Mumbai: Maharashtra Government on Friday announced suspension of the concerned officer of Patan tehsil police station at Mulgaon in Satara district for his inaction in connection with parading of a Dalit woman naked in January this year.

 

"The concerned officer, who showed laxity in registering a case against the accused, is suspended," Minister of State for Home, Satej Patil, said in the Legislative Council.

 

The government was serious about the issue and was not shielding anybody, he added.

 


The woman was allegedly paraded naked by members of an upper caste family after her son eloped with a girl from the family.

 

Shiv Sena MLC Diwakar Raote said, "Why the opposition had to demand his suspension, when the incident had occurred three months ago?"

 

The government should have registered a case against the officer on its own rather than waiting for the discussion to take place in the house, Raote said.

 

"Suspending the officer will not serve any purpose...he should be dismissed from his service," he said. PTI

Three of the four accused who had allegedly kidnapped and gangraped a 20-year-old Dalit woman in a moving car last Tuesday were arrested on Friday. The crime was allegedly planned by the victim's neighbour and friend Vinay Sharma and his three accomplices, police said. They allegedly forced the woman consume alcohol and took turns to rape her in a car.

 

Yadav was nominated as state secretary of the labour wing of a political party in October 2011. Senior party leaders said his nomination was cancelled ahead of the UP assembly polls.

 

Police probe revealed that Sharma, who works with a BPO firm in Sector 63, Noida, hosted a party at his residence where he and his friends planned to take the woman out on the pretext of watching a film. He reportedly took her to his office in Patwari village, Greater Noida.

 

"We made her consume alcohol and Yadav drove away with her in his car. When he returned, we boarded the car and drove around the city and exploited her," Vinay is believed to have told the police. The car in which the crime was committed had tinted glasses and bears the flag of a political party.

 

The victim managed to jump off from the car after three hours when the accused halted to buy water from a shop in Sector 51, Noida, police said.

Allocations for SCs/STs fall short again

The total planned budget for the Scheduled Castes (SC) and Scheduled Tribes (ST) for the year 2012-13 has once again failed to meet its target. For the Special Component Plan (SCP), the allocation has been Rs. 37,113.03 crore, which is 9.3 per cent as against the government's own target of 16.2 per cent.

 

For the Tribal Sub Plan (TSP), the allocation is Rs. 21,710.11 crore, which is 5.4 per cent of the total budget amount as against the official target of 8.2 per cent. In the last five-year Plan, the allocation was around 8 per cent for SCP, according to Paul Divakar, general secretary of the National Campaign on Dalit Human Rights.

 

This year, while there has been an increase in allocation for the pre-matric scholarship scheme for SCs from Rs. 200 crore to Rs. 824 crore, there is a marked decrease in the post-matric scholarship scheme. From last year's allocation of Rs. 2441.7 crore, the allocation to post-matric has been brought down to Rs. 1,500 crore.

 

"This is not a proactive measure for equality. A quantum of money is being spent on the social sector which is not a bad thing, but it looks at only aspects of survival and menial labour-related jobs for Dalits," said Mr. Divakar. The social sector allocations go for primary school education, mid-day meals, MGNREGS among others but the Dalits are being kept out of the larger economic growth due to reduced allocations in post-matric educational schemes, he added.

 

There is a decrease in other schemes as well. In the scheme of pre-matric scholarships for children engaged in unclean occupation, it has come down from Rs.70 crore to Rs. 10 crore. In the 'Book Bank' and 'Upgradation of Merit of ST students' schemes the allocation has decreased from Rs. 823.78 crore to Rs. 750 crore.

 

There has also been a decrease in the Indian Leather Development Programme from Rs. 30 crore to Rs. 12 crore. However, there is an increase in Infrastructure Maintenance (Department of Health & Family) from Rs. 701.75 crore to Rs. 978.11 crore. But infrastructure development should not be counted as SCP, pointed out Mr. Divakar.

 

Meanwhile, there has been an increase in some other schemes such as Rashtriya Madhyamik Shiksha Abhiyan, Construction and Running of Hostels for SC girls in secondary and higher secondary schools, Indira Awas Yojana, Integrated Watershed Management Programme and National Rural Drinking Water Programme. One of the significant increases is in UGC allocation, which has gone up to Rs. 1042.4 crore from Rs. 799.6 crore.

 

Under TSP, the allocation for reducing child labour has been halved to Rs. 15 crore and for the Prime Minister's Employment Generation Programme it has decreased to Rs. 107 crore from Rs. 131.56 crore. As per the Economic Survey, the expenditure on welfare of the SCs/STs and the OBCs has reduced from 0.67 per cent to 0.57 per cent.

 

Making a case for thoughtful and targeted allocations, Mr. Divakar said that as the growth rate slid from 8.4 per cent to 6.9 per cent — the lowest in seven years — the Human Development Index has worsened, down from 119 in 2010 to 134 in 2011.

 

"What happened to the claim that this growth will lift up the overall condition of the citizen or is this an inclusive growth?" he asked.

Muzaffarnagar (UP): A BSP activist was shot dead by unidentified armed men at Tawli village in the district here following which irate party workers blocked the Titawi-Muzaffarnagfar road, police said on Saturday.

 

BSP sector in-charge Manpal (23) was shot dead by the assailants last evening when he was returning home, they said.

 

Enraged over the incident, BSP activists blocked the Titawi-Muzaffarnagfar road for some time.

 

Senior police officials later pacified them and the body was sent for a postmortem. PTI

At a time when the subaltern population of India is dreaming of a new civil society beyond traditional political boundaries, the need of the hour is a new concept of the State, democracy, and power, the bishop of the Niranom diocese Geevarghese Mar Coorilos has said.

 

He was delivering the G. Rajeshkumar memorial lecture on the topic 'Media and people's agitations' at the Thiruvananthapuram Press Club on Thursday.

 

The media, which has the power to make or break a movement, should ask itself which face of India it is projecting. Large sections of the media projected Anna Hazare's anti-corruption movement as a never-before phenomenon. The hype and the hysteria generated on this was incredible. Similar was the treatment given to the agitation by Baba Ramdev.

 

"But which were the faces seen associated with such movements? Middle-class intellectuals, academics, and human rights activists. Most of them belonged to the upper castes. When a team was set up to draft a bill, there was no place in it for a Dalit, for the religious minorities, and there was no woman there," he said.

 

The faces commonly seen in discussions on TV channels were the same. He asked where the faces and voices of the Adivasis, their women, the Dalits, and the fishermen were. "A fresh concept of a people's movement is needed; one from the perspective of the victims, the oppressed" he said.

 

Conventional political parties had failed the subaltern population of India. There was nothing left in the Left politics and there was nothing right with the Right, he pointed out.

 

"The CPI(M) views any new type of public movement with suspicion and tries to suppress it. Chengara is a good example," Bishop Coorilos said.

 

"Why are mainstream political parties afraid of, say, a Gothra Mahasabha? Why is their sense of democracy not sought to be understood? What is wrong with a decentralised notion of power? Not the World Bank's People's Planning," he pointed out.

 

Tools of Marxian analysis developed mostly for Europe could not be applied as such to India. If the Left parties continued to ignore the caste question in the country, they would remain confined to Kerala and West Bengal. It was time the Left took Ambedkar seriously. It had not so far accepted his critique of Marx.

 

Caste inequality should be tackled alongside economic inequality, he added.

KARACHI: Around 87 per cent of Dalit women and 63.5 per cent of Dalit men in the country are illiterate, said the International Dalit Solidarity Network's (ISIN) annual report.

 

A large number of them do not have Computerised National Identity Cards. It portrayed a bleak picture of the community in India, Bangladesh and Pakistan. The national primary enrollment rate of Dalits was 48 per cent but only 10 per cent of Dalit girls had access to primary schools and less than one per cent of Dalit women had studied till the eighth grade. It stated that during the floods, Dalits were discriminated against and were not allowed to live in relief camps. There are an estimated seven million Dalits in Pakistan, out of which 3.5 million live in flood-affected areas of Sindh. Nearly 70 per cent of these Dalits were labourers. The report suggested that Dalits have no representation in parliament.
