'We will use online petition and other modes of technology to reach out to people to mobilise opinion against the highly divisive move,' J. C. Sharma, a former secretary in the external affairs ministry and a member of the coordination committee of Sabal Bharat, told IANS.
He said a few citizens got together after the government showed it might consider a caste-based census after political pressure from the Yadav trio - Mulayam Singh Yadav, Lalu Prasad and Sharad Yadav.
'The government almost announced that it was going for caste-based census on the last day of budget session. We felt that the concerned citizens must raise their voice. The move (caste-based census) has strong divisive potential. It is not good for the country,' Sharma said.
He said former Lok Sabha secretary general Subash Kashyap, columnist Ved Pratap Vaidik, industralist Sanjay Dalmia, senior journalist Shravan Garg, theatre artists Gopal Sharman and Jalabala Vaidya, filmaker Loveleen Thadani and social activist Alka Madhok were among those who took part in the initial meetings of the group.
The group has received support from senior politicians across the political spectrum including former speaker Balram Jakhar and former union ministers Jagmohan, Vasant Sathe, Ram Jethmalani and Arif Mohammad Khan. Cultural historian Kapila Vatsyayan, MP, eminent scientist M. G. K. Menon, senior journalist Dileep Padgaonkar and eminent dancer Sonal Man Singh have also come out in support, he said.
Sharma said that spiritual leaders such as Swami Ramdev, Satya Narayan Goenka and Pranav Pandya have also assured them of their support.
'The caste-based census negates the vision of the founding fathers of the constitution. It is a retrograde step which will take India backwards,' he said.
The group of eminent citizens has opened an office on Barkhamba Road and has scheduled a press conference Friday.
Sharma said they will give copies of their memoranda to the Group of Ministers (GoM) headed by Finance Minister Pranab Mukherjee which is looking into the issue of caste-based census.
The government had referred the contentious issue of caste-based census to the GoM following lack of consensus on the issue in the cabinet.
Congress leader and former Madhya Pradesh chief minister Arjun Singh has maintained a studied silence over allegations that he got former Union Carbide Corp chairman Warren Anderson released after his arrest for the Bhopal gas tragedy.
Arjun Singh has not said a word to journalists who have been flocking to his residence here for the past two days.
The Bharatiya Janata Party (BJP), in an indirect reference to him, has alleged that Arjun Singh, then the chief minister of Madhya Pradesh, had facilitated Anderson's release from the law enforcing agencies and provided him a state aircraft to go to Delhi from Bhopal.
Singh, who is working on his autobiography, has not broken his silence on issues related to the gas tragedy since a Bhopal court June 7 convicted seven accused in the gas leak case. However, they were sentenced to a mere two years in jail and were immediately granted bail.
Anderson, a proclaimed offender in India in the 1984 chemical disaster that killed an estimated 25,000 people, is currently in the US.
When contacted, Singh's office told IANS that the he is not speaking to the media.
Television crews gathered outside his residence at 17 Akbar Road in central Delhi and have been hoping for the past two days that he will speak to them on the issue.
The then collector of Bhopal, Moti Singh, has made it clear that Anderson was released on a surety bond of Rs.25,000 within two hours of his arrest on the orders of the then chief secretary, Brahamswarup.
On Dec 2-3 1984, poisonous methyl-iso-cyanate gas leaked from the Union Carbide plant in Bhopal in the night killing thousands immediately and many more over the years and maiming several others.
Congress veteran Arjun Singh's Akbar Road bungalow, normally desolate since his exit from the Union Cabinet about a year ago, came back to life the day after a Bhopal court pronounced judgment in the gas leak case.
Outside his gate, reporters from news channels were busy recalling the crucial role Singh had played as Madhya Pradesh chief minister on December 7, 1984 in arresting then Union Carbide chairman Warren Anderson and setting him free within hours.
Inside the house, however, the empty look had not changed. Singh's only engagement of the day worth mentioning was a visit to 10 Janpath to meet Congress chief Sonia Gandhi.
Back home after the meeting, the ailing leader had a session with the physiotherapist. His office did not entertain any query for his response to the circumstances leading to Anderson's release. "He apologises for not being able to talk about any issues related to the Bhopal gas tragedy," an aide said.
Singh, in other words, has decided not to break his silence on the subject. Interestingly, he is one man who holds the key to the mystery about what led to the release of Anderson, allowing him to flee India.
Anderson and two other Carbide executives were picked up by police as soon as their aircraft touched down. They were whisked away through a side gate to avoid the waiting press corps.
In a statement on Anderson's arrest, Singh had then said that his government could not remain "a hapless spectator" to the tragedy. He pointed out that his government was "committed to fight for its citizens' rights".
A spokesman of his administration had said the American's house-arrest in the plush Carbide guesthouse and his return to Delhi on an MP government aircraft was done as his presence in Bhopal could act as a provocation. "Anderson's presence might provoke strong passions against him," the spokesman had said.
A quarter of a century later, Singh seems to have decided not to shed any light on the circumstances leading to the release of a man, who on December 3, 1984 was charged with culpable homicide at Bhopal's Hanumanganj police station.
Arjun Singh played 'friend in need' to Carbide Anderson
10 Jun 2010, 0256 hrs IST,ET BureauNEW DELHI: That Congress may find it difficult to wash its hands off the unwholesome twists in the Bhopal gas leak case became more evident on Wednesday when a former bureaucrat in the Madhya Pradesh charged the then governments at the Centre and the state with organising "safe passage" for Warren Anderson.
A day after a former CBI officer claimed he was advised by the external affairs ministry to drop proceedings on Anderson's extradition, the then district collector of Bhopal Moti Singh on Wednesday said the UC chief got out of India on the government's order. Not just that. Anderson flew out of the city on the official plane of Mr Arjun Singh, who was Madhya Pradesh chief minister at that time.
The then chief secretary of Madhya Pradesh Brahm Swaroop called Mr Singh and the Superintendent of Police (SP) seeking Anderson's release, the ex-collector told a television channel. According to him, Mr Swaroop was also asked to arrange a special aircraft to take Anderson, who was the chief executive officer of the Union Carbide Corp, to Delhi. Anderson was arrested along with other officials of the company on December 7, 1984, four days after the gas leak, and released on bail the same day. He flew out of India from Delhi and never returned.
"At around 2 in the afternoon, the chief secretary summoned me to his chamber in the Secretariat. We went there...he said Mr Anderson was to be released and sent to Delhi by plane which was awaiting him at the airport. We did the legal formalities and Anderson was released on bail. He was put on the plane and he went to Delhi," Mr Singh said.
He also said that he was not told the reasons for Anderson's release. "He was reluctant to leave immediately. He said he wanted to see the affected areas and meet the people. I told him he was not welcome in Bhopal and that there was risk to his life and in no case he could be allowed to go to the affected areas," he said.
Anderson, who was charged with culpable homicide not amounting to murder, had tea with the then President Zail Singh at the Rashtrapati Bhavan after landing in Delhi.
Though the government claimed that it has tried to get Anderson extradited from the US, Mr BR Lall, who headed the CBI's investigation into the Bhopal tragedy for a year, had said on Tuesday that he had received a letter from the ministry of external affairs asking him to drop proceedings connected to the extradition request for Anderson.
However, his claim was refuted by K Vijaya Rama Rao, who was the director of the CBI at that time. "At no stage... neither the MEA nor the CBI... gave up efforts to extradite Anderson. MEA is sharing with us their difficulties which are very simple that is the unwillingness of US to extradite him to India."
Even as senior ministers in the Manmohan Singh government express their dismay over the Bhopal tragedy verdict, fingers are pointing at roles of Congress regimes in dealing with Anderson. Congress' Jayanti Natarajan said Warren Anderson should be extradited. "Anderson's extradition process should be completed."

Arjun Singh says he didn't help Anderson
Bhopal: Senior Congress Arjun Singh, who was the chief minister of Madhya Pradesh when the Bhopal gas leak happened, has broken his silence on the tragedy.
Speaking to a Hindi weekly Chauthi Duniya, Singh has called media reports of helping former Union carbideCEO Warren Anderson escape the country as untrue. Singh said that his priority at that time was to save lives and help those affected by the deadly methyl isocyanate gas that leaked from theUnion Carbide plant in Bhopal killing at least 15,000 people on the intervening night of December 2 and 3, 1984.
Singh said that was disturbed by reports accusing him of facilitating Anderson's escape after the world's worst industrial disaster in Bhopal.
However, the co-pilot of the Madhya Pradesh government plane which was used to fly Anderson from Bhopal to Delhi said the order to take the former Union Carbide CEO from Bhopal to Delhi came from the very top.
"It was the government of Madhya Pradesh order to fly out Anderson from Bhopal. Captain Ashish Sodhi got the clearance from ATC. Anderson came to airport with the collector and the SP and we boarded the plane and took off for Delhi. He was alone when we flew him to Delhi. One person came in a private car at the Delhi airport to receive Anderson. I was told to drop him to Delhi and come back. I asked for a VIP car from the airport, he boarded the aircraft along with me. I regret flying him," said captain Sayyed Hassan Ali.
CNN-IBN has accessed a video which was shot on 7 December 1984 and shows Anderson being driven to the Bhopal airport. The video shows Anderson being taken to a waiting plane at the Bhopal airport in a blue Ambassador car with a red beacon flashing on its top.

Madhya Pradesh Parliamentary Minister Narottam Mishra on Thursday said that senior Congress leader and former Chief Minister Arjun Singh should "break his silence" on the issue of Warren Anderson being allowed to leave the nation soon after Bhopal gas tragedy."I think it is high time that Arjun Singh breaks his silence on this issue and let the world know what prompted the then Madhya Pradesh government to allow Anderson to leave the country," he told reporters at a cabinet briefing.
The Minister also said that it was for the Congress to clear all doubts as to why the Union Carbide chief was allowed to leave days after the world's biggest industrial disaster.
About Moti Singh, who was the Collector of Bhopal during the tragedy, Mishra said that he had only reacted to the judgement and nothing else.
Arjun Singh was the Chief Minister when the poisonous methyl isocyanate leaked from the Union Carbide factory in Bhopal on the night of December 2-3, 1984 killing over 15,000 people and maiming several others.
That various Congress leaders are neck-deep in the cover-up relating to the Bhopal gas tragedy was always a hushed whisper, but it seems to be getting shriller by the day.
Various government servants, retired bureaucrats and pilots have come up with belated public disclosures on how they were instructed by their higher ups in the state government (and more directly Madhya Pradesh Chief Minister Arjun Singh's office) to whisk Anderson out of Bhopal after he had been placed under arrest on charges of " culpable homicide not amounting to murder".
On top of that come revelations that Congress spokesperson Abhishek Singhvi took up the case of Dow Chemicals, the company that bought up Union Carbide, as a senior counsel.
In a letter to the Prime Minister's Office, the Congress spokesperson countered the charges of Chemical and Fertlizers ministry which wanted Dow to pay damages to the victims.
Dow Chemicals had asked Singhvi for his opinion on two counts, reportedly on the advice of TKA Nair, who was the principal secretary to the Prime Minister, in June 2006:
- Whether it could be held responsible and/or liable for the Bhopal gas tragedy and
- Whether it could be held liable for contamination and/or subsequent cleaning up of the Union Carbide plant site in Bhopal.
Singhvi's legal opinion was that since Dow Chemicals was nowhere in the picture in 1984 and was not connected with Union Carbide when the tragedy happened and also that since the American parent company was not in charge of the Union Carbide plant in Bhopal, and had divested all stake in its Indian arm -- Union Carbide of India Ltd -- in 1994, it could not be regarded as successor-in-business of Union Carbide.
A view that runs totally counter to what the ministry of chemicals and fertilisers held and wanted Dow to pay Rs 100 crore as remediation fund.
In his opinion to the PMO, Singhvi said that to treat the Dow chemical as a commercial pariah and blacklisting it for other commercial activities in India would be equally untenable or unsustainable.Activists and NGOs involved with the fight for justice for the victims of the Bhopal tragedy are demanding an explanation as to how the Congress spokesperson representing Dow Chemicals in court is not -- at the least -- a serious conflict of interest.
Dow, through its legal luminaries, led by the likes of the Congress spokesperson, has steadfastly maintained that it is not liable for the actions or consequences of the companies it bought.
The NGOs argue whether it is not indeed strange that while on the one hand the government says it has asked a group of 10 ministers to investigate Monday's verdict and other aspects of the Bhopal gas tragedy, on the other, its own chief spokesperson is handling a crucial case for the company who stands most to lose -- or gain.
The US-based Dow Chemical Company had in 1997 bought over Union Carbide and its Indian investments.
There had been reports that Singhvi was asked to take up the case at the request of the members of the government, many of whom -- like union minister Kamal Nath -- have been arguing for allowing entry to Dow and consideration of the case "in a holistic manner, in a similar manner as was done with respect to the Enron Corporation with respect to Dabhol Power Corporation"
Singhvi argues, "I represent Dow Chemicals as a Senior Counsel, I don't deal directly with them".He told a private TV channel: "I have no idea of this charge (conflict of interest), as you call it...it is laughable. This is an old case...it involves only the threshold legal question - whether Dow is same as, or even remotely related to - Union Carbide India Limited (UCIL). For 3-4 years, these NGOs have been trying to prove Dow and UCIL are the same. Courts have not accepted this...the application is still pending."
That, the activists say, is like arguing whether with the change of name it is alright for Hafiz Saeed to claim that he represents Jamaat-e-Dawa and not Lashkar-e-Toiba.
Singhvi, when asked by NDTV, whether he was rethinking his relationship with Dow, said, "I do not mix law and politics... It has nothing to do with the government... My conscience is clear but I will leave this to my own professional judgement."He also refuted media reports that he accepted the Dow case at the request of members of the government.
But coming as it does in addition to what is now established beyond doubt that Congress government in Madhya Pradesh arranged a special state plane for Anderson to fly away from Bhopal, the complicity and culpability of various Congress leaders is becoming more and more apparent.
Senior party leader Digvijay Singh has said that the release of Anderson had come under "US pressure". Significantly, Digvijay Singh was then a minister in the Arjun Singh government of Madhya Pradesh and would be a privy to a lot of facts about the circumstances in which Anderson was allowed to flee. Was he targeting then Chief Minister Arjun Singh, or the central government led by Rajiv Gandhi? Information and Broadcasting Minister Ambika Soni, however, seeks to play down Digvijay Singh's remarks, arguing: "Nobody is being indicted by anybody".
Echoing Digvijay Singh's views, another party veteran Vasant Sathe said "collusion" between the Madhya Pradesh government and "some people" -- "rogue elements" in Congress party -- in the Centre had allowed Anderson to escape justice.
For now, all that the Congress can do is to put a brave front. AICC General Secretary and media cell in-charge Janardhan Dwivedi maintains: "The party has always maintained that all questions that are raised in any such situation, specially when there is a human tragedy of such magnitude, must be answered properly and responsibility should be fixed. The same norm applies to this case."
Cong points at Arjun Singh
The Congress on Thursday chose to redirect blame over Warren Anderson's escape from law to then Madhya Pradesh chief minister Arjun Singh though party general secretary Digvijaya Singh alluded to "US pressure" as a possible reason for the ex-Union Carbide chief's release.
Already under attack from the opposition, the Congress found itself caught on the back-foot with its senior leaders speaking in different voices.
The reported communication from Digvijaya Singh raised eyebrows within and outside the party, which was in power in both Madhya Pradesh and the Centre in 1984. In his statement from the US, he reportedly said: "I don't know as I was not in Bhopal at the time of gas leak. It could be under US pressure but I am not aware of the facts." But Congress Working Committee member Satyavrat Chaturvedi did not agree with him. He openly blamed the Arjun Singh government for Anderson's escape.
"The incident took place in Bhopal. The state government arrested Anderson and gave him bail the same day.
He was sent to Delhi by a state government plane and from there he went to America. Now, where do we see the role of the central government? In this we only see the role of the state government," said Chaturvedi, a known Arjun Singh baiter.
Another Congress veteran Vasant Sathe had a different take on the matter. According to him, "collusion" between the Madhya Pradesh government and "some people" in the Centre allowed Anderson to escape justice.
But amid intensified blame game within the party, Dwivedi put up a brave face. "There may be different personal views but so far as the Congress is concerned, the party has always maintained that all questions that are raised in any such situation, especially when there is a human tragedy of such magnitude, must be answered and the responsibility should be fixed. The same norm applies to this case," he said.
Asked who will answer the questions, Dwivedi said: "Those against whom the questions are being raised will have to provide the answers."
The former Madhya Pradesh chief minister finally broke his silence on Thursday. Speaking to a newspaper, Chauthi Duniya, Arjun Singh said he was disturbed by reports on Anderson's release.
"These reports are untrue. The first priority then was to save lives," he reportedly said.

Puri, who was awarded President's medal for moving around the gas affected area thereby becoming a victim of the deadly MIC, told TOI, "To say that Anderson did not know of the impending disaster is nothing but a plain lie."
Puri, who arrested Anderson on December 7, 1984 and produced him before a magistrate, who let him off on bail for a bond of Rs 25,000 and a promise that he would appear before the court on being summoned, said, "I would say that he should be brought before the courts and that was why we had arrested him." Anderson never kept his promise made to the court in the bail bond.
Asked whether Anderson possibly knew about the lurking disaster, Puri was quite sure that the UC chief was aware of the danger. "An employee of UCIL, Ashraf, died a year before the disaster because of a small leak of MIC gas from the plant. When an employee dies, the whole management knows about it. So, it will be a lie if Anderson says he did not know about the leak and the death of an employee," Puri said.
Asked whether any pressure was put on him from higher-ups to deal leniently with Anderson, the former city police chief said he did not remember receiving any phone call from anyone telling him to be lenient with the UC chief.

Chief secy told me to let Anderson go: Ex-collector
Anderson flew in to inspect the damage on December 7 morning along with Keshub Mahindra and Vijay Gokhale, then chairman and vice-chairman of Union Carbide (India) Limited. He walked into the airport casually with a gas mask in hand. While still in the airport, he was arrested and taken to the Union Carbide guesthouse, away from the affected areas.
"It was in the guesthouse that we told him that he was under arrest," Moti Singh said. "He was taken aback and asked what he should do. Anderson, Mahindra and Gokhale were in separate rooms of the guesthouse. There was a telephone in the room where Anderson had checked in. It was not disconnected and he misused it to reach out to his contacts," Singh added.
"The decision to release Anderson could not have been taken by him (the chief secretary) alone. It was too big an issue. Something must have transpired which we don't know about. We were all under pressure," Singh said.
"No one was willing to stand surety for Anderson," the former collector of Bhopal recalled. "So the police got a junior employee of the plant to stand surety for Anderson's bail. We stopped him from going to the affected areas and put him on the state plane which took him to New Delhi. It wasn't our decision. We were following the government's orders."
According to Singh, Brahmaswaroop called him and the police superintendent to his office in the secretariat around 2pm. "The chief secretary told us to release Anderson and urgently put him on the state plane at the airport. We did not question the decision because he was not one to answer queries. He gave orders and expected them to be followed," Singh said.
The collector and SP returned to the Union Carbide guesthouse and completed the formalities of granting Anderson, Mahindra and Gokhale bail. "But Anderson was hesitant to leave," Singh recollected. "He delayed his departure by two hours and constantly asked if he could visit the factory area and victims. He told us intricate details, including the wind direction, which spread the lethal gas through the city."
Singh added, "Anderson was not remorseful or sympathetic. He was intelligent and arrogant. He wanted to visit the site out of curiosity, to see the effect and magnitude of the gas leak. He had all the information that we had about the disaster. It was as though the US was monitoring minute-by-minute developments in Bhopal."

Blamed for 1996 verdict, ex-CJI heads Bhopal trust
What, however, has not received due attention is that soon after he retired in 1997, Justice Ahmadi was appointed 'chairman for life' of Bhopal Memorial Hospital Trust (BMHT). Justice Ahmadi was conferred with this post-retirement responsibility by the Supreme Court itself — a decision that was decried by victims of the tragedy and organizations fighting for justice for the victims. A hospital, Bhopal Memorial Hospital and Research Centre, was built by the trust later.
The hospital was formed after an SC bench in 1991 asked the UCC to pay up for its liability in the industrial disaster and help in setting up a world-class hospital ensuring relief and rehabilitation of the gas victims. SC had in view a 500-bed hospital catering to long-term medical care of survivors.
A year after the SC directive, UCC went on to create a 'Bhopal Hospital Trust' (BHT) in the United Kingdom and made its former attorney the sole trustee. But when as contribution, the corporation only coughed up $1,000, the Indian shares of the firm were sold off to fund the construction of the hospital. These shares had been seized by the Bhopal district court when it was informed that the company was unwilling to submit to its jurisdiction. It took six years for the hospital to begin functioning with Justice Ahmadi at its chief.
Despite repeated attempts to contact him on the issue and seek his opinion, Justice Ahmadi remained unavailable for comments on Tuesday. A day earlier, the former CJI had defended his decision (by citing the law) to reduce the charge on the accused from the stringent Section 304-II to Section 304A that carries lighter penalty, ensuring none of the accused had to spend even a night in jail.
Speaking to TOI, Prashant Bhushan, a lawyer who has doggedly taken on the judiciary on issues, took a dim view of the fact that Justice Ahmadi is chairman of the BMHT.
"While, technically, there is no conflict of interest involved as he was appointed by the SC and not the Union Carbide, still, I agree that a CJI who dealt with the matter earlier leading to relief for one of the parties shouldn't have been appointed chairman," Bhushan said.
As victims, civil society and government grapple with the public uproar over the low sentences to the accused in the lower court verdict, perhaps, they can draw solace from Justice Ahmadi's sentiments on the tragedy, available on the BMHT website — "Time heals wounds but not the wounds of the unfortunate victims of the world's worst disaster ... Our principal aim is to serve the gas victims ... We care for them and shall continue to do so."

Arjun Singh may be used to deflect ire over Bhopal tragedy

New Delhi: The ruling Congress may be using former Madhya Pradesh chief minister Arjun Singh, ailing and no longer in active politics, as a lightning rod to deflect criticism over the handling of the 1984 Bhopal gas leak.
The party was in power both at the Centre and in the state when the accident occurred 26 years ago. Singh was chief minister at the time.
Without naming the politician, the Congress on Thursday maintained that all questions raised regarding former Union Carbide Corp. chief executive Warren Anderson's hasty departure from India at the time need to be answered.
"The party has always maintained that all questions that are raised in any such situation must be answered properly and responsibility should be fixed," said Congress general secretary Janardhan Dwivedi. "The same norm applies to this case also."
The Congress has been facing criticism for failing to deliver justice to the victims and for letting Anderson leave the country. Privately, Congress leaders say Arjun Singh ordered Anderson's release and allowed him to leave the country. However, senior leaders refused to divulge who had given him the instructions from New Delhi.
"Let him (Arjun Singh) answer that question. Let him come out with the facts," a senior party leader said on condition of anonymity.
Satyavrat Chaturvedi, member of Parliament and member of the Congress working committee, the apex decision making body of the party, has raised questions about the circumstances leading to the release of Anderson hours after his arrest in Bhopal on 7 December 1984.
"If Anderson is really the prime accused in the case, someone will have to answer why he was set free in the first place," he said.
Congress party leaders have been voicing disparate views after a court in Madhya Pradesh convicted eight people for India's worst industrial disaster to two years in jail.
Senior Congress leader and general secretary Digvijay Singh told NDTV news channel that it could have been the US pressure that led to the exit of Anderson from the country. Singh was a minister in the Arjun Singh-led Madhya Pradesh government in 1984.
Earlier, the then district collector of Bhopal, Moti Singh, told the media that he was asked by the state's chief secretary to take Anderson to the airport. Television channels have been showing footage of Anderson being driven to New Delhi airport from where he flew to the US and never returned to face charges.
Former union minister Vasant Sathe alleged there was a collusion between the Madhya Pradesh government and "some people" at the Centre, PTI reported.
"I cannot guess the names of the people. The collector (Moti Singh) says he got orders from the chief secretary. Arjun Singh-ji knows all the facts," he told the news agency.

जाति आधारित जनगणना की अविलंब घोषणा करे सरकार, वरना आंदोलन तेज होगा
जनहित अभियान ने इस बात पर चिंता जताई है कि 2011 की जनगणना में जाति को शामिल करने को लेकर लोकसभा में बनी आम सहमति और प्रधानमंत्री की इस बारे में घोषणा के लगभग तीन हफ्ते बाद भी कैबिनेट ने इस बारे में फैसला नहीं किया है। जिस तरह से यह मामला मंत्रियों के समूह को सौंपा जा रहा है, उसको देखते हुए अभियान ने सरकार की नीयत पर सवाल उठाया है।
2011 में जाति आधारित जनगणना के सवाल पर जनमत बनाने में जुटे संगठन जनहित अभियान का मानना है कि प्रधानमंत्री मनमोहन सिंह ने अपने संवाददाता सम्मेलन में इस सवाल को जिस तरह से टाल दिया, वह निराशाजनक रहा। देश की जनता की प्रतिनिधि संस्था लोकसभा जब लगभग आम राय से यह कह चुकी है कि 2011 की जनगणना में सभी जातियों के लोगों की गिनती होनी चाहिए, तो इस सवाल पर अब और ज्यादा विचार-विमर्श और मतभेद की गुंजाइश नहीं है। कुछ दर्जन सांसदों का प्रतिनिधित्व करने वाले दल ही जातिगत जनगणना के खिलाफ हैं।
जनहित अभियान ने कहा है कि अगर सरकार ने अब जातिगत जनगणना की घोषणा करने में देर की, तो संसद के मानसून सत्र के पहले यह आंदोलन तेज किया जाएगा। इसके लिए तमाम दलों के सांसदों से संपर्क किया जा रहा है और राज्यों की राजधनियों में बैठकें की जा रही हैं। पटना और लखनऊ मे इस संबंध में बैठकें की जा चुकी हैं।
जनहित अभियान ने एक प्रेस विज्ञप्ति जारी कर इस बात पर चिंता जताई है कि कुछ हलकों में यह कहा जा रहा है कि इस बार की जनगणना में नई बात के तौर पर अन्य पिछड़े वर्गों यानी ओबीसी की गिनती को शामिल किया जाएगा। यानी इस बार सभी जातियों के लोगों की गिनती नहीं होगी, सिर्फ ओबीसी की गिनती होगी। यह एक खतरनाक विचार है। जनगणना का उद्देश्य सिर्फ आरक्षण के लिए आंकड़े जुटाना नहीं है। 10 साल में एक बार होने वाली इस प्रक्रिया का इस्तेमाल भारतीय समाज की एक सच्चाई-जाति से जुड़े हर तरह के आंकड़े जुटाने में होना चाहिए।
जनहित अभियान को आशंका है कि सिर्फ ओबीसी की गिनती हुई तो जनगणना में गड़बड़ी होगी और अन्य वर्ग की आबादी को बढ़ा चढ़ा कर दिखाया जाएगा। यह उसी तरह की गड़बड़ी होगी जैसे देश के लगभग 8 करोड़ आदिवासियों को गलत तरीके से हिंदू बताकर की जाती है। जाति गणना का उद्देश्य सिर्फ ये नहीं होना चाहिए कि किस समुदाय के कितने लोग है। इस गणना से यह भी पता चलेगा कि किस जाति के लोगों को संसाधनों और अवसरों में कम हिस्सा मिला है और कौन से समुदाय ऐसे हैं, जिन्हें अवसरों में ज्यादा हिस्सा मिला है। लोकसभा में भी सहमति जाति आधारित जनगणना के लिए बनी है न कि ओबीसी गणना के लिए। सरकार को अब जनमत की भावना का आदर करते हुए अविलंब जाति आधारित जनगणना की घोषणा करनी चाहिए। दुनिया के ज्यादातर आधुनिक देश अपने देश की आबादी की संरचना के बारे में ऐसे आंकड़े जुटाते हैं और इससे कहीं भेदभाव नहीं बढ़ता। भारत सरकार को भी अब इसकी पहल करनी चाहिए। सरकार को बताना चाहिए कि वह जाति आधारित जनगणना किस तरह कराएगी। इसे लेकर उलझनों और अफवाहों का अब अंत होना चाहिए।

कहते हैं कि ईश्वर के घर में देर है पर अंधेर नहीं। पर भारतीय अदालतों के बारे में ऐसा कतई नहीं कहा जा सकता। देर और अंधेर उनकी बुनियादी और इनबिल्ट विशेषताएं हैं या कह सकते हैं कि मैन्युफैक्चरिंग डिफेक्ट हैं। वे फैसले करने में अन्याय की हद तक देर लगाती हैं और उस पर तुर्रा यह कि उनके अधिकांश फैसले से अंधेर जैसे निराश कर देने वाले लगते हैं। बाजार की सेल्स प्रमोशन स्कीमों की तरह न्याय चाहने वाले लोगों को एक आफत के साथ दूसरी आफत मुफ्त में मिलती है। हालांकि साख बचाये रखने लायक अपवाद वहां भी होते हैं। हर व्यवस्था की तरह यह उसकी जरूरत भी है या कहें कि मजबूरी भी। भोपाल गैस त्रासदी पर जब अदालत का फैसला आया, तो मीडिया में मची चीख पुकार के बावजूद अदालत ने वही किया, जो उसकी बड़ी बहनें अब तक करती आयी हैं। वरना इतनी बड़ी तादाद में हुए नरसंहार और लाखों लोगों को यातनाओं के नरक में धकेलने वाले इस कारपोरेट अपराध पर 25 साल बाद फैसला सुनाना तो मूल अपराध से भी बड़ा अपराध है।
इससे पहले 1989 और 1996 में सुप्रीम कोर्ट भी गैस पीड़ितों के खिलाफ अपना फैसला सुना चुका है। इसलिए इस फैसले को 'देर और अंधेर' के रूप में याद रखा जाना चाहिए। भोपाल गैस कांड भारतीयों को गिरमिटियों के रूप में बेचे जाने के बाद पहला मौका था जब विश्व बाजार में भारतीयों को इतनी कम कीमत पर बेचा गया। यदि मृतकों की जान की औसत कीमत और विकलांग हुए जिंदा लोगों के न्यूनतम गुजर बसर की लागत, जिसमें दवाइयों पर होने वाला न्यूनतम खर्च भी शामिल है, को मुआवजे का आधार माना जाए, इस कंजूस आकलन पर भी गैस पीड़ितों को 1737 अरब रुपये बतौर मुआवजा मिलना चाहिए था। मुआवजे के इस आकलन में पीड़ितों का औसत जीवन काल 25 साल माना गया है। यदि हर्जाने के तौर पर इसका आकलन किया जाए तो मुआवजे की राशि कई सौ खरब में पहुंच जाएगी। यदि भारतीयों की औसत उम्र पर हर्जाने की गणना की जाए तो यह कई गुना अधिक होगी। यदि अमेरिका या पश्चिमी देशों में ऐसा नरसंहार हुआ होता तो दोषियों को सजा के साथ इतना हर्जाना देना पड़ता कि उससे यूनियन कार्बाइड दिवालिया हो गयी होती।
मगर भारतीय न्यायपालिका ने ऐसा न पहली बार किया है और न आखिरी बार। इसे दुर्लभतमों में से दुर्लभ खराब फैसला भी नहीं कहा जा सकता। भारतीय राज्य और कारपोरेट घरानों के पक्ष और आम लोगों के विपक्ष में ऐसे फैसले आते रहते हैं। सिर्फ इतना हुआ है कि उदारीकरण के बाद न्यायपालिका ने उस लबादे को भी उतार फेंका है जो उसकी मिथकीय निष्पक्षता का आभामंडल बनाता था। उदारीकरण के बाद आये अनगिनत फैसलों के जरिये न्यायपालिका ने पहले ही यह साफ कर दिया है कि उसका भी अपना एक खास वर्ग और पक्ष है जो अक्सर पीड़ितों के खिलाफ दिखाई देता है। अलबत्ता अदालतें कभी-कभार ऐसे फैसले भी करती हैं जो लोगों को ढाढ़स बंधाते दिखते हैं। ऐसे फैसलों से लगता है कि देश की न्यायव्यवस्था का सूरज आखिरी तौर पर अभी डूबा नहीं है। चमत्कृत कर देने वाले ग्रीक, रोमन उद्धरणों, अंग्रेजी के खूबसूरत शब्दों में गुंथे प्रभावोत्पादक भाषा वाले ये फैसले जजों की विद्वता पर भरोसा बंधाते हैं। न्यायिक इतिहास में रुचि रखने वाले लोग इन्हें नक्काशीदार फ्रेमों में जड़कर रख सकते हैं। ऐसे फैसले सूक्तियों की तरह याद रखे जाते हैं। देर और अंधेर के अंधेरों के बीच पेंसिल टॉर्च की तरह टिमटिमाते इन फैसलों की रोशनी आम लोगों को निराश नहीं होने देती। बावजूद इसके ये फैसले लोगों की रोजमर्रा के जीवन में राज्य और प्रभावशाली लोगों के द्वारा किये जा रहे अन्याय को कम नहीं कर पाते और न ही वे अन्याय और दमन की मशीनरी को भयभीत कर पाने में समर्थ होते हैं।
नवें दशक तक जनांदोलन और न्यायपालिका मिलकर जन असंतोष के दबाव को कम करने के लिए सेफ्टी वाल्व का काम करते थे। दोनों मिलकर लोकतंत्र में लोगों का भरोसा कायम रखते थे। बीसवीं सदी के आखिरी दशक में जब उदारीकरण का दौर आया तो अदालतें पूरी तरह से उदारीकरण की चपेट में आ गयीं। देश के हाईकोर्टों और सुप्रीम कोर्ट के द्वारा 1991 और उसके बाद किये गये फसलों की समीक्षा करें तो यह साफ नजर आ जाता है कि इस दौर में अदालतों के अधिकांश दूरगामी फैसले मजदूरों, किसानों, विस्थापितों, कर्मचारियों जैसे सामान्य वर्ग के लोगों के खिलाफ गये हैं। इसी दौर में न्यायपालिका ने हड़तालों, जुलूसों और सभाओं पर पाबंदी लगाने जैसे फैसले किये जो दरअसल अराजनीतिक उच्च वर्ग और उच्च मध्यवर्ग को खुश करने के लिए जैसे महसूस किये गये। हजारों लाखों लोगों की भागीदारी वाले टिहरी बांध से लेकर नर्मदा बांध विरोधी आंदोलनों को अदालती फैसलों ने एक झटके में ही धूल चटा दी। इन अहिंसक आंदोलनो को सजा-ए-मौत का फैसला अदालतों ने ही सुनाया। इसी दौर में सबसे ज्यादा फैसले भी कारपोरेट कंपनियों के पक्ष में हुए। चाहे वे हड़तालों और सेवा संबधी मामलों के रहे हों या फिर कारपोरेट घरानों से जुड़े अन्य हितों के। कारपोरेटी समूहगान में विधायिका, कार्यपालिका के साथ न्यायपालिका के भी खड़े होने का ही परिणाम था कि उदारीकरण के बाद देश में औद्योगिक मजदूरों की हालत बद से बदतर हो गयी। आउट सोर्सिंग के चोर दरवाजे के चलते निजी क्षेत्र में बीसवीं सदी के उत्तरार्ध में मजदूर आंदोलनों से हासिल हुई अधिकांश सुविधाएं खत्म कर दी गयी हैं।
उदारीकरण के दौर में एक ओर जहां लोगों के संकट बढ़ते रहे, वहीं न्यायपालिका सामान्य लोगों के बुनियादी सवालों के प्रति अनुदार होती गयी। हालांकि राजनेताओं और कुछ हाई प्रोफाइल लोगों के खिलाफ फैसले सुनाकर उसने मीडिया से तालियां भी बटोरीं और यह आभास कराने की कोशिश भी की कि सरकारी तंत्र के लिए उसके पास काटने वाले दांत भी हैं। पर यह सब वाहवाही लूटने से आगे का खेल नहीं था। ऐसा उदाहरण खोजना मुश्किल है, जब कोई कोर्ट हस्तक्षेप कर किसी जनाधिकारों के पक्ष में आगे आया हो। छत्तीसगढ़ से लेकर उड़ीसा तक अहिंसक आंदोलन सरकारों के दमन के आगे असहाय और पराजित होते रहे, पर अदालतें लोगों के जीने के अधिकार की गारंटी नहीं कर पायीं। आदिवासियों को खदेड़ने पर तुले कारपोरेट राक्षसों पर देश की अदालतें चुप हैं। जाहिर तौर पर यह जनअसंतोष को सुरक्षित रास्ता देने की पुरानी लोकतांत्रिक रणनीति में बदलाव का संकेत है। भारतीय शासन व्यवस्था में आंदोलनों और जनअसंतोष के प्रति बढ़ रही इस अनुदारता की काली छाया न्यायपालिका पर भी दिख रही है।
उदारीकरण के आगमन के बाद से यदि भारतीय जनजीवन में हिंसा बढ़ी है, तो इसका कारण भी यही है कि लोकतंत्र के चारों पाये अब घोषित रूप से कारपोरेट लोकतंत्र के पक्ष में हैं। न्यायपालिका पर अनास्था रखने वाले समूह बढ़ रहे हैं। यह आखिरी किला था जो भारतीय लोकतंत्र की वर्गीय पक्षधरता को संतुलित करता था। इसकी वर्गीय पक्षधरता भी उजागर होने के बाद किस मुंह से भारतीय राज्य खुद के लोकतंत्र होने का दावा कर सकेगा? भोपाल गैस कांड यह सवाल भी देश के लोकतंत्र से पूछ रहा है। पांच लाख से ज्यादा लोगों से उनके स्वाभाविक रूप से जीने का प्राकृतिक और संवैधानिक अधिकार छीनने के दोषी लोगों में से एक के खिलाफ भी कोई कार्रवाई न हो, ऐसा अंधेर तो इसी देश में संभव है। भोपाल के इस कारपोरेट बूचड़खाने में भारतीय कारपोरेट कंपनियां, कार्यपालिका, विधायिका और न्यायपालिका सब के सब नंगे खड़े हैं। ऐसे में भोपाल गैस कांड के पीड़ितों को न्याय के लिए शायद अगले जन्म का इंतजार करना होगा। क्या इस न्यायिक अंधेर पर किसी को कभी शर्म आएगी?

Meira Kumar says she doesn't favour caste census

In an exclusive interview to NDTV, Lok Sabha Speaker Meira Kumar has indicated that she is not in favour of a caste census. "I have always worked towards a casteless society. I don't know when that time will arrive, but we should be able to do away with this discrimination based on this caste system. So anything which leads to that I would endorse…. I would not like to go into detail and comment because I don't think as a Speaker I should be doing that. But as somebody who is committed to casteless society, I would like to support any measure towards that."

हेडलाइन पढ़ने से साफ लगता है कि मीरा कुमार ने "कहा है" कि वे जाति आधारित जनगणना के पक्ष में नहीं हैं। जब खबर शुरू होती है तो "कहा है" की जगह "संकेत दिया है" हो जाता है और जब खबर आगे बढ़ती है तो पता चलता है कि जाति आधारित जनगणना का तो मीरा कुमार ने नाम भी नहीं लिया है। उनका सिर्फ यह कहना है और यही बयान टीवी पर दिखा और साइट पर छपा है कि वे हमेशा जाति मुक्त समाज के लिए काम करती रही हैं।…और वे ऐसे हर उपाय का समर्थन करेंगी जो जाति मुक्त समाज बनाने की दिशा में हो। बाकी बयान आप खुद ही पढ़ लीजिए। इस बयान को जाति आधारित जनगणना के विरोध में दिया गया बयान कैसे माना जाए। सवर्ण नजरिए से न देखें तो आप इसे जाति आधारित जनगणना के पक्ष में दिया गया बयान भी मान सकते/सकती हैं।

ऐसे अनुभव लगातार बताते हैं कि मीडिया को सर्वसमावेशी और पूरे देश के हित में सोचने वाले माध्यम के रुप में देखना बचपना होगा। मीडिया सत्ता संरचना का हिस्सा है और इसी रूप में काम करता है। कुछ लोग इसमें अपवाद के रूप में कुछ अलग करने की कोशिश करते हैं लेकिन वे माइक्रो माइनोरिटी हैं।
सवाल उठता है कि क्या मीरा कुमार इस खबर पर ऐतराज जताएंगी। क्या वे अपने कार्यालय से एक पत्र जारी कर यह निर्देश देंगी कि इस खबर को सुधार कर दिखाया जाए और चैनल और साइट इसके लिए माफी मांगे? आप सब लोग मीरा कुमार को जानते हैं। आप बताइए कि मीरा कुमार क्या करेंगी?

दैनिक भास्कर इस बात पर शर्मिंदा है कि सरकार लोगों की जातियां गिनने वाली है और वह भी 21वीं सदी में। दैनिक भास्कर ने 9 जून को पहले पन्ने पर लगभग एक चौथाई जगह और फिर अंदर एक पूरे पन्ने पर जाति आधारित जनगणना को लेकर एक सर्वेक्षण छापा है और इसे देश की राय बताया है। इस सर्वेक्षण के मुख्य नतीजे इस तरह हैं।
♦ 58 फीसदी लोगों की राय में जाति आधारित जनगणना शर्म का विषय है। सिर्फ 23 फीसदी को लगता है कि यह शर्म की बात नहीं है।
♦ 41 फीसदी ग्रामीण युवाओं की चिंता है कि जाति आधारित जनगणना कराने से गांवों में झगड़े बढ़ेंगे।
♦ 57 फीसदी शहरी युवाओं को लगता है कि जाति आधारित जनगणना से फिर से आरक्षण की आग लगेगी।
♦ 47 फीसदी की राय में जाति जनगणना कराने का मकसद बांटो और राज करो है?
♦ 55 फीसदी की राय में जाति आधारित जनगणना राजनीतिक फायदे के लिए करायी जा रही है। सिर्फ 26 फीसदी को लगता है कि इसके पीछे राजनीति नहीं है।
♦ जाति आधारित जनगणना कराने का सबसे ज्यादा फायदा (45.41 फीसदी) कांग्रेस को होगा।
♦ 55.61 फीसदी को लगता है कि इसके बाद आरक्षण में बदलाव की मांग उठेगी।
♦ 42.12 फीसदी लोगों की राय में इस देश में जातिहीन समाज होना चाहिए।
इस सर्वे की विधि के बारे में बताया गया है कि "दैनिक भास्कर ने इस अहम मसले पर एक पखवाड़े तक सीधे अवाम की नब्ज को टटोला। आठ राज्यों के 34 शहरों और 178 गांवों तक जाकर सवा सौ से ज्यादा पत्रकारों ने 6753 लोगों की राय ली।"
इस सर्वेक्षण का समन्वय विपुल गुप्ता ने किया है। रिपोर्ट को विजय मनोहर तिवारी ने लिखी है और कॉपी लिखने में सहयोग किया है अतुल गुप्ता ने। इलस्ट्रेशन गौतम चक्रवर्ती का है और डिजाइन दीपक बुढ़ाना का है। इस रिपोर्ट के साथ अखबार के ग्रुप एडिटर श्रवण गर्ग का एक आलेख है – "यह तो कबीलाई संस्कृति की वापसी है।" इस आलेख के अंत में वे कहते हैं – "दैनिक भास्कर द्वारा करवाया गया सर्वेक्षण अगर कोई पैमाना है तो देश की जनता के बहुमत ने तो अपना जवाब दे दिया है।"
भास्कर इस देश का प्रतिष्ठित समाचार पत्र समूह है और इसके पाठकों में सभी जाति समूहों के लोग हैं। यह किसी खास जाति या जाति समूह का अखबार नहीं है, इसलिए यह माना जाना चाहिए कि इस सर्वेक्षण और उसकी रिपोर्ट लिखने में ईमानदारी बरती गयी होगी और कोई जातिगत दुराग्रह या पूर्वग्रह नहीं होगा। लेकिन इस सर्वे की विधि पर ही कुछ सवाल हैं, जिन्हें स्पष्ट किया जाना चाहिए।
- यह सर्वे किन लोगों के बीच किया गया यह स्पष्ट नहीं है। भारत की सामाजिक विविधता का ध्यान इस तरह के सर्वे में न रखा जाए तो नतीजे गलत आएंगे। यह भास्कर की नीयत का सवाल नहीं है बल्कि सर्वे की वस्तुनिष्ठता का सवाल है।
- क्या इस सर्वे के लिए सैंपल चुनते समय इस बात का ध्यान रखा गया था कि इसमें दलित और पिछड़ी जाति के लोग, अल्पसंख्यक, आदिवासी और सवर्ण सभी अनुमानित संख्यानुपात में शामिल किये गये थे। यानी क्या इस सर्वे में जिनसे राय पूछी गयी, उनमें लगभग 24 फीसदी दलित-आदिवासी और लगभग 52 फीसदी पिछड़ी जातियों के लोग थे? या फिर भास्कर, जिसे देश की राय बताता है, वह सिर्फ सवर्णों की राय है?
- इस सर्वे में जवाब देने वालों में सवर्ण कितने थे। जिस देश में (24+52) यानी 76 फीसदी आबादी आरक्षण के प्रावधान के दायरे में हो, उस देश में कोई सर्वेक्षण अगर यह बताये कि शहरों के 57 फीसदी युवाओं को लगता है कि आरक्षण "आग" है, जो जाति जनगणना से फिर भड़क जाएगी, तो यह सवाल जरूर उठेगा कि सर्वे किन लोगों के बीच किया गया है।
- किसी भी सर्वे की विश्वसनीयता और वस्तुनिष्ठता इस बात पर भी निर्भर है कि सर्वे करने वाले कितने वस्तुनिष्ठ हैं। इस संदर्भ में भास्कर को यह बताना चाहिए कि सर्वे करने वाले सवा सौ पत्रकारों में क्या एक भी दलित, आदिवासी, पिछड़ा या अल्पसंख्क था। अगर सर्वे करने वालों में देश की 85 फीसदी आबादी का प्रतिनिधित्व शून्य या नाममात्र का था, तो सर्वे एक खास तरीके के नतीजे लेकर आ सकता है।
भास्कर ने 6,753 लोगों के बीच सर्वेक्षण करके एक राय लोगों के सामने रखी है। हम चाहते हैं कि भास्कर एक सर्वेक्षण अपने उन सवा सौ पत्रकारों के बीच करे और उनसे ये सवाल पूछे -
♦ क्या वे सवर्ण हैं?
♦ क्या वे जनेऊ पहनते हैं और नाम के अंत में जाति सूचक उपनाम रखते हैं?
♦ क्या वे दलित हैं?
♦ क्या वे आदिवासी हैं?
♦ क्या वे पिछड़ी जाति के हैं?
♦ क्या उन्होंने अंतर्जातीय शादी की है?
♦ क्या उनके बच्चों ने अंतर्जातीय शादी की है?
♦ क्या उन्होंने सर्वे करते समय समाज की विविधता का संख्यानुपात में ध्यान रखा?
♦ उन्होंने कितने दलितों, आदिवासियों और पिछड़ों से सवाल पूछे…
♦ उन्होंने कितने सवर्णों से सवाल पूछे…
इसके अलावा कुछ सवाल भास्कर से…
♦ भास्कर के उच्च संपादकीय पदों यानी समाचार संपादक और ब्यूरो चीफ से ऊपर के पदों पर कितने सवर्ण और उनमें कितने ब्राह्मण हैं?
♦ इन पदों पर एक भी दलित या आदिवासी है तो उसका नाम बताएं। ऐसे कुल कितने पदों पर दलित, आदिवासी और पिछड़े हैं?
♦ भास्कर के कितने स्थानीय संपादक और संस्करण प्रभारी सवर्ण हैं?
इन सवालों के जवाब चंद मिनटों में दिये जा सकते हैं। इसके जवाब का अध्ययन करके यह समझा जा सकता है कि भास्कर को जातिगत जनगणना से शर्म क्यों आती है। जाति आधारित जनगणना पर सर्वेक्षण को लेकर निकाले गये भास्कर के पन्ने पर सामग्री जुटाने से लेकर लिखने और डिजाइन बनाने से लेकर आलेख लिखने में एक भी दलित, आदिवासी, पिछड़ी जाति या अल्पसंख्यक समुदाय के व्यक्ति का न होना (विपुल गुप्ता, विजय मनोहर तिवारी, अतुल गुप्ता, गौतम चक्रवर्ती, दीपक बुड़ाना, श्रवण गर्ग) क्या सिर्फ संयोग है या फिर यह भास्कर समेत भारतीय मीडिया की सामाजिक नीति का नतीजा है?
भास्कर ने जाति आधारित जनगणना विवाद पर दो संपादकीय और लगभग एक दर्जन आलेख छापे हैं। इसमें से सभी एक ही विचार के यानी जाति आधारित जनगणना के खिलाफ हैं। वेद प्रताप वैदिक इस मुद्दे पर दो-दो बार छपते हैं। ऐसा क्यों है? बाकी कई अखबार कम ही सही, लेकिन इक्का-दुक्का लेख जाति आधारित जनगणना के पक्ष में भी छाप रहे हैं। निष्पक्ष होने का छद्म रचने के लिए भी वे ऐसा करते हैं। द हिंदू जाति आधारित जनगणना के खिलाफ है, लेकिन उसने भी पहले योगेंद्र यादव और कल सुखदेव थोराट का लेख जाति आधारित जनगणना के पक्ष में छापा है। भास्कर जाति आधारित जनगणना के खिलाफ अभियान चलाये, इससे किसी को शिकायत क्यों होगी? लेकिन वह निष्पक्ष होने का दावा करना छोड़ दे। यानी जाति पर बात करने से पहले भास्कर बताये कि उसकी जाति क्या है।

ब्रिटेन में महंगी होगी विश्वविद्यालय की पढ़ाई
ब्रिटेन में पढ़ने वाले ब्रिटिश और अंतर्राष्ट्रीय छात्रों को पढ़ाई के लिए अब मोटी फीस चुकानी पड़ सकती है।
इसकी वजह ब्रिटेन की नई गठबंधन सरकार की विश्वविद्यालयों पर खर्च में कमी किए जाने की तैयारी है जिसे देखते हुए विश्वविद्यालय प्रबंधन फीस बढ़ा सकते हैं।
इसकी मार सबसे पहले घरेलू और यूरोपीय संघ के छात्रों पर पड़ सकती है जिनकी वर्तमान फीस की सीमा इस समय प्रतिवर्ष 3225 पाउंड है। उन्हें कम ब्याज दरों पर तथा करदाताओं की सहायता से कर्ज मिलता है। छात्र जब सालाना 15000 पाउंड कमाने लायक होते हैं, तभी वे उस कर्ज की अदायगी शुरू करते हैं। यह अदायगी भी बहुत कम दरों पर होती है।
विश्वविद्यालय प्रबंधन फीस की सीमा बढ़ाने की मांग कर रहे हैं। ब्रिटेन के शीर्ष 20 विश्वविद्यालयों वाले रसेल ग्रुप ऑफ यूनिवर्सिटीज ने सिफारिश की है कि यह वृद्धि 7000-8000 पाउंड के बीच यर्थाथपरक होनी चाहिए। वह ब्याज की दरें बढ़ाने का भी अनुरोध कर रहा है ताकि कर्ज लौटाने वाले छात्रों के सिर से बोझ घटाया जा सके।
लेबर पार्टी की सरकार ने इस साल घोषणा की थी कि आने वाले तीन बरसों में विश्वविद्यालयों, बजट, अनुसंधान कोष और छात्रों की सहायता राशि में कमी करेगी।
वर्तमान सरकार का कहना है कि वह अगले साल से विश्वविद्यालयों को मिलने वाले अनुदान में 82 प्रतिशत की कटौती करेगी और छात्रों के स्थान 10,000 से घटाकर आधा कर देगी।
डेविड कैमरन सरकार छात्रों से जुड़े वित्तीय मसलों पर लॉर्ड ब्राउन की अध्यक्षता वाले स्वतंत्र पैनल की रिपोर्ट की प्रतीक्षा कर रही है। यह रिपोर्ट इसी शरद् ऋतु में आ सकती है, लेकिन दबाव लगातार बढ़ता जा रहा है।
बहुत से विश्वविद्यालय अतर्राष्ट्रीय छात्रों के लिए अधिक फीस के साथ सीटें बढ़ाने पर विचार कर रहे हैं। (आईएएनएस)

दिलीप मंडल ♦ जाति और जाति भेद भारतीय सामाजिक जीवन की सच्चाई है, इससे किसी को इनकार नहीं हो सकता। राजनीति से लेकर शादी-ब्याह के फैसलों में जाति अक्सर निर्णायक पहलू के तौर पर मौजूद है। ऐसे समाज में जाति की गिनती को लेकर भय क्यों है? जाति भेद कम करने और आगे चलकर उसे समाप्त करने की पहली शर्त यही है कि इसकी हकीकत को स्वीकार किया जाए और जातीय विषमता कम करने के उपाय किये जाएं। जातिगत जनगणना जाति भेद के पहलुओं को समझने का प्रामाणिक उपकरण साबित हो सकती है। इस वजह से भी आवश्यक है कि जाति के आधार पर जनगणना करायी जाए।

दिलीप मंडल ♦ वैदिक जी, इसी देश के कई राज्य 50 फीसदी से ज्यादा आरक्षण देते हैं। तमिलनाडु 69 फीसदी आरक्षण देता है। और यह किसने कहा कि 50 फीसदी से ज्यादा आरक्षण किसी हालत में नहीं दिया जा सकता। 50 फीसदी की सीमा सुप्रीम कोर्ट ने बालाजी केस में लगायी थी। इसे सुप्रीम कोर्ट की ज्यादा जजों की पीठ भी बदल सकती है और संसद भी। और नवीं अनुसूची में डालकर संसद ऐसे कानून को अदालती पड़ताल से मुक्त भी कर सकती है… जनगणना में गलत जानकारी देने पर सजा का प्रावधान है। जनगणना अधिनियम 1948 को पढ़ें। और किसी ने अपनी जाति कुछ भी लिखा दी, वह कानूनी प्रमाण है, यह किस विद्वान ने बता दिया? एक बार तथ्यों को दोबारा जांच लें।

दिलीप मंडल ♦ निरुपमा की हत्या का विरोध करने वालों से पूछा जा रहा है कि अगर निरुपमा की जगह आपकी बेटी होती, तो क्या आप तालियां बजाते। ऐसे प्रश्नों का उत्तर तात्कालिकता से परे ढूंढना होगा। अगर आने वाले दिनों में और कई निरुपमाओं की जान बचानी है तो उस वर्ण व्यवस्था की जड़ों को काटने की जरूरत है, जिसकी अंतर्वस्तु में ही हिंसा है। निरुपमा की हत्या करने वाले आखिर उस वर्ण व्यवस्था की ही तो रक्षा कर रहे थे, जो हिंदू धर्म का मूलाधार है। अंतर्जातीय शादियों का निषेध वर्ण-संकर संतानों को रोकने के लिए ही तो है… वर्ण व्यवस्था सिर्फ दलितों और पिछड़ों का हक नहीं मारती, निरुपमा को भी मारती है।

डेस्क ♦ रवीश कुमार कुत्तों के सम्मान की रक्षा करना चाहते हैं। वे कहते हैं कि लालू और मुलायम की तुलना किसी और से हो सकती थी। इसलिए वे चाहते हैं कि हम सब कुत्तों के सम्मान में मैंदान में आ जाएं। दिलीप मंडल ने उनसे इस टिप्पणी को हटाने का अनुरोध किया है। दिलीप की राय में इस टिप्पणी की भाषा में जातीय घृणा है। इसलिए रवीश गडकरी को जी कहते हैं और लालू-मुलायम के साथ जी नहीं लगा पाते। इस सवाल पर फेसबुक में जबर्दस्त बहस हुई है। भारतीय समाज और इंटरनेट के कुछ उलझे तारों को समझने में यह बहस मदद कर सकती है।

बीते रविवार 9 मई 2010 को दिल्ली से मानवाधिकार समर्थकों की एक टीम ने रविवार को हिसार जिले के मिरचपुर गांव का दौरा किया। इस गांव में पिछले महीने की 21 तारीख (21 अप्रैल 2010) को दबंग जातियों के हमलावरों ने दलितों की बस्ती पर हमला किया था और 18 घरों को आग लगा दी थी। इस दौरान बारहवीं में पढ़ रही विकलांग दलित लड़की सुमन और उसके साठ वर्षीय पिता ताराचंद की जलाकर हत्या कर दी गयी। दलितों की संपत्ति को काफी नुकसान पहुंचाया गया और कई लोगों को चोटें आयीं। इस आगजनी और हिंसा के ज्यादातर आरोपी अब भी पुलिस की गिरफ्त से बाहर हैं। दलितों का आरोप है कि इस घटना के मास्टरमाइंड अब भी खुलेआम घूम रहे हैं और लोगों को धमका रहे हैँ।

दिलीप मंडल ♦ जो लोग नैतिकता के नये को-ऑर्डिनेट्स को नहीं समझ रहे हैं या नहीं मानना चाहते, उन्हें ऐसा करने का पूरा अधिकार है। अगर उन्हें लगता है कि इस तरह की यौन स्वच्छंदता समाज के लिए अहितकारी है, तो हम उनकी भावना का आदर करते हैं। अपेक्षा सिर्फ इतनी है कि आदर का यही भाव वे उन लोगों के प्रति भी रखें, जो बदलते समय और बदलते मानदंडों के साथ चाहे-अनचाहे बदल गये हैं। हम यह नहीं चाहते कि भारतीय संस्कृति की पुरातनपंथी अवधारणा को मानने का आपका अधिकार, इसे न मानने के किसी और के अधिकार को बाधित करे। हम यह समझते हैं कि नये और पुराने के बीच इस समय तीखी लड़ाई चल रही है। इस लड़ाई में जो पक्ष पीछे हट रहा है, उसकी आक्रामकता को भी हम समझ सकते हैं।

दिलीप मंडल ♦ इस समय भारतीय राजनीति में इन तीनों समूहों के शिखर पर सवर्ण हावी हैं। कांग्रेस में शिखर पर मौजूद तीन नेता – अध्यक्ष सोनिया गांधी (राजीव गांधी से शादी के बाद उन्हें ब्राह्मण मान लिया गया), प्रधानमंत्री मनमोहन सिंह और प्रणव मुखर्जी सवर्ण हैं। बीजेपी में अध्यक्ष नितिन गडकरी, लोकसभा में विपक्ष की नेता सुषमा स्वराज, राज्यसभा में विपक्ष के नेता अरुण जेटली, तीनों ब्राह्मण हैं। सीपीएम और सीपीआई के नेतृत्व में ब्राह्मण और सवर्ण वर्चस्व तो कभी सवालों के दायरे में भी नहीं रहा। कारात, येचुरी, पांधे, वर्धन, बुद्धदेव की पूरी कतार वामपंथी दलों के नेतृत्व में सामाजिक विविधता के अभाव का प्रमाण है।

दिलीप मंडल ♦ लोकसभा और विधानसभाओं में पिछड़ी जातियों की बढ़ती उपस्थिति को महिला आरक्षण विधेयक के जरिये नियंत्रित करने की कोशिश की जा रही है। राज्यसभा में महिला आरक्षण विधेयक पर चर्चा के दौरान बहुजन समाज पार्टी के सतीश चंद्र मिश्र ने यह सवाल उठाया। सरकार और प्रमुख विपक्षी दलों की नीयत को लेकर संदेह व्यक्त किये जा रहे हैं। यह सवाल भी उठाया जा रहा है कि क्या इस बिल के पास होने के बाद पहले से ही कम संख्या में नौजूद मुस्लिम सांसदों और विधायकों की संख्या और कम हो जाएगी। 2001 की जनगणना के मुताबिक देश की आबादी में 13.4 फीसदी मुस्लिम हैं। इतनी संख्या के हिसाब से लोकसभा में 72 मुस्लिम सांसद होने चाहिए। जबकि वर्तमान लोकसभा में सिर्फ 28 मुस्लिम सांसद हैं।

Arjun Singh (Hindi: अर्जुन सिंह born November 5, 1930) is an Indian politician from the Indian National Congress party. He was the Union Minister of Human Resource Development in the Manmohan Singh cabinet from 2004 to 2009. He belongs to the Churhat Jagir under ex-Princely State of Rewa, Madhya Pradesh.[1] He is a Rajput from the Kshatriya (warrior) community. He was not included in the current cabinet on grounds of his failing health. His father, Rao Shiv Bahadur Singh, who was also a politician.
Arjun Singh is married to Saroj devi of Pratapgarh near Amarpatan in Satna, M.P. and the couple have two sons and a daughter.

Arjun Singh was a minister in the P.V. Narasimha Rao cabinet but he resigned after the Babri Masjid demolition. At the time, he formed the All India Indira Congress (Tiwari) with the support of Ex- CM of UP and Uttaranchal Mr. Narayan Dutt Tiwari as President, but they lost 1996 Loksabha elections and the Congress too lost power at the center. Later he returned back to Congress and lost again of Chief Minister of Madhya Pradesh three times & Governor of Punjab once for a short period. As Governor of Punjab worked for Rajiv-Longwal Accord for peace in Punjab. He was awarded the Outstanding Parliamentarian Award for 2000.

Bhopal Gas Tragedy Arjun Singh was the Chief Minister of Madhya Pradesh when the deadly gas leak from the Union Carbide factory occurred. It is widely alleged that on the fateful night between December 2,1984 and December 3,1984 , when the gas leak occurred, Arjun Singh fled to his Kerwa Dam palace (outside Bhopal) to save himself from deadly effects of leaked gas and was not available to manage the crisis or lead the administration. It is alleged that he helped Warren Anderson (accused in Bhopal gas tragedy) to fly out of India.[4]
While Arjun Singh was the Chief Minister of Madhya Pradesh, he was involved in the scandal which was called by some the Churhat Lottery case in the 1980s, in which allegations, never proved, were levelled that he had helped set up a phony state lottery.[5]
After the Mumbai train bombings of 2006, he reportedly quoted at a Cabinet meeting the statements of a former judge of the Maharashtra High Court that an earlier attempt on the headquarters of the Hindu revivalist Rashtriya Swayamsevak Sangh in Nagpur had been a plot set into motion by the Sangh itself. This followed his denouncement of the Ekal Vidyalayas, one-teacher schools run for the benefit of the tribals of India by the Vishwa Hindu Parishad.[6], as communal.[7]
A case under the Anti-Dowry Act has been registered against Arjun Singh.[8] Mayawati government has decided to seek CBI inquiry into dowry harassment case.[9]
Arjun Singh is accused of irregularities and corruption in the grant of Deemed University status to private for-profit educational institutions which did not meet requisite educational standards, during his tenure as Minister for Human Resources Development. The Government of India initiated proceedings to repeal the "Deemed University" status of 44 such institutions in Jan 2010.[10]
[edit] Reservation controversy
Additional controversy was created in 2005 by drafting the proposed 104th Amendment Bill to the constitution, which subsequently became the 93rd Amendment. According to this amendment, which has yet to pass the 'Basic Structure' test of constitutionality by the Supreme Court, all private unaided educational institutes could be asked by their State Governments to reserve seats for designated Other Backward Classes. In early 2006, Singh also sought to increase caste-based reservation quotas for the Other Backward Classes (OBCs) in the internationally reputed Indian Institutes of Technology and Indian Institutes of Management, along with other Indian central government run institutes of higher studies, from 22.5% to 49.5%, a measure which came under intense criticism by the press and by the anti-reservation Arjun Singh plans to impose quotas not just in 32 Central institutions, but also in over 100 deemed universities.This is expected to cause huge problems in the quality of education.
He noted, in the context of Dalit Muslim reservations that "the UPA is entirely committed towards the cause of Muslims". He is then said to have viewed the reservations as a tool to a votebank for his Congress Party.[11]

The Bengali bhadralok, a class that epitomises sobriety, culture and political awareness, is today a confused lot. The bafflement has its roots in the wind of change that has been sweeping across Bengal for the for the past two years. On the one hand, there is a growing awareness among them that the three-decade-old rule by the CPI(M)-led Left Front is on its way out. On the other, there is apprehension about how this change will play out in reality, and what it means for them and their beloved Bengal.
Their hope, laced with anxiety, stems from the fact that Mamata Banerjee and her Trinamool Congress, which is likely to grab power in the next assembly elections due in May 2011, perhaps in an alliance with the Congress, is an unknown quantity. Will the change of guard lead to peace, prosperity and development for Bengal? Will it bring an end to the corruption, nepotism and arrogance that a large number of Bengalis had started to associate with the CPI(M)? Or will it push open the gates of pandemonium, where developmental stasis will be the order of the day, unless it's a pet project sanctioned by the Trinamool, or more precisely by its chief, Mamata Banerjee?
"It is going to be a one-person rule," writer Sunil Gangopadhyay told Outlook. "She seems to be winning the people's mandate but Mamata is yet to state clearly what programmes she will pursue when in power," he added. He referred to Mamata's oft-quoted claims of turning Calcutta into London without bothering to spell out how she plans to do that.
But development is not the only worry that Gangopadhyay has; as a writer, he is also apprehensive whether the new regime will impose curbs on freedom of expression. "I am not sure how much respect she has for freedom of expression. But I will not like to jump the gun. Let me wait and see what is in store."
Gangopadhyay's concerns may be valid, but some may see them as biased, for he is known for his proximity with the ruling Left Front. However, his views are being debated in different sections of the Calcutta intelligentsia—the writers, musicians, actors, sportsmen and filmmakers who form the creative upper crust of the Bengali bhadralok. "It is almost a foregone conclusion that Trinamool is coming to power in West Bengal," legendary footballer Chuni Goswami told Outlook. "There is nothing wrong in a change, especially one that comes after a long time. Let us wait and see what it brings."

Traditionally, Bengali intellectuals have been politically conscious and many have been part of politico-cultural movements like the one led by the Indian Peoples' Theatre Association in the 1940s and 1950s. Many others retained their independence and refused to join any political outfit. For instance, noted Bengali writer and poet Annadashankar Roy went against the popular current by refusing to write an article for a weekly against the Chinese after the 1962 Sino-Indian conflict. Similarly, film-maker Satyajit Ray did not hesitate to come out with a public condemnation of China during the Tiananmen Square massacre of 1989, even though he was aware that it wouldn't have gone down well with leaders of the Left Front.
But, over the years, many intellectuals seemed to have lost that freedom. Under Buddhadeb Bhattacharya, wags started deriding "buddhijibis"—the Bengali word for intellectuals—as "buddhajibis", or those who earn a living out of Buddhadeb's patronage. Nandigram came as the first serious breach in the Left citadel: a large number of intellectuals hitherto close to the establishment resigned from the various posts they held and took to the streets to protest the police atrocities against the people of Nandigram, in East Midnapore district, where the government was planning to develop a chemical hub.
Nandigram engendered an atmosphere of ferment in Bengal, which helped bring Mamata, then licking her wounds after the 2006 assembly polls drubbing, to the political centrestage. Today, it's being asked whether many of the erstwhile "buddhajibis" were trying to become "didijibis", a clear reference to those intellectuals who have started enjoying Mamata's patronage.
"In today's Bengal, an intellectual or a creative artist cannot survive unless he belongs to a political party," Bratya Basu, thespian and TV actor, told Outlook. He is unapologetic about joining the Mamata camp and now openly campaigns for her. "When I did not belong to any political party, I was harassed endlessly. The CPI(M) has taught me that to survive as an artiste in Bengal one has to choose a political camp."
Yet, it's precisely this prospect of intellectuals cohering around the establishment in a cosy compact—in effect, a continuation of the status quo, with a mere superficial change of hue—that troubles many. Noted thespian Bibhas Chakraborty, who resigned from the Natya Academy after Nandigram, voices the ambivalence: "There is no doubt that people want a change and Mamata is the rallying point for them." But asked if he thought an artist's freedom of expression will be respected under the Trinamool, he said that must be guaranteed. "We are entering unchartered territory. We will have to strive for freedom of expression, in particular the space for a dissenting voice."
Many public figures, including those who were there at Nandigram, are sceptical whether the new regime will allow any such freedom once it realises its policies too would form the subject of public debate. As filmmaker Aparna Sen says, "People of Bengal want a change. But I don't know whether Trinamool is the answer. I want to keep my independence, respond on issues I think are important. I don't think this can be done if one joins a political party." Actor Kaushik Sen concurs. He says nothing will change unless civil society is willing to speak against any anti-people policy. उसने जर्नलिज्म एंड मास कम्यूनिकेशन में बैचलर की डिग्री ली है. वह डीयू (दिल्ली यूनिवर्सिटी) से ग्रेजुएट है. कैमरा हैंडल करने में उस्ताद है. पत्रकारिता में कई जगह भाग्य आजमाया पर उसकी किस्मत ने साथ नहीं दिया. कई और धंधे किए पर कहीं जम नहीं पाया. आखिरकार वह बन गया एक शातिर ब्लैकमेलर. इस काम के लिए उसने एक एनजीओ का सहारा लिया. हम बात कर रहे हैं सुभाष कुमार शर्मा की. 'लड़का होगा या लड़की' की पहचान के लिए किए जाने वाले प्रतिबंधित प्री नेटल डायग्नोस्टिक टेस्ट (पीएनडी टेस्ट) के स्टिंग ऑपरेशन के नाम पर डॉक्टरों को डरा धमकाकर उनसे पैसे ऐंठने वाले शख्स को दिल्ली पुलिस ने गिरफ्तार कर लिया है. उसकी पहचान नजफगढ़ निवासी सुभाष कुमार शर्मा के रूप में हुई. उसके पास से एक कार, पोर्टेबल डीवीडी प्लेयर, एक सीडी, 4 मोबाइल, एक वायरलेस सेट और दो पैन कार्ड बरामद हुए. उसके गिरोह में कई लोग हैं.

आफिस में अगर जूनियर लोग आराम फरमाने लगें तो सीनियरों की त्योरी चढ़ जाती है. लेकिन जब सीनियर आफिस में खुलेआम सीट पर बैठे बैठे नींद की आगोश में चले जाएं तो भला उन्हें कौन टोके-रोके. इन तीनों तस्वीरों को देखिए. एक चैनल के वरिष्ठ पदों पर आसीन लोग हैं ये. आराम से नींद ले रहे हैं. उसी चैनल के कुछ पीड़ित लोगों ने ये तस्वीरें भड़ास4मीडिया को मुहैया कराई हैं. इन पीड़ितों का तो अनुरोध है कि चित्र छाप दें और चैनल का नाम भी दे दें. पर भड़ास4मीडिया उन लोगों से कहना चाहेगा कि किसी की यूं छीछालेदर करना ठीक नहीं है. नींद है, आ ही जाती है. अगर घर में आराम न मिला हो तो उसका असर आफिस में काम के दौरान दिखता है. आफिस में सो जाना आफिस के अनुशासन के लिहाज से तो गलत है.

भोपाल गैस कांड के दोषियों को दण्डित करने को लेकर सात जून को जब यहां की अदालत ने अपना फैसला सुनाया तो भोपाल के मीडिया ने छाती पीट-पीट कर आसमान सर पर उठा लिया, ऐसा लगा जैसे मीडिया का सब कुछ लुट गया हो। बरसाती मेंढक की तरह सभी क़लमवीर गहरी नींद से जाग गए, कानून के इस पेंचीदा मसले की ऐसे-ऐसे लोगों ने समीक्षा कर डाली जिनका कानून की किताब से कभी भी सीधा वास्ता नहीं रहा, बस लिखना था, सो लिख दिया। हकीकत यह है कि अदालत ने जो फैसला सुनाया है वह अप्रत्याशित नहीं है। फैसले के अंजाम के बारे में सभी जानते थे, क्योंकि अदालत में जिस धारा 304ए को लेकर मुकदमा चल रहा था उसका नतीजा यही निकलना था। लेकिन 8 जून को सभी अखबारों ने फैसले को अप्रत्याशित घटनाक्रम की तरह पेश किया।

ईटीवी के रिपोर्टर पूरन सिंह रावत और आज अखबार के रिपोर्टर अनुज मिश्रा पर हमले की सूचना मिली है. उत्तराखंड के उधम सिंह नगर से खबर है कि ईटीवी के पत्रकार पूरन सिंह रावत पर परसों रात उस समय २ लोगों ने हमला किया जब वो खेल कर वापस अपने घर की तरफ आ रहे थे. श्री रावत ने रुद्रपुर कोतवाली में मुकदमा दर्ज करा दिया है. इधर हमले के दोषियों की गिरफ्तारी की मांग को लेकर पत्रकारों ने वरिष्ठ पुलिस अधीक्षक से मुलाक़ात की. गौरतलब है कि ईटीवी के पत्रकार श्री रावत बीती रात खेलने के बाद मोटर साइकिल से अपने घर वापिस आ रहे थे तो इन्द्रा कॉलोनी के पास मोटर साइकिल पर सवार २ युवकों ने श्री रावत की आँखों में मिर्च पाउडर झोंकने की कोशिश की. पर श्री रावत किसी तरह अपने आप को बचा कर एक घर में घुस गए. बाद में श्री रावत व अन्य पत्रकार कोतवाली पहुच गए और उन्होंने २ अज्ञात लोगों के खिलाफ मुकदमा कायम करा दिया है.

लखनऊ से खबर है कि हिंदी दैनिक डेली न्यूज एक्टिविस्ट (डीएनए) के ग्रुप एडिटर देशपाल सिंह पंवार को तत्काल प्रभाव से बर्खास्त कर दिया गया है. प्रबंधन ने यह फैसला लेने के बाद बर्खास्तगी से संबंधित एक छोटी खबर भी अखबार में प्रकाशित करा दिया है. इस खबर में कहा गया है- ''गंभीर आर्थिक और चारित्रिक शिकायतों के कारण डेली न्यूज एक्टिविस्ट प्रबंधन ने देशपाल सिंह पंवार को तत्काल प्रभाव से समूह संपादक पद से बर्खास्त कर दिया है.'' पंवार के खिलाफ किस तरह की शिकायतें थीं, इसका पता नहीं चल सका है. पंवार ने पिछले साल अगस्त महीने में डेली न्यूज एक्टिविस्ट ज्वाइन किया.

शायर हसन कमाल को जीवंती गौरव सम्मान : जीवंती फाउंडेशन, मुम्बई ने भवंस कल्चरल सेंटर, अंधेरी के सहयोग से शनिवार 5 जून को एस.पी.जैन सभागार में शायर हसन कमाल को 'जीवंती गौरव सम्मान' से सम्मानित किया। सम्मानस्वरूप वरिष्ठ पत्रकार नंदकिशोर नौटियाल ने उन्हें प्रशस्तिपत्र और स्मृतिचिन्ह भेंट किया। समारोह संचालक आलोक भट्टाचार्य ने शायर हसन कमाल का ऐसा आला तवारूफ़ कराया कि उसे सुनकर सामईन परेशान और शायर पशेमान हो गया। जवाबी कार्रवाई हुए शायर हसन कमाल ने कहा- एक पल को मुझे लगा कि कहीं मैं अल्लाह को प्यारा तो नहीं हो गया…क्योंकि ज़िंदा आदमी की इतनी तारीफ़ तो कोई नहीं करता।

पत्रकारिता का 'प' ना जानने वाले व्यवसायी पैसा कमाने के लिये किस हद तक गिर सकते हैं, इसका अंदाजा लगाना मुश्किल है। अभी कुछ समय पूर्व मैंने 'मी न्यूज' एंव 'मी होम' (कंपनी- मानव इंटरटेनमेंट एंड मीडिया प्राईवेट लिमिटेड) चैनलों के बारे में कुछ बातें अपने मीडिया भाइयों के समक्ष रखी थी। इस पर आप सभी ने मेरे इस प्रयास को काफी सराहा था। आज उसी कड़ी में इस चैनल के मालिक पीयूष सपू्र / गोपी सप्रू एंव उनके कर्मचारियों के कुछ और कारनामों का खुलासा कर रहा हूँ। कुछ समय पूर्व मैंने आप सभी को बताया था कि इस चैनल को सूचना एवं प्रसारण मंत्रालय (एमआईबी) से कोई लाइसेंस जारी नहीं किया गया था।

संघ के पूर्व संपादकों में सांसदी को लेकर महाभारत : आर्गनाइजर और पांचजन्य के पूर्व संपादकों का इस तरह चर्चा में आना संघ के खांटी स्वयंसेवकों को शायद भा नहीं रहा होगा। लेकिन सच तो सच है। संघ की कथित ईमानदार, उज्जवल छवि को दागदार बनाते हुए दो शीर्ष पत्रकार इस तरह से भिड़ेंगे, संघ के नेताओं ने सोचा भी न होगा। पांचजन्य के पूर्व संपादक और भाजपा प्रवक्ता तरुण विजय की राज्यसभा उम्मीदवारी पर आर्गनाइजर के पूर्व संपादक शेषाद्रिचारी का भड़क उठना लाजिमी था। वो तरुण विजय के भाजपा प्रवेश के काफी अरसा पूर्व से भाजपा की सेवा कर रहे थे। उन्हें संघ ने सन् 2002 में ही भाजपा में राष्ट्रीय मंत्री के तौर पर स्थापित कर दिया था। वह उत्तराखण्ड भाजपा के प्रभारी भी रहे। जाहिर है, राज्यसभा में जाने का उनका हक तरुण विजय से पहले बनता था, लेकिन उनकी आस धरी की धरी रह गई। तरुण विजय ने राज्यसभा की सीट उनसे पहले लपक ली।

सावधान. हर एक रिपोर्टर सावधान. हर एक पत्रकार सावधान. खुल चुकी है. आपकी पोल. हो चुका है आपका खुलासा. अगर आपके ऊपर स्पेशल स्टोरी करने का दबाव है और वो भी स्टिंग ऑपरेशन, तो सावधान. आपके सारे पत्ते खुल चुके हैं. आपके सारे गुर जग जाहिर हो चुके हैं. हर भ्रष्टाचारी - व्याभिचारी, सरकारी - गैर-सरकारी, व्यापारी – अधिकारी, नेता-अभिनेता को पता चल चुका है आपकी काबलियत का. लिहाजा सावधान. क्योंकि अब आपके ऊपर मंडरा रहा है खतरा. खतरा, धरे जाने का. खतरा, पिटाई होने का. खतरा, घायल होने का. और खतरा, मौत का... जो बातें मैं कहने जा रहा हूं वो अगर इण्डिया टीवी कहता तो उसके प्रोमो में उपर लिखे वाक्य ही होते क्योंकि 'इण्डिया टीवी' को साक्षात ब्रह्मा जी ने एक शब्द वरदान में दिया है. वो है 'सावधान'.

टीवी वाले जल्दबाजी के चक्कर में गल्ती पर गल्ती करते जा रहे हैं. कभी कोई चैनल गल्ती करता है तो कभी कोई. बिहार के बेगूसराय जिले को ही लें. इस जिले की खबरों को दिखाने में चैनल वाले जरा भी सावधानी नहीं बरत रहे. तभी तो इन दिनों चैनलों में जिंदा लोगों को मारने की होड़ लगी है. हाल ही में महुआ न्यूज पर जिंदा दरोगा की हत्या की खबर प्रसारित करा दी गई. अबकी बारी साधना न्यूज की थी. इसने बरौनी रिफाइनरी में दो लोगों की मौत की खबर चला दी. इससे रिफाइनरी में हड़कंप मच गया. दरअसल, हादसे में दो लोग मामूली रूप से जख्मी हुए थे. यह खबर किसी चैनल के महत्व के लिहाज से थी नहीं. पर साधना न्यूज को जाने किसने ब्रीफ कर दिया कि चैनल पर दो लोगों के मरने की खबर टिकर पर चलने लगी. यकीन न हो तो नीचे दिए गए वीडियो को क्लिक करके देखें. नीचे चलने वाली खबरों की पट्टी में दो लोगों के मौत की खबर चलती दिखेगी.

भारत में अभी तक ऐसा नहीं हुआ है लेकिन जो हालात हैं, उसे देखकर नहीं लगता कि ये दिन भी दूर है जब कोई पत्रकार अपने बास से अतिशय परेशान होकर उसकी हत्या के लिए किसी जान-पहचान वाले बदमाश आदमी को सुपारी दे दे. भारत के बास लोगों को इस खबर को पढ़ने के बाद संभल जाना चाहिए और अपनी जुबान व अपने दिमाग, दोनों को होश में रखने के साथ-साथ संयत भी रखना चाहिए. जो खबर हम पढ़ाने जा रहे हैं वह निकोसिया का मामला है. खबरों के अनुसार साइप्रस में एक महिला टेलीविजन पत्रकार नौकरी से निकाल दी गई थी. निकाले जाने से वह महिला पत्रकार कुछ इस कदर क्षुब्ध हुई कि उसने अपने बॉस को जान से मारने की योजना बना डाली. यही नहीं, इसके लिए उसने हमलावरों को सुपारी के रूप में अच्छे-खासे पैसे भी दिए. इस महिला पत्रकार का नाम येलेना स्कोदेली है. 42 वर्षीय येलेना सोमवार को एकदम सपाट भाव से कटघरे में खड़ी थी.

बहाली के बदले जागरण ने 5 लाख रुपये दिए : किसी अख़बार और पत्रकार के बीच इस देश में सबसे लम्बा चला मुकदमा आखिरकार पत्रकार ने जीत लिया. तबादले और बर्खास्तगी हुए. सब-जज से लेकर हाई कोर्ट तक आधा दर्जन मुकदमे चले. चंडीगढ़ की लेबर कोर्ट में 15 साल तक यह विवाद चला. आखिरकार अखबार ने हार मान ली. उसे पत्रकार को बहाली के बदले मोटी रकम देनी पड़ी. विवाद दैनिक जागरण और जगमोहन फुटेला के बीच था. फुटेला जागरण, नोएडा की शुरुआत से ही संपादक कमलेश्वर की टीम में और सन ९० से चंडीगढ़ ब्यूरो चीफ थे. राजीव गांधी के अंतिम संस्कार की कवरेज के लिए उन्हें खासतौर पर दिल्ली बुलाया गया. उनकी उस स्टोरी को उस दिन के हिंदी अखबारों में सबसे बेहतर मानते हुए उन्हें बीच में राष्ट्रीय ब्यूरो प्रमुख भी बनाया गया था.
