New Delhi, July 20 -- Upset over the Opposition's outcry over Monday's mishap, Railway Minister Mamata Banerjee may advance her plans of quitting.

Party sources said Banerjee might hasten her exit plans to concentrate full time on Bengal politics ahead of the May 2011 assembly polls. Stung by remarks by CPI(M), RJD, LJP and the BJP that she choose either 'Bengal or Railways', Banerjee was pushed to reconsider her decision to wait till November-December to quit. But by evening, she had not made up her mind on what she should do.
The message from the Centre was that her offer to quit would not be entertained at this juncture just as Civil Aviation Minister Praful Patel's offer to quit wasn't accepted after the Mangalore air crash. Banerjee conveyed to her party leaders she did not want to stick on to her chair in the face of the Opposition's attack. But her party leaders told her she must not act in haste.
Party sources said Banerjee was concerned that following the mishap, the Left had got another opportunity to corner her during the monsoon session of Parliament next week. She didn't want the UPA government to face the brunt of attack because of her, sources said. Banerjee was earlier planning to quit by the year-end to give herself a few months' time to concentrate on her mega battle against the Left.
Her party cadres who are preparing for the July 21 martyrs rally, were dampened by the news of the mishap. Banerjee has invited Mukherjee and other Congress leaders to share the dais. The Congress, on its part, wants Mamata Banerjee to hand over the portfolio to her party colleague if she wants to devote her time towards preparing for the assembly elections.
The party is worried that frequent train accidents would not only affect its image but of the UPA government as well. "Any decision has to be taken by Banerjee herself," a senior party functionary said.

The tragic rail incident in West Bengal, the second one in two months, is an appalling reflection on the standards of safety in the Railways, and on


the quality of the organisation's leadership. Human error and mechanical failure are being cited as the cause for the Uttar Banga Express to ram a stationary train.


The anti-collision device (ACD), devised by Konkan Railways and already commissioned in the North-east Frontier Railways, is meant to prevent an accident like the present one, of a train ramming into another train. ACD units in locomotives and the rear guard cabin are tracked by global positioning system satellites, and they communicate with stationary ACD units installed at stations and along the track, and whenever the sensors judge that two trains are within a range of 3 km of one another, they automatically trigger the brakes. Why on earth cannot the Railways deploy ACD on all its trains and in all its divisions is a question that has no rational answer in a mental framework that sets a premium on safety.


A callous attitude towards the loss of life of citizenry is unacceptable, given the sheer scale of Railways' operations: 9,000 passenger trains run on the network carrying over 18 million passengers every day. The Railways also need to levy realistic user charges that would sustain investments, including in safety. Around Rs 16,500 crore was spent on improving safety between 2001 and 2008. However, the goal of renewal and replacement of overaged assets and safety enhancements has not been achieved. More investments are needed to improve infrastructure and mechanise signalling and track switching systems. Safety also means ensuring driver vigilance and using alternative warning systems. Better resource allocation and efficient implementation of safety mechanisms would contribute to creating a culture of safety. The Railways is also an important organisation that cannot run on auto-pilot.

Welcome takeover proposals

The new takeover regulation proposed by the C Achuthan committee is welcome. They seek to bring global benchmarks to Indian takeover regulations and
will both enhance efficiency in the market for corporate control and ensure fairness between large and small stakeholders in a company being targeted for takeover. One implication of what the committee proposes is to vastly enhance the funding required to carry out a takeover, to an order of magnitude that is currently beyond the capability of India's stunted market for corporate debt.

So, one fallout of the proposed takeover norms, if they are adopted, could well be to further accelerate reform of the debt market. The suggested norms, open for public comment at present, change the threshold level at which an open offer is triggered, the size and price of the open offer and, in the process, also facilitates delisting of the acquired company. The threshold level is proposed to be raised to 25% from the present 15%.

Anyone who controls at least 25% of a company's shareholding wields the power to stop special resolutions, that is, acquires negative control. Raising the threshold for triggering an open offer to the level that grants negative control is likely to have major implications: a rally in the stock prices of companies where entities hold sizeable stakes close to the current trigger threshold of 15%; and rise in the quality of corporate governance. Raising the open offer volume to 100%, allowing conditional open offers and providing for delisting, if the acquirer's holding goes above the delisting norm after the public offer, are significant positive changes.

The last facilitates leveraged buyouts, making the financing of takeovers easier. The pricing norm revisions would ensure that minority shareholders of the target company would not be cheated out of the price obtained by the strategic holders whose sale of shares triggers the public offer, even when they pass off part of their price as compensation for agreeing not to compete for a period.

The proposals also bring out the haziness in extant regulation such as the gap between the minimum public holding threshold for a listed company (75%) and the delisting threshold (90%). We need speedy adoption of the suggested reform, to raise overall levels of efficiency.

DTC, GST Bills likely in Monsoon session: Revenue Secy


The government on Tuesday said the direct taxes code (DTC) Bill and a constitutional amendment bill to implement the goods and services


tax (GST ) are likely to be introduced in the Monsoon session beginning next week.


"It is our expectation that both the constitutional amendment bill and DTC Bill would be introduced in the Monsoon session," revenue secretary Sunil Mitra told reporters on the sidelines of a CII seminar in New Delhi today.


Finance Minister Pranab Mukherjee in his budget speech in February had said the Centre would endeavour to introduce both GST and DTC from April 1 next.


Mukherjee is scheduled to meet state finance ministers tomorrow to discuss the constitutional amendments needed for rolling out GST, which will replace excise duty and service tax at the Central level and value-added tax at the state level, besides surcharges and other local levies.


"On GST, we are having the meeting of empowered committee tomorrow. The basic thrust is the IT system. Nandan Nilekani (the UIDAI chairman) will make a presentation tomorrow. And we need key decision on a common portal on PAN-based registration," Mitra said.


Answering a query on the rates to be levied under GST, he merely said, "GST rates should be revenue-neutral."


He said changes in the DTC Bill from what was proposed in the first draft is possible until it goes to Parliament."Until the DTC goes in the form of legislation in Parliament there is always scope to consider issues," Mitra said.


The finance ministry has come out with revised draft of DTC and addressed the issues related to minimum alternate tax, taxing of long-term savings like provident funds in it.


The DTC is expected to replace the five decades-old Income Tax Act to make the direct taxes simpler to understand and have less exemptions and a taxpayer-friendly regime.

India's inflation is no longer confined to food items, Finance Minister Pranab Mukherjee said on Tuesday. Mukherjee said inflation was a


matter of concern but food inflation was likely to moderate after the summer harvest.On the other hand,Buoyed by rising exports and impact of stimulus packages on Asian economies, the Asian Development Bank today raised the growth prospects


for the region to 7.9 per cent, but retained the forecast for India at 8.2 per cent for 2010.



While the Indian economy is on track to grow at 8.5 per cent in the current fiscal year that ends in March 2011, it is grappling with a double-digit headline inflation.


At 10.55 per cent, India's annual wholesale price inflation in June remained above 10 per cent for the fifth straight month and financial markets widely expect India's RBI to raise interest rates by 25 basis points at its scheduled policy review on July 27.

Meanwhile,Oil was little changed on Tuesday, pressured by declines in European stock markets but supported by expectations that US industry data due


later in the day would show a fall in crude inventories.


Inflation to fall to 5-6 pc by December end: Govt

Buoyed by the prospects of a good monsoon, the government today said inflation would halve to 5-6 per cent by December end and the


economic growth would accelerate to 8.5 per cent during the current fiscal.


"With a good monsoon and good crop, inflation will certainly fall. Experts are saying that inflation will be 5-6 per cent by year end...I don't have any reason to disbelieve it," Cabinet Secretary K M Chandrasekhar told reporters here.


The overall inflation, which is in double-digit for last several months, was 10.55 per cent in June.


As far as food inflation is concerned, he said, "over the last 3-4 months we have been able to maintain prices at stable levels. Price have more or less stabilised."


On growth prospects, he said, "We are estimating something like 8.5 per cent growth". Indian economy grew by grew by 7.4 per cent during 2009-10.


Following the global economic crisis, the growth rate slipped from over 9 per cent to 6.7 per cent during 2008-09. The economy, however, started picking up following the stimulus packages given by the government and the Reserve Bank to boost demand and increase liquidity.


When asked about the International Monetary Fund's projection of 9.5 per cent, he said, India can even achieve 10 per cent growth in the near future.


On fiscal deficit, he said it could fall to below the budget estimate of 5.5 per cent because of high non-tax revenue receipts.


The government received over Rs 1 lakh crore from sale of spectrum against the original estimate of Rs 35,000 crore.


"Better-than-expected results in the first quarter -- driven by buoyant exports, strong private demand, and sustained stimulus policy effects -- are behind the revision," the Asian Development Bank (ADB) said while raising the growth projections for the region to 7.9 per cent, from 7.5 per cent it forecast in April.


ADB, which came out with a Special Note on economies, however, kept the projections for India and China unchanged 8.2 per cent and 9.6 per cent, respectively.


Earlier this month, the International Monetary Fund (IMF) had hiked the country's growth forecast for 2010 to 9.5 per cent from its April projection of 8.8 per cent.


Finance Minister Pranab Mukherjee, however, said yesterday that he would stick to his conservative outlook of about 8.5 per cent plus economic expansion for the current fiscal.


Meanwhile, despite upward growth revision for Asia, ADB warned of downside risks in the second half of 2010 on account of uncertain global environment, unpredictable private domestic demand, and the risks of dramatic capital flows and exchange rate fluctuations.


It kept Asia's growth outlook for 2011 unchanged at 7.3 per cent.


For 2010, ADB forecast East Asia - comprising China; Hong Kong; Republic of Korea; and Taipei - to expand 8.4 per cent, slightly higher than the 8.3 per cent predicted earlier.


It said that aggregate growth in Southeast Asia is now expected to be 6.7 per cent this year, sharply higher than the previous projection of 5.1 per cent.


"First-quarter growth in the five bigger economies in this region (Indonesia, Malaysia, Philippines, Singapore and Thailand) exceeded expectations on account of strong exports, robust industrial production, and improved consumer confidence. The subgroup is projected to post 6.8 per cent growth this year," ADB added.


In South Asia, recent economic indicators have been broadly within expectations. ADB forecast aggregate growth of 7.5 per cent, slightly higher than the April projection of 7.4 per cent. India's growth projection is unchanged at 8.2 per cent.


Improving global conditions as well as higher oil prices have helped the economies in Central Asia so far in 2010. ADB now sees the region's economy growing an aggregate 4.8 per cent, up slightly from earlier forecast of 4.7 per cent.


Growth in the Pacific island economies is now forecast at 3.8 per cent, against the earlier forecast of 3.7 per cent.


European shares fell, dragged lower by weakness in bank stocks as investors braced for results from Goldman Sachs due before the opening of the US stock market. Fears of a double-dip recession have periodically hit global stock markets over the past few months and slides in equities have soured sentiment towards oil.


US crude for August delivery fell 5 cents to $76.49 a barrel by 1108 GMT. The August US crude contract expires on Tuesday. The more liquid September future was trading 2 cents lower at $76.88. Front-month ICE Brent crude was up 5 cents to $75.67.


Michael Hewson of CMC Markets in London said the oil price was currently "very recovery-driven." He added it was dominated by "perceptions of whether the global economy is going to double dip".


US crude inventories fell 1 million barrels on average last week, according to a Reuters survey on Monday. The poll also predicted that stockpiles of distillate fuel, including heating oil and diesel, rose 1.6 million barrels, extending the build-up to the eighth straight week.


While the forecasts for a fourth consecutive weekly drop in US crude inventories were supportive, they were countered by bearish predictions of a rise in oil products in the data from the American Petroleum Institute, due out at 2030 GMT.


The US Department of Energy will publish its own oil statistics on Wednesday at 1430 GMT. Prices have been stuck in a range between $71 and $80 for more than six weeks as volatility related to the European debt crisis has dwindled. A tighter crude market has been offset by weaker US macroeconomic indicators, signalling a slower recovery in the world's largest economy.


Adding some more support for oil, a tropical wave centred around Puerto Rico had a 20 per cent chance of becoming the next tropical cyclone of the Atlantic hurricane season in the next two days, the US National Hurricane Center said late on Monday.


The season lasts from June to November. The Hurricane Center has forecast this year's Atlantic storm season may be the most intense since 2005, when hurricanes Katrina and Rita nearly paralysed the Gulf of Mexico US oil industry for weeks, boosting oil prices.


This year, "we are talking about one of the worst hurricane seasons, and if it's going to start, it's going to start shortly," said Peter McGuire, managing director at CWA Global Markets in Sydney. China overtook the United States last year to become the world's largest energy user, according to a Financial Times report on Monday, citing the International Energy Agency.


China's rise to the top ranking was faster than had been expected in part because the United States has outpaced China in improving energy efficiency measures over the past decade. But a senior Chinese official on Tuesday questioned the IEA's conclusion that China had overtaken the United States. The IEA has had a relatively high estimate of China's energy consumption and carbon dioxide emissions, said Zhou Xian, spokesperson for China's top energy agency. But he declined to give alternative estimates.

On Tuesday, Cabinet Secretary K.M. Chandrasekhar allayed concerns of persistently high prices, reiterating the government's forecast of headline inflation easing to 5-6 percent by the end of the year.


India's annual headline inflation stayed above 10 percent for the fifth straight month in June, cementing expectations the RBI will raise interest rates for a second time this month to contain price pressures.


A majority of economists expect the RBI to raise key interest rates by 25 basis points in its quarterly review on July 27 and tighten policy further in coming quarters, a new Reuters poll showed.


"A call will have to be taken by the Reserve Bank (RBI) on whether inflation is on account of high money supply or is it on account of certain sectoral reasons, some supply constraints," Chandrasekhar told.


Some analysts have pegged capacity constraints in the rapidly expanding economy as the main reason for a surge in non-food inflation, pointing out a slowdown in May industrial output, despite robust domestic consumer demand.


Further, expansion in the M3 money supply, the broadest measure of liquidity in the system, has just picked up after slowing down since the year began and lags credit expansion.

"It's basically constraints. We see the economy growing at a fast pace, but it's not been strong on private investment," said Kevin Grice, senior international economist at London's Capital Economics.


"So if it continues to grow at this pace, it'll continue to hit capacity constraints. They (RBI) are also beginning to sense it (double digit inflation) is influencing inflationary expectations, they need to hit that on the head as well," Grice said.


FOOD PRICES


Many market watchers expect the RBI to continue tightening policy along the year, through though both regular and off-cycle rate hikes.


Of the three rate hikes so far this year, each of 25 basis points, two were announced in between quarterly policy meetings.


Chandrasekhar attributed much of India's double digit headline inflation to high food prices following a bad summer harvest last year and a low statistical base, hoping good rainfall this summer will help cool down prices.


"I do not think we are going to live in a high inflation environment," he said.


Last week, the weather office said monsoon rains, which irrigate 60 percent of the country's farms, were 24 percent below normal in the week to July 14.


India will also look at rejigging its subsidy mechanism, Chandrasekhar said, reinforcing the government's intent to slash its fiscal deficit.


"We are looking at subsidies, how the subsidy system can be rejigged to ensure it reaches the poorest of the poor on one hand, and at the same time it incentivises production," Chandrasekhar said.


India spent about $26 billion in food, fuel and fertiliser subsidies in the fiscal year that ended March 31, and a cut in the subsidy bill will help it rein in fiscal deficit to the budgeted 5.5 percent level for the current year.


Last month, New Delhi freed petroleum pricing from government control, and raised the prices of other fuels to help reduce its fuel subsidy burden.

Corporate bigwigs to map out route for financial inclusion

NEW DELHI: The Prime Minister has set up a high-level committee of corporate bigwigs to suggest ways to achieve greater financial inclusion. The


committee, set up for "Promoting Financial Inclusion," will have Reliance Industries head Mukesh Ambani, Bharti head Sunil Bharti Mittal, ICICI Bank MD & CEO Chanda Kocchar, HDFC chairman Deepak Parekh, Infosys chief mentor Narayana Murthy, chairman emeritus RPG Group RP Goenka and owner Bajaj Group and Motors Rahul Bajaj.


Finance secretary Ashok Chawla has been appointed as the convenor of this committee, which will have it's first meeting on Wednesday. "It was felt that in order to achieve the larger aim of financial inclusion, views from corporate India should be taken. Industry participation will help us to plug the practical loopholes in the process of spreading the financial reach," said a finance ministry official.


The government has embarked on a mission to provide banking facilities to habitations having population in excess of 2,000 by March 2012. As of now only 5% of around 6 lakh habitations in the country have a bank branch.


Earlier, at an industry function on Monday R Gopalan, secretary Financial Services said that there is an urgent need to fast-track financial inclusion. "Various technological and financial services and initiatives need to be dovetailed for this," he said adding that only 30% of the bank branches operate in the rural areas that house 72.2% of the country's population.


"Rural India accounts for just 9% of total deposits, 7% of total credit, 10% of life insurance and 0.6% of non-life business," he said emphasising the need to step up the process.


The Reserve Bank of India has also taken initiatives to promote financial inclusion, under its new guidelines it has allowed banks to rope in post offices, self-help groups (SHGs), Micro Finance Institutions (MFIs), farmer clubs and panchayats as business facilitators. Regarding regulatory issues for profit and non-profit entities working as business correspondent, Mr Gopalan said, "it's all in the thinking stage and RBI is one who is looking into that. They will make necessary changes after doing this analysis."


The government has already asked state-owned banks to set clear goals for financial inclusion even if it means compromising profitability. As per the points-based evaluation system, new parameters have been included with significant weightage towards financial inclusion efforts. Banks will also be required to formulate the financial inclusion roadmap in consultation with state level bankers committee.


RBI should address grey areas in base rate mechanism: Assocham

Ahead of the monetary review, industry chamber Assocham on Sunday asked the RBI to make changes in the base rate mechanism to provide


clarity on concessional loans given to industries for their restructuring.


In a statement, Assocham President Swati A Piramal also said that the base rate mechanism should cover non-banking finance companies (NBFCs), cooperative banks and regional rural banks (RRBs).


The base rate system, a new system for benchmarking lending rates, came into effect from July 1. The new mechanism, which replaced the prime lending rate system, sets the minimum lending rate for banks.


Most banks have set it at 7-8.5 per cent. Piramal said that since base rate is a floor rate, it was unclear how loans given at concessional rates to industries that are being restructured or rehabilitated would be treated.


"It is well-known that the banking industry has re- structured a large number of viable units, where the funding of over-dues has been considered at substantially low rates of interest. The present base rate regime is totally silent, and would hit this portfolio and borrowers perceptively," she said.


The Assocham president also said that the present arrangement by banks for funding against letters of credit (LCs) and bill discounts would be severely affected by the base rate system as loans are given at substantially-reduced rate due to guaranteed payments.


The purpose of the base rate was to expedite the transmission of RBI's policy decisions on interest rates. Banks giving loans to highly-rated corporates at rates below prime lending levels used to result in the transmission getting affected.


Assocham said that freedom for banks to adjust base rates quarterly would also come in the way of smooth transmission of RBI decisions.


"Currently, the base rates are proposed to be reset every quarter, irrespective of time and tenure of monetary policy instances of RBI. There needs to be parity in timelines. There should be similar timelines in addition to banks' own policy for resetting the base rate. This will ensure monetary policy transmission without gap," the chamber said.


Piramal also said that the base rate mechanism leaves out government borrowings, which plays a crucial role in determining interest rates.


"The government is the biggest borrower in the market, and is often responsible for interest rate swings. The base rate does not appear to cover government borrowings in the sense that these borrowings are related to the prevailing coupon rates," she said.


The chamber also asked RBI to include lending by NBFCs, RRBs and co-operative banks in the base rate mechanism.

India working to rejig its subsidy system: Government

The government is reworking the subsidy regime to address the twin issues of meeting social obligation and lowering of fiscal deficit,


Cabinet Secretary KM Chandrasekhar said on Tuesday.


"We are looking at subsidies, how the subsidy system can be rejigged to ensure it reaches the poorest of the poor on one hand and at the same time it incentivises production," Chandrasekhar said.


Chandrasekhar, however, ruled out freeing diesel, cooking gas prices from the government control in the immediate future on the lines of what it did for petrol.


"As of now there is no plan of decontrolling diesel or LPG prices. A call will be taken at the issue from time to time, but as of now we have no specific roadmap," he said.


The government last month freed petrol prices from government control and raised the prices of other fuels in a move to reduce its fuel subsidy burden, which along with that on food and fertiliser cost the exchequer a whooping $26 billion last fiscal.


Reforming taxation system, increasing agricultural growth, optimizing the use of fertilizer and water resources are some of the major challenges facing the country, Chandrasekhar said, adding that various expert bodies and committee of secretaries are looking into these.


Hoping that a good monsoon this year will cool the food prices, the cabinet secretary said: "We also have to target (streamline) public distribution system (PDS) and infrastructure development."


"Forty six percent of the total plan allocation this year is for infrastructure," he added.
 
Krishna, Clinton discuss Obama visit, India-Pakistan talks
 

Kabul, July 20 (IANS) Indian External Affairs Minister S.M. Krishna met his US counterpart Hillary Clinton here Tuesday and discussed the Afghan situation, the recent India-Pakistan talks and the forthcoming visit of US President Barack Obama.

In their discussions, Krishna conveyed India's position on the shifting Afghan situation and backed the peace and reintegration plan provided the Taliban renounces violence and accepts a democratic and pluralistic Afghanistan, sources said.
Krishna and Clinton are among those who are attending an international conference on the future of Afghanistan, the largest gathering in Kabul in decades.
Krishna also told Clinton about his talks with his Pakistani counterpart Shah Mahmood Qureshi in Islamabad last week, sources said.
He conveyed India's position that Pakistan needs to take tangible action against the militants behind the 26/11 Mumbai terror attack so that the dialogue process becomes meaningful in days to come, said the sources.
The two also briefly touched on preparations for Obama's state visit to India in November and reviewed the recent visit of US National Security Adviser James Jones to New Delhi.
India is hoping for the easing of US high-tech exports, including dual-use technologies, as a major gain during Obama's visit.
In her discussions with Pakistan Prime Minister Yousuf Raza Gilani and President Asif Ali Zardari Sunday, Clinton, according to Pakistani media reports, encouraged the continuation of dialogue between India and Pakistan.
