Cities in Punjab to be interconnected with 4 or 6-lane roads
Punjab will become the first state to have all its cities interconnected with four or six-lane roads in next two years, Deputy Chief Minister Sukhbir Singh Badal said on Monday.All cities of Punjab would be interconnected with four or six-lane roads after completion of seven major projects worth Rs 6,689 crore. These projects, which would be completed in next two years, will make the state the first in the country to have such a facility, he said.
Sukhbir said by June 2011, major road projects including 4-laning of Zirakpur-Patiala road (NH-64), 4-laning of Patiala-Bathinda road and 6-laning of Sher Shah Suri Marg (NH-1) from Panipat to Jalandhar (Rs 2700 crore) will change the face of the state.
He also inaugurated four new projects including Railway Over bridge at Budhlada and Railway Under bridge at Mansa.
1,000-acre land acquired for Posco project: Orissa govt
The Orissa government said it has taken possession of over 1,000 acres of the 4,004-acre land required for the Posco-India project in the state and will set up a joint task force to protect the acquired land from encroachment."We have taken possession of over 1,000 acres of land at four villages in Kujang gram panchayat area in Jagatsinghpur district," Revenue Divisional Commissioner (central division) P K Mohapatra told reporters here.
Besides betel vines, forest land and revenue land were also acquired during the land acquisition, the verification process for which was conducted from July 28 to August 7, Mohapatra said.
The acquired land comprises at least 52 betel vines and forest land, he said.
However, no land has so far been handed over to Posco- India, which plans to set up a 12 mtpa greenfield steel mill near Paradip at an investment of Rs 51,000 crore.
Learning from experience at the Kalinga Nagar Industrial Complex in Jajpur district where people recaptured land even after accepting compensation, the state government this time decided to ensure that the land acquired for Posco project did not face the same fate, Mohapatra said.
The task force to be assigned protection of the land would comprise members from the police, revenue and forest departments, officials said.
The state government had reduced the land size for Posco project by 300 acres after Chief Minister Naveen Patnaik announced that private land from Dhinkia village would not be acquired for the purpose in view of the opposition from the local people.
Meanwhile, sources at the proposed plant site said many people, who had already accepted compensation for betel vines, were busy rebuilding their betel vines.
Era Infra achieves fin closure of Rs 1,100 cr road project
Engineering firm Era Infra on Wednesday said it has achieved the financial closure of a Rs 1,100 crore highway project that involves four laning of a road stretch from Muzaffarnagar in UP to Haridwar in Uttrakhand. "We have raised term-loan of Rs 691 crore from banks. There is a positive grant of Rs 210 crore from NHAI and rest of the amount will be brought in as equity," Era Infra Group CFO Joy Saxena said. "The financial closure documents have been submitted to NHAI for their final clearance," he said. The Delhi-based firm had bagged Haridwar Highway project from the National Highway Authority of India (NHAI). The total cost of the project is approximately Rs 1,100 crore. The road project is on design, build, finance, operate and transfer(DBFOT) annuity basis. The work entails four laning of about 80 kilometers (from Muzaffarnagar to Haridwar) of National Highway Section NH 58. "Construction work on the project will start as soon as we will get final clearance from NHAI," Saxena said. Shares of Era Infra were trading at Rs 223.60 per piece, down 0.11 per cent, in the afternoon trade on the Bombay Stock Exchange. |
Govt to expedite road infrastructure works along China border
Government has decided to expedite road infrastructure works along the border areas with China, revising its old military doctrine in view of the changing geopolitical scenario, the Rajya Sabha was informed on Wednesday."Earlier the military doctrine was to not have roads close to borders but the same has been revised due to changing geopolitical scenario and the government has taken a conscious decision to expedite road infrastructure construction in border areas," Defence Minister AK Antony said in reply to a query.
The minister said the Border Roads Organisation (BRO) has been asked to concentrate on construction of strategic roads along the borders with China.
"There are plans for 73 roads on Indo-China border out of which BRO has been entrusted with 61 roads of total length of 3394 km in Jammu and Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh," he said.
Of the 61 roads, 14 roads have been completed and work is under progress with regard to 42 roads while construction activities of five roads are yet to commence.
"41 roads are planned for completion by 2013 and remaining six beyond 2013," he said.
Commenting on the roads along the Pakistan border, the minister said BRO is entrusted with development of 10,646 km of roads there.
"Out of the total length, 7344 km have been completed and the balance length is planned for completion by 2012 for priority I roads and 2022 for priority II roads," he added.
The minister said the lack of adequate efforts for mobilisation of resources, delay in forest clearances, unwillingness of contractors to work in remote and difficult terrains are the major factors affecting infrastructure improvement in border areas.

Peepli Live is a Hindi film written and directed by Anusha Rizvi in her first directorial venture, and produced by Aamir Khan. The film stars Naya Theatre company member Omkar Das Manikpuri as well as Raghubir Yadav, Nawazuddin Siddiqui, Shalini Vatsa and Malaika Shenoy along with a number of newcomers. Peepli Live, distributed by UTV Motion Pictures, was released on 13 August 2010.[2]
A satire on the farmers' suicides and subsequent media and political response,[3] Peepli Live competed in the Sundance Film Festival, the first film from India to achieve this feat.[4] It received an 'A' adult certificate in India for language use.[5] The movie was picked up by specialty German distribution company Rapid Eye Movies for a special screening at the Berlin International Film Festival.[6] Peepli Live has reportedley recovered it's cost before it's release itself.[1]

Peepli Live began as a script written by NDTV journalist Anusha Rizvi called The Fallen. In 2004 Rizvi asked Khan to read her script and, although he initially refused as he was preoccupied with shooting Mangal Pandey: The Rising, he eventually relented and decided to finance the film after she described the plot to him.[7]
Peepli Live was filmed on location in Gujarat, Madhya Pradesh and New Delhi. According to Aamir Khan, many of the actors are Adivasis from the village of Bhadwai in Madhya Pradesh.[8] Other cast members are from playwright Habib Tanvir's theatre troupe Naya Theatre.[9]

Peepli Live had its Melbourne premiere at the Melbourne International Film Festival MIFF 2010 on 6 August 2010 at the Regent Theatre, Melbourne. The special screening was introduced by Aamir Khan and concluded with a Q&A session with him.

It currently holds an 83% rating on Rotten Tomatoes based on 12 reviews and an A- ( 76% ) on All Bollywood based on 15 reviews. [11]Rajeev Masand of IBN rated it 3.5/5 "Helped enormously by a rousing soundtrack, armed with a tight, intuitive script and a confident directorial approach, Rizvi turns Peepli Live into a simplistic yet engaging picture of a sad reality". [12]. Mayank Shekhar of Hindustan Times rate it 4/5 "The satire is irresistible; the subtext, compelling. And yet neither shows itself up in any form of self-seriousness. The comic writing is immaculately inspired" [13] Shubhra Gupta of Indian Express rated it 3/5 "First-time director Anusha Rizvi's disturbing satire on the state of India today Peepli [Live] cuts deep, letting it bleed." [14] Nikhat Kazmi of the Times of India rated it 3.5/5 and stated "The film unfolds like a hard-hitting satire that turns its tongue-in-cheek gaze over almost all that's incongruous in contemporary Indian society" [15] Mathures Paul of The Statesman gave the film 4 out of 5 stating, "Anusha Rizvi demolishes successfully whatever little faith we had in the political process. Peepli (Live) is entertaining and inspiring".[16]

The film did 4 crore (US$ 868,000) [[1]] business on its first day. The film had huge first weekend collection of 15.5 crore (US$ 3.36 million) [[2]]. The collections are just mind boggling for the type of film it is. Both Saturday and Sunday saw healthy jumps as compared to Friday. The film is heading towards super hit business.

The song "Chola Mati Ke Ram" is originally composed and written in 1978 by Gangaram Siwar (1930-1982), a celebrated folk singer of Chhattisgarh who sang for AIR (All India Radio) for nearly four decades. His song has been used in the film without giving any credit to him, according to some protesters.[17] These protesters are demanding that Siwar's family who is living under abject poverty working as daily wage earners should be financially remunerated in addition to giving credit to Gangaram Siwar for the for use of his song. However, the Habib Tanvir Theater group which has recorded the song maintains that the group has officially purchased the rights for the song and protesters do not need to protest. Nageen Tanvir who has rendered the song for movie has credited Gangaram Siwar for the song in public events. [18]

Pipili is a small town near coastal Orissa famous for its Applique handicraft. The fictitious character 'Budhia' played by Raghubir Yadav shares his name with Budhia Singh , the world's youngest marathon runner from the Indian state of Orissa.

PTIAligarh/New Delhi, Aug 16 (PTI) A day after three persons were killed in police firing on agitating farmers, the opposition parties today stepped up attack on Mayawati Government demanding its dismissal and disrupted Parliament proceedings. Hundreds of agitating farmers continued their indefinite sit-in in Jikarpur village, where police had opened fire yesterday on rampaging protesters, to press for higher compensation for land acquired for a township along Taj Expressway.Officials said no untoward incident has been reported as a heavy continent of security personnel has been deployed in nearly a dozen villages along the Expressway connecting Noida to Agra.Extending their support to the agitating farmers, opposition leaders, including former BJP president Rajnath Singh, Leader of Opposition in UP assembly Shiv Pal Singh Yadav and RLD leader Ajit Singh, today made a beeline for the village.The ruling BSP, however, hit back at the opposition, accusing it of doing politics over bodies of the dead. The Samajwadi Party (SP) Monday demanded dismissal of Uttar Pradesh Chief Minister Mayawati over the police firing on farmers in Aligarh district leading to the killing of two people.
Party chief Mulayam Singh Yadav alleged that Mayawati had a share in the contracts given for constructing an Expressway on the land the state government was acquiring and which the farmers were protesting against.
'The chief minister has a share in the contracts. It is in unwritten form. There is only one solution. The prime minister should convene a meeting of the cabinet dismiss the (Mayawati) government,' Yadav told reporters in the parliament complex.
He said that his party, which is the main opposition in Uttar Pradesh, will 'fight against the atrocities' on farmers in the state and in parliament.
Both the houses were Monday adjourned after disruptions over the killings during demonstrations Saturday night against inadequate compensation for acquisition of land in an area bordering Aligarh and Mathura districts.
The SP leader opposed both the Noida-Agra Yamuna Expressway and the Greater Noida-Ballia Ganga Expressway projects of the state government.
'The Ganga river is being squeezed,' he said.
'The central government should intervene and scrap these projects', Yadav said, adding that existing roads were sufficient and there was no need of expressways.
The deaths of two farmers in police firing in Uttar Pradesh's Aligarh district forced the adjournment of both houses of parliament till Tuesday following repeated protests by Bharatiya Janata Party (BJP) and Samajwadi Party (SP) members.
Both houses witnessed three disruptions before the presiding officers called it a day. While the question hour was taken up in the Rajya Sabha, the Lok Sabha remained stalled without any business being transacted.
Two farmers and one policeman died in violence that erupted near Aligarh in Uttar Pradesh Saturday as farmers demanded higher compensation for the acquisition of their land for the Noida-Agra Yamuna Expressway.
The Lok Sabha was initially adjourned till noon. The pandemonium continued when the house met again and MPs gathered near Speaker Meira Kumar's podium to raise the issue, shouting slogans against the Bahujan Samaj Party (BSP) government in Uttar Pradesh.
Meira Kumar then adjourned the house till 2 p.m. When the house resumed, the protesting MPs didn't relent despite repeated requests from the speaker, who then adjourned the house till 11 a.m. Tuesday.
The BJP demanded introduction of new land legislation promising better prices for acquisitions from farmers.
'We want the government to table the bill in this session only so that farmers in Uttar Pradesh and all over the country don't suffer when their land is taken over,' BJP leader Rajnath Singh told IANS in the parliament complex.
The Rajya Sabha also saw uproarious scenes as the BJP demanded a discussion on the issue.
As soon as the House met, Leader of Opposition Arun Jaitley urged Chairman Hamid Ansari to adjourn the question hour to discuss the firing on farmers.
'We have given notice to suspend the question hour,' Jaitley said adding that the opposition was ready to take up the issue in the zero hour if all members agreed.
Strongly objecting to the demand, Bahujan Samaj Party leader Satish Chandra Misra said the issue was a state subject as it was related to law and order and should not be taken up.
Ansari, however, managed to pacify the members, after which the question hour could proceed.
However, as soon as the question hour was over, the opposition members were again on their feet demanding a discussion on the farmers issue.
Even as Deputy Chairman K. Rahman Khan called for government papers to be laid as a prelude to calling zero hour, the BJP's Rajiv Pratap Rudy requested a short duration discussion on the issue. Khan rejected Rudy's contention, saying the issue should be taken up after zero hour was called.
The opposition members, however, continued their protests and raised slogans against the Uttar Pradesh government. Amidst the din, the house was first adjourned for 15 minutes and then till 2 p.m.
The scene was no different when the house reassembled at 2 p.m. and despite repeated pleas from Rahman Khan, the opposition members continued their protests. The house was then adjourned for the day.
Hundreds of farmers have been staging protests and demanding higher compensation for land acquired for the Yamuna Expressway. They have also damaged property belonging to Jaypee Associates that is executing the project.
Parts of Aligarh and Mathura districts were rocked by violence Saturday night, leading to exchange of fire between the police and protesters, which left three people - two farmers and a policeman - dead and a dozen injured.
The 165-km, eight-lane expressway connecting Noida to Agra is aimed at reducing the driving time between New Delhi and Agra to just about 90 minutes. It is expected to make a lot of difference to foreign tourists headed for the Taj Mahal.
The protesters wanted higher compensation for their land as the farmers were offered Rs.453 per square foot in Aligarh and Mathura districts while in Noida, the compensation was nearly Rs.800 per square foot, according to the farmers.
Reacting to the issue, Communist Party of India-Marxist politburo member Sitaram Yechury said the government had no policy for land acquisition.
'There is widespread land acquisition, but no policy on relief and rehabilitation. The government seems unwilling to do anything about that,' he said.
Putting the onus on Uttar Pradesh's Mayawati government, Congress leader and former state chief minister Jagadambika Pal said that it should be sacked.
'It is the fault of the state government. The Mayawati government should be sacked for the way it is giving away land,' he said.

Rashtriya Lok Dal (RLD) MP Jayant Chaudhary Monday sought the central government's intervention in the firing on agitating farmers in Uttar Pradesh, saying that the public purpose for which land was being acquired should be clearly spelt out and steps taken to conserve prime agricultural land.
'The government should intervene. The notion of public purpose for acquiring land should be clearly spelt out and prime agricultural land should be conserved,' Chaudhary told reporters.
Chaudhary, who is an MP from Mathura and visited the agitating farmers incognito Sunday, said that the agitation was peaceful and asked Uttar Pradesh's Mayawati government the reason for opening fire on the farmers, which led to the death of them. One policeman was also killed in the crossfire.
Chaudhary said he had also demanded the dismissal of the state government.
He said the land acquisition notification issued by the state government in July 2009 involved 850 revenue villages and an area of 20 lakh hectare.
Chaudhary, who is son RLD chief Ajit Singh, said that the pace at which fertile land was being acquired not only posed problems of employment for people but also endangered food security.
He said that main bone of contention for farmers agitating in Mathura and Aligarh districts was not the Yamuna Expressway but a proposed hi-tech city.
Calling upon the government to build political consensus on a new bill on land acquisition, he said Uttar Pradesh government should be asked to scrap projects which did not fall within the definition of public purpose.

" Vedanta will pay Cairn Energy Rs 405 per share, a 32 per cent premium to Cairn India''s average closing price, over 90 days. This includes a Rs 50 per share non-compete premium to Cairn Energy Plc for not entering into oil and gas business in India, Pakistan, Bhutan and Sri Lanka.
The open offer will, however, be made at Rs 355 (offer price minus the non-compete fee). The process will take about three months to complete, Cairn Energy Finance Director Jann Brown said.
The acquisition will give Vedanta access to the Mangala oilfield, which is currently producing 125,000 barrels per day but has potential to go up to 150,000 bpd (7.5 million tons a year). The Rajasthan block, where Cairn India has 70 per cent interest, has the potential to go up to 240,000 bpd or equivalent to the 12 million tons per annum output from ONGC''s prime Mumbai High fields.
Vedanta''s deal will be contingent on government approval, as Cairn''s three producing oil and gas assets, including the Rajasthan fields and seven exploration blocks, either have explicit provisions for seeking prior approval before transfer of interest or gives pre-emption, or the right of first refusal (ROFR), to partners like ONGC. "Whatever approvals are required, we will take it. We are a law abiding company and will do what is required in the law," Agarwal said.
Cairn Energy Chief Executive Bill Gammell said his firm expects government and regulatory approvals as only ownership of Cairn India was changing while it would be business as usual for the India listed firm. Gammell is visiting New Delhi this week to meet Oil Minister Murli Deora, besides other senior officials.
Oil Secretary S Sundareshan said today the contract for the blocks Cairn India has provision for transfer of part or whole ownership but neither Cairn Energy nor Vedanta has approached it so far. Cairn India, 62.37 per cent held by Cairn Energy Plc, is valued at about USD 14.4 billion and the Scottish explorer is expected to continue to hold a residual interest of between 10.6 per cent and 21.6 per cent.
Nine godowns sealed in Ghaziabad
Nine godowns of a local sugar mill owner was sealed today by the administration over non- payment of farmers'' dues in the district, officials said. District magistrate Hredesh Kumar passed the orders after Umesh Kumar Modi, owner of Modi Sugar mill, failed to pay dues to the tune of Rs 20 crore to the farmers.
Around 44,145 bags of sugar were also seized from the godowns, Sub Divisional Magistrate, Modinagar, Virender Singh said. Mill officials, however, said the payments would be affected as compensation was being made by selling the sugar.
Kerala not helping to arrest Madani, says Karnataka
Almost a week after a Karnataka Police team arrived here but failed to arrest People's Democratic Party (PDP) chief Abdul Nazir Madani, Karnataka Home Minister V.S.Acharya Monday expressed displeasure at the Kerala government's failure to help.
Police cordoned off the sprawling residence-cum-party office of Madani, who is accused in the 2008 Bangalore blasts case, here with close to 300 personnel deployed in the area, while a team of doctors came for a medical check-up of the PDP chief.
Speaking to local TV channels here, over phone from Bangalore, Acharya said: 'What can I say now, because the Kerala government had assured of all help and it is not coming.'
'Now we will have to think of other options. Yesterday only (Sunday) Madani said he will surrender before a court and that too has not happened,' Acharya added.
A Bangalore court June 15 issued an arrest warrant against Madani. By now, the warrant has been extended four times and Tuesday is the last date for Karnataka Police to bring him before the court.
The investigating officer, Bangalore's Joint Police Commissioner Alok Kumar, and his deputy reached Kollam Monday and held discussions with the district superindent of police.
Kerala Police have cordoned off the entire area around Madani compound. A medical doctors' team arrived and conducted a detailed check-up of Maudany.
Addressing the media after the examination, Gopalakrishna Bhatt, the chief cardiologist at a private hospital here, said that a team of specialists had examined the PDP chief.
'He has a history of cardiac problems but the ECG appears stable and so is his cardiac condition,' Bhatt said.
'Right now he has mild fever and his blood pressure is stable also. He has a history of diabetes and now his blood sugar is high because of the fasting. An ENT specialist examined him and found that there is no active bleeding from his nose. He has sinusitis,' Bhatt added.
Meanwhile, state Bharatiya Janata Party chief V.Muraleedharan lashed out at the Kerala government and said it is now crystal clear that the state government is playing hide and seek over the efforts to arrest Madani. 'This is certainly a serious issue and the dilly-dallying of the state government has to stop. The state has to discharge its responsibility,' he said.
Rahman urges media to be positive
Jyoti Prabhakar, IANS, Aug 17, 2010, 12.00am ISTt was an event called for the preview of the theme song for the opening ceremony of the Commonwealth Games by AR Rahman. But neither did we hear the music, nor did we get to see a preview. What it turned out to be, was a plea by the Oscar winning musician to "have patience" and "wait for 10 days".
"We want to release it in a big way, so that it gets its place in the hearts of Indians. I want this theme song to make every Indian proud," said Rahman. But why the delay? There's less than a month to go for the inaugural ceremony. Rahman looked slightly embarrassed as he answered a barrage of questions on these lines. "All I can say is, have patience and be positive," he said. "When I was in London, I heard some very bad things; that the press has done this, and the media has said that. But I know that we are working with some of the best professionals and that everything is going right. So, it is my humble request to the media to be positive and write positive things," said Rahman. He'd sure have done a fine job were he the brand ambassador!
When we asked Suresh Kalmadi as to why the OC felt the need to get Rahman to say such things, he pretended not to have heard us, and then the media pounced upon Rahman, Bharatbala and Kalmadi. Kalmadi swore under his breath, and literally pushed the mikes and cameras away and made a quick exit – all alone. Shyam Benegal was also present on the dais. But not one person asked him a question, nor did he utter a word. And when he saw Rahman and Kalmadi surrounded by cameras, he quickly walked out. The filmmaker must've wondered why he'd been called, to begin with!
Rahman, however, smiled his way through. "Great things are going to happen. Please wait, and have patience," he said. He also told us that the song is a bit about Gandhiji, and that he's also trying to fit in an orchestral operatic version of the same. "I had the chorus in place before some six months," he said, "And now, some last minute tweaking is left. The song is about energy and winning and the 'don't give up' attitude," he said. The song is in his own voice. "A lot of Hindi and a bit of English is there in the lyrics," he said. But Rahman and Bharatbala couldn't speak at length because Bharat told us, "Rahman has a flight to catch to go to London."
The song was played out to the CWG OC yesterday (that's why this hastily put together press conference), and Rahman confessed to being a bit apprehensive, "I wasn't sure how the 'elderly' in the committee were going to take to rock guitar, but by the end of it, they were humming along," said Rahman. Bharatbala also told us that he got into this project with a "lot of positivity", that they'd got "exciting creatives worked out so that they could present Indians with a new experience of Indian sounds and music." He was sure "we'll do a good job of this. Rahman is going to perform live for the opening ceremony, and that itself is something to wait for." He's got a point there!

Political solution only way out: Omar
With the separatists accusing Prime Minister Manmohan Singh of seeing the Kashmir issue from the economic angle alone, J&K Chief Minister Omar Abdullah said on Sunday that the issue can be resolved politically and not by economic, development or employment packages."I made it clear to the Prime Minister and UPA chairperson Sonia Gandhi, during their visit to Anantnag, that Kashmir is a political problem," Omar said in his Independence Day address. "I have candidly conveyed to the Central leadership that it requires serious political initiatives."
Expressing grief at deaths in police and CRPF firing, Omar said: "All sections must put in concerted efforts to end the cycle of violence. I appeal to the people not to resort to stone-pelting and not damage public property... I assure you that the security forces will exercise maximum restraint."
Pointing out that he had sought mandate in the 2008 polls on development issues, he said resolution of the Kashmir problem required continuous dialogue, both internal and external, with separatists as well as different shades of political opinion.
On the Armed Forces Special Powers Act (AFSPA), the Chief Minister said that his government has been advocating amendments so that the legislation is made humane.
Noting that continuous shutdowns don't yield anything and only compound the difficulties faced by the common man, Omar sought the cooperation of the separatist leadership to end the same.
Raman equates Naxalism to terror, salutes courage
Asserting that several states in the country were reeling under "a major tragedy of terrorism in the form of Naxalism", Chhattisgarh Chief Minister Raman Singh on Sunday said his government had been taking steps to contain violence and restore peace in the state."One of the latest steps in this direction is the creation of a new police district at Gariaband � a tribal area, bordering neighbouring Orissa, which falls in Raipur district," he said during an Independence Day function at the police grounds here.
Without naming any campaign or 'Salwa Judum' � Bastar people's movement against Naxalites � Singh said, "I salute the brothers, sisters and children of Naxalite-affected districts whose courage has helped the state government to start multi-dimensional efforts to contain Naxalism. The people's unity against anti-national forces like Naxalites clearly showed our internal strength," he added.
Referring to the initiatives taken by his government to provide relief to the families of Naxalite victims, the Chief Minister said the state had modified its policy so as to absorb one person from the family of each police personnel killed in Maoist violence even if his or her family member was already in a government job. Besides, the state government had also enhanced ex gratia for martyred police personnel to Rs 15 lakh from Rs 5 lakh.
Listing the welfare measures being launched by his government, Singh said the state had drawn up a plan of Rs 432 crore to fight the problem of malnutrition among women and children. More than 8,000 new anganwadi kendras would be opened this year while more than 36,000 anganwadi kendras were already there in the state.
'Stern action against those guilty of CWG corruption'
Amid allegations of corruption involving Commonwealth Games projects, Delhi chief minister Shiela Dikshit on Sunday warned that anybody found guilty would face stern action.Under attack for rubbles still piled up across the city in connection with the Games preparations, she apologised to citizens for the 'inconvenience'.
"Lot of criticism have been there with regard to CWG preparation. If there is corruption we will find out who is responsible and take stern action against them whoever they are central government or Delhi government officials or any others...," Dikshit said, after unfurling the tri-colour during the Independence Day Celebrations here.
The comments came in the wake of charges of corruption and irregularities in the CWG projects. The Opposition BJP had also alleged that the Delhi government diverted funds meant for welfare of scheduled castes to the Games .
"For the last three to four months, Delhiites had suffered due to the construction works undergoing in the city. I apologise to the citizens for this. But if we have to achieve something, then we have to sacrifice..," she said. The CM assured that the fortnight-long event from October 3 to 14 will be the finest in the history of the Games despite the controversies surrounding it. "The event will be finest in the history of the Games . We have to prove that we are not behind anyone. For this the citizens and the government have to work together," she said.
Dikshit has been under attack from various quarters for the delay in completion of key projects worth over Rs 10,000 crore. She had last month set August 31 as deadline for completing all the projects. Various projects, including the Barapullah Nallah elevated road, UP Link road, have missed several deadlines.(With inputs from Agencies)
Cabinet defers decision on hiking salary of MPs
The Union Cabinet on Monday deferred a decision on hiking the salary and allowances of MPs though the issue was discussed in detail.The proposed increase is unlikely to be effected in the current session of Parliament.
Members of the Cabinet felt that raising MPs' emoluments at this stage in the wake of allegations of corruption in Commonwealth Games and the drought situation in some parts of the country would be seen in bad light, sources in Government said.
MPs currently get Rs 16,000 per month as salary while a secretary to the government gets Rs 80,000 a month. The proposal is to hike the salary to Rs 50,000.
Besides the base salary, an MP gets a daily allowance of Rs 1000 for each day when Parliament is in session or a sitting of a House committee is scheduled. A member is also entitled to a constituency allowance of Rs 20,000 per month and office expense allowance of another Rs 20,000 each month. Apart from these, he is also entitled to a certain number of air journeys, AC first class train travel and rent free flat or hostel accommodation through out his term.
The recommendation to increase MPs's salary was made taking into account the consumer price index and the wage index for skilled urban labour.
The committee led by Congress MP from Chhattishgarh Charandas Mahant had made a recommendation to fix MPs salary at Rs one rupee more than that of a secretary.
The panel which took the decision included MPs from various parties including S S Ahluwalia from BJP, V Maitreyan of AIADMK, Rajiv Shukla from Congress and Ramgopal Yadav from Samajwadi Party.
However, the Parliamentary Affairs Ministry suggested making it Rs 50,000.
The Joint Parliamentary Committee on Salaries, Allowances and Pensions, headed by Congress MP Charan Das Mahant, had proposed salary of Rs 80,001, arguing that an MP's salary should be at least a rupee more than that of an officer of the rank of Secretary (Rs 80,000), whom an MP outranks in the list of protocol.
Apart from the base salary, an MP gets a daily allowance of Rs 1,000 for each day when Parliament is in session or a sitting of a House committee is scheduled.
A member is entitled for constituency allowance of Rs 20,000 per month and office expense allowance of another Rs 20,000 per month.
Every MP can avail 34 single air journeys during a year with spouse or any number of companions or relatives.

Dambulla: Controversy and corruption-plagued they might be but Indian cricket captain Mahendra Singh Dhoni on Sunday hoped that the Delhi Commonwealth Games in October will earn "goodwill" for the country.
The build-up to the October 3 to 14 event has been marred by allegations of widescale corruption and construction delays, which yesterday prompted Prime Minister Manmohan Singh to intervene and take stock of the situation.
On India's 64th Independence Day, Dhoni said the country should look forward to hosting not just a good Commonwealth Games but also the cricket World Cup next year.
"It is a great day for us. It is the 64th Independence Day and being from the sports community (I am looking forward to) two major events are coming up for us in the next one year starting from now.
"One is the Commonwealth Games and the other is the cricket World Cup. Hopefully, we will do well over there and earn plenty of goodwill for our country," he said.
The cricket World Cup is scheduled to begin in February next year.

Canon eyes Rs 200-cr biz from UID project
Canon India expects the UID project (Aadhar) to create a Rs 200 crore business for its high-end digital SLR cameras if the products get approved by UID Technology Centre in Bangalore. The firm has completed trials using a systems-integrator partner for collection of database for the project and is awaiting approval, which is expected by September."The firm's digital SLR cameras is competing with cheaper web cameras from Swiss vendor Logitech," Canon's senior vice-president Alok Bharadwaj said. "The overall demand is expected to be of 10,000 digital SLR cameras per quarter or 80,000 units in two years. In terms of revenues, it will open up a Rs 200 crore opportunity over the period," he said.
Government projects contributed 25% to Canon India's revenues of Rs 840 crore in 2009. The firm expects a top line of Rs 1,200 crore in 2010. The UID-related project can add to the contribution from the government.
The UID project requires the source code of the camera to be made available. The source code is given to application providers who can then take control of the camera. "Canon aims to be the hardware supplier for the UID project through the systems integrator. Another area of opportunity will be printing of the cards for the project," Bharadwaj said. The firm had traditionally sold printing solutions such as copiers and scanners to the government. Canon India is already working on three major government projects - the Passport Seva project where it has partnered TCS, the Employees State Insurance Corporation (ESIC) project with Wipro (WIPRO.NS : 414.15 -0.85

It is win-win situation for Cairn, Vedanta: Anil Agarwal
16 Aug 2010, 1747 hrs IST,ET NowLondon-listed Vedanta Resources has agreed to acquire a majority stake in energy explorer Cairn India for up to $9.6 billion in cash. ET Now caught up with Anil Agarwal , executive chairman, Vedanta, for his views on the deal as well as his future plans. Excerpts:
Prima facie congratulations on something that you were eyeing for and you have bagged it. While you have spoken at length about the rationale for the same, just for the benefit of our viewers could you tell us as to why is it that you have made this acquisition?
We are in a business of resource and whatever company we have taken, we have taken it to a different height. Cairn Energy has done the exploration and has brought it to a position where the substantial oil was discovered and they have set up the production line. There was an operator required which could take it forward. So we are very excited. We had a very good EBITDA this year and this is a natural fit for us being in Rajasthan in our backyard to develop. We have a huge gap in India. We import about 70% oil (being used by us). I have always thought about bridging that gap and the time has come when we can add tremendous value and bridge that gap and reduce the import bill and huge deficit which we are facing.
Right, just give us a sense of how much you think you will require in terms of loans and will you see the need of any inter-corporate loans and also in terms of existing cash that you want? What is the proportion of debt that you will raise vis-à-vis the cash that you will utilize?
We are raising $6.5 billion. All loans are tied up. Standard Chartered Bank has taken a lead and we are cash surplus. We have net to net no debt on the company and 20% will be bought by Sesa Goa, which is a great investment for them. They will invest about $3 billion.
Mr Agarwal, you said $6.5 billion and that is going to be on the debt side. Now we know we are expecting 200,000 barrel per day production coming in shortly from your asset. If indeed this deal goes through what kind of cash flows are you assuming that you will be getting from the Cairn asset and in terms of pay back of that loan what would be the duration that you would have in mind?
We expect around $2 billion EBITDA on the existing position and then looking forward if increase the production up to 300,000 barrel. This can go up to $2.5 billion too. This duration of this loan is 2 years and plus. And we have a tremendous dividend resource to repay this loan.
One question from the point of view of Sesa Goa shareholders...the stock is down 8.5%, we do have people saying the fact that it's a completely different line of business. Why would somebody that's in the iron and steel space want to diversify completely into a different area? Where does the expertise come from? What would you say to shareholders who were looking at an 8% loss today on the markets?

'Global Inc ill served by shackled execs'
Marketing executives, responsible for driving corporate growth, are globally hampered in their efforts by challenges like insufficient funds and shortage of skills, a survey by IT consultancy Accenture has said.As per the study, marketers are increasingly facing barriers in way of achieving their strategic objectives of improving operational efficiency and increasing profitability, among others.
The survey of over 400 marketing executives across Asia Pacific, Europe and North America said the main barriers which the respondents believed they must overcome included inefficient business practices, inadequate funding and lack of required skills.
About 21 per cent of the respondents cited inefficient business practices as being the main challenge, followed by inadequate funding or other resources (17 per cent) and insufficient integration with other business functions (15 per cent).
Lack of required skills was cited as challenge by 13 per cent of the marketers surveyed and lack of access to the customer data they need (six per cent), the survey noted.
The survey found that marketers are also increasingly challenged by their companies' customers who demand greater value, quality and service.
Only 23 per cent of marketers said their firms excelled in customer analytics, innovation, customer engagement and marketing operations, while 33 per cent of the respondents said they did not perform well in any of those areas.
To achieve their growth objectives, marketers most frequently said they must master customer analytics (cited by 65 per cent of the marketers), offer innovation (64 per cent) and improve customer engagement and marketing operations (57 percent each), the study added.
"As marketers up their game, those who streamline their operations and increase their effectiveness will free up much needed cash, enabling them to further invest in capabilities that can help them fuel growth," Accenture lead executive Marketing Transformation (Customer Relationship Management) Nick Smith said.
"Beefing up those capabilities will contribute to marketers' abilities to target their sweet spots and they're likely to eliminate waste as a byproduct of executing marketing programs that are much more laser focused," Smith added.
The online survey covered 400 senior executives working for companies in nine countries, including Australia, Canada, China, France, Germany, India, Japan, the United Kingdom and the United States.

The Land Acquisition Act of 1894 is a legal Act in India which allows the Government of India to acquire any land in the country.
"Land Acquisition" literally means acquiring of land for some public purpose by government/government agency, as authorised by the law, from the individual landowner(s) after paying a government fixed compensation in lieu of losses incurred by land owner(s) due to surrendering of his/their land to the concerned government agency.

[edit] Purpose of Land Acquisition Act
The land acquisition act of 1894 was created with the expressed purpose of facilitating the government's acquisition of privately held land for public purposes. The word "public purpose", as defined in the act, refers to the acquisition of land for putting up educational institutions or schemes such as housing, health or slum clearance, apart from the projects for rural planning or formation of sites. The word "government" refers to the central government if the purpose for acquisition is for the union and for all other purposes it refers to the state government. It is not necessary that all the acquisition has to be initiated by the government alone. Local authorities, societies registered under the societies registration act, 1860 and co-operative societies established under the co-operative societies act can also acquire the land for developmental activities through the government.[edit] History of Land Acquisition Act
Regulation I of the land acquisition act was first enacted by the British government in the year 1824. Its application was throughout the whole of the Bengal provinces immediately subject to the Presidency of Fort William. The rules empowered the government to acquire immovable property at, what was deemed to be, a fair and reasonable price for construction of roads, canals or other public purposes. In 1850 some of the provisions of regulation I of 1824 were extended to Calcutta through Act I of 1850, with a view to confirm the land titles in Calcutta that were acquired for public purposes. At that time a railway network was being developed and it was felt that legislation was needed for acquiring land for the purposes of the railways. Building act XXVII of 1839 and act XX of 1852 were introduced to obviate the difficulties pertaining to the construction of public buildings in the cities of Bombay and Madras. Act VI of 1857 was the first full enactment, which had application to the whole of British India. It repealed all previous enactments relating to acquisition and its object. Subsequently act X of 1870 came in to effect which was further replaced by land acquisition act 1894, a completely self contained act, in order to purge some of the flaws of act X of 1870.After independence in 1947, the Indian government adopted "Land Acquisition Act-1894" as a tool for land acquisition. Since then various amendments have been made to the 1894 act from time to time. Despite these amendments the administrative procedures have remained same.

[edit] Notification
The process of acquisition begins with the issuance of preliminary notification, as envisaged under section 4(1) of Land Acquisition Act, 1894. The notification has to be essentially published in the official gazette and in two daily newspapers circulating in that locality of which at least one shall be in the regional language. Further, it is also necessary that the notification has to be affixed in conspicuous places of that locality.[edit] Filing of objections
The main objective of issuing preliminary notification is to call for objections, if any, against such acquisitions from the owners or others who are having certain interest over the property; giving them an opportunity to raise their claims against the move of the government for acquiring their lands. The persons aggrieved by such notification shall file their objections within thirty days from the date of preliminary notification(date of the publication of notification).[edit] Final declaration
After receipt of objections, the concerned authority shall consider those objections, and if found unsatisfactory, then a final declaration rejecting the claims will be issued. Section 6 of the amended Act provides that the final declaration shall be issued by the authority within a period of one year from the date of issuance of preliminary notification under section 4(1) of the Act. However, prior to the amendment, the time stipulated under the Act for final declaration was three years from the date of publication of the preliminary notification. The final declaration has to be published as required under section 6(2) of the Act.[edit] Award
Section 11 of the Act provides that after receiving the objections, the authority will have to hold an enquiry. However, it is necessary that actual extent of land proposed to be acquired and the value of the land has to be assessed before starting the enquiry, as required under sections 8 and 9 of the statute. On completion of the enquiry, award will be passed to that effect and published by the competent authority. After passing the award, the Collector or the Deputy Commissioner shall send notice to the owners or their representatives who were not present personally at the time of passing of the award.[edit] Time limit
Once the enquiry is concluded, it is the duty of the competent authority to pass the award within two years from the date of publication of the declaration under section 6, as envisaged under section 11 A of the Act. If the authority fails to adhere to the time schedule prescribed under the Act, the entire proceedings initiated for land acquisition will lapse. After passing of the award, the Deputy Commissioner or any other competent authority may take possession of the land immediately, which shall thereupon vest absolutely with the government, free from all claims, whatsoever.[edit] Special powers
Section 17 of the Act confers special powers with the concerned authority wherein passing of award may be dispensed with and yet permits to take possession of the land notified for acquisition. Further holding of enquiry can also be waived, as envisaged under section 5 A of the Act. However, such powers can be exercised only in case of urgency. After passing of the award, the person whose land has been proposed to be acquired can give his consent for such acquisition and agree to receive the compensation.Objections can also be raised against the measurement of the land, enhancement of compensation or apportionment of the compensation by filing a written application before the Deputy Commissioner, as provided under section 18 of the Act, requesting the authority to refer the matter to the court for determination of the grounds raised in the application. An application to that effect has to be filed by the person who was personally present when the award was passed, within six weeks from the date of the award passed by the Collector. In other cases, the application will have to be made within six weeks from the date of receipt of the notice issued under section 12(2) or within six months from the date of the award passed by Deputy Commissioner, whichever is earlier.

Provision for settlement of dispute pertaining to apportionment of the compensation amount is available under section 30 of the Act. In such a situation, the Deputy Commissioner should refer the matter to the court. The claimant will be entitled to the compensation which is determined on the basis of the market value of the land determined as on the date of preliminary notification. According to section 34, if there is delay in payment of compensation beyond one year from the date on which possession is taken, interest at the rate of 15 per cent per annum shall be payable from the date of expiry of the said period of one year on the outstanding amount of compensation till the date of payment.The government, under section 16 of the Act is at liberty to withdraw from acquisition of land except in cases provided under section 36. However, if the possession of land has been taken, then the government will have no authority to withdraw from such acquisition.
[edit] Procedure for the Land Acquisition
[edit] 1. Investigation
- When a local authority or a company requires a land, an application is required to be made by it to the revenue authority.
- The application should be accompanied with a copy of the plan showing survey nos., purpose of acquisition and the reason for the particular site to be chosen and the provision made for the cost of the acquisition.
- After the government has been fully satisfied about the purpose, the least area needed, and other relevant facts as provided under land acquisition rules, it will issue a notification under Section 4 of the act that the particular land is required for public purpose.
- One of the revenue officers is appointed as the collector to hold an inquiry under Section 5-A of the Act.
- After notification the owner is prohibited from selling his property or disposing of it and prevented from carrying out any works of improvements for which no compensation will be paid if executed without prior permission from the collector.
[edit] 2. Objection and Confirmation
- Objections are invited from all persons interested in land within thirty days from the date of notification.
- The objections will be valid on one or more of the following grounds:
- i. That the purpose for which the land is proposed for acquisition is not a public purpose.
- ii. That the land is not or less suitable than another piece of land for the said purpose.
- iii. That the area under acquisition is excessive.
- iv. That the acquisition will destroy or impair historical or artistic monuments or will desecrate religious buildings, graveyards and the like.
- The collector after hearing the objections will submit his report to the government who will finally declare the land for acquisition under the Section 6 of the Act.
- After notification the collector proceeds with the claim. He has the site marked out, measured and a plan of the same is made.
[edit] 3. Claim and Award
- The collector will issue notices under Section 9 to all persons interested in the acquisition to file their claim reports.
- The collector is not to be a party to the proceedings, is to possess an expert knowledge on valuation, and offers a fair price to an owner and checks that the public funds are not wasted.
- The claim filed should contain the names of the claimants and co-shares if any rents or profits for last three years and a valuation report of the land from an architect or an engineer.
- The government can abandon the acquisition proceedings by simply canceling the notification. However, in that case compensation has to be paid under Section 48(2).
- In determining the compensation the market value of the land is determined at the date of notification. The rise and fall in the value during the period of transaction and notification is taken into consideration.
- Compensation is also payable when:
- i. Part of the property is proposed for acquisition in such a manner that the remainder depreciates in value.
- ii. When the land notified for acquisition has standing crops or trees.
- iii. If the person interested has to change his place of residence or business then the excess rent payable for the new premises is also considered for compensation.
- Matters which are not taken into consideration for the purpose of land acquisition are:
- i. The degree of urgency which has led to the acquisition.
- ii. Any disinclination of the person interested to part with the land.
- iii. Any increase in the land value likely to accrue from the use to which it will be put when acquired.
- • After necessary inquiries the collector declares his award showing true area of the land, total amount of compensation payable and apportionment of compensation if there are more than one owners or claimants.
- The collector has to make the award under section 11 within a period of two years from the date of notification.
[edit] 4. Reference to Court
- Any person interested to whom the award is not satisfactory can submit a written application to the court.
- This application should be made within six weeks from the date of declaration of the award.

- In apparent of the compensation each of the claimants are entitled to the value of his interest, which he has lost, by compulsory acquisition.
- Thus it is required to value a variety of interest, rights and claims in the land in terms of money.

- Companies like Reliance, Tata (for SEZs)
The procedure involved for acquisition of land for companies are dealt with under chapter VII of the act, which requires an agreement to be entered into by the company with the appropriate government and the same has to be published in the official gazette. The government cannot initiate acquisition proceedings without issuing proper notice to the owners in any of the prescribed mode of service provided under the act and provide them sufficient opportunity. If any of the provisions envisaged in the act is violated or mandatory procedures are not followed, then the entire acquisition proceedings would become void.
[edit] Criticism
The Land Acquisition act has been criticized by groups that view the act as weak and ineffective, and by groups that view the act as draconian. People who feel that act is weak argue that the procedure followed is cumbersome and costly, often resulting in inordinate delay in land acquisition. This group argues that, the determination of public purpose should be matter of executive discretion and should not be contestable at law. It has also been argued that the property valuation techniques are flawed and that the land owners get to peg the value higher than the real value, based on 'potential value' and 'opportunity value' of their property; resulting in, what is claimed as, a heavy strain on public finances and restrictions on the scale of development and redevelopment projects. There is also opposition to the additional payment of solatium to the land owners, over and above the property value.People who argue that the act is draconian claim that a number of projects which have no public purpose attached, as in the case of SEZs, usurped land from property owners, with the help of the land acquisition act, at what is claimed as, well below the market value of these properties. It is argued that, even in the case of projects that are genuinely for public purposes, there is a considerable difference between the market value of the property and the value that the land acquisition officer pays the land owners. It is also argued that the relocation and rehabilitation of land owners displaced by the actions of the act, is not followed up adequately, and that this is not covered comprehensively in the framework of the act. A notable instance of opposition to land acquisition, through the land acquisition act, includes the Nandigram violence incident.
It is for this reason that government has proposed further amendments in the Act to strict define the purposes for which land could be acquired. If the Amendments get through, the provisions of the Act could be invoked only in limited conditions.

Tata Nano Singur Controversy referes to the controversy generated by the Nano factory of Tata Motors at Singur in Hooghly district, West Bengal, India.
Singur gained international media attention since Tata Motors started constructing a factory to manufacture their $2,500 car, the Tata Nano at Singur. The small car was scheduled to roll out of the factory by 2008. [1]

The choice of Singur was made by the company among six sites offered by the state government. The project faced massive opposition from displaced farmers. The unwilling farmers were given political support by West Bengal's opposition leader Mamata Banerjee. Banerjee's "Save Farmland" movement was supported by celebrity environmental activists like Medha Patkar, Anuradha Talwar and Arundhuti Roy. Banerjee's movement against displacement of farmers was also supported by several Kolkata based intellectuals like Aparna Sen, Kaushik Sen, Shaonli Mitra and Suvaprasanna. Ultra left activists also shared the platform with Banerjee's Trinamool Party. The Tatas finally decided to move out of Singur on 3 October, 2008. Ratan Tata blamed violence by Banerjee and her supporters for the pullout decision. On 7 October 2008, the Tatas announced that they would be setting up the Tata Nano plant in Sanand, Gujarat.[edit] Perspective of those who favour the Tata project
In the 1950s, the Indian state of West Bengal was one of the most industrialized states in the country. Bidhan Roy, its first chief minister, founded large industrial plants in Durgapur, Asansol, Kalyani, Howrah and Calcutta proper. In the 1960s and 1970s, disruptions by the Bangladesh War, the Naxal movement and militant trade unionism by leftist parties led by Jyoti Basu slowed down industrial development. Consequently other states such as Maharashtra, Gujarat, Punjab, Tamil Nadu and Karnataka attracted industrial investment and experienced job growth.The rapid rise in the population of West Bengal has not been accompanied by significant economic growth. Key indicators such as unemployment rates, poverty rates, infant mortality rates, job growth rates, per capita income, mobile phone penetration rates lag the more industrialised states of India. Local politicians gained power by promising agricultural land to landless farmers, but given West Bengal's population density, the land-holdings are small and the yields are insufficient to sustain poor families. While the shift from agriculture to industrial jobs requires re-training, given India's economic growth, it provides an opportunity for earning higher income.
Several states have proposed to offer land to Tata Motors if they abandon the project in Singur.
The people staying in the proposed land was forced to evacuate by the government. The compensation given was inadequate and the new housing facilities offered were delayed. This lead to the protest of the peasants backed by the political parties of opposition, who thought it would be a good opportunity to end the communist rule of Bengal.
The company has made substantial promises. According to their claims, Singur would become a mini-auto city and approximately 70 vendors would set up shop along with the factory. The total investment planned is to the tune of Rs 1,000 crore.[2]. The project had, however, generated controversy right from the start, particularly on the question of state acquisition of fertile agricultural land for private enterprises.
[edit] The land acquisition controversy
On 23 September 2009, Tatas decided to leave Singur in West Bengal, the decision is reported to have been made by the Tata management and the Bengal government had been informed. On 3 October it became official that TATA will leave Singur (WB) when Ratan Tata announced it in a press conference in Kolkata.While the ruling party has gone all out[3] for acquisition of 997 acres (404 ha) of multi-crop land required for the car factory, questions have been raised about the party forcible acquisition which was made under the colonial Land Acquisition Act of 1894. Even the provisions of this act have allegedly not been met.[4]
The law has provisions for state taking over privately held land for public purposes but not for developing private businesses. The illegality of the acquisition has been substantially conceded by the Kolkata High Court.
The Tata Motors site is the most fertile one in the whole of the Singur, and the Singur block, in turn, is among the most highly fertile in West Bengal. Consequently, almost the entire local population depends on agriculture with approximately 15000 making their livelihood directly from it[5]. With the number of direct jobs to be created no more than about 1,000, many of which are expected to go to outsiders, the local populace feel understandably threatened for their livelihood.[6] Environmental degradation is also feared.
Chief protesters include the opposition parties spearheaded by the Trinamool Congress under Mamata Banerjee and Socialist Unity Centre of India. The movement has received widespread support from civil rights and human rights groups, legal bodies, social activists like Medha Patkar and Anuradha Talwar, Booker prize-winning author Arundhati Roy and Magsaysay and Jnanpith Award-winning author Mahasweta Devi. [7]. Other intellectuals, writers like the poet Joy Goswami, artists like Suvaprasanna, theatre and film personalities like Saonli Mitra, Aparna Sen etc. have pitched in. The state police force has been used to restrict their access to the area. [8] The Nobel Laureate Amartya Sen has on the other hand appeared to defend the decision to set up the factory. He however opposed forcible acquisition of land.[1]
The protesters have been trenchantly attacked, verbally by the Communist Party of India (Marxist) (CPI(M)) leaders and physically by the party's supporters. Benoy Konar, member of the party's state committee, famously declared that protesting intellectuals would be greeted by women supporters of the party by baring their behinds [2].
Preliminary surveys by officials of the state and Tata Motors faced protests, and manhandling on one occasion, from the villagers organized under the Save Singur Farmland Committee with Trinamool Congress forming its chief component. [9] It is reported that Naxalite elements hold sway over the direction the agitation takes and the Trinamool Congress chief Mamata Banerjee takes no decisions without consulting them.[10]
The state government imposed the prohibitory Section 144 of the Indian Penal Code for initially a month and then extended it indefinitely. The imposition has been declared illegal by the Kolkata High Court [11]
While landless peasants and share-croppers fear losing out entirely, sections of the locals, particularly those owing allegiance to the CPI(M) have welcomed the factory. These count chiefly among the owners of bigger portions of the land even as discrimination in the compensation has been alleged.[12]
A section of those promised jobs at the factory have boycotted classes while training in protest against the alleged going back on the promise.[13]
[edit] Fencing off the land
The land earmarked for the project was taken control of by the state administration amidst protests and fencing off commenced on December 1, 2006. Mamata Banerjee, who was prevented from entering Singur by the state police, called a statewide bandh in protest while legislators belonging to her party turned violent in the legislative assembly causing damage to furniture. [3] Later, she went on a 25-day hunger strike [4].During this period she presented affidavits of farmers apparently unwilling to part with their land. [14]The fenced off area has been regularly guarded, besides large contingents of policemen, by cadres of the CPI(M) party. They were accused of the multiple rape followed by burning to death of teenage villager Tapasi Malik who was active in the protests, on December 18, 2006. [15] Negligence and political interference in the probe into her death have been alleged.[16] Later, CPI(M) activist Debu Malik and based on his statement, CPI(M) zonal committee secretary Suhrid Dutta were arrested by the Central Bureau of Investigation in connection with the crime. [17]
Intermittent attacks by villagers have since continued on the fence. However, continuing agitations against the project appeared to have proved ineffective and a farmer who lost land committed suicide[18]
On the other hand the pro-factory villagers siding with the CPI(M) have made accusations against the Naxalite faction of the 'Save Singur Farmland Committee' of threats and violence against them.[19]

Tatas ceremonially initiated the construction of the plant on 21 January 2007[20]. The Tata Group announced on October 3, 2008 that they are pulling out of Singur due to the political unrest and agitation by the Trinamool Congress against the construction of the plant.[edit] Procedural lacunae
Other aspects of the process of setting up the factory that have come under severe criticism are the government's secrecy on the details of the deal and the chief minister's furnishing of false information, including in the legislative assembly Vidhan Sabha. In particular, the concessions being given to Tata Motors have not been publicly revealed. The falsehoods of the chief minister chiefly pertain to claims made by him of having acquired 912 acres (3.69 km2) [21] through voluntary consent of the owners without the use of force.The Kolkata High Court declared the acquisition prima facie legal. [22] The air seemed to have cleared somewhat when the High Court ordered the state government to submit correct figures following which an affidavit but was not satisfied with the result[5]. In a fresh affidavit filed later in June 2007, the government admitted to 30 per cent of the land was acquired from farmers without consent. [23] The affidavit remains unclear on whether the lack of consent is based on insufficiency of the compensation or refusal to sell altogether.[24]

The critics of the government's industrialization policy have argued on the other hand that while India is moving towards a "free market" economy, government has been acting as a broker for the private sector by forcing private citizens to give up their property at throw away prices.[who?][edit] Tata pulls out
On October 3,2008, after a brief meeting with the Chief Minister, Mr. Ratan Tata declared his decision to move the Nano Project out of West Bengal. Mr. Tata specifically mentioned his frustration with the opposition movement at Singur Project led by Trinamool Congress chief Ms. Mamata Banerjee. The farmers in India had to undergo great struggle in all the states to stop exploitation by the Jagirdars and Zamindars. Some of the movements were successful, but others failed. The Kisan Sabha movement started in Bihar under the leadership of Swami Sahajanand Saraswati who had formed in 1929 the Bihar Provincial Kisan Sabha (BPKS) in order to mobilise peasant grievances against the zamindari attacks on their occupancy rights. [1] Gradually the peasant movement intensified and spread across the rest of India. All these radical developments on the peasant front culminated in the formation of the All India Kisan Sabha (AIKS) at the Lucknow session of the Indian National Congress in April 1936 with Swami Sahajanand Saraswati elected as its first President. [2] The farmer movements also started in 1907 under the leadership of Sardar Ajit Singh and in 1921 under Sardar Vallabhbhai Patel were successes, but others, such as the revolts in Chauri Chaura, Avadh and Mopla, were great losses. [3]

At the global level the French Revolution had changed the course of history, as it was the working class which became the vanguard of revolution in Europe. During the first half of the 20th century, national liberation struggles started against colonisation. In these colonies, very little industry was present and their working class, if it existed at all, was still in infancy, making the impetus for these rebellions have to come from somewhere else. It was Mao's peasant revolution in China which became a catalyst for national liberation movements in many colonies, including India.

1. Farmer movements in Punjab
It was in Punjab that India's first farmers' movement emerged. The peasant conferences were held in Lahore, Faislabad, Lyallpur and other places of West Punjab—the most famous of them being 1938-39 Long Morcha in Lahore when peasants from all over Punjab courted arrests for nine months in front of the assembly building

2. Farmers' movements in Gujarat
Mahatma Gandhi had led two great revolts of communities of poor Indian farmers against the tyranny of the British government and allied landlords in Champaran, Bihar, and Kheda, Gujarat. Success in both struggles had helped win the farmers economic and civil rights, and electrified India's people.
In 1920, the Indian National Congress under Gandhi's leadership launched the Non-Cooperation Movement. Millions of Indians revolted against the British, boycotting the courts, government services, schools and disavowing titles, pensions and British clothes and goods. The freedom fighters, known as Satyagrahis, peacefully protested authoritarian British laws, and called for India's independence. Many thousands were beaten, tortured and arrested.
2. 1. Bardoli Satyagraha
Bardoli Satyagraha of 1925 in the state of Gujarat, India during the British Raj was a major episode of civil disobedience and revolt in the Indian Independence Movement.
In 1925, the taluka of Bardoli in Gujarat suffered from floods and famine, which hurt the crop produce, leaving farmers facing great financial troubles. However, the Government of the Bombay Presidency had raised the tax rate by 30% that year, and despite petitions from civic groups, refused to cancel the rise in face of the calamities. The situation for the farmers was grave enough, that they barely had enough property and crops to pay-off the tax, let alone for feeding themselves afterwards.
The Gujarati activists Narhari Parikh, Ravi Shankar Vyas and Mohanlal Pandya talked to village chieftains and farmers, and solicited the help of Gujarat's most prominent freedom fighter, Vallabhbhai Patel. Patel had previously guided Gujarat's farmers during the Kheda struggle, and had served recently as Ahmedabad's municipal president. He was widely respected by common Gujaratis across the state. Patel and Gandhi decided that the struggle be left entirely to the people of Bardoli taluka.
Governor of Bombay ignored the request made by Patel to reduce taxes but reciprocated by announcing the date of collection. Patel instructed all the farmers of Bardoli taluka to refuse payment of their taxes. Aided by Parikh, Vyas and Pandya, he divided Bardoli into several zones - each with a leader and volunteers specifically assigned. Patel also placed some Gujarati activists close to the government, to act as informers on the movements of government officials. Patel instructed the farmers to remain completely non-violent, and not respond physically to any incitements or aggressive actions from officials. He reassured them that the struggle would not end until not only the cancellation of all taxes for the year, but also when all the seized property and lands were returned to rightful owners.
The Government declared that it would crush the revolt. Along with tax inspectors, bands of Pathans were gathered from northwest India to forcibly seize the property of the villagers and terrorize them. The Pathans and the men of the collectors forced themselves into the houses, took all property, including cattle.
The government began to auction the houses and the lands. But not a single man from Gujarat or anywhere else in India came forward to buy them. Patel had appointed volunteers in every village to keep watch. As soon as he sighted the officials who were coming to auction the property, the volunteer would sound his bugle. The farmers would leave the village and hide in the jungles. The officials would find the entire village empty. They could never find out who owned a particular house.
Members of the legislative councils of Bombay and across India were angered by the terrible treatment of the protesting farmers. Indian members resigned their offices, and expressed open support of the farmers. Even many in the Raj's offices heavily criticized the Government.
In 1928, an agreement was finally brokered by a Parsi member of the Bombay government. The Government agreed to restore the confiscated lands and properties, as well as cancel revenue payment not only for the year, but cancel the 30% raise until after the succeeding year.
While Patel credited Gandhi's teachings and the farmers' undying resolve, people across the nation recognized his vital leadership. Gandhi and his fellow satyagrahis called him Sardar for the first time, which in Gujarati and most Indian languages means Chief or Leader. It was after Bardoli, that Sardar Patel became one of India's most important leaders.
3. Farmer movements in Rajasthan
Rajasthan is known as the land of kings and palaces and whose history is replete with encomium of their kings, the land known for "Sati", the land known for its vast tracts of deserts was witness to a history in making, the successful agitation of farmers and peasants for their right to livelihood.
The twenty-two princely states of erstwhile Rajputana state did not form a common political collectivity which can be termed as a unified political action model. Each state had its own territorial area, which was exclusive politically in that it had its separate administration nag and army. Each state retained its cultural and linguistic distinctiveness. Political authority varied from ruler to ruler depending upon the terms of contract or covenant with the paramount power dating back to the period of subsidiary alliance of Lord Wellesley. Obviously in a state like this, the freedom movement was bound to be divided and segmented, depending upon the degree of unity and cohesiveness among political players in each state. The two states of Jaipur and Jodhpur provided differential patterns of political movements. [5]
Justice Kan Singh Parihar , the retired Judge of High Court of Rajasthan, has written about exploitation of farmers by Jagirdars prior to Independence as under:
"Every thing that the Kisan had, never treated as his own. In Jagir areas all cultivators were really landless. There was no tenancy law and one could be thrown away from the land one cultivated at the pleasure of Jagirdar, his "malik". In most of the Jagirs a Jagirdar would in the first instance be taking fifty percent of the produce. This would be taken by actual division of the produce on the thrashing floor or by appraisal of the standing crop (kunta). Then over and above the share of the produce the Kisan had to pay numerous "lags" or cesses.
Together with the share of the produce known as "Hasil" these cesses meant that the Kisans had to part with more than eighty percent of their produce. The findings of the Sukhdeonarain Committee in the years 1940-42 bear this out. If a Kisan had to marry his daughter he had to pay "Chavri Lag", if he held a dinner then a "Kansa Lag"; if members of the family separated then "Dhunwa Lag" and so on. If the Jagirdar had a guest then fodder for his mount had to be supplied. Then there was "begar" that is forced labour, for tilling the personal lands of the Jagirdar. The homestead in which the Kisan lived in the Abadi had to be vacated in case he ceased cultivating the land. He could not alienate the plot to anyone." [6]
Shri Kan Singh Parihar [1] played a great role in drafting and enactment of Marwar Tenancy Act of 1949 and Marwar Land Revenue Act of 1949. Shri Parihar's idea of fixing all tenants in cultivatory possession as Khatedars thus making all of them almost the proprietors of all their fields, wells etc. without paying any premium or compensation and further being relieved from paying any lag bag (Cesses) etc., impacted these documents. This Marwar Tenancy Act of 1949 and Marwar Land Revenue Act of 1949 became a role model for the Rajasthan Assembly in 1955 and similar laws were passed based on these Acts, thus greatly benefiting the farmers of Rajasthan.
3. 1. Shekhawati farmers' movement
The farmers of the Sekhawati region are considered to be the most advanced in the state of Rajasthan. The Shekhawati region has the highest literacy in the state. The most dominating farmer community in the rural areas of Shekhawati is Jat. The Jats are politically and economically very sound. The major land holdings in the present times are with Jats. Then comes the Rajput community who were the jagirdars before independence. The farmers of the region have done great struggle to come to the present status. [7]
Before independence the conditions of the farmers were worst. The farmers of the Shekhawati region were exploited and oppressed by the Jagirdars during British Raj. They were deprived of fundamental rights. They were given inhuman treatment when the Jagirdars did not get cesses known as lāg (tax) or begār (unpaid work) in time, they were given hard punishments and their crop used to be destroyed. The Shekhawati Jat farmers' movement had its genesis in the Jat Praja Pati Maha-Yagna a socio-religious festival held in January, 1934. It lasted ten days and was the biggest of its kind in Rajputana. It facilitated a widespread involvement of Jats in a community festival. Each Jat household attending it was to contribute some cash and an unspecified quantity of ghee. A total of two hundred maunds of ghee were used in the sacrificial flame. The function concluded with a triumphal elephant ride hitherto prohibited by the rules of Sikar Thikana. The success of this movement encouraged the Jats to hold more meetings on local levels and print literature to glorify Jat history. The Yagna became a dominant symbol of folklore which glorified it as the beginning of an anti-feudal struggle. The peasants demanded remissions in taxes and finally a Jat-Sikar Thikana Agreement was signed on August 23, 1934, by which the Thikana authorities conceded to abolish various lags (taxes) and agreed to provide for a mobile dispensary. The following year, the Kisan Sabha formally came into existence and under its aegis the famous Sikar Andolan of 1935 was launched. With outside mediation efforts of Jamnalal Bajaj, Sir Chhotu Ram - a renowned Jat leader of Punjab and Ratan Singh of All India Jat Mahasabha, a settlement was arrived at and the Jats were promised remissions of rent, abolition of internal cesses and an introduction of fixed rent tenure. The Jats were also promised equal opportunities in Thikana administration and were permitted to ride elephants and horses and to construct schools for their children. The formation of a Jat Kisan Panchayat was officially sanctioned and the right to agitate for redressal of grievances in non-Khalsa areas was conceded. Much however, could not be made out of these agreements for two reasons. First, the subordinate Thikanedars of Sikar did not fully cooperate with Sikar authorities to ensure compliance with the terms of these agreements. Secondly, the beginning of settlement operations and reform of revenue administration was a time-consuming process which entailed enormous delay. This was interpreted by the Jats as a breach of agreement and hence, they indulged in acts of disorder and violence, which were perceived by Thikana authorities as signs of bad faith. In the meanwhile two unsavoury incidents led to a termination of agreements. The first, occurred at Khudi village, where the sight of Jat bridegroom riding a horse incensed the local Rajputs and the two sides readied themselves for an armed combat. The state authorities asked the two parties to disperse but the Jats refused. The state police charged and in the melee that followed, several people were injured. The second incident took place at Kudan village, where about one hundred armed Jats attacked Sikar revenue officials. The police fired upon the armed mob, which resulted in several casualties and injuries. A total of 104 Jats were arrested. [5] [7]
Farmers of the Shekhawati, mainly the Jats, united against oppression of Jagirdars by forming 'Sikar Jat-Kisan-Panchayat' and stopped giving "lags" or cesses to the Jagirdards. The 'Jaipur Praja-Mandal' also supported the Shekhawati farmers' movement against abolition of Jagirdari system. The leaders of 'Bijoria-Kisan-Movement' of 1922, 1931, and 1932 supported the movement of Shekhawati farmers. [7] The Jagirdars tried to suppress the movement in many ways. Many farmers were killed and a large number were sent to jail. A Jat farmer was beaten to death in the market of Sikar town; his dead body was thrown and insulted. This movement got support from famous Kisan leaders like, Baldev Ram Mirdha, Nathuram Mirdha and Kumbharam Arya. After a long struggle the farmers got rid of oppression and got the ownership right over the land they were cultivating. [3]

At the global level the French Revolution had changed the course of history, as it was the working class which became the vanguard of revolution in Europe. During the first half of the 20th century, national liberation struggles started against colonisation. In these colonies, very little industry was present and their working class, if it existed at all, was still in infancy, making the impetus for these rebellions have to come from somewhere else. It was Mao's peasant revolution in China which became a catalyst for national liberation movements in many colonies, including India.

It was in Punjab that India's first farmers' movement emerged. The role played by Ghadar party, led by Raja Mahendra Pratap, in the political awakening of India was an important step The Sikhs of Punjab were the first to migrate to the United States and Canada in the 19th century They financed and helped the formation of Ghadar party which when gave the call to Indians abroad to return home and fight British imperialism, had its call immediately heeded to The majority of those who did return, 8000 of them comprised Punjab's Sikhs Despite its apparent failure, the Ghadar Movement was to have a powerful impact on Punjab politics and especially on the peasants It established a tradition of militant and secular anti-imperialism, enriched in subsequent years by social radicalism, which was to continue to inspire subsequent generationsThe peasant conferences were held in Lahore, Faislabad, Lyallpur and other places of West Punjab—the most famous of them being 1938-39 Long Morcha in Lahore when peasants from all over Punjab courted arrests for nine months in front of the assembly building

Mahatma Gandhi had led two great revolts of communities of poor Indian farmers against the tyranny of the British government and allied landlords in Champaran, Bihar, and Kheda, Gujarat. Success in both struggles had helped win the farmers economic and civil rights, and electrified India's people.In 1920, the Indian National Congress under Gandhi's leadership launched the Non-Cooperation Movement. Millions of Indians revolted against the British, boycotting the courts, government services, schools and disavowing titles, pensions and British clothes and goods. The freedom fighters, known as Satyagrahis, peacefully protested authoritarian British laws, and called for India's independence. Many thousands were beaten, tortured and arrested.
[edit] Bardoli Satyagraha
Bardoli Satyagraha of 1925 in the state of Gujarat, India during the British Raj was a major episode of civil disobedience and revolt in the Indian Independence Movement.In 1925, the taluka of Bardoli in Gujarat suffered from floods and famine, which hurt the crop produce, leaving farmers facing great financial troubles. However, the Government of the Bombay Presidency had raised the tax rate by 30% that year, and despite petitions from civic groups, refused to cancel the rise in face of the calamities. The situation for the farmers was grave enough, that they barely had enough property and crops to pay-off the tax, let alone for feeding themselves afterwards.
The Gujarati activists Narhari Parikh, Ravi Shankar Vyas and Mohanlal Pandya talked to village chieftains and farmers, and solicited the help of Gujarat's most prominent freedom fighter, Vallabhbhai Patel. Patel had previously guided Gujarat's farmers during the Kheda struggle, and had served recently as Ahmedabad's municipal president. He was widely respected by common Gujaratis across the state. Patel and Gandhi decided that the struggle be left entirely to the people of Bardoli taluka.
Governor of Bombay ignored the request made by Patel to reduce taxes but reciprocated by announcing the date of collection. Patel instructed all the farmers of Bardoli taluka to refuse payment of their taxes. Aided by Parikh, Vyas and Pandya, he divided Bardoli into several zones - each with a leader and volunteers specifically assigned. Patel also placed some Gujarati activists close to the government, to act as informers on the movements of government officials. Patel instructed the farmers to remain completely non-violent, and not respond physically to any incitements or aggressive actions from officials. He reassured them that the struggle would not end until not only the cancellation of all taxes for the year, but also when all the seized property and lands were returned to rightful owners.
The Government declared that it would crush the revolt. Along with tax inspectors, bands of Pathans were gathered from northwest India to forcibly seize the property of the villagers and terrorize them. The Pathans and the men of the collectors forced themselves into the houses, took all property, including cattle.
The government began to auction the houses and the lands. But not a single man from Gujarat or anywhere else in India came forward to buy them. Patel had appointed volunteers in every village to keep watch. As soon as he sighted the officials who were coming to auction the property, the volunteer would sound his bugle. The farmers would leave the village and hide in the jungles. The officials would find the entire village empty. They could never find out who owned a particular house.
Members of the legislative councils of Bombay and across India were angered by the terrible treatment of the protesting farmers. Indian members resigned their offices, and expressed open support of the farmers. Even many in the Raj's offices heavily criticized the Government.
In 1928, an agreement was finally brokered by a Parsi member of the Bombay government. The Government agreed to restore the confiscated lands and properties, as well as cancel revenue payment not only for the year, but cancel the 30% raise until after the succeeding year.
While Patel credited Gandhi's teachings and the farmers' undying resolve, people across the nation recognized his vital leadership. Gandhi and his fellow satyagrahis called him Sardar for the first time, which in Gujarati and most Indian languages means Chief or Leader. It was after Bardoli, that Sardar Patel became one of India's most important leaders.
[edit] Farmer movements in Rajasthan
Rajasthan is known as the land of kings and palaces and whose history is replete with encomium of their kings, the land known for "Sati", the land known for its vast tracts of deserts was witness to a history in making, the successful agitation of farmers and peasants for their right to livelihood.The twenty-two princely states of erstwhile Rajputana state did not form a common political collectivity which can be termed as a unified political action model. Each state had its own territorial area, which was exclusive politically in that it had its separate administration nag and army. Each state retained its cultural and linguistic distinctiveness. Political authority varied from ruler to ruler depending upon the terms of contract or covenant with the paramount power dating back to the period of subsidiary alliance of Lord Wellesley. Obviously in a state like this, the freedom movement was bound to be divided and segmented, depending upon the degree of unity and cohesiveness among political players in each state. The two states of Jaipur and Jodhpur provided differential patterns of political movements.[5]
Justice Kan Singh Parihar , the retired Judge of High Court of Rajasthan, has written about exploitation of farmers by Jagirdars prior to Independence as under:
"Every thing that the Kisan had, never treated as his own. In Jagir areas all cultivators were really landless. There was no tenancy law and one could be thrown away from the land one cultivated at the pleasure of Jagirdar, his "malik". In most of the Jagirs a Jagirdar would in the first instance be taking fifty percent of the produce. This would be taken by actual division of the produce on the thrashing floor or by appraisal of the standing crop (kunta). Then over and above the share of the produce the Kisan had to pay numerous "lags" or cesses.
Together with the share of the produce known as "Hasil" these cesses meant that the Kisans had to part with more than eighty percent of their produce. The findings of the Sukhdeonarain Committee in the years 1940-42 bear this out. If a Kisan had to marry his daughter he had to pay "Chavri Lag", if he held a dinner then a "Kansa Lag"; if members of the family separated then "Dhunwa Lag" and so on. If the Jagirdar had a guest then fodder for his mount had to be supplied. Then there was "begar" that is forced labour, for tilling the personal lands of the Jagirdar. The homestead in which the Kisan lived in the Abadi had to be vacated in case he ceased cultivating the land. He could not alienate the plot to anyone." [6]
Shri Kan Singh Parihar [1] played a great role in drafting and enactment of Marwar Tenancy Act of 1949 and Marwar Land Revenue Act of 1949. Shri Parihar's idea of fixing all tenants in cultivatory possession as Khatedars thus making all of them almost the proprietors of all their fields, wells etc. without paying any premium or compensation and further being relieved from paying any lag bag (Cesses) etc., impacted these documents. This Marwar Tenancy Act of 1949 and Marwar Land Revenue Act of 1949 became a role model for the Rajasthan Assembly in 1955 and similar laws were passed based on these Acts, thus greatly benefiting the farmers of Rajasthan.

The farmers of the region have done great struggle to come to the present status.[7]Before independence the conditions of the farmers were worst. They were given inhuman treatment when the Jagirdars did not get cesses known as lāg (tax) or begār (unpaid work) in time, they were given hard punishments and their crop used to be destroyed. The farmers of the Marwar region are considered to be the most simple in the state of Rajasthan. The most dominating farmer community in the rural areas of Marwar is Jat. The Jats are politically and economically very sound. The major land holdings in the present times are with Jats.Though the position of Kisān (farmer) in what was Khālsā (under the direct control of the state) was better in comparison to a Kisan of the Jagir areas, he was only a little above a beast of burden. In Jagir areas of Marwar state before independence all cultivators were really landless. There was no tenancy Law and one could be thrown away from the land one cultivated at the pleasure of Jagirdar, his "malik". In most of the Jagirs a Jagirdar would in the first instance be taking fifty percent of the produce. This would be taken by actual division of the produce on the thrashing floor or by appraisal of the standing crop (kuntā). The latter method proved at times more onerous as the appraisal depended on the whims of the Kāmdār. Then over and above the share of the produce the farmer had to pay numerous "lags" or cesses. There were 64 kinds of begars (work without pay) prevalent in Marwar. Then the bigger Jagirdars had judicial powers including magisterial powers. Further they had their own police force besides the revenue staff. This enabled them to keep their stronghold on the farmers. Over and above this policy of divide and rule was fully practiced. By offering the temptation of giving better land for cultivation one farmer would be set against another. There were no schools worth the name in rural areas and the masses were steeped in ignorance.
The oppression of the public by traditional Samantas (chiefs) and Jagirdars (feudatories) of Marwar state made their life difficult, which led to a class war. In urban areas, Jaynarayan Vyas started agitation against oppression, under the banner of "Marwar Lok Parishad" founded on 16 May 1938. This movement was supported by National Congress. The persons who played important role in "Marwar Lok Parishad" were: Shiv Dayal Dave and Jorawar Singh Oswal of Nagaur, Rajpurohit Manji Jagarwal of Bagra, Marwar (Jalore District), Kishanlal Shah of Nawa, Manak Chand Konari and Sari Mal of Kuchaman City, Tulsiram of Didwana, Srikishan Pandit of Kolia and Sukhdev Dipankar of Ladnu.
Rural masses of Marwar were united by Kisan Kesari-Baldev Ram Mirdha under the banner of "Marwar Kisan Sabha" founded in 1940. After the formation of Rajasthan, Baldev Ram Mirdha who had by then retired from Government service formed the "Rajathan Kisan Sabha" and unified the Kisāns of Rajasthan under its banner. He was its first president. Since the broad objectives of the Kisān Sabhā and the congress were identical the congress leaders approached Baldev Ram Mirdha to unite the Rajasthan Kisān Sabhā with the Congress. Baldev Ram Mirdha was a visionary and he realized that the two could not and should not remain separate. Therefore, he just made one demand from the national leaders that the Jagirs be abolished forthwith in Rajasthan. This was agreed to by the Congress high command with the result that the Jagirs were soon abolished. A tenancy law was passed and the cultivating farmers were made the owners of the land.
[edit] Gharsana farmers' movement
The tehsil town of Gharsana and the neighbouring Raola in Sriganganagar district of Rajasthan is currently site of clashes between the police and the farmers agitating for irrigation water. The farmers, and their leaders who led the agitation under the banner of Kisan Mazdoor Vyapari Sangarsh Samiti, were either nursing their injured or in hiding. About 20 injured have been admitted to the Gharsana hospital and the district hospital in Sriganganagar. The authorities said curfew was clamped in Raola as a precautionary measure as in the previous agitation by the farmers on the same issue in October-November 2004 both Raola and Gharsana had witnessed serious violence.[8]Earlier in October 2004, Defying prohibitory orders, hundreds of farmers had gheraoed the SDM's office at Gharsana town in Sriganganagar district, reviving their agitation for irrigation water after the October 27, police firing which claimed five lives. With a view to appeasing the agitating farmers, the Vasundhara Raje Government ordered the removed of the Divisional Commissioner of the region, Mr Ramavtar Raghuvanshi, and Superintendent of Police, Mr Sunil Dutt, while two officers of the Rajasthan Administrative Service, Mr Indra Singh Rao and Mr Hitesh Kumar, have been placed under suspension.[9] The farmers' agitation led the Government to impose curfew in July 2005 also.[10]
Farmers of Gharsana, at Ganganagar in Rajasthan, are on path of confrontation with the Bharatiya Janata Party (BJP) government for the release of water from Pong Dam to the Phase I areas of Indira Gandhi Canal, the lifeline of farmers in the Gharsana-Raola agriculture belt. At a juncture when India is importing wheat from other countries, the state government is dissuading farmers in the region from cultivating wheat during the rabi season. The farmers have been told to sow barley or mustard, rather than wheat, which is a water-intensive crop. The movement has gained momentum with the Kisan Mazdoor Vyapari Sangharsh Samiti, the committee of farmers, labourers and agro-traders of the region deciding to go ahead with sowing wheat. The strife over water has seen the peasants and the state administration clash often in the past three years. Seven farmers were killed and many were injured when police fired at protesters in 2004.[11]

They demand Adi nay Tevaga (1/3 cultivated crops would get Zamindar and 2/3 is their share. Bimala Majee, Ananta Majee and Bhupal Panda were the leaders of Tevaga in South Midnapore.Hindu and Muslim peasants unitedly fight against Zaminders, Zotdars. Participation of Hind and Muslim women were significant in Tevaga.Tevaga continues till 1949.
