Conspiracy behind the debate to change Constitution

People generally worry more about the future but think much less about what's happening in the present. The decision taken today brings forth our future. If you decide to remain in slavery today, freedom won't be your future. No one would be able to enslave you if today you decide to live in freedom.

During the Lok-Sabha elections of February 1998, Atal Bihari Vajpayee had for the first time stated in a press conference that the Constitution has become irrelevant, useless for us, hence should be changed and that we would constitute a commission to review the Constitution. The BJP wishes to change the Constitution under the garb of reviewing it. This is because one month after the Babri Masjid was demolished on 6th December 1992, a conference of religious priests under the name "Religious Parliament" (Dharma Sansad) at the confluence of Allahabad was organized by the Vishwa Hindu Parishad. In this conference, a committee of three priests was formed to build the framework of a new Constitution and this committee prepared a 67 page Constitution which was published in a meeting held at Hardwar.

The intellectual class of our society doesn't understand that there is always politics behind a decision. It looks only at the decision but ignores the politics behind it. One would have to develop thinking by always keeping in mind the decision and the politics behind it. What is the aim behind the debate to form a Constitutional Review Committee?

It is of paramount importance to change the Constitution from the point of view of the ruling caste people as the Constitution is a document which ends the special privileges of Brahmins given to them by the Manusmriti. If the Brahmins say that they want to change the Constitution as it has ended their special privileges, they would not be supported by the majority of prerequisite to change the Constitution. The ruling caste people hatched a plan to create a debate on the review of Constitution so that fear could be created amongst the Ambedkarite people. As soon as this fear is created they would leave everything else and gather forces to save the Constitution. Atal Bihari Vajpayee directs the agenda of our movement and our people follow it. This shows the ineptitude of the Ambedkarite intellectual. The BJP plans, the BJP decides, the BJP makes strategies and its implementation is being done by the Ambedkarite people. Our people are working for the Sangh Parivaar from their homes. A fundamental point to be understood here is that they want and need to change the Constitution without which they won't be able to accomplish their aim. Whether the Constitution can be changed? This is an important question before us.

In the Keshavanand Bharti case, the Supreme Court had given the decision that the basic structure of the constitution cannot be changed. If the BJP garners two thirds majority, can it change the basic structure of the constitution? If the BJP tried to change the basic structure, the Supreme Court would nullify it again.

The aim behind the debate to change the Constitution is to create a public opinion keeping in mind the thinking which is either for or against the issue. But in reaction the Ambedkarite people started creating a public opinion. Today, who is debating on the constitution in our country, the Ambedkarite or the RSS people? Whether the RSS has carried any program amongst the common people with the intention of changing the Constitution? We spend, we carry out a program where we invite an intellectual (Pundit) who emphasizes on the need to change the Constitution.

Of the two things that have to be understood, the first one is that it has become very important for the ruling caste to change the constitution and the second one is that the basic structure of the constitution cannot be changed. Doesn't Vajpayee know the things which we know? Thus it is clear that it is not the issue of changing the Constitution now but the politics behind it is that they want to create a debate through the Ambedkarites. Thus the Ambedkarites would themselves create fear in their people. When these leaders would create fear and tomorrow the congress people in their election campaign say that we won't let the change in Constitution happen, these fear stricken people would vote for congress. Then the congress party would say that we would be able to stop the BJP in Delhi. This is a part of the joint strategy of Congress-BJP. It is important to note the statement made by Lal Krishna Advani. The assembly elections have recently concluded. After the results were declared, Advani said that we are sad that we lost. But I am happy that now favorable conditions for a two-party system have been created.

When the BJP raises an issue with the intention of creating fear, our people raise that issue amongst our people and thus fear is created. Thereafter, the congress says don't worry, we won't let that happen. Just vote for us. People who are in position to influence the public opinion are weak in expressing themselves and speak frugally. They use words very miserly. Use of right words at right time creates public opinion. In democracy, public opinion counts as strength, not just public.

The ruling castes have an assessment of our intellectuals with them. The first objective behind this debate of changing the Constitution is to put to task the Ambedkarite people. The Constitution had ended the privileges of the Brahmins. When Vajpayee states that we would change the constitution, all the Brahmins of this country feel good. This is the second objective behind this debate.

An 'India Today' survey states that sixty percent of the higher caste people had voted for the BJP, remaining forty percent are still with the Congress which is the actual worry of Atal Bihari. The fundamental thinking here is that the absolute majority of the higher caste should be made to support Vajpayee with the help of which the constitution could be changed. In realizing this objective even the RSS is not helping Vajpayee as much as the Ambedkarite people. The more such programs are undertaken by the Ambedkarite people, the more the Brahmins would go with Vajpayee.

This is a Brahmin strategy wherein they have first put to task those people who are going to oppose the decision that they want to take. Thus, those in the opposition are working to implement their program. Other similar decisions are also being taken to fulfill these objectives. The retirement age limit of the government employees has been increased from 58 to 60. This would automatically result in the delay in the induction of eligible candidates from OBC's from the 27 percent quota in the government posts. The government has powers to extend the services of an employee for another two years after retirement age. Around 25 lakhs people have been disallowed the opportunity of a job in the public sector by just this one decision. We are already busy fighting against other problems. What could be done for this one? We could do nothing. This is akin to the issue of Ayodhya-Babri Masjid where the OBC people were told that a temple of Ram would be built for them. Thereafter the OBCs left the Mandal commission movement and joined the movement of Ayodhya temple. This is politics. Our enemy first engages us in a problem and once when we are completely engrossed in it, he takes decisions on other matters. Our enemy has not only increased the retirement age limit in the government jobs but also increased many fold the salary given to the IAS officers. On the other hand the clerical grade employees were handed out a pay rise of rupees 200-300 only. Clerical grade consists mostly of the people from the Bahujan communities and the administrative services consist mostly of the people from higher castes.

What is the objective behind increasing these salaries? Many multinational companies are coming in our country for business. The Brahmin youth are starting to prefer MBA as a career over the administrative services. This is because the MBA degree fetches an executive port and a higher salary in a multinational company. The salary is much higher if he goes to a foreign country. If the salary of Brahmins is not increased in the administrative services, all the Brahmins would go in the multinational companies and the entire government sector would be left behind for the Shudra-Atishudras. This has alarmed those Brahmins who are in politics as the person aspiring for the Prime Minister's post must have six District Magistrates in each district. If the Brahmins opt for multinational companies as their careers, the Shudra-Atishudras would become District Magistrates and thus no higher caste person can become either a Chief Minister or a Prime Minister. The ruling caste people plan with a long term view. Our people don't have enough time even to bother about current problems. The enemy is calmly planning about their future and plotting against us with the objective that we remain fear stricken and do not focus our attention towards the current conspiracies being hatched. Our society has to be made aware about these conspiracies.
