम क्यों नहीं उठाया गया।

Aug. 8: Spy cameras and CCTV on trees and bamboo poles, snipers on rooftops, two rings of security — now the question is, will Mamata Banerjee agree to a bullet-proof car?

The state government has turned Lalgarh, where Mamata will hold her "apolitical" rally tomorrow, into a fortress. Now it is trying to persuade her to use a bullet-proof car when she travels to the venue tomorrow.

The Trinamul Congress chief has so far spurned the bullet-proof car the state police have provided her. Senior officers tried to convince her close aides this evening that since she might be passing through the dense Jhitka forests, it would be prudent to use the protected car.

"A meeting of this scale would prompt Maoist squads from the adjoining states to try to enter in the guise of rallyists. So we don't want to take chances," said a senior officer as he oversaw a mine-detection drill in Jungle Mahal.

A close Mamata aide said tonight that the railway minister had left for Kolaghat in an ordinary car. "Tomorrow morning, she will decide whether to use a bullet-proof car for the rest of the journey."

The joint forces have established "domination" over stretches of 20km along each of the three roads from Midnapore town to Lalgarh, passing through Pirakata or Dherua or Goaltore. Mamata is likely to take the route via Pirakata.

Some 2,500 security personnel have been deployed at the venue — a school ground — and the roads. An officer said a team of handpicked sharpshooters would be part of the "inner ring" around Mamata in Lalgarh, helping create a "sterile zone" and allowing in only those authorised to be on the dais. The second ring, within 400m of the venue, will be manned by CRPF men in battle fatigues.

"We will place spy cameras and closed-circuit TVs on trees and at various corners of the school building. We'll also tie cameras and CCTVs to bamboo poles. At least 20 joint forces personnel will keep vigil from the school's roof with sniper rifles," a police officer said.

Police, in uniform or in plainclothes, will guard the routes armed with mine detectors and "trace explosive detection devices" that can spot any explosive inside luggage of any kind without opening it.

All vehicles are being stopped and searched in front of the four CRPF camps on the Pirakata-Lalgarh road — at Patharkumkumi, Changashol, Pirakata and Bhimpur — West Midnapore police chief Manoj Verma said.

Police sources said the Maoists were asking villagers to march to Lalgarh in large numbers and attend the rally.

The newly appointed secretary of the People's Committee Against Police Atrocities, Manoj Mahato, said: "We will provide so many people that not only will the Lalgarh school ground be packed to capacity but a large number of people will be forced to remain outside. Tomorrow, the administration will realise how strong the People's Committee still is."

Following a meeting between Bengal police chief Bhupinder Singh and U.K. Bansal, the special secretary (internal security), in Delhi last week, it was decided that Mamata would be given the "highest form of security cover" during the rally.

She will be provided with two personal security officers and two escort cars. There will, however, be no surveillance from the air.

An officer said the Maoists might strike at the forces in areas from where some of the personnel have been shifted to Lalgarh for the rally.

Karat's poll dialectic: defeat not unnatural

Vijayawada, Aug. 8: If the Bengal CPM was looking forward to some pep talk on a day Mamata Banerjee was preparing to sweep into a zone that has remained beyond the state government's footprints, Prakash Karat would not oblige.

"Defeat in elections is not something unnatural. We don't judge everything on whether we win or lose elections," Karat declared today in Vijayawada, where the CPM is holding an extended session of its central committee.

The general secretary did allow himself a faint smile as he fielded a question whether the string of defeats in Bengal and other states was a reflection of the policies being adopted by the party.

Karat then held forth on why the party should take election defeats in its stride, something the leadership that does not contest popular polls can afford to say but not the Bengal unit which is facing daunting odds as next year's elections approach.

The CPM chief said the party had been witnessing defeats in other parts of the country as well. "It looks unnatural with regard to Bengal since we have not lost since 1977," said Karat, who has accommodated some concerns of the Bengal unit by picking out the Trinamul Congress as the main enemy and sparing the Congress in the state.

But Karat's view on election results was perceived here as a reassertion of his "defeatist" attitude towards Bengal. Earlier this year, Karat had told British Marxist historian Eric Hobsbawm that the CPM felt "besieged" and "beleaguered" in Bengal and expected to do "very badly" in the Assembly elections.

Although Karat had later denied having predicted defeat, his latest assertion suggests that for the CPM boss, the heavens wouldn't fall if the party loses in Bengal and Kerala.

Party leaders appeared surprised over Karat's remarks and feared that it would further dampen the morale of cadres in the poll-bound states. One Bengal leader felt that Karat's "over-assertive puritanical" stand could well be part of his defence mechanism against those who hold him responsible for the poll reverses.

Several delegates said Karat appeared to be in a "denial mode", refusing to go in for "self-criticism" and "introspection". "He is trying to emphasise ideology over electoral politics," said a delegate. He wondered how ideology can be augmented in a parliamentary democracy if the party cannot persuade people to vote for its candidates.

Karat feebly acknowledged some mistakes in implementing the political line decided at the last party congress but iterated that the decision to withdraw support to UPA I over the nuclear deal was right. "The decision to withdraw support was unanimously ratified by the central committee," said Karat, who, by now, was beaming.

"If the decision was right, how did the Congress improve its poll performance from 2004? Were the voters wrong then?" asked a delegate in private.

Some leaders feared that the defeatist approach would push the Left to the fringe of politics. The CPM's isolation finds reflection in the draft political resolution as well.

Along with advocating the need to attack the Congress and oppose the BJP, it underscores how even the regional parties are "opportunistic". "If we shun everyone, we will be left to fend for ourselves. If comrade Surjeet and Jyoti Basu brought us into the centre of Indian politics, Karat is trying to drag us away," said a central committee leader.

On Forthcoming West Bengal and Kerala Assembly Elections
(Adopted on August 09, 2010 At the Extended Meeting of the Central Committee)

The states of West Bengal and Kerala alongwith Tripura are the outposts of the Left and democratic movement in the country.  Prolonged political struggles and people's movements in West Bengal and Kerala led by the Communists, going back to the pre-independence period and during India's struggle for freedom, have laid strong foundations for the growth and consolidation of the Communist-led Left movements in these states.

The strong Communist movements in West Bengal and Kerala alongwith Andhra Pradesh and others during the course of the freedom movement itself, had brought on to the agenda of the people's struggle important issues like land reforms, linguistic reorganization of states, reforms against various expressions of social oppression, the defence of the rights of the working class and the people at large including their civil liberties etc.  

It was on the strength of such powerful movements that the Communist Party won a majority in the Kerala Assembly elections in 1957.  This was the first instance of Communists winning the elections to head a state government in a bourgeois parliamentary system anywhere in the world.  The pioneering steps of this government for land reforms; minimum wages and welfare measures for the working people; democratization of the education system; decentralisation of powers etc was naturally not palatable for the ruling classes which led to its dismissal under Article 356 of the Constitution.  Again, when the CPI(M)-led front won the elections in 1967, this government was toppled in 1969.  

In West Bengal, the strength of powerful popular movements led to the formation of United Front governments in 1967 and 1969.  On both occasions, though the CPI(M) was the larger partner of the coalition, CPI(M)  had allowed others to head the government in order to maintain and strengthen the United Front.  The fillip these governments gave to the democratic movement and to the land struggles was, again, intolerable for the ruling classes, that saw their dismissal under Article 356.  The semi-fascist terror unleashed against the Party, with the massive rigging of the 1972 Assembly elections, that lasted till the defeat of Emergency in 1977, was aimed at seeking to decimate the Communist-led popular movements in the state. Over 1,400 comrades were martyred and 22,000 Party families had to be relocated during the successful resistance defeating this semi-fascist terror.  Contrary to the hopes and machinations of the ruling classes, the people of West Bengal had not only  reposed faith in the CPI(M)-led Left Front in the 1977 elections but continued to repose, in an unprecedented manner not found elsewhere in the country, such faith in the seven consecutive elections that followed till date.  

This had been possible because of the unparalleled manner in which the Left Front government tackled the people's issues.  The implementation of land reforms is one of its most important achievements.  Nearly 1.3 million acres of illegally held land was acquired and distributed among over 3 million landless and marginal cultivator households.  The registration of over 1.5 million bargadars (share croppers) brought 1.1 million acres of land under their control through operation barga.  As of 2007, West Bengal whose population is 8 per cent of the country's, having only 3.5 per cent of our country's agricultural land, accounted for 22 per cent of the total ceiling surplus land distributed in the country.  Contrary to all adverse and hostile propaganda that the CPI(M) is against the peasantry,  a further 16,700 acres of land were distributed to landless families between 2007 and 2010.  Agricultural productivity and output have made remarkable strides.  From a chronic rice deficit state, West Bengal today produces the largest quantity of rice.  The Left Front government today supplies rice at Rs. 2 per kilo to 2.64 crore BPL population.  

The financial assistance provided by the Left Front government in West Bengal to the workers of closed factories and tea gardens has now been enhanced to Rs. 1,500.  Likewise, pension for widows, the disabled, old-age, artisans, handloom weavers, farmers and fishermen have now been increased to Rs. 1,000.  17 lakh unorganized sector workers have enrolled in the Provident Fund Scheme.  West Bengal encourages the growth of labour intensive micro, small and medium industries.  The state has the country's largest number of functioning small-scale units (27 lakhs) and largest number of employment (58 lakhs).

In spite of functioning under the limitations of the Constitution, the Left-led state governments in West Bengal and Kerala have taken measures to reduce poverty, create new welfare measures and improve living conditions. Even the World Bank admits that the record of West Bengal in terms of  poverty reduction is the best amongst all states in India.  The infant mortality rate measured per 1,000 live births in 2006 was 38 in West Bengal and 15 in Kerala which has the best record in the country. The all India rate is 57. As far as life expectancy is concerned, it has improved considerably in West Bengal to 64.5 years for males and 67.2 for females. Kerala has life expectancy of 70.7 for males and 75 for females. The all India average is 61 for males and 62.5 for females. As against the all India average (7.4), the death rate in Kerala is 6.3 and West Bengal is 6.2.  West Bengal has a literacy rate of 72 per cent and Kerala 90.09 per cent. The all-India average is 63.4.  In West Bengal, nearly 100 per cent of all girls and boys of age six are enrolled in schools. In Kerala,  98 per cent of eligible boys and girls are in class X, indicating nil or very low dropouts.   It is noteworthy that such achievements are recorded at a time when, due to the pursuit of neo-liberal policies by the ruling classes, the livelihood conditions of the people have deteriorated in large parts of the country.    

The LDF government in Kerala has taken forward its welfare legacy currently having the largest number of welfare schemes amongst all states of India. The pensions to the workers in the unorganized sector have been raised from Rs. 100 to Rs. 300. The women workers of the unorganised sector are being offered one month's pre-maternity leave. Half the population of the state are being covered by Rs. 2 per kg rice scheme and free health insurance, including for chronic diseases. Besides the PDS, a wide network of fair price shops are set-up where the prices of 13 essential commodities have been maintained at the same level for the last four years. When the half a million houses proposed under the EMS housing scheme are completed, there would be no family  in Kerala without a house. In stark contrast to the Central government's privatization offensive, the rehabilitation of the sick Public Sector Units has resulted in reversal of annual loss of Rs. 96 crores in 2005-06 to annual profit of 240 crores of rupees in 2009-10. This surplus is being reinvested in the expansion of the existing public sector and the establishment of eight new ones. In the agriculture sector the measures adopted by the state government has been successful in putting an end to the suicides of farmers.

Another major initiative taken by the Left-led governments in both the states has been on the question of decentralization of power and deepening of democracy to the grassroots through the establishment and efficient functioning of democratic institutions of local self governments.  The three tier system of democratically elected bodies established by the Left Front in West Bengal has achieved  successes in a manner that is unprecedented elsewhere in the country.  It was a full seventeen years after this initiative by the Left Front in West Bengal that the panchayati raj system was adopted for the country through the 73rd and 74th Constitutional amendments.  The system of decentralization in Kerala initiated by the 1957 government was further developed into the People's Plan that delivered far-reaching benefits to the people.  Both West Bengal and Kerala are in the process of implementing 50 per cent reservation for women.  Both the governments of West Bengal and Kerala have extended the central scheme of Rural Employment Guarantee to the urban poor while the Central government refuses to do so.

The hallmark of the Left-led democratic movements and the governments in both West Bengal and Kerala have been their steadfast defence of secularism and communal harmony.  It is often perceived that the protection of the interests of the minorities is the litmus test of democracy which, otherwise, is de facto majority rule.  The Left Front government in West Bengal has recently decided to implement the recommendations of the Ranganath Mishra Commission Report to grant 10 per cent reservations in jobs for Muslims belonging to OBCs.  

The Left-led governments in West Bengal and Kerala backed by the powerful Communist-led popular movements have been in the forefront of championing the rights of the people and their livelihood standards from being gravely eroded by the pursuit of neo-liberal economic policies by the Central government.  The consistent anti-imperialist positions and the interests of the Indian people and the country taken by the CPI(M) continues to expose the Indian ruling classes who seek a strategic partnership with imperialism.  Further, the pro-people measures undertaken by the Left-led   governments, as listed above, also expose the exploitative character of the Indian ruling classes by demonstrating that even within the existing system, greater relief can be provided to the people.  For a combination of all these factors, the Indian ruling classes have mounted a concerted offensive against the CPI(M), in its strongest bastions, in order to weaken the resistance to their unbridled loot through the neo-liberal economic trajectory.  

In West Bengal, an alliance of all reactionary forces led by the Trinamul Congress is sought to be forged to defeat the Left Front in the coming Assembly elections in May 2011.  All rightwing forces, including the communal and fundamentalist elements, foreign funded NGOs and corporate media have joined the Maoist-backed TMC in this effort. Since the 15th Lok Sabha election, 247 members  of the CPI(M) and eight members of other Left parties have been killed by the TMC-Maoist gangs. The Maoists primarily target the poorest of the poor amongst the peasantry and the tribals. Yet, sections of so-called intelligentsia continue to express sympathy. The unleashing of such large-scale violence, killings and arson by this reactionary combination is to seek the defeat of the Left Front through the most anti-democratic fascistic  methods.  The success of these forces seeks to completely negate the advances made by the democratic movement that we have noted above and pave the way for the restoration of the earlier forms of exploitative order. Already there are reports of former landlords attempting, in some areas, to recapture their formerly illegally held land that was acquired and distributed to the landless.  In the name of `change', what is being offered is patently anti-democratic and anti-development.  Communalism that has been kept at bay by the Left movement will be enabled to stage a come back harming the interests of the minorities.  The TMC had, on earlier occasions,  openly aligned and shared power with BJP at the Centre.  

In Kerala, the Congress-led UDF is trying to consolidate all the communal and caste forces around it.  Sections of the Church are openly interfering in political affairs by conducting an anti-Communist campaign. Muslim and Hindu extremist forces are bracing themselves to disturb communal harmony in order to create political polarization.  The campaigns launched by the CPI(M) and the LDF against such activities are being met by a vilification campaign launched by a section of the media. Despite the nefarious activities of the extremists and communal forces, the state continues to maintain its excellent record of communal harmony.  

These reactionary offensives against the CPI(M) and the powerful Left and democratic movements in West Bengal and Kerala will have to be met squarely in order to defend the rights of the people and to improve their livelihood.  There have been occasions in the past when semi-fascist terror was unleashed against the CPI(M) in West Bengal.  That challenge was met and won.  In the following seven consecutive elections, no effort was spared by the reactionary forces to defeat the Left Front.  The present challenge will also be met like the earlier ones have been.  The Left Front is determined to reforge links with the people who have moved away due to certain shortcomings that have been identified and are in the process of being corrected.  

The CPI(M) as a whole, across the country, will redouble its efforts to fight back this concerted anti-Communist and anti-Left offensive.  Today the Indian people need deliverance from the groaning burdens being mounted by the neo-liberal economic policies.  The Indian people today need to strengthen our secular democratic foundations to ensure that the energies of our country are not wasted in communal and fratricidal conflicts.  The Indian people require an alternative policy trajectory that can allow India to realize its potential which it is  being denied by neo-liberalism and communalism.  All efforts of spreading violence and anarchy against the Left movement like the Maoists are today indulging in, essentially only strengthens the reactionary forces in their efforts to prevent the Indian people from being liberated from their growing miseries.  

The assembly elections in May 2011 in West Bengal and Kerala will be a major battle between the forces representing the interests of the working people, social justice,  secularism and our country's sovereignty and the forces which are representing the interest of the big capitalists, landlords, the rich and the vested interests that seek  a strategic alliance with imperialism and who use communalism, ultra-Left anarchy and divisive politics to achieve their objectives.

The CPI(M) calls upon  all progressive sections of the people to join this battle and ensure the success of the Left Front in West Bengal and the LDF in Kerala and, thus, advance further the efforts to create a better India for its people.
