Several other flights were delayed, many of them by over an hour, as the strike from 1230 hours spread in major metro cities with employees walking out of their offices and organising demonstrations to press for their demands.

Air India had last week decided to delay the May salaries by a week. The international flights cancelled were those from Delhi to Jeddah, Abu Dhabi and Dubai (two flights) and one from Amritsar to London, Air India officials said.


'I want to thank DJ Rekha (Malhotra) who's been spinning a little East Room bhangra for everybody - mixing a hip-hop beat with the sounds of her heritage; making a uniquely American sound that may not have been heard in the White House before,' Obama said greeting guests Monday amid loud applause and laughter.


'But you know, that speaks to the promise of this country - a nation that welcomes contributions from all people, all colours, all creeds,' added Obama, who last October became the first US President to celebrate Diwali in the White House with Vedic chants by a Hindu priest and a performance by Penn Masala, the world's first Hindi cappella group formed by Pennsylvania University students.


'We draw strength from the rich tradition that everybody can call America home because we all came from somewhere else except for the first Americans; E Pluribus unum, Out of many, one. And there's no better example of this than the communities that are represented in this room,' he said.


Obama acknowledged the significant number of Asian Americans and Pacific Islanders who work in his administration, several of whom were present at the event, led by the Executive Director of the White House Initiative on Asian American and Pacific Islanders Kiran Ahuja.
Also present were other senior Indian-American White House officials like Chief Technology Officer Aneesh Chopra, Chief Information Officer Vivek Kundra, Counsel and Senior Adviser to the White House Office of Management and Budget Preeta Bansal and Kal Penn, actor-turned-associate White House director for public engagement.


'Your role in America's story has not always been given its due. And many Asian American and Pacific Islanders have known a tremendous unfairness and injustice during our history,' said Obama.


'But we also know that generations of Asian American and Pacific Islanders helped to build this country, defend this country, and make America what it is today,' he said.


'And, obviously it's personal for me, since you need to look no further than my family-my sister Maya (Soetoro Ng), my brother-in-law Konrad (Ng), and my two mischievous nieces, Suhaila and Savita-to know that it is part of America's past but is also going to be part of America's future,' he said.


'And, for this reason, we are here today to celebrate these contributions. But we're also holding this event because I want to make sure we are hearing from you-so that the government does its part on your behalf, just as you're doing your part on America's behalf,' said the president.

Domestic services from Kolkata, Mumbai, Hyderabad and Chennai were also affected. Among the flights delayed was one from Coimbatore to Chennai, which flew in Tamil Nadu Chief Minister M Karunanidhi after a two-hour delay.


In Delhi, Civil Aviation Minister Praful Patel held a meeting with Air India CMD Arvind Jadhav to take stock of the situation, official sources said. They said the airline was planning to curtail operations from tomorrow primarily due to shortage of cabin crew and engineers.


Many of the flights between major metros were combined today in face of the agitation. In Delhi, the airline offered full refund to passengers travelling by flights that were cancelled while those in transit were given hotel accommodation and local transport.


While senior officials said the management had invited leaders of the Air Corporation Employees Union (ACEU) for talks, its General Secretary J B Kadian told PTI this evening that no such invitation has yet been received. Demanding immediate withdrawal of the "gag order", he said the ground staff, cabin crew and engineers, mostly belonging to the erstwhile Indian Airlines, were participating in the strike.


Kadian said no communication has also been received from the office of the Chief Labour Commissioner. Besides the ACEU which claims representation of 12,000 members of the erstwhile Indian Airlines including ground- handling and technical staff and cabin crew, the All India Aircraft Engineers Association has also joined the strike.
The ACEU had served a strike notice on the management and the Chief Labour Commissioner on May 15 against Air India''s decision to defer salary payments. However, that notice had called for a strike from May 31.


The unions belonging to the international wing of Air India have not gone on strike on the issue so far. In Mumbai, All India Cabin Crew Association General Secretary Sanjay Lazar said in a statement that none of its members were participating in the agitation.


He, however, demanded withdrawal of the "gag order" saying it was violative of the Constitution.

How poverty shapes brain

Using a number of imaging techniques, a Canadian researcher will compare the structure and function of brains of young adults from families with low socioeconomic status to those who are middle-class.

James Swain, from University of Michigan, is part of a new generation of neuroscientists investigating how poverty shapes the brain.
He knows that the work has the potential to be controversial, but he hopes it will eventually lead to new teaching methods or early childhood interventions that would help children from low socioeconomic status (SES) families succeed at school and in life.
"That would be the dream, to inform social policy," the Globe and Mail quoted Swain as saying.
He and other neuroscientists are building on preliminary evidence that suggests the chronic stress of living in an impoverished household, among other factors, can have an impact on the developing brain.
Studies suggest that a number of areas of the brain may be affected by low socioeconomic status, including the circuitry involved in language, memory and in executive functions, a set of skills that help us focus on a problem and solve it.
But Amedeo D'Angiulli at Carleton University in Ottawa wants to steer his fellow researchers away from the idea that they should be looking for poverty-related deficits.
He will urge them to think about any differences they find as potential strengths, not weaknesses.
"I would see this work informing the school system, to exploit some of the strengths that are in these children and introduce curriculum that instead of penalizing them would allow them to function," he said.
He found that children from low SES families tend to use far more parts of their brain during the test than kids from middle-income families.
It was as if the low SES children paid equal attention to every sound they heard, he saod.
Children from high-income homes only paid close attention to the two tones they had been asked to identify.
He stressed that the differences were in how they did the task, not how well they performed. All the children had similar reaction times and accuracy rates.
Swain will be looking at many different parts of the brain and the connections between regions.
His volunteers are 52 young adults that one of his colleagues, Gary Evans at Cornell University, has been tracking since they were in their mothers' wombs. Half of them grew up in poverty, the other half in working or middle-class homes.
Starting as early as next month, Dr. Swain will begin two days of brain imaging and tests for each volunteer.
He will assess their language skills and memory and study how their brains react to pictures of scary faces, and whether that reaction changes when they are stressed.
He will stress them by asking them to do mental arithmetic in front of strangers.
He already has a detailed life history of each volunteer, which will make it possible to look for brain features associated with resilience.
Some people, after all, emerge relatively unscathed from difficult childhoods.
Swain wants to see if there is something different about their brains.

Pyongyang denies it torpedoed the Cheonan near the inter-Korean maritime border on 26 March, killing 46 sailors.
South Korea says it plans to refer North Korea to the UN Security Council, and is seeking a unified international response to the incident.
'Puppet army gangs' Tuesday's KCNA reports announcing the severing of all ties - including communications - said the North was also banning South Korean ships and planes from its territorial waters and airspace.

Analysis

Jonathan Marcus Within a matter of days relations between the two Koreas have returned to the freezer.
The diplomatic goal now will be to ensure that a renewed cold war on the Korean peninsula does not generate into a hot conflict.
The United States is firmly backing South Korea but US Secretary of State Hillary Clinton - who has been in the Chinese capital Beijing as events unfolded - has failed to extract any public criticism of North Korea from the Chinese authorities.
Her hope will be that in private Beijing will tell Pyongyang in no uncertain terms that it should do nothing to inflame this crisis further.
"The Committee for the Peaceful Reunification of Korea... formally declares that from now on it will put into force the resolute measures to totally freeze the inter-Korean relations, totally abrogate the agreement on non-aggression between the North and the South and completely halt the inter-Korean cooperation," KCNA reported.
Pyongyang has also accused South Korea of trespassing in its waters.
In a warning to South Korea's navy, a newsreader on North Korean state television (KRT) said: "South Korean puppet army gangs have been recently trespassing our territorial waters without restraint.
"They have conducted provocative acts which severely irritate us, by making dozens of warships intrude upon our waters from 14 to 24 May."
The newsreader said that if this "deliberate provocation" continued, the North would "put into force practical military measures to defend its waters".
North and South Korea are technically still at war after the Korean conflict ended without an armistice in 1953.
While there were hopes of a reconciliation a few years ago, relations have been deteriorating since then and now appear to be at their lowest point in a decade, correspondents say.
Provocation Amid the rising tensions, Seoul announced on Sunday it was ending trade relations with the North in response to the sinking of the Cheonan.
South Korea has also said it will drop propaganda leaflets into the North to tell people about the sinking, as well as setting up giant electronic billboards to flash messages.

It has resumed propaganda broadcasts to the North, playing radio programmes that will soon be broadcast via border loudspeakers.
The US, which has thousands of troops based in South Korea, has backed Seoul, condemning the incident and confirming late on Monday that it will hold joint anti-submarine naval exercises with South Korean forces.
US Secretary of State Hillary Clinton has said the US and China must work together to "fashion an effective response" to the sinking of the Cheonan.
Speaking in Beijing, Mrs Clinton said maintaining peace on the Korean peninsula was "a shared responsibility" between the countries.
China has called for all sides to show restraint, adding its voice to calls for international co-operation over the incident.
Vice Foreign Minister Cui Tiankai said Beijing was "ready to work together with the US and other parties and continue to stay in close touch on the situation on the Korean peninsula".
On Tuesday Wu Dawei, China's special representative for Korean affairs, arrived in Seoul for talks with Foreign Minister Yu Myung-hwan.
Analysts say China's attitude is key, because it holds a veto in the Security Council and has in the past been reluctant to impose tough measures on Pyongyang.
Mrs Clinton is also due in Seoul for talks on Wednesday.

European stock markets closed sharply lower after a day of continued fears about eurozone debt problems and their potential impact on the global economic recovery.

The FTSE 100 index in London closed down by 2.54% to an eight-month low of 4,940.68 points.
Germany's Dax index was 2.34% lower, while in France the Cac 40 fell 2.9%.
In afternoon US trade, the Dow Jones was down by 1.55%, and the broader S&P 500 index was 1.51%.
Earlier, Asian markets also saw sharp falls. As well as eurozone worries, stocks in South Korea and Japan had been affected as North Korea reportedly went on to military alert.
North Korea later announced it was severing ties with South Korea.
In London, the FTSE 100 has now fallen by more than 10% in little more than a month after hitting a 22-month high in April - it stands at its lowest level since 7 September 2009.

The renewed concerns about eurozone debt follow Monday's strongly-worded comments from the International Monetary Fund that the Spanish economy needs comprehensive and far-reaching reform.
That added to investors' worries over the weekend rescue of Spanish bank Cajasur by the Bank of Spain, only the second time the central bank has saved a regional lender.
Amid concerns over solvency in the sector, and in the wake of the Cajasur rescue, four Spanish savings banks then announced plans to merge.
Cajastur, Caja de Ahorros del Mediterraneo, Caja Extremadura and Caja Cantabria said they had reached agreement to form a group that would "strengthen solvency and assets of the participating banks".
"There's never been any mystery about the excessive exposure of Spain's banks to a bloated property market," said BBC business editor Robert Peston.
"The mystery has been how its banks avoided crippling losses on this exposure - although that increasingly looks like pain postponed rather than avoided.
"Or, at least, that's what today's retreat in share prices across Europe is saying, with bank shares falling especially sharply," he added.

Richard Hunter, head of equities at Hargreaves Lansdown stockbrokers, said: "The toxic cocktail worsens. Continuing fears over the European debt situation stalling the global economic recovery has been exacerbated by the potential of military tensions in Korea."
And he said there was a shortage of buyers prepared to commit to the market at the present time.
The continued weakness of the euro is a concern, with investors dumping the currency amid fears that debts will cause defaults by weaker countries in the European Union.
In Tuesday trading the euro was down against both the dollar and pound again.
Sterling was up 0.5% to 1.168 euros, and the euro fell by 0.8% to $1.227.
"The euro problems are very deep-rooted as eurozone members share a common currency but fiscal policies are left to each country," Japanese Finance Minister Naoto Kan told reporters.
"I hope financial markets will calm down gradually."
'Sluggish recovery'On Tuesday, the European Union Economy Commissioner, Olli Rehn, warned that governments needed to make major reforms to boost growth.

"The big risk is that once the recovery gets more robust, we sit idly in self-complacency and forget the structural reforms.
"That would lead us to a sluggish recovery - or even a lost decade," he said in a speech at the Brussels Economic Forum.
He said the reforms needed for each European country varied, but he called for the opening up of national markets.
Countries such as Greece, at the centre of fears about the eurozone economy, have regularly ignored EU calls to liberalise markets.
Another nation which has ignored calls to open its markets is Italy, which is set to reveal an austerity budget later on Tuesday.
Regional tensionsEarlier in Asia, Japanese stocks fell by 3.1%, and shares in South Korea fell by 2.7%.
Australian shares fell by 3%, Taiwanese stocks dropped 3.23% and the wider MSCI measure of Asia-Pacific shares outside of Japan fell by 3.6%.
Shares in Hong Kong, Singapore, Indonesia, China, India, Thailand and Malaysia all fell.
There were reports in South Korea that North Korea had told its military to prepare for war, but only if the South attacked it first.
Tensions in the region have been growing since international investigators blamed the North for torpedoing and sinking a South Korean warship in March, killing 46 sailors.
The falls in Asia come after major markets in the US closed lower overnight, with the Dow Jones shedding 1.2% and the S&P 500 dropping 1.3%.

Rajdhani Express derails in Bihar

At least 14 wagons of the New Delhi-Guwahati Rajdhani Express derailed in Bihar, police said Tuesday. The incident occurred Tuesday morning and no injuries were reported.
According to police, 14 wagons of the Rajdhani Express derailed between Nawgachia and Kharik railway station in Katihar district, about 200 km from here.
A railway official said traffic was disrupted on the main rail track between Delhi-Guwahati.
Officials were, however, reluctant to say anything about the cause of derailment. 'It is too early to say anything,' Chief Public Relations Officer Dilip Kumar said.


Legal panel visits Kalinganagar industrial area

Following a direction by the High Court, Orissa State Legal Services Authority (OSLSA) today visited Kalinganagar industrial area in this district to probe into allegations of human rights violation and police repression during an anti-government agitation recently. OSLSA member secretary Satrughan Pujahari accompanied by Civil Judge, Sr Division of Jajpur, Bilasini Sahu visited the spot. Adjudicating over a PIL, the bench of Chief Justice Venkatgowda Gopalagowda and Justice Laxmikant Mohapatra had last week directed the member-secretary of OSLSA to conduct an inquiry and submit the report by Thursday. Upon submission of the report, the case would again come up for hearing before the vacation court of Justice Bimal Prasad Das and Justice Laxmikant Mohapatra on May 28, advocate Asish Mishra said.
Alleging government-sponsored anarchy at Kalinganagar, lawyer and social activist Ramachandra Ray of the locality had filed the PIL in the High Court seeking CBI or Human Rights Commission to probe into the lawlessness in the area. "Violation of human rights is rampant in the locality where the government is setting up a common corridor road to facilitate different industrial units coming up in the area" , the petition said.

Molester cop Rathore arrested, sentence enhanced to 18 months

Former Haryana police chief S.P.S Rathore was Tuesday sentenced to 18 months in prison by a Chandigarh court for the 1990 molestation of teenager Ruchika Girhotra, who committed suicide three years later. Rathore was arrested immediately. The district and sessions court sentenced the disgraced former police official to one and a half years of rigorous imprisonment, enhancing his earlier six-month sentence.
Rejecting his appeal against his conviction by a Central Bureau of Investigation (CBI) special court here last year, additional district and sessions judge Gurbir Singh said that Rathore should be taken into custody and taken to the Burail prison here immediately.
The CBI had opposed Rathore's plea and had sought an enhancement of his sentence from six months to the maximum of two years after his conviction in the August 1990 molestation case of teenager Ruchika Girhotra, who committed suicide three years later.

A black box recorder has been recovered from an Air India Express Boeing 737-800 aircraft that crashed in Mangalore last week, killing 158 people on board, an official said on Tuesday.

The cause of the worst air disaster in India in more than a decade was still unknown, said officials.
"Yes, the black box has been found," Peter Abraham, director at the Mangalore airport, told Reuters.
The Air India Express aircraft, a budget carrier owned by state-run Air India and carrying 166 people and crew, crashed early on Saturday while landing at Mangalore city's "table-top" airport which overlooks a ravine.
Eight people survived, mostly by jumping out of the plane that broke into two after crashing.
While the cause of the crash has not been established, India's media and some aviation experts have said the runway at Mangalore was not wide or long enough and may have given little room for the pilot to react after landing.
Civil Aviation Minister Praful Patel has said the runway should not be blamed for the crash, adding the Mangalore crash should be seen as an isolated incident.

Mangalore rerun in Patna, almost; no one hurt

Patna, May 25 -- Air India flight IC-415 almost did a Mangalore at the Jaiprakash Narayan International Airport here on Monday. The 139 passengers on board the Delhi-Patna flight had scary moments when the pilot went full throttle up after descending to an altitude of 400 metres and did a 'go around' before a rough landing at 12:45 am.

Flight commander H.S. Assi later apologised to the passengers for the 'hard' landing and attributed it to short runway. Patna airport has a runway length of 6409 feet.
But aircrafts get less to land because of threshold displacements of 439 ft on Runway 25 (due to trees in the adjoining Sanjay Gandhi Biological Park) and 908 ft on Runway 7 (due to Phulwarisharif railway cabin) Air Traffic Control later said the Airbus 420 aircraft had to over-fly the runway. The ordeal, though, was too much for the passengers, who had to put up with a five-hour delay owing to the absence of cabin crew in Delhi and bad weather in Patna.
"After the announcement for landing, the TV panels behind the seats displayed that the flight had descended to 400 metres when it soared to 1300-1400 ft. We hovered over the Ganges and took a full circle before landing with a big thud," said businessman Arindam Guha.
Apart from the landing, the passengers had no complaints. "The flight was comfortable," said ex-minister Chandrika Rai.

Broadband spectrum bidding hots up

Bids for one set of all-India wireless broadband spectrum licences reached 31.98 billion rupees ($670 million), or about 83 percent higher than the base price, on the second day of an auction, government data showed on Tuesday.

Eleven firms including India's top three telecoms firms -- Bharti Airtel, Reliance Communications and Vodafone Essar -- and U.S. chipmaker Qualcomm Inc, are bidding for broadband spectrum.
The current auction follows bidding for third-generation (3G) spectrum that ended last Wednesday after 34 days and 183 rounds. The sale fetched the Indian government 677 billion rupees in revenue, nearly double the total estimated from both 3G and wireless broadband spectrum auctions.
The base price for one set of all-India wireless broadband spectrum licence was set at 17.5 billion rupees. Two such all-India licences are on offer for private firms, while a third set has been reserved for state-run firms which would have to match the final bid prices.

The Reserve Bank of India (RBI) has asked state governments to manage their cash balances more effectively and issue a quarterly indicative borrowing calendar to help it manage their borrowing better, the bank said in a statement.

Senior officials of the central bank as well as state finance ministries met earlier on Tuesday for an annual discussion, it added in a statement on its website.
"There was an appreciation for a little bit of lower borrowing than the ceiling given to states. RBI wants the states to reduce their borrowing to the extent of their cash balances," a state finance secretary who attended the meeting told Reuters.
Central bank officials asked the states to even out their spending pattern to ensure their cash levels don't rise, he added, on condition on anonymity.
State cash surpluses with the central bank have risen to about 750 billion rupees, a central bank official who attended the meeting told Reuters.
"The deliberations in the conference primarily focused on issues relating to surplus cash balances of the state governments, projections on market borrowings of the state governments and issuance of quarterly indicative calendars for borrowing by the states," the central bank said in a statement.
The central bank, already reeling under the federal government's record 4.57 trillion rupee borrowing target for this fiscal, is also concerned about pushing through the state's borrowing, which takes the total debt sales to 6.3 trillion rupees this year, the state official said.
Central bank officials pointed out that it will be difficult for the market to absorb the entire government borrowing if corporate credit picks up and with the 3G outflows, he added.
Officials attending the meeting included Sudha Pillai, a member of the plan panel, Ashok Chawla, finance secretary, Sumit Bose, secretary for asset sales, Shyamala Gopinath, deputy governor and other state finance secretaries.
